Abstract

Graduate social work education can be enhanced through extensive and appropriate use of relevant literary works. This paper describes an elective course for second-year graduate social work students in which twentieth-century novels were used to highlight social policy issues. The paper deals with the relationships between art and social realities and the usefulness of literature for social policy analysis. A detailed account of this course and its evaluation is presented as well as its potential for replication.  相似文献

Abstract

How to stimulate student interest in social policy, while reinforcing its professional significance for social work, remains an understudied topic. This paper reports an evaluation of a teaching intervention that sought to enhance student interest in social policy by: more explicitly connecting social policy with professional social work practice; introducing an assessment exercise that involved visiting Parliament House; and undertaking weekly “hot policy topic” small group discussions. Social work students were found to be quite aware of the importance of social policy to professional practice. The intervention did not measurably increase interest in social policy, but heightened student awareness of their capacity to contribute to policy processes.  相似文献

Abstract

Objective: Tobacco-control policy proposals are usually met with opposition on college campuses. Research to understand students’ viewpoints about health-related policy proposals and messaging strategies, however, does not exist. This study investigated students’ perceptions about a smoke-free policy proposal to help understand their positions of support and opposition and to inform the development of effective messaging strategies. Participants: In January 2012, 1,266 undergraduate students from a midwestern university completed an online questionnaire about smoke-free campus policies. Methods: Responses were coded and analyzed using Linguistic Inquiry and Word Count software and chi-square, independent-samples t tests, and binary logistic models. Results: Most students who supported a smoke-free policy considered environmental or aesthetic conditions, whereas most opponents used personal freedom frames of thought. Supporters viewed smoking policies in personal terms, and opponents suggested means-ends policy reasoning. Conclusions: Taken together, points of reference and emotions about proposed policies provided insight about participants’ perspectives to help inform effective policy advocacy efforts.  相似文献

Qualitative research can be used to influence policy development, implementation, and evaluation. Three focus group studies dealing with implementation of a county's welfare reform programs are presented to illustrate the ways that qualitative research can be used. Abstract

This paper considers a number of interrelated dimensions that are crucial to the developing intergenerational field: research, policy, practice and theory. The paper argues first, that research (and indeed evaluation) underlies, and is fundamental to, facilitating and understanding the linkages between practice, policy and theory. It further argues that breaking down the barriers between research, policy, practice and theoryparticularly in terms of the language we use- is key if we are to fully realize the potential of this developing field. An early intergenerational study undertaken by the author is used as a tool to illustrate some of the ways in which the field has progressed over the last twenty years. The paper concludes with thoughts and suggestions about the dilemmas and challenges remaining for those in the field.  相似文献

PurposeThis article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.Design/methodology/approachAfter a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.FindingsThe research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI.Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.Originality/valueConsidering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. This article therefore aims to provide support in this regard for future evaluations of gender policies.  相似文献

ABSTRACT

Feminist scholars have challenged the neutrality of policymaking processes and the outputs resulting from these processes. However, some elements of policymaking have not been studied as well as others. In this article I explore the concept of evaluation from a gender+ perspective as an essential step for a complete gender mainstreaming strategy, which can help to identify gender issues that should be integrated into the content of evaluated policies and to ensure gender does not get lost in the policymaking process. “New” social welfare policies are often actually policies borrowed from other states or nations. This paper reviews the recent theoretical developments in understanding the processes of policy transfer and presents a “policy transfer” model that can be a useful heuristic tool for social workers engaged in policy making. It discusses how the field of social work can benefit from understanding the factors underlying successful and unsuccessful policy transfer, and argues for the inclusion of the study of policy transfer in social welfare policy courses.  相似文献

ABSTRACT

This article proposes an analytical construct, based on feminist and non-feminist policy studies, to be eventually used in the systematic study of feminist policy in practice in postindustrial democracies. The measurement allows for the analysis of democracy, representation, and symbolic reform in terms of the array of policy actors who come forward during the crucial implementation and evaluation stages, the policy instruments that are used in these phases, and policy outcomes. As the article argues, developing this analytical measurement constitutes the essential first step in the emerging research cycle on feminist policy postadoption in a comparative perspective.  相似文献

Abstract

The policy debate over faidibased initiatives has prompted calls for comparative effectiveness research. Drawing examples from an evaluation of California's Community and Faith-based Initiative (CFBI), we illustrate a research strategy that takes local networks as the primary unit of analysis. This approach focuses on understanding the roles different organizations play within local service delivery networks, and on analyzing how local actors coordinate services to affect participant, organization, and system outcomes. The network perspective casts new light on policy options, and suggests that caution is necessary when using administrative data to interpret program effectiveness.  相似文献

ObjectiveTo develop a framework for evaluating and monitoring a primary health care service, integrating hospital and community services.MethodA targeted literature review of primary health service evaluation frameworks was performed to inform the development of the framework specifically for remote communities. Key principles underlying primary health care evaluation were determined and sentinel indicators developed to operationalise the evaluation framework. This framework was then validated with key stakeholders.ResultsThe framework includes Donabedian's three seminal domains of structure, process and outcomes to determine health service performance. These in turn are dependent on sustainability, quality of patient care and the determinants of health to provide a comprehensive health service evaluation framework. The principles underpinning primary health service evaluation were pertinent to health services in remote contexts. Sentinel indicators were developed to fit the demographic characteristics and health needs of the population. Consultation with key stakeholders confirmed that the evaluation framework was applicable.ConclusionData collected routinely by health services can be used to operationalise the proposed health service evaluation framework. Use of an evaluation framework which links policy and health service performance to health outcomes will assist health services to improve performance as part of a continuous quality improvement cycle.  相似文献

ABSTRACT

This paper describes the establishment of a pilot neighbourhood-based intergenerational programme and its evaluation in one town in England. It sets this in both the context of English inter-generational programmes involving schools and of English social policy. The latter is currently influenced by Putnam's concept of social capital. It argues that intergenerational programmes of all kinds are likely to be useful contributions to the development of social capital. The paper reports how the evaluation of the pilot has lead to the refinement of the original model. The pilot highlighted the need for more systematic measures of the process and outcomes, including the project's contribution to development of social capital. The revised model is being implemented in a number of contrasting neighbourhoods and will be evaluated in both outcome and process terms. The need to provide an evaluation of policy implementation is an integral part of almost all work carried out by organizations. Accordingly, many social science researchers will undertake some form of evaluation work during their careers. For many, this task will prove relatively unproblematic. However, for some, evaluation research may pose a number of difficulties. Despite large public policy efforts over the past 30 years, a large minority of households remains consistently inadequately prepared for retirement. If policymakers want to address this shortcoming, public policy has to change from its current path. This paper suggests a system of mandatory private pensions funded by a minimum mandatory contribution of 3% of payroll. Rapid global change, massive world migration, and increasing political and economic uncertainty demand that policy practice be taught from a global perspective. If social work students are to be effective policy practitioners and advocates, they need skills to consider local, national, international, and global issues as the context for policy analysis and action. This paper focuses on implementation of a new policy practice course built on the foundation of international human rights emphasizing comparative policy analysis and principles of liberty, equality and justice within a social development perspective. Both the United Kingdom and Australia engaged in social policy transfer of anti-discrimination policy for people with disabilities in the 1990s with the adoption of new legislation whose structure and approach originated in the United States a decade earlier. This paper focuses on the extent of the convergence of disability policies between each country and the USA, and the variables that affected social policy transfer in each nation. Abstract

The development of a policy of confidentiality and privacy at the Division of Mental Hygiene, Yale University Health Services, is traced from the earliest reference to it in 1933 through the present. The factors relating to confidentiality within the university are distinguished from those relating to inquiries from outside agencies. The distinction between information requested in connection with further therapy and information requested for use in evaluation for employment or selection is made. In the latter instance, the establishment of a policy of releasing no information to outside agencies, even with a waiver from the patient, is described and explained.  相似文献

Applied social statistics is typically one of the most dreaded courses in a social work program. Technological advances in computer applications offer tools to lessen the pain and increase the gains associated with teaching and learning statistics. This paper reports on a modest research project resulting in a computer-based approach to teaching Applied Social Statistics. This approach makes full use of MicroCase, a statistical software package. Results of evaluative efforts which appraised the computer technology-enhanced statistics course are presented. Course format, classroom procedures, workbook and homework assignments, evaluation tools, and teaching strategies are also suggested.  相似文献

Three discrete options, internal, external and collaborative, are described. Collaboration is illustrated in detail using the “CATS” example. ObjectiveWe describe the formulation and implementation of a participatory evaluation plan for three Transdisciplinary Collaborative Centers for Health Disparities Research funded by the National Institute of Minority Health and Health Disparities.MethodsAlthough different in scope of work, all three centers share a common goal of establishing sustainable centers in health disparities science in three priority areas – social determinants of health, men’s health research, and health policy research.ResultsThe logic model guides the process, impact, and outcome evaluation. Emphasis is placed on process evaluation in order to establish a “blue print” that can guide other efforts as well as assure that activities are being implemented as planned.ConclusionWe have learned three major lessons in this process: (1) Significant engagement, participation, and commitment of all involved is critical for the evaluation process; (2) Having a “roadmap” (logic model) and “directions” (evaluation worksheets) are instrumental in getting members from different backgrounds to follow the same path; and (3) Participation of the evaluator in the leadership and core meetings facilitates continuous feedback.  相似文献
