This review of William Riker's work suggests that his interest in rational choice theory was based on his desire to understand profound constitutional transformation in U.S. political history. Although he argued that “anything can happen in politics,” his use of the notion of heresthetic allowed him to focus on key contingent events. Indeed his later work added depth to his inductive generalizations on the nature of “federal bargains” and coalition formation.  Recent work by Austen-Smith and Banks, Merrill and Grofman, and Lijphart is also discussed in the light of Riker's earlier ideas on voting and democracy. This article describes the political context of comparable worth through the analysis of pay inequalities between women and men in state and local government. I conclude that more comparable worth activities occur in states with larger pay inequalities. Furthermore, larger pay inequalities are associated with a political subculture that emphasizes "good government" and a larger resource capacity. These contextual factors are associated with median salary for women, indicating higher absolute status for women in states with larger pay inequalities. These findings suggest that eliminating gender-based salary inequalities may have the dual effect of decreasing intra-state differences and increasing inter-state salary differences.  相似文献

ABSTRACT

While women are underrepresented in many political institutions and leadership positions, nearly half of state supreme court chief justices are women. Is there something about the role of state supreme court justice that facilitates the recruitment of women to this important political position? We examine whether the selection of a woman chief is driven by the court’s institutional need for women’s leadership style or simply the supply of qualified justices. We find that ideological diversity drives demand for a woman chief. A supply of experienced women justices also has a significant impact on likelihood of selection.  相似文献

SUMMARY

Political scientists have, in recent years, uncovered substantial evidence that political representation in the United States is influenced by gender and race, yet generally examine the effects of gender entirely separate from the effects of race. In this article, we explore the agenda-setting behavior of African American female state legislators. We find that African American women do respond to both women's interests and black interests. We also find that while the sponsorship of black interest measures by African American women (or other legislators) is not influenced by the proportion of African Americans within the chamber, African American women are less likely to sponsor women's interest measures in legislatures with a relatively high proportion of women present. We conclude that because of their focus on multiple groups, black women occupy a unique place in representation, and that their choices are influenced by the institutional context in which they work.  相似文献

The status of women in state legislatures is examined in terms of representation across the United States. A sample of female state legislators and a sample of male state legislators are compared on social and political career characteristics, including marital status, education, occupation, age when one began serving, election mobility, party leadership, and tenure. Party leadership, education, age and, to a lesser extent, occupation were found to distinguish female from male legislators. But party leadership significantly differentiated only between female and male legislators with less than a college degree. Overall, access to state legislative office seems to depend on the same characteristics which define success in society as a whole; for certain groups of women, however, achievement within party ranks provides an alternative mechanism to this end.  相似文献

This article presents a review of legal provisions benefitting the elderly as anchored in the constitutions of countries around the globe. While it is of interest to examine the sheer range of such provisions, it is also possible to gauge from the comparison whether the presence of constitutional guarantees is connected with levels of economic development, conditions of population aging, or other differences among nations. A cross-check with the institutionalization of social security systems is included in the analysis. The results allow an assessment of major differences by world regions, an appraisal of unique cases, and an appreciation of where nations stand today in formulating guarantees and policies regarding the elderly.  相似文献

This article investigates the puzzle of women of color's proportionately higher percentage of office holding in state legislatures compared to white women legislators by testing the predictive capacity of variables commonly used to explain percentages of women at the state level. Using an original dataset that includes characteristics for all 50 U.S. states, the results suggest that standard indicators of women's office holding do not work equally well for all groups of women. The study demonstrates that race and ethnicity do make a difference in regards to women's office holding at the state level when the racial and ethnic characteristics of female legislators are considered.  相似文献

Rural crime in general ranks among the least studied social problems in the social sciences; however, a growing body of research shows that rural woman abuse is a major problem. The current state of progressive critical feminist social scientific knowledge enhances an empirical and theoretical understanding of intimate violence against rural women. Revealing the complexities of rural women's experiences and struggles with violent relationships reconstitutes violence against women as a public crisis that requires continued serious attention with regard research, theory, and policy. Three primary objectives of this article are as follows: (i) briefly review recent feminist social scientific literature on research, methodology, and theoretical contributions on violence against women in rural areas, (ii) suggest new directions in researching and theorizing rural women's experiences with intimate violence, and (iii) offer creative practical and policy solutions towards a broad vision of social change.  相似文献

Both blacks and women are under-represented in American elected offices. At the local and state legislative levels, however, the under-representation of blacks is almost entirely due to the under-representation of black women. Black men have achieved or exceed parity between their population proportions and their proportions among elected officials; therefore, the under-representation of blacks and women are one and the same. Women are more likely to be elected in multi-member districts than in single-member district systems. Black women, in particular, are more likely to come from multi-member district systems whether in overwhelmingly white or black majority constituencies. Redistricting to multi-member districts with black majority and overwhelmingly white constitencies, then, could aid in the election of more black women without hurting black representation overall.  相似文献

Women and HIV:     
Women constitute one of the fastest growing groups of people infected with HIV. Women have always been affected by HIV as informal or formal caregivers. Despite this, HIV services and education have been directed almost exclusively towards men. Given that women comprise half of the workforce, the change in the face of the epidemic requires a reexamination of the EAP professional's approach to AIDS education and services. This article delineates HTV-related issues specific to women and their impact on the functions of the EAP. Suggestions are made for targeting AIDS workplace education and prevention to women. The implications of women's issues on early identification, counseling, and referral by EAP professionals are also explored. Consideration is given to the cultural and socioeconomic diversity of women affected by HIV.  相似文献

Media coverage and emerging scholarship have brought increasing international attention to the urgent humanitarian crisis facing Central American transmigrants as they navigate landscapes of violence in Mexico. While stories of Central American immigrants who remain in Mexico are largely absent from this coverage, there is arguably a “Central Americanization” occurring on the southern border through this permanent settlement. Central Americans choosing to establish themselves in the border state of Chiapas do so in a socio‐spatial and political context defined by the introduction of “progressive” state‐ and national‐level migration policies on the one hand and the persistence of discrimination and violence on the other. We know little about the implementation of these policies on the ground, namely how they are applied and the impacts they have on the immigrant experience in Mexico. To begin to fill this gap, this paper focuses on the experiences of Central American immigrant women living in the Mexico‐Guatemala border city of Tapachula. Employing a feminist geopolitical lens, which encourages conducting research and analysis at diverse scales, it examines their everyday interactions with low‐ to mid‐level representatives of the Mexican state as they seek to avail themselves of their legal and social citizenship rights, and the impacts of these interactions on their livelihoods. This article argues that low‐ to mid‐level officials’ actions reveal the importance of a form of extra‐official, subtle, yet pervasive regulation through which immigrant women are denied rights they are entitled to, inducing negative impacts to their livelihoods, which I term everyday restriction.  相似文献

One striking feature of farming as an occupation is that there are few women who farm in their own right. The passing of land from father to son means that women rarely own land. Their typical entry to farming is through marriage. Women's route of entry to farming affects interpersonal relationships within the family, and also women's role in the public space of farming. Women are under‐represented in farming organizations, in training programmes, and in the politics of farming. This article focuses on the position of women within farming organizations and the interaction between (male) farming organizations and women's farming organizations. Farmers are an extremely well‐organized occupation and wield considerable political power because of this effective organization. However, farming organizations are almost entirely male. This article examines how women are treated within farming organizations, and also the interaction between (male) farming organizations and women's farming organizations. Drawing on the theory of organizations, I argue that the inclusion of women in farming organizations and the existence of women's farming organizations reinforce gender divisions within agriculture and do not in any way question the understanding of men as farmers, or the political power they hold.  相似文献

This article explores some major assumptions underlying the Social Security system and alternative approaches to rendering the system more economically viable, meeting the income needs of the elderly and/or providing greater equity under its benefit and taxation provisions. It attempts to show that the current structure of Social Security not only reinforces but also exacerbates the underlying economic inequalities in our nation's political economy under the guise of a social insurance program. In addressing selected benefit and taxation issues, the article focuses on how working and older women are faring in the 1990s under the Social Security system. It argues that although the program theoretically is gender neutral, its impact is not. Women, particularly those who are single, are poorly served. The article concludes that a progressive restructuring of the Social Security system itself is imperative if we are to meet the needs of a large percentage of workers, older people, and the economic and social demands of the 1990s and beyond.
