The availability of public day care is often assumed to be crucial to the compatibility of childrearing and women's employment. This article takes a multilevel perspective in investigating the role of child care in childbearing decisions in western Germany. Using information on the local supply of public day care and data from the German Socio‐Economic Panel, we estimated first and second birth risks from the 1980s and 1990s. We found that access to informal care arrangements increases the probability of entering parenthood, but we did not find any statistically significant effect of the public day care provision on fertility. This result points to shortcomings in the institutional setup of the German day care (and welfare) regime and to potentially relevant unobserved dimensions of child care.  相似文献

The welfare reforms of 1996 changed the administration of public assistance to children and families. One of the key provisions, requiring parents to join the workforce, resulted in an expanded need for child care. Prior research demonstrates that welfare recipients, particularly in rural areas, utilize informal child care arrangements. Further, recipients in rural communities face greater challenges due to a lack of transportation, geographic spread, and less access to services. This qualitative study examined the child care selection experiences of 33 welfare recipients in six rural Northern California counties. More families selected home-based than center-based child care. During their search processes, welfare recipients utilized both formal and informal routes to locate child care providers. Parents took advantage of their connections with the social service system, but also accessed their social networks for recommendations. Rural families also reported that their choices were constrained by the available programs, transportation, and by the quality of the programs they were able to access. Given the high rate of utilization of home-based arrangements among families in welfare-to-work programs, quality of care in such programs should be improved. Recommendations for increasing quality and access, as well as supports for welfare to work participants, are discussed.  相似文献

Sociological explanations of inequality are incomplete unless they fully recognize the importance of social policy regimes, the policy logics embedded within them, and how policy arrangements work to stratify and shape daily lives. In this address, I develop my arguments by examining two overlapping struggles of everyday life in the contemporary United States: balancing work and family on the one hand, and securing health‐care services, both formal medical care and informal family care, on the other. Both struggles involve care deficits that are significantly more serious in the United States than in other high‐income countries, in part because our policy regime contributes to rather than counters the gendered roots of work–family conflict. Comparative studies hold a key to better understanding the link between policy regimes and everyday lives, as illustrated by the author's own comparative research in Finland and in the United States In terms of policies and policy logics that promote gender equity, paid parental leave for fathers has received much recent attention from social science scholars. Sociologists are challenged to become aware of comparative social policy scholarship and to approach inequalities and the related daily conflicts and struggles—such as over care deficits—by including this work in their analyses.  相似文献

Demographic, socio-economic, and political trends throughout the developed world have contrived to make elder care an issue of utmost policy importance. They also have led to sharp reductions in health and social program expenditures. Policymakers are looking to communities to help meet growing care needs because community care is believed to be better and cheaper than institutional care. However, these beliefs become untenable when costs beyond public sector costs are considered. In fact, informal care carries a number of hidden costs that seldom are considered in health and social policy discussions. This article introduces a taxonomy of the costs of informal elder care, which can be categorized as out-of-pocket expenditures, foregone employment opportunities, unpaid labor, and emotional, physical and social well-being costs. Then, an illustration is provided regarding how the taxonomy can be applied to understanding the incidence, magnitude, and distribution of these costs among stakeholder groups. This taxonomy can help inform ongoing debate about health and social policy reform.  相似文献

The purpose of this study is to examine the predictors of formal, early child care usage and to study the differences between immigrant and nonimmigrant families in their use of formal (center-based, preschool, Head Start, and family child care) and informal child care arrangements (grandparent and nanny) among California’s children. Since the California Health Interview Survey (CHIS) had children from California’s immigrant and nonimmigrant families, the data for 897 preschool age children who attended child care for 10 h or more were retrieved from the CHIS 2005 Child Survey. This study found that immigrants are twice more likely (OR = 2.006; p < 0.005) to use formal child care than nonimmigrant families in California. Children in self‐care (latchkey) arrangements have been portrayed as a population at risk, and this has recently led to research investigations, social policy discussions, and legislative proposals. This study examines selected characteristics of mother, child, and family, and the amount of time children spend in self‐care, for their influences on the use of the telephone to communicate with children in self‐care. The analysis builds on earlier studies that indicate the importance of time, child's age, and mother's employment for understanding the growing phenomenon of self‐care. The results of multiple regression analyses are presented and discussed. As expected, the age of the child is the most important variable in predicting the length of time spent in self‐care. The age of the child and the length of time spent in self‐care are the strongest predictors of telephone communication with children in self‐care arrangements.  相似文献

Understanding the policy debate surrounding the Long-Term Care Insurance scheme and its financing arrangements requires an appreciation of rapid demographic and social change, especially in family structures and attitudes to caring for aged parents; but the pressures that population aging and economic downturn are placing on Japan's pension and health insurance systems also must be recognized. Even more generally, the delicate balance of political interests in Japan's central governing body, the Diet, has shaped the implementation of Long-Term Care Insurance as a forerunner to other reforms in social security and health insurance.  相似文献

Informal kinship care is the most common form of care of related children and it occurs without the oversight or assistance of the child welfare system. This study examined whether and how social support, family competence, and family resources were related to parenting stress in a sample of 207 informal kinship caregivers. Results of GEE analysis supported the hypotheses that social support, family competence, and adequacy of family resources have direct effects on parenting stress in these families; and, adequacy of family resources mediate and moderate the effects of social support and family competence on parenting stress. Implications for practice, future research and policy are discussed.  相似文献

Early nonmaternal child care, for at least some portion of the week, is now the reality for most families in the United States. Ongoing debates surrounding what these changes mean for our society have focused on the possible negative consequences of extended nonmaternal care and the potential impact of such arrangements on children's later development. The NICHD-Early Child Care Research Network (ECCRN) Study of Early Child Care and Youth Development has made great strides toward addressing methodological limitations in previous research through a series of landmark examinations of child functioning from transition to school through 15 years-of-age. The primary goal of this commentary is to put the child care findings into a broader developmental, social, and political context by reframing the discussion to move beyond the current daycare debate and consider implications for social policy and research agendas. Given that daycare has become a normative social institution, we first consider what the research findings mean for the healthy social–emotional and cognitive growth of children. Second, we articulate the implications of the data for social interventions to improve those outcomes. Finally, we address the issue of what political changes are necessary to produce those improvements.  相似文献

A key characteristic of debates on caring for children has been the distinction made between the public and the private or formal and informal sector of care. In particular, the impact on adult relationships of the material, emotional and moral dimensions of this division has been highlighted. What are the implications for children, however, of regarding the child care arrangements made by adults as private affairs between parent and provider? This paper reviews research on childminding registration to assess whether a similar system would regulate private fostering arrangements and thereby protect a hitherto neglected group of vulnerable children, private foster children.  相似文献

This article reports the results of a study that examined the ways in which current and recent TANF recipients assembled or “packaged” their child care arrangements among formal and informal providers. The findings are drawn from in-person, in-depth interviews with current and former welfare recipients. The study found that most of the respondents used multiple providers within the category of informal child care for reasons including availability, the use of a network of social acquaintances as a problem-solving resource, the need to accommodate irregular work hours, and personal trauma that contributed to a distrust of strangers in formal settings. The findings can affect the efficacy of practice with TANF recipients by contributing to social workers’ understanding of the context of decision-making regarding child care.  相似文献

Using data from interviews with 323 low‐income women living in rural counties in 11 states, child care arrangements for 672 children under 13 are described in relation to women's employment status, partner availability, and child age. As found in previous studies of rural areas, informal care is frequently used, regardless of full‐ or part‐time work or partner availability. Single mothers rely more on regulated care arrangements than mothers with partners and are more likely to pay for informal care than other mothers. Work in part‐time and service jobs suggests the need for flexible arrangements. Public data on child care availability and access in rural areas, the cost of care, and state subsidy programs suggest reasons for rural women's child care decisions. Policy implications of the study findings are shared.  相似文献

The profession's present role in day care is assessed through a review of the social work literature. This analysis suggests that the profession is not systematically involved enough in child care systems on a local or national basis. The author discusses why this is so, and suggests professional points of access for social workers interested in providing social services in different types of child care. High-quality child care is a boon for children and buffers some of the long-term negative effects of growing up in straitened circumstances. Yet, just one in seven Canadian children has access to regulated care. Within this, poor children have worse access and are over-represented in lower-quality care arrangements. Canada's policy architecture, as reviews of Winnipeg, Quebec, and Vancouver demonstrate, generates inequities of access and quality that reproduce neighborhood socioeconomic gradients of class and racialization. Poor children are systematically disadvantaged by a national approach that relies on privatized partnerships with the voluntary sector to implement public child care policy. Equalizing poor children's access to quality child care remains a pressing Canadian challenge, and will require policy and delivery redesign.  相似文献

Integrating family and child data from the Early Childhood Longitudinal Study–Birth Cohort with contextual data from the census, this study examined associations among maternal employment, aspects of communities related to child‐care supply and demand, and the early care and education arrangements of 4 year olds in Mexican‐origin, Black, and White families. Children with employed mothers were more likely to be in informal care arrangements than in early childhood education, regardless of racial/ethnic background. For children in Mexican‐origin families, selection into informal care over early childhood education was more likely in zip codes with greater demand for care as measured by higher female employment. Utilization of parent care versus early childhood education was also more likely for children in Mexican‐origin and Black families in zip codes with higher female employment. Constraints associated with maternal employment thus hindered children from enrolling in early childhood education, and community contexts posed challenges for some groups.  相似文献

This paper presents an economic analysis of child care use by employed women with children under six years of age. Observations of actual child care choices are used to estimate the relative importance assigned by parents to cost, convenience and quality in child care. On the basis of these estimates, the chances that each type of child care arrangement will be used are predicted. Projections of child care use are presented for a range of potential costs, travel times, child-staff ratios, and family circumstances. This study is unique in employing information not only on child care arrangements already used, but also on the alternative arrangements available to individual families. The child care data were collected in a 1977 survey of New York City employees. Overall, the model correctly predicted 78% of the observed child care choices. The results of the analysis show strong effects of cost in child care choice. The demand for day care centers is especially sensitive to user cost; if centers were available free of charge, for example, there is a 65% chance that the average single working mother in the sample would use one. Travel time and child-staff ratios have small but statistically significant effects on the choice of child care arrangements. Weekend work schedules and presence of infants are also important choice factors. Once costs are accounted for, family income has no significant effect on the type of child care chosen.  相似文献

Israel and Sweden have very different population structures and represent different points on the spectrum of welfare state development: Sweden has a much higher percentage of elderly, a less traditional family structure, and a much more developed system of public support. In addition, there are thought to be different attitudes toward family ties, with a less family-oriented value structure in Sweden. The natural question is to what extent these differences translate into differences in the extent and nature of family support for the elderly. In this article, family structure, living arrangements, disability rates, and formal and informal sources of help in Sweden and Israel are compared at various points in time. While there is a greater rate of formal service provision in Sweden and some substitution for family support seems to have occurred, informal care has nevertheless remained important. In both countries, residential patterns are critical: it is when the elderly live alone that the formal system has tended to replace the family. The rate of institutionalization is particularly important in determining the rate of disabled elderly requiring care, both formal and informal, in the community.  相似文献
