This article proposes an interactionist update of “street‐level bureaucracy,” one of the most influential approaches for studying how public policy is translated into street‐level practice. While the street‐level approach assumes that bureaucrats are alone in enacting policy, the present article argues for seeing “street‐level policy” as formed in negotiation between bureaucrats and clients. To demonstrate this, the article uses ethnographic data and a Straussian framework to analyze how nurses and patients negotiated access in a Norwegian emergency service. The article thus sets a new course for street‐level research, helping researchers look beyond the individual to explore inter‐individual negotiation and its influence on street‐level decision‐making.  相似文献

This article examines amateur music‐making using a digital audio workstation, showing how audio and software are used as resources for creating compositions. The article has two aims. Firstly, to depict how digital music‐making is formed from routine interactional techniques. Secondly, to probe how researchers might account for such multi‐modal activity through a heuristic device: the “nth member.” Whereas sociology has typically been concerned with the cultural facets of how music is made and consumed, we explore the material practices of collaborative song creation utilizing conversation analytic techniques—“turn‐taking” and “next‐selection”—to capture two key interactional moments.  相似文献

The paper analyses Sarajevo's music movement of New Primitives and its “poetics of the local” as a struggle against the cultural hypocrisy of Yugoslavia's “new socialist culture” and its privileging of “external‐cosmopolitan” as apotheosis of cultured refinement and sophistication while denigrating “local‐parochial” as epitome of uncultured primitiveness. I argue that the movement's praxis is best understood as a call to reject externally‐imposed frames of reference as the basis for self‐understanding, and to embrace a socio‐cultural awareness that the only way to be in the world is to be authentically “primitive”– i.e. to exist as a distinct and autochthon socio‐cultural self.  相似文献

While many economic interactions feature “All‐or‐Nothing” options nudging investors towards going “all‐in,” such designs may unintentionally affect reciprocity. We manipulate the investor's action space in two versions of the “trust game.” In one version investors can invest either “all” their endowment or “nothing.” In the other version, they can invest any amount of the endowment. Consistent with our intentions‐based model, we show that “all‐or‐nothing” designs coax more investment but limit investors' demonstrability of intended trust. As a result, “all‐in” investors are less generously reciprocated than when they can invest any amount, where full investments are a clearer signal of trustworthiness. This article analyzes varying, inconsistent, representations of “mestizaje” (generally construed as racial or cultural mixing in the Americas) deriving from different historical settings and ideological frameworks. It particularly focuses on what I here term “old mestizaje,” summarized in the writings of Latin American intellectuals of the first quarter of the twentieth century, such as Mexican philosopher José Vasconcelos (The Cosmic Race); and “new mestizaje,” articulated in the works of such contemporary thinkers as Chicana writer Gloria Anzaldúa (Borderlands/La Frontera: The NewMestiza). The center piece of the article is the contradictions and fractures between old and new discourses in terms of their underlying views of race, identity, and “destiny.” It examines the links of old mestizaje with essentialist, Social Darwinist, concepts, and the foundations of new mestizaje on a critical cultural studies paradigm. I propose that various aspects of old mestizaje infused hegemonic racial ideologies throughout Latin America and engendered a form of “color blindness” that obscured pervasive racial inequalities in the region.  相似文献

Cet article examine l'existence d'un paradoxe de facilitation/contrôle dans le cadre des efforts gouvernementaux de contrôler la migration des époux. La littérature sur le jugement discrétionnaire et les fonctionnaires de proximité est utilisée pour analyser comment les agents canadiens des visas décident quelles relations de couples sont “vraies” ou “fausses”. Cet article démontre que les agents des visas utilisent plusieurs cadres de référence pour construire des modèles types de ce que sont les relations “normales” entre époux. Ces modèles types permettent aux agents des visas de construire des cas comme crédibles ou non crédibles, et ce processus établit les bases des décisions concernant l'exclusion et l'inclusion d'immigrants. This paper questions whether there is a facilitation/enforcement paradox associated with state efforts to control spousal migration. The literature on discretion and street‐level bureaucrats is used to analyze how Canadian visa officers make decisions about which spousal relationships are “real” and which are “fake.” The paper shows that visa officers use various cultural frameworks to construct typifications of “normal” relationships. These typifications allow visa officers to construct cases as credible or not credible, and constitute simultaneous bases for decisions about immigrant exclusion and inclusion.  相似文献

Using the nationally representative Early Childhood Longitudinal Study, Birth Cohort (2001–2006; N ?7,900), the authors examined child‐care arrangements among teen parents from birth through prekindergarten. Four latent classes of child care arrangements at 9, 24, and 52 months emerged: (a) “parental care,” (b) “center care,” (c) “paid home‐based care,” and (d) “free kin‐based care.” Disadvantaged teen‐parent families were overrepresented in the “parental care” class, which was negatively associated with children's preschool reading, math, and behavior scores and mothers' socioeconomic and fertility outcomes compared with some nonparental care classes. Nonparental care did not predict any negative maternal or child outcomes, and different care arrangements had different benefits for mothers and children. Time spent in nonparental care and improved maternal outcomes contributed to children's increased scores across domains. Child‐care classes predicted maternal outcomes similarly in teen‐parent and nonteen‐parent families, but the “parental care” class predicted some disproportionately negative child outcomes for teen‐parent families.  相似文献

In “No Strings Attached: More Opioid Addicts Get Meds Without Talk Therapy,” an article by Beth Schwartzapfel of the Marshall Project published in USA Today May 9 ( https://www.usatoday.com/story/news/investigations/2019/05/09/opioid‐crisis‐drugs‐no‐therapy/1131110001/ ), both sides were excellently reported. Kenneth B. Stoller, M.D., longtime methadone researcher from Johns Hopkins, was quoted as saying that medications without any talking is “selling patients short.” Some Twitter participants immediately charged that Stoller was kicking patients off medication if they weren't participating in counseling (which he doesn't do and the article doesn't say he does), and a protracted debate on Mother's Day led us to ask Stoller himself — who does not tweet — to respond. In seeking to understand the political projects underlying pedagogical choices, this article studies the reasons for and situated dynamics of the implementation of the “Rule of Irish” (or Riail na Gaeilge), which prohibits the use of English in Irish immersion language camps (“summer colleges”) set in Ireland's officially designated Irish‐speaking regions, the Gaeltacht. Despite the great difficulty imposing this rule on learners represents, its implantation has remained unquestioned since the development of the first summer colleges at the beginning of the 20th century. Combining ethnographic observations, the study of press articles published between 1901 and 1916, and the analysis of contemporary language policies, I show that the implementation of Riail na Gaeilge aims to provide students with an experience of the monolingual Irish place that the Gaeltacht has long been popularly and officially imagined as being. Riail na Gaeilge is thus not just a pedagogical tool but it also has a social function of consecrating the Gaeltacht as Irish‐speaking Ireland. The article traces how the Gaeltacht was created and has been maintained through Riail na Gaeilge and explores the political reasons underlying this institutionalization.  相似文献

Last week, the Substance Abuse and Mental Health Services Administration (SAMHSA) struck back against “members of the media and even other federal agencies who purportedly exist to protect the health of Americans,” charging that children's mental health is the agency's main reason for promoting school reopenings. This article examines the welfare effects of third‐degree price discrimination under oligopolistic competition with horizontal product differentiation. We derive a necessary and sufficient condition for price discrimination to improve social welfare: the degree of substitution must be sufficiently greater in the “strong” market (where the discriminatory price is higher than the uniform price) than in the “weak” market (where it is lower). It is verified, however, that consumer surplus is never improved; social welfare improves solely owing to an increase in the firms' profits in the case of linear demands. The study showing that Alcoholics Anonymous as as effective, or more effective, than psychotherapy (see “Research: AA is better pathway to abstinence than psychotherapy,” ADAW March 16, https://onlinelibrary.wiley.com/doi/full/10.1002/adaw.32655 ) was published a few days before COVID‐19 federal and state restrictions on group gatherings (“social distancing”) took effect, making AA and other meetings untenable. This seems like cruel timing. But John Kelly, Ph.D., one of the authors of the study, provided the below infographic to ADAW on other meetings. And Keith Humphreys, Ph.D., co‐author, was quoted recently on ABC News saying that he is concerned about patients with extreme mental health issues such as addiction, for whom face‐to‐face contact is key.  相似文献

Abstract This article emphasises the role of empire in explaining the emergence of “liberal nationalism” in Scotland and Québec in the early twentieth century. That period witnessed a relative decline in the British Empire's geopolitical standing. In response British governments implemented policies which sought to redress its decline. The article focuses on three policies – the South African War, tariff reform and imperial defence – and the response of the Young Scots' Society and the self‐ascribed Nationalistes. Both groups espoused a “liberal nationalism”. Yet their liberal nationalism was expressed differently: emphasis was placed on “liberal” in Scotland, and on “nationalism” in Québec, reflecting contrasting relationships with empire.  相似文献

The objective of this study was to relate the in‐session processes involved in interpersonal forgiveness to outcome. The sample consisted of 33 couples who received 10–12 sessions of Emotion‐focused couple therapy with the aim of resolving various forms of emotional injuries (i.e., transgression that violates the expectations of a close relationship, which leaves one partner feeling hurt and angry). The results of the present study were based on the analyses of 205 video‐taped segments from 33 couples' therapies. Hypotheses relating the role of three in‐session components of resolution, the injurer's “expression of shame”; the injured partner's “accepting response” to the shame, and the injured partner's “in‐session expression of forgiveness”, to outcome were tested using hierarchical linear regression analyses. Outcome measures included the Enright Forgiveness Inventory (The Enright Forgiveness Inventory user's manual. Madison: The International Forgiveness Institute, 2000), the Dyadic Adjustment Scale (Journal of Marriage and Family, 1976; 13: 723) and the The Interpersonal Trust Scale (Trust; Journal of Personality and Social Psychology, 1985; 49: 95).  相似文献

This article is an intellectual history of two enduring binaries—society‐nature and city‐countryside—and their co‐identification, told through evolving uses of the concept of “urban metabolism.” After recounting the emergence of the modern society‐nature opposition in the separation of town and country under early industrial capitalism, I interpret “three ecologies”—successive periods of urban metabolism research spanning three disciplines within the social sciences. The first is the human ecology of the Chicago School, which treated the city as an ecosystem in analogy to external, natural ecosystems. The second is industrial ecology: materials‐flow analyses of cities that conceptualize external nature as the source of urban metabolism's raw materials and the destination for its social wastes. The third is urban political ecology, a reconceptualization of the city as a product of diverse socio‐natural flows. By analyzing these three traditions in succession, I demonstrate both the efficacy and the limits to Catton and Dunlap's distinction between a “human exemptionalist paradigm” and a “new ecological paradigm” in sociology.  相似文献

Based on in‐depth narrative interviews with 64 second‐generation Greek‐Germans and Greek‐Americans who have “returned” to Greece, this article explores intersections between return, transnationalism and integration. Having grown up with a strong Greek identity in the diaspora, second‐generation “returnees” move to Greece mainly for idealistic, lifestyle and life‐stage reasons. However, most find living in Greece long‐term a challenging experience: they remark on the corruption and chaos of Greek life, and are surprised at the high level of xenophobia in Greek society, not only towards foreign immigrants but also towards themselves as “hyphenated Greeks”. The “return” to Greece provokes new “reverse” transnational links back to their birth country, where they still need to keep in touch with relatives and friends, including caring obligations towards parents who remain abroad. Some contemplate another “return”, back to the US or Germany.

Policy Implications

  • Policymakers responsible for integration should not assume that the second generation has no connections with its parents' country of origin.
  • In the diasporic home country (in this case Greece), more effort should be made to facilitate the reintegration of the second generation returning ‘home’ and to break down discrimination towards hyphenated Greeks.
  • Greek policymakers should pay heed to homecoming second‐generation Greeks in order to benefit from their bicultural insights into how Greek society can be improved, especially as regards efficient public services, transparent employment opportunities, better environment management, gender equality, and the elimination of racism and discrimination.

The majority of Dominicans have sub‐Saharan African ancestry, 1 1 In the 1980 Dominican census, 16 percent of the population were classified as blanco (‘white’), 73 percent were classified as indio (‘indian‐colored’), a term used to refer to the phenotype of individuals who match stereotypes of combined African and European ancestry and 11 percent were classified as negro [‘black’] (Haggerty, 1991). These categories are social constructions, rather than objective reflections of phenotypes. The positive social connotations of “whiteness,” for example, lead many Caribbean Hispanics to identify themselves as white for the public record regardless of their precise phenotype (Dominguez, 1978:9). Judgments of color in the Dominican Republic also depend in part upon social attributes of an individual, as they do elsewhere in Latin America. Money, education and power, for example, “whiten” an individual, so that the color attributed to a higher class individual is often lighter than the color that would be attributed to an individual of the same phenotype of a lower class (Rout, 1976:287).
which would make them “black” by historical United States ‘one‐drop’ rules. Second generation Dominican high school students in Providence, Rhode Island do not identity their race in terms of black or white, but rather in terms of ethnolinguistic identity, as Dominican/Spanish/Hispanic. The distinctiveness of Dominican‐American understandings of race is highlighted by comparing them with those of non‐Hispanic, African descent second generation immigrants and with historical Dominican notions of social identity. Dominican second generation resistance to phenotype‐racialization as black or white makes visible ethnic/racial formation processes that are often veiled, particularly in the construction of the category African‐American. This resistance to black/white racialization suggests the transformative effects that post‐1965 immigrants and their descendants are having on United States ethnic/racial categories.  相似文献

The biennial International Drug Policy Reform Conference, sponsored by the Drug Policy Alliance and held Nov. 7–9 in St. Louis, Missouri, was full of varying sessions on harm reduction and reform — 45 of them in all. An article by Filter editor Will Godfrey summed up his perspective — he was the only print reporter so far to have covered the entire conference. We asked him what his feeling was about the prospects for treatment and harm reduction working together, as they have in the past. “There's plenty of friction, but there can and should be rapprochement between the harm‐reduction and traditional treatment communities,” he told ADAW. “Many people in the harm‐reduction movement pursue traditional recovery, and there are treatment folks who support harm reduction. All should be trying to save lives and empower people. Harm reductionists' legitimate concerns about mainstream treatment include its coercive or controlling deployment, its frequent eschewal of evidence‐based practices and its promotion of abstinence at the expense of stigmatizing people who use drugs. Treatment advocates often overlook that most people who use drugs are fine. And in any case, everyone must be free to choose their own path.” But the fact that two approaches — one more radical than the other — coexist still is bound to make some treatment providers uncomfortable. After all, some of the speakers said that even supervised consumption sites are unfair to drug users, who have no need to be “supervised,” and instead should be free to use drugs. All viewpoints were there. “There's constant debate in the harm‐reduction movement about working to change systems that inflict harm from the inside, versus calling for radical reforms from the outside,” said Godfrey. “I think both approaches are simultaneously necessary.” Not everyone saw the conflict. “I have to say that I didn't see an anti‐public health movement there at all,” Maia Szalavitz, who is writing a history of harm reduction and is respected in both harm reduction and some, at least, treatment camps, told ADAW. “There has always, of course, been tension between activists and researchers and between people who want to fight within the system and those who want to tear it all down.” For the Filter article, go to https://filtermag.org/drug‐policy‐reform‐movement/ .  相似文献
