Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

Public policies stress greater inclusion of disabled people in the labour market and suggest ways to implement accommodative measures to these ends. Often missing from this literature is the experiences of disabled people in labour markets. This article reports results from a qualitative study conducted in 2005 and 2006 consisting of one‐to‐one and focus group interviews with 56 disabled individuals participating in employment training programmes in Calgary and Regina, Canada. Findings suggest the presence of workplace and employer discrimination and labelling as primary factors impeding respondents’ success in securing and maintaining employment in the labour market. The 56 respondents provide strong evidence that perceptions of disability have a greater impact on their inability to maintain and secure employment than does the lack of accommodative practices and measures in the workplace.  相似文献

"... The main purpose of this study is to examine population flows between Canada and the United States [from mid-1947 to mid-1972] in order to investigate the degree to which labour market adjustment is aided by such movements. [The author considers] several functional forms of the migration relationship in an attempt to empirically determine how the decision to migrate is formed. [He also compares the] results with those obtained by Courchene...for Canadian interprovincial migration in an effort to compare the effects of international and internal migration on labour market adjustment." It is found that "migration between the United States and Canada over the post-war period is an economic variable. In fact, [a] simple model employing differences in income levels and unemployment rates has been able to explain nearly ninety-five per cent of the variation in the migration rate." The author also notes that "although migration between Canada and the United States does occur in such a way as to aid labour market adjustment, it is not as efficient as internal migration." Private companies of all sizes may engage in the integration of refugees into the labour market. Taking the case study of the highly industrialised German city of Stuttgart, this study explores the motivation of (a) private large-scale international enterprises including (automotive and high-tech companies) and (b) family-owned small- to medium-sized companies (private social enterprises, suppliers to the automotive industries, architecture, and engineering companies) to do so. The research further explores the companies' challenges, opportunities and the lessons learned throughout the process. Utilising the principles of Grounded Theory, a qualitative case study approach is applied with in-depth interviews with private companies, civil society, public private partnerships and experts. The findings show that the arrival of a large number of refugees during 2015/2016 has increased the engagement of the companies, increased their cooperation with other sectors, and has correspondingly led to some innovative initiatives in refugees' labour market integration and policy advocacy. The call for the engagement of the private sector and the existence of employment-related policies such as tolerated work permits (Ausbildungsduldung/Beschäftigungsduldung) were essential to create sufficient incentives for private companies to engage in the training and employment of refugees. However, the insecure residence permits and bureaucratic procedures in the public sector mostly discouraged their engagement. Our research shows that the two company types had different possibilities, different approaches towards refugees and faced different challenges while engaging in refugee labour market integration.  相似文献

This article presents the findings of a critical discourse analysis study of the constructions of people with disabilities within the Canadian immigration system and how this shapes the immigration experiences of people with disabilities, especially those from countries in the Global South. Findings suggest that dominant discourses of opportunities not only construct Canada as a ‘land of dreams’ for immigrants and newcomers but are also used to hide, justify, normalize and facilitate the operation of ableist, racist and colonial discourses that immigrants and newcomers with disabilities experience during their immigration. Recommendations for settlement workers involved in facilitating the settlement and integration process for immigrants and newcomers with disabilities are also presented. The article concludes by emphasizing the actual and potential contributions of postcolonial and critical disability lenses for a social justice-oriented practice at the intersection of disability and immigration.  相似文献

A new citizenship policy in the Netherlands is intended to provide ethnic minority newcomers with self‐management competencies for their daily lives, further education and employment. The advocates of the compulsory language training that is the main ingredient of this policy argue that it will foster newcomers' chances of getting jobs, accessing education and being incorporated into the mainstream of Dutch society. According to the Scientific Council for Government Policy, no country in Europe has gone as far as the Netherlands in terms of its citizenship policy. In this paper, we evaluate the backgrounds and the consequences of this policy, and we take a critical look at the attempt to present command of the Dutch language as the main road to integration for ethnic minority newcomers.  相似文献

This study explores obstacles to navigating the high school-to-labor market transition experienced by Second Generation Caribbean Black Male Youth (CBMY) living in Canada's Greater Toronto Area (GTA). Drawing upon interviews with ten CBMY between the ages of 18–27, the article uses a qualitative phenomenological methodology to understand barriers to education and employment from their perspectives. Studies show that 45% of CBMY drop out of high school while 52% are precariously employed in the GTA [Allahar, A. The ten interview subjects provide retrospective and introspective counter-narratives that expose the race, class and gender-based barriers that frustrate their efforts to secure stable employment. The study utilizes Critical Race Theory (CRT) and the concept of White Supremacy to challenge the view that educational and employment success is based on color-blindness, merit and hard work. The CBMY counter-narratives examined in this study offer profound insight into dominant ideologies and practices that perpetuate racial biases, and present many valuable suggestions, explicit and implied, regarding how to improve the opportunities, inclusion and well-being of CBMY.  相似文献

The recruitment of skilled workers with expertise in science, technology, engineering and mathematics (STEM) is a core component of North American immigration policies. However, few studies examine the labour market integration of immigrant STEM educated workers. Multivariate analysis of the 2011 National Household Survey show that STEM educated immigrants who arrive as adults are less likely than the Canadian born to have STEM jobs and they earn less than their Canadian born counterparts. These patterns partly reflect their socio‐demographic characteristics, particularly their lower language proficiencies (measured as a combination of mother tongue and languages spoken at home) and the receipt of their degrees in institutions outside of Canada. These immigrant workers arrived primarily in the skilled worker programme that did not require pre‐arranged employment. Policy changes in recruitment and their implications for future STEM immigrant workers are discussed in the conclusion.  相似文献

Taiwan‐born business and skilled migrants who settle in Australia have high unemployment rates despite being well educated and fairly affluent. This phenomenon, commonly found in Australia among new Asian immigrants, has seldom been researched. Using qualitative methodologies, including ethnographic interviews and participant observation, this paper examines economic integration of recent Taiwanese business and skilled migrants in three Australian cities: Sydney, Brisbane, and Melbourne. The results indicate that Taiwanese immigrants find it difficult to secure employment, start profitable businesses, and adapt to the host society. The integration challenges include: lack of fluency in English, different social and cultural milieu, lack of familiarity with Australian business culture and labour relations, complex rules and regulations governing the establishment of business enterprises, small size of the market, high taxes, and lack of willingness to take up work not commensurate with their education and economic background. Policy recommendations to foster early integration of skilled migrants from Taiwan are included.  相似文献

This study presents the results of a comparison between perceptions related to the difficulties of integrating the labour market in Quebec and Canada, as measured in Statistics Canada and Employment and Immigration Canada's Labour Market Activity Survey (1986–1987), and the difficulties actually experienced, estimated by the objective reasons for quitting a job. It then presents a follow-up of the iteration of sub-groups who have perceived such integration difficulties. The core question consists in verifying the foundations of a widespread opinion according to which individuals are more and more responsible for their probability of being employed, mainly due to their lack of instruction or experience. This study shows that some sub-groups overestimate the weight of their individual responsibility in facing the probability of being employed, as opposed to the responsibility linked with the structural factors. As the follow-up of sub-groups' iteration also shows, the youth likely to enter the labour market, as well as the poorly and moderately schooled sub-groups, experience the most difficulties. Cette étude présente les résultats d'une comparaison entre les perceptions relatives aux difficultés d'insertion sur le marché du travail au Québec et au Canada, telles que mesurées dans l'Enquěte sur l'activité (1986–1987) de Statistique Canada et Emploi et Immigration Canada, et les difficultés réellement vécues, estimées par les raisons objectives de quitter un emploi. Il présente ensuite le suivi du cheminement des sous-cohortes qui ont perçu de telles difficultés d'insertion. La question centrale consiste à vérifier le bien-fondé d'un préjugé qui tend à s'imposer et qui veut que les individus sont de plus en plus responsables de leur inemployabilité en vertu de leur manque d'instruction ou d'expérience. Il ressort de cette étude que certaines sous-cohortes surestiment beaucoup le poids de leur responsabilité individuelle face à l'inemployabilité, par opposition à la responsabilité liée aux facteurs structurels. Despite increased access to education, women's conspicuous absence from the labour market in Egypt, and the Arab world in general, has been a key issue. Building on the stock of evidence on women's employment, this study provides a qualitative analysis of the torrent of challenges that educated married and unmarried women face as they venture into the labour market in Egypt. Single women highlight constrained opportunities due to job scarcity and compromised job quality. Issues of low pay, long hours, informality and workplace suitability to gender propriety norms come to the fore in the interview data. Among married working women, the conditions of the work domain are compounded by challenges of time deprivation and weak family and social support. The article highlights women's calculated and aptly negotiated decisions to work or opt out of the labour market in the face of such challenges. The analysis takes issue with the culturalist view that reduces women's employment decisions to ideology. It brings to the context of Arab countries three global arguments pertaining to the inseparability of work and family for women; the role of social policies and labour market conditions in defining women's employment decisions; and the potential disconnect between employment and empowerment. By looking at women as jobseekers and workers, the analysis particularly highlights the intersectionality of different forms of inequality in defining employment opportunities.  相似文献

We present findings from an anthropological field study on the role of language and language policy in migration from Poland to Norway, and the larger implications for emerging language and immigration policy in Europe. Initial fieldwork in Norway found that Polish workers without knowledge of the Norwegian language struggled to secure employment in the formal economy. The 2008 financial crisis intensified competition in the labour market and underscored fluency in Norwegian as a means of discriminating among workers. Comparative case studies of language schools revealed that these organizations are active participants in channeling Polish migrants' movements into a segmented labour market, often in ways that involve cooperation between private companies and the State. We frame the Norwegian case within the larger context of Europe and the trend there toward favoring integration over multiculturalism. The emergence of restrictive language policies in Europe may be interpreted as a legally and culturally acceptable means for discouraging access to rights associated with permanent residency or citizenship by work migrants from CEE countries, while at the same time permitting them access to the labour market for temporary work. The long‐term consequences of such policies for European society are uncertain.  相似文献

Temporary farm labour migration schemes in Canada have been justified on the premise that they bolster food security for Canadians by addressing agricultural labour shortages, while tempering food insecurity in the Global South via remittances. Such appeals hinge on an ideology defining migrants as racialized outsiders to Canada. Drawing on qualitative interviews and participant observation in Mexico, Jamaica and Canada, we critically analyse how Canada's Seasonal Agricultural Worker Program is tied to ideological claims about national food security and agrarianism, and how it purports to address migrant workers’ own food insecurity. We argue remittances only partially, temporarily mitigate food insecurity and fail to strengthen migrant food sovereignty. Data from our clinical encounters with farm workers illustrate structural barriers to healthy food access and negative health consequences. We propose an agenda for further research, along with policies to advance food security and food sovereignty for both migrants and residents of Canada.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

Canada continues to be a prominent immigrant and refugee‐receiving country in worldwide migration, resettlement, and search for refuge, yet there is a gap in our understanding of these newcomers’ views of the specific meanings of social support and their support needs and resources. The purpose of this study was to understand the meanings of social support for immigrants and refugees in Canada, and to explore the types and adequacy of formal supports. Individual interviews were conducted with 60 service providers and policymakers initially (Phase 1), and 120 immigrants and refugees (60 Chinese, 60 Somali) in the second phase. The implications of these findings were elicited in group interviews (Phase 3) of policy decision‐makers, advocates, service providers, and managers. This investigation revealed many interrelated challenges facing refugees and immigrants such as language difficulties, inadequate information on services, poor health, racism, needs for retraining, rejection of foreign qualifications, unemployment, social isolation, social insecurity, dwindling social networks, and family conflicts. The study also illuminated culturally and socio‐economically determined perceptions of social support and support‐seeking strategies. Limited personal resources and dwindling social networks are an impediment to coping with integration and settlement challenges. In many cases, newcomers’ efforts to seek help are thwarted by systemic obstacles. Newcomers experienced extensive unmet support needs, which service providers cannot adequately meet due to bureaucratic and resource constraints. Policies in various sectors that affect the lives of immigrants and refugees are inadequate for bridging their support deficiencies. These support gaps hinder the successful settlement and integration of newcomers. Policies and programs fostering culturally relevant support, and inter‐sectoral collaboration among organizations addressing the support needs of immigrants and refugees are timely.  相似文献

By examining the Canadian standards system, and especially the work of the Canadian Standards Association (CSA) related to accessibility, this article explores the question: can legislation and/or standards ensure access and inclusion for people with disabilities in the area of information technologies? And if so, what type is required? It argues that the standards system in Canada privileges the voices of industry while creating a discourse of public accountability and corporate social responsibility. This paradox leads to an undervaluing of the need for addressing issues of accessibility and inclusion in information technologies. By proactively seeking out innovators in the disability community and bringing them to the table, the CSA could open up the standards development discussions and find creative solutions to accessibility barriers. The principles of balanced representation and consensus decision-making open the possibility for discussions around standards that can effectively address access and inclusion of people with disabilities in the development and use of information technologies, but only if the systemic barriers to both individual and organizational participation are recognized and addressed.  相似文献

Abstract

This pilot study explored the international female (IF) students’ (n = 17) lived experiences of health care accessibility while studying in a small town in Canada. Analysis guided by a phenomenological method resulted in three major themes – (1) after arriving to attend university, IF students experienced challenges in staying healthy, such as learning how Canadian medical insurance works and how to access medical help, (2) IF students developed a support system over time, consisting of their university’s student advisors, host families and friends and (3) as IF students became familiar with living in Canada, they developed self-directed care strategies such as taking care of each other if they became sick. They also became comfortable reaching out through social media to ask questions and connect with others who were also new to Canada. Recommendations included providing (1) alternative times for IF students to access medical care on campus, (2) a fund where IF students could borrow the upfront costs to see a doctor and (3) health care knowledge dissemination through various media throughout the school year. The outcomes of this study are generally encouraging and may assist IF students to make effective health care decisions while in Canada resulting in a less stressful academic experience.  相似文献

We compare the long-run labour market integration of the Former Republic of Yugoslavia (FRY) refugees who arrived in the 1990s to the Scandinavian countries in the settings of Sweden and Denmark, respectively. These otherwise similar countries faced different economic conditions at the time of arrival and over the observation period. They also differed in terms of the restrictiveness of asylum policies and in attitudes towards immigration. Using register data from Statistics Sweden and Statistics Denmark, we show that FRY refugees, in both child and adult generations at arrival, are better integrated 12–15 years later in Sweden than in Denmark, even though Sweden experienced a higher level of unemployment than Denmark throughout the period. Our findings suggest that asylum policies promoting early labour market entry and early exposure to a host country's schooling system, as well as access to disability pension and social assistance, are important factors affecting refugee labour market integration.  相似文献

This article presents research findings from the Rural and Isolated Working Group, one of six groups established by the Canadian Collaborative Mental Health Initiative (CCMHI). Funded through Health Canada's Primary Health Care Transition Fund, the goal of the CCMHI is to improve the mental health and well-being of Canadians by increasing collaboration among primary health care and mental health care providers, consumers, families, and caregivers. Qualitative data obtained from mental health care providers and consumers across all regions of Canada are presented in this article. Policy and regulation problems, barriers to mental health care access, service providers' perspectives of the challenges to consumer involvement, and solutions for addressing these issues are discussed. The article concludes by identifying how this research has informed and influenced initial steps toward mental health promotion and treatment of mental illness in rural and isolated Canada.  相似文献
