Background: The People's Republic of China (PRC) has conducted several different population policies since its establishment. Although fertility has declined dramatically in the past three decades, the degree to which this was the result of the different population policies is still under debate. Purpose: We attempt to evaluate the effect of the different formal population policies conducted in the PRC by looking at the fertility behavior of rural women. Unlike urban women, rural women experienced less social control (in the absence of a work unit) and received fewer benefits from adhering to the one-child policy. Data: The data analyzed were collected from a stratified sample of households from 288 villages in 9 counties of Hebei Province, PRC, between 1996 and 1999. The number of children ever born was reported by 4,168 ever-married women aged 25 and over who had had at least one birth. Findings: Our analysis indicates that the formal population policies of the PRC had little effect on the number of children ever born to rural women in Hebei. These retrospective data, by cohort, indicate consistently declining fertility since the revolution (1949). Limited child bearing was associated with age and the level of education. Controlling for the effect of age and education, women born after 1960, at whom the one-child policy was directed, actually had more children than older women. Conclusions: The Chinese fertility decline, at least as reflected in the experience of rural women in Hebei Province, derived mainly from secular changes in women's access to education and other social resources rather than from the direct effects of population policies.  相似文献

China implemented the two-child policy in 2016, however, potential impacts of this new policy on its population reality have not been adequately understood. Using population census data and 1% population sampling data during the period of 1982–2015, this study develops a fertility simulation model to explore the effects of the two-child policy on women’s total fertility rate, and employs Cohort Component Method in population projections to examine China’s demographic future with different fertility regimes. The fertility simulation results reveal that the two-child policy will make significantly positive effects on China’s total fertility rate through increasing second births, leading to a sharp but temporary increase in the first 5 years after the implementation of the new policy. In addition, population projections using simulated total fertility rates show that the Chinese population would reach its peak value around the middle 2020s and be faced with the reduction of labor force supply and rapid aging process, featured with remarkable increases in both size and share of the elderly population. The findings suggest that the two-child policy would undoubtedly affect China’s fertility rates and demographic future; however, the effects are mild and temporary.

Vietnam has registered a dramatic decline in fertility during the last decades. While the causes of such a sustained decline are still not well documented, many observers believe that government policies adopted in the 1980s have contributed to lower fertility. This article focuses on the implications of the Doi Moi program of market reforms on fertility, taking into account the influences of migration and population policy. The analysis is based on a sequential logit model of birth histories of ever married women interviewed in Vietnam in 1997. The results show a substantial decline in fertility since the Doi Moi program was introduced. The disruptive effects of migration are less pronounced, although migrants generally exhibit lower childbearingrates, and a somewhat different pattern of parity progression. We argue that the economic reforms of 1986, and the two-child policy initiated two years later, have reinforcedVietnamese women's desire for smaller families.  相似文献

普遍二孩生育政策的实施效果,不仅涉及人口长期均衡发展目标的实现,也决定着生育政策下一步改革的方向和速度。文章围绕“谁来生”(生育主体)、“如何养”(社会经济条件)、“生多少”(生育文化)三个问题,着重分析了中国普遍二孩生育的人口环境、社会经济环境和政治文化环境。结果显示普遍二孩生育政策并不会起到立竿见影提升生育率水平的效果,其对劳动力短缺、人口老龄化等结构性问题的解决也不会是即时的。文章对这一政策的可能效果与实现政策目标的关系进行了理论上的探讨,认为政府工作的重点须顺应政策环境的变化,努力创造生育友好型社会,而不是急于求成再次贸然改变生育政策。  相似文献

The interconnections between politics and the dramatic demographic changes under way around the world have been neglected by the two research disciplines that could contribute most to their understanding: demography and political science. Instead, this area of ‘political demography’ has largely been ceded to political activists, pundits, and journalists, leading often to exaggerated or garbled interpretation. The terrain includes some of the most politically sensitive and contested issues: alleged demographically determined shifts in the international balance of power; low fertility, population decline, and demographic ageing; international migration; change in national identity; and compositional shifts in politically sensitive social categories and human rights. Meanwhile many governments and non-governmental actors have actively pursued varieties of ‘strategic demography’, deploying fertility, mortality, or migration as instruments of domestic or international policy. Political scientists and demographers could and should use their knowledge and analytic techniques to improve understanding and to moderate excessive claims and fears on these topics.  相似文献

中国的计划政策三十多年的实施对控制人口数量起了积极的作用,也使中国人口结构和人口素质发生了巨大变化。本文通过对世界109个国家的经济、社会文化和其他数据共20项进行回归分析,建立了国家总和生育率的线形回归模型,并根据该模型估计出当前中国在无计划生育条件下的总和生育率。以此研究目前计划生育政策对我国总和生育率的影响,针对严峻的人口问题提出了相应政策建议。  相似文献

1990年以来各类人口调查和相关学者的研究结果显示,目前的低生育水平的实现有外在政策强力的作用,更有中国社会经济发展内生化的作用;真实的生育水平既不是调查包括人口普查所显示的那样低(低于1.5),也不是有关部门和政府所想象的那样高。调查显示农村居民平均生育意愿不会高于2个孩子,这是生育率持续稳定的根本。众所周知,为了保证人口稳定持续的发展,应使妇女生育率保持更替水平或至少接近更替水平。从人口发展规律和人口发展与社会经济发展相适应的规律出发,结合当前我国居民生育意愿和生育水平走低的实际,我们应该抓住生育政策调整的最佳时期,调整应该在最佳时期即未来5-10年内完成。  相似文献

近年来随着人口老龄化进程的明显加快,以及不同地区、城市出现的生育率持续走低等情况,中国未来人口数量的变化成为了一个十分重要的议题。近年来,国家先后制定了“双独生二胎”、“单独生二胎”以及全面放开二胎等鼓励民众生育的相关政策;相关学者也从人口学和经济学等视角对生育问题展开了诸多研究。本研究则是从符号互动论这一微观社会学视角出发,试图了解民众(主要集中在1970年至1995年出生的群体)生育态度是否会受到社会心理因素,尤其是从小生长的家庭环境中,兄弟姊妹等手足人数、手足关系、父母对待子女公平与否和出生排行的影响;以及当前生活环境,如社会治安状况、经济发展前景和政治稳定性等方面的主观判断对生育态度的影响;最后研究还将结婚意愿、性别等因素纳入到影响个体生育态度的分析模型之中。研究结果发现,兄弟姊妹等手足越多者,未来越倾向要生孩子;手足间关系越好者,未来也越倾向于要生孩子;排行中间的比排行老大的生孩子意愿高;无论父母对自己和手足公平情况怎样,都不会影响其生育态度。此外在所有外在环境中,经济状况是影响人们生育态度的主要因素,有结婚意愿者更倾向于生育孩子,男性也显著比女性更倾向于生育孩子。  相似文献

This article compares five currently debated scenarios for fertility policy transition in China, in terms of their implications for future population growth and population aging, the proportions of elderly living alone, labor force trends, pension deficits, economic costs, the marriage squeeze, and other socioeconomic outcomes. Based on these comparative analyses, the author concludes that China needs to begin a gradual modification of its fertility policy as soon as possible. He proposes a three‐stage “soft‐landing” strategy for fertility policy transition: (1) a 7‐year initial smooth transition period; (2) from approximately 2014‐15 to 2032‐35 a universal two‐child policy combined with late childbearing in both rural and urban areas; (3) after 2032‐35 all Chinese citizens would be free to choose family size and fertility timing. This strategy will enable China to have much more favorable demographic conditions and socioeconomic outcomes, as compared to keeping the current policy unchanged.  相似文献

Singapore has achieved one of the highest levels of per capita income in the world, through sound economic planning and a stress on building its human capital. Yet its enviable living conditions are at risk of being enjoyed by fewer citizens, and indeed themselves placed in jeopardy, by the continued very low fertility levels. Ultra‐low fertility and growing reluctance by citizens to accept an increasing share of foreign‐born pose difficult dilemmas for population policy, given the planning scenario of reaching a resident population of 6.5 million. A range of pro‐marriage and pronatalist policies has failed to raise fertility substantially, while past success in modifying population trends and structure through migration has now encountered the twin problems of political constraints on the volume of immigration that is acceptable and a possible increase in emigration of Singapore citizens.  相似文献

The recent years witnessed a sharp drop in China’s demographic dividend; therefore, some reform measures about China’s fertility policy have been adopted to optimize population structures and to maintain demographic dividend. However, our simulation results reveal that the new two-child fertility policy cannot effectively deal with population ageing, and that China’s fertility policy needs further adjustment. Specifically, we find that the new two-child fertility policy will deteriorate demographic dividend before 2050, through combination of simulation results and formula derivation. Aiming to stabilize demographic dividend at ideal range all the time, we build nonlinear integer programming model to propose an appropriate reforming path for China’s fertility policy. Then, we simulate and compare demographic developments under the proposed reforming path with those under three possible fertility policies: one-child, two-child and no fertility restriction, verifying that the proposed reforming path has better performance on stabilizing demographic dividend than these three fertility policies have. Finally, sensitivity analysis of upper bound of research interval is conducted to evaluate the effect of the upper bound on proposed reforming path. Based on these results, we suggest that China should continue to execute current strict fertility policy before 2032, then begin to relax it gradually especially during 2036–2041, and completely cancel fertility policy after 2065.  相似文献

自70年代初大力推行计划生育以来,陕西的计划生育工作取得了巨大成就,人口过快增长的现象得到了有效控制,实现了人口再生产类型的转变,进入到低生育水平时期。21世纪初,中央作出了《关于加强人口与计划生育工作稳定低生育水平的决定》,提出了新时期人口与计划生育工作的主要任务是转向稳定低生育水平,提高出生人口素质。如何按照中央的要求进一步做好人口与计划生育工作,本文就陕西的低生育水平现状、存在问题及稳定低生育水平的不利因素作了进一步的分析研究,强调要充分认识到人口与计划生育工作的长期性、严峻性和复杂性,必须克服盲目乐观情绪,保持清醒头脑,坚持以人为本,提高计划生育服务质量和管理水平,才能保证低生育水平的稳定,促进人口与经济社会资源协调发展与可持续发展。  相似文献

An analysis of data mainly from China's 1990 and 2000 censuses and 2005 mini-census shows how fertility decline between 1975 and 2005 in the province of Guangdong has been influenced by both fertility policy and economic and social development. Guangdong's development since 1975 has been very rapid and has attracted huge numbers of migrants from other provinces. The analysis of the province's fertility trend from 1975 shows clearly the influence of fertility policy on the trend. The analysis also shows that economic development has brought about large changes in population composition by urban/rural residence, education, occupation, and migration status, which, together with large fertility differentials by these characteristics, have contributed substantially to Guangdong's fertility decline, in large part through changes in proportions currently married.  相似文献

This paper explores answers to the following two questions: first, did individuals' socioeconomic characteristics play any role in the rapid fertility decline that occurred in China during the 1970's? Secondly, if the rapid fertility decline during the 1970s is mostly a result of the government policy, as many have perceived, to what extent was the government policy effective? Using the 1982 Chinese 1/1000 fertility survey data for Hebei province of China, this paper examines variation in fertility among women of two age cohorts by linking their fertility outcome with their socioeconomic background and earlier reproductive experiences. In addition, this paper assesses the effect of government policy by comparing the determinants of fertility outcome between two cohorts of women and by studying the factors affecting their current contraceptive use. The findings reveal that the individual's socioeconomic background was important in explaining earlier fertility variation. Government policy, although powerful enough to override most of the effect of socioeconomic factors on fertility, was not able to eliminate differences in contraceptive behavior among Chinese women.  相似文献

At its recent Fifth Plenary Session held in Beijing, the Eighteenth Central Committee of the Communist Party of China decided to abolish the one‐child policy and allow all couples to have two children, thus closing an important chapter of China's social and demographic history. Recent fertility trends make it clear why it is urgent to abandon this policy. Census and survey data show that China's TFR had already fallen below replacement in 1991. Since the mid‐1990s, TFRs in most years have been lower than 1.5 children per woman. Since 2010, even lower fertility rates have been recorded by the annual population change surveys. Since the mid‐1990s, fertility decline has been increasingly driven by generalized ideational changes resulting from the social, economic, and cultural transformation of recent decades. In recent years many couples who were entitled to have a second child have chosen not to do so. For this reason, the termination of the one‐child policy is unlikely to lead to a major upturn in fertility, but rather to the continuation of a low‐fertility regime with more diverse fertility patterns across different sub‐populations, a pattern that has been observed in many countries.  相似文献

This paper illustrates evolutionary approaches to population issues. Life history theory is a general theoretical framework that incorporates environmental influences, contextual influences, and heritable variation. In general, physically or psychologically stressful environments delay maturation and the onset of reproductive competence. Perceptions of scarcity also result in lower fertility by delaying reproduction or having fewer children—a phenomenon viewed as an adaptation to ancestral environments. The desire for upward social mobility is viewed as an evolved motive disposition affecting fertility decisions. The opportunity for upward social mobility typically results in delaying reproduction and lowering fertility in the interest of increasing investment in children. Variation in life history strategies is also influenced by genetic variation, but genetic variation interacts with cultural shifts in the social control of sexual behavior. Finally, i discuss the effects of between-group competition for resources on population issues. Immigration policy and group differences in fertility influence political power within and between societies, often with explosive results. Demographic expansion has often been an instrument of ethnic competition and is an important source of conflict in the contemporary world.  相似文献

In its 2nd year after achieving political independence, Papua New Guinea declared a general population policy in October 1976, and inaugurated a population research program to guide policy formulation. Population affairs of the country, which has a population of 2.75 million, have been vested with the Ministry of Environment and Conservation. The research program will be implemented in cooperation primarily with the Institute of Applied Social and Economic Research (IASER) and the University of Papua New Guinea, as well as the Central Planning Office, Department of Public Health, Bureau of Statistics, and Office of Information, among other agencies. The priorities for research will initially fall under 5 main concerns: 1) fertility and population growth, and the causes of local differentials; 2) socioeconomic influences on growth trends; 3) interrelation between population and land resources; 4) internal migration; and 5) individual attitudes regarding family planning practice. The research program is designed to become an integral part of national development planning. However, the Government has declared that both policy and research programs must concur with the needs and desires of the people, to pave the way for successful implementation of development plans.  相似文献

Sub-Saharan Africa faces an historic challenge: to achieve economic and social progress while experiencing extraordinary population growth. With an estimated 1989 population of 512 million, the 42 countries of sub-Saharan Africa have the highest birth and death rates of any major world region. While death rates have fallen since the 1960s, persistently high birth rates yield annual growth rates above 3% in many countries. The United Nations projects that the region's population will increase 2.7 times by 2025--to 1.4 billion. Throughout the region, population has outstripped economic growth since the mid-1970s. In addition, many African countries are experiencing an epidemic of AIDS (Acquired Immunodeficiency Syndrome). The extent and demographic impact of the epidemic still are unknown, but disturbing social and political effects are already being felt. The region's population growth will slow only when African couples begin to have fewer children. The average number of children per woman ranges from 6 to 8 for most countries. The Africans' preference for large families is deeply rooted in the culture and fed by the perceived economic benefits they receive from their children. Economic stagnation during the 1980s prompted many national governments to recognize that rapid population growth was hindering their socioeconomic development. The political climate has shifted away from pronatalist or laissez-faire attitudes toward official policies to slow population growth. The policy formation process--detailed here for 4 countries (Zambia, Nigeria, Zaire, and Liberia)--is ponderous and beset with political and bureaucratic pitfalls, However, policy shifts in more and more countries combined with evidence of increased contraceptive use and fertility downturns in a few countries give some hope that the region's extraordinary population growth may have peaked and will start a descent. Whatever the case, the decade of the 1990s will be crucial for the future of sub-Saharan Africa.  相似文献
