Based on a survey of 1,124 social workers in the United States, this article examines how practitioners' attitudes towards immigrants and their general knowledge of immigration varied according to the content of their social work education. Although the majority of practitioners reported receiving coursework on practice with immigrants, this showed no effect on their attitudes or knowledge. In contrast, coursework on immigration policy predicted more favorable attitudes towards immigrants. Considering the mounting anti-immigrant sentiment and retrenchment of immigrants' rights in the United States, the results suggest the need to further explore what course work content is needed to prepare social workers for the current needs of the field. We argue that social work education must expand upon existing cultural competence models of practice with immigrants, to better prepare social workers to address the deepening social exclusion of undocumented immigrants in the United States.  相似文献

Immigrants are routinely tied to a range of social problems in the policy making process in the US political system. Little is known however about the extent to which citizens hold attitudes that connect immigrants to particular social problems and whether these attitudes spill over to influence citizens’ preferences toward specific public policy alternatives that might appear to be largely independent of immigrants and immigration. Investigating the nexus between immigration and crime, we ask how Anglo whites’ contextual environments influence their propensity to link immigrants to a salient social pathology like crime. Results show that whites living in states where immigrant populations have increased most dramatically and in states with lower socioeconomic characteristics are more likely to associate immigration with increased criminal activity. Whites’ attitudes toward immigration‐induced crime has important spillover implications to the larger public policy making process as whites who view immigrants as a cause of criminal activity are more likely to support tougher criminal sentencing and the death penalty.  相似文献

Examining the immigration policy changes undertaken by Socialist President Francois Mitterand between May 1981 and September 1982, this discussion provides backgroung information for the study of immigration policy reform in France, discusses the institutional and historical contexts within which recent policy changes have occurred, and examines the initial measures taken, the new immigration legislation adopted in October 1981, the "Exceptional Regularization" carried out in 1981-82, and various other immigration measures announced during the period under study. The discussion also identifies some of the problems which arose and are likely to arise as a result of the new policies. The French government has historically taken great pains to track the movement of both foreigners and natives within its territory. All citizens are issued a national identity card, and all foreigners residing in the country for longer than 3 months must obtain a residence permit from their local prefecture of police. The entry of some 347 million people annually into France must contribute to the problem of exercising strict control at entry. French measures to enforce immigration laws within its borders have not prevented the development of clandestine immigration nor the employment of undocumented foreigners. French law requires that all employers and employees contribute to the system of the Securite Sociale and to a variety of other government programs providing social and economic assistance to workers and their families. The year 1932 marks the date of the first French laws limiting immigration. On July 5, 1974 the French government closed the country's borders to immigration and have not reopened them since. Following that date a more severe attitude towards clandestine immigration became evident. Despite the anti-immigration policies of the 1974-81 period the number of foreigners residing in France did not diminish. 3 basic goals guided the new government in the development of its policies: to limit the entry of new foreigners; to end the precariousness which has characterized the existence of many immigrant families in France; and to examine immigration problems through bilateral negotiation with various sending countries. The immigration policy developed and carried out by the Mitterand administration during its first 15 months in office expressed an attitude of generosity towards established immigrants and external rigor vis-a-vis new immigration. The generosity of the new government is evident in the limitations placed on expulsion and detention, the guarantee of due process of law and all job-related rights for undocumented foreigners, the reaffirmation of family reunification, easier access to "privileged" immigrant status, the extension of the right of employment to foreign students and to Polish and Lebanese refugees, and new legislation guaranteeing the right of association to immigrants. The government's desire to control immigration more effectively is evident in the tightening of control at France's borders and in the substantial increases in sanctions against employers of clandestine workers.  相似文献

Immigration is changing the face of rural America. Stable, year-round employment in the food-processing industry is the most significant factor attracting immigrants into the rural Midwest. Much has been published documenting social and economic changes in rural communities following surges in immigration in rural meat-processing communities. The purpose of the present investigation was to examine immigrants’ perceptions of work and residence in rural America. To this end, personal interviews were conducted with 43 immigrants residing in three Nebraska meatpacking communities. Participants described routes of immigration and motivations for international movement, work in the packing plants, and rural residence. Work for future investigators and the role of policy and social service professionals are presented.  相似文献

Drawing inspiration from the work of Robin M. Williams Jr., I map out the complexities of ethnic and racial relations in the contemporary United States by focusing on the impacts of 9/11—particularly in relation to immigration policy. Because the attackers entered the country through regular immigration channels (i.e., as foreign students) the U.S. government has introduced policies to enhance border security, restrict immigration, increase the surveillance of immigrant populations, and more actively enforce immigration policy. These national-security-related immigration policies, however, are exacerbating existing tensions and producing new sets of ethnic and racialized conflicts in the United States. In this article, I first provide an overview of the key national-security-related immigration policies that were passed in the wake of September 11, 2001. Then, I review some of the recent sociological literature, as well as draw from my own preliminary research in the State of New Jersey, to illustrate the social impacts of these policies on ethnic and racial relations. I conclude with an outline of the ways the sociology of ethnic and racial relations specifically, as well as other subfields of the discipline, might approach analyses of social conflict in the contemporary United States, post–September 11.  相似文献

Canada's contemporary demographic profile has been profoundly influenced by the end of the baby boom, decline in the fertility rate, ageing of the population and prospects for an absolute decline in population shortly after the turn of the century.
These demographic characteristics necessitate an enhanced role for immigration and the need for a more proactive immigration policy in order to correct and fine-tune demographic trends and to come to grips with the social and economic challenges and opportunities of the next few decades.
The expanded role of multicultural immigration conveys a sense of urgency in terms of exploring and anticipating the economic and social costs and advantages related to immigration that are decidedly more multicultural and multiracial in composition.
Canada's immigration policy will require a realignment of economic and social policies as well as cultural and linguistic programmes in view of the multicultural composition of family dependents, business and entrepreneurial immigrants and refugee movements.  相似文献

ABSTRACT

This paper uses critical reflection as its primary methodology to research one Master of Social Work student’s former practice experiences as an Australian immigration officer. The paper contextualizes the study by offering a critical analysis of hegemonic constructions of asylum seekers in Australia, which are reflected in Australian law and policy, as well as potentially influencing social work practice. Critical reflection on one of the author’s practice provides a rich case study that reveals the tensions of government-employed social workers in restrictive environments, and the espoused social justice values of the profession. The findings hold implications for both social work education and practice, suggesting that critical social work education, and in particular, the use of critical analysis and reflection, can improve ethical practice with refugees and asylum seekers.  相似文献

Taking an uncompromising stance on immigration enforcement, the Trump administration has been sharply criticized for its policies and racially coded rhetoric of immigrants as criminals or undesirables. Despite this criticism, the administration's policies fall in line with historically widespread, exclusionary, nativist and xenophobic attitudes towards immigrants. Much of the American immigrant story has been a tortuous struggle for equality, integration and civil rights. This essay takes a critical look at the complicated history of immigration policy during the last century, focusing on the social, economic and political forces that helped shape legislation.  相似文献

Estimates of the illegal alien work force, employment, and the number employed below the legal minimum wage are not available, but are often required for the study of a variety of public policy issues, e.g., immigration and refugee policy, and policy towards the monitoring of minimum wage laws. This paper attempts to fill this void by developing estimates of these quantities. Of equal importance, however, is determining what light this and other related evidence throws upon the oft-expressed view that the demand for unskilled labor at below-legal-minimum wage rates is virtually inelastic. The member states of the European Union (EU) have recently experimented with constructing a common immigration policy. This gives rise to an important and fascinating question: what happens to immigration policy once it is no longer made in national capitals? Have national governments been able to retain ultimate control over the field of EU immigration policy? Or do we see slippage towards supranational power, with the Commission, Parliament, and Court of Justice expanding their influence? If EU institutions have gained power, do they use this power to defend the rights and freedoms of immigrants against restrictionist national governments? Using participant interviews (listed in Appendix I ) and documentary analysis, I analyse negotiations over three EU immigration laws: the directives on family reunification, long‐term residence, and economic migration. I assess whether national preferences are implemented in these directives, or whether supranational institutions have moved policy away from national preferences, potentially expanding immigrant rights and freedoms.  相似文献

Current debates around US immigration policy are playing out against a backdrop that has changed significantly in the past 20 years: immigrants have increasingly gravitated towards “new destinations”; a large and growing portion of immigrants are undocumented; and the federal vacuum in responding to the promise and problems of these new immigration trends has devolved policy to the states. As a result, we have seen innovation on the state level as policymakers seek to accommodate, welcome or resist immigration, with varying degrees of success. In this paper, we explore the case of Utah as a new immigration destination, seeking to understand its transformation from a state with very inclusive immigrant policies as late as 1999 to one currently adopting highly restrictive immigrant policies. To explain this trajectory, we test three prominent materialist theories of public policy: instrumentalism, structuralism and strategic-relational approaches. We draw on a decade’s worth of primary data – including data on state-level legislation, key economic indicators, public statements concerning immigration from the private business sector and the LDS Church, and the editorial content of the state’s two major newspapers regarding immigration – to examine the policy explanations that grow out of interest-based theories of the state. Whereas these theories provide robust explanations for a large and diverse array of public policies, we find that they fall short in explaining immigration policy. While conventional wisdom – and extensive scholarly research – suggests that economic interests drive policy, we find that the policies around immigrants challenge this economic reductionism, suggesting the need for more complex and ideational accounts of this important phenomenon.  相似文献

Much concern has been expressed regarding the potential burden on the states to provide health, education, social and mental health services to refugees, immigrants, and newly legalized aliens. Management of social services for refugees and immigrants is an area which has not received much attention in the social work literature. Within the framework of two components of the current immigration policy, this article will examine funding, staffing, service delivery, and information system needs as critical management issues in the resettlement of refugees and in the delivery of social services to eligible legalized aliens in the United States.  相似文献

This article reports on a critical discourse analysis study exploring how ableism, racism, and neocolonialism play out in Canadian immigration policies. Situated within critical social work theory as well as postcolonial and anticolonial theoretical frameworks, the study focused on Canadian immigration policies in relation to people with disabilities from the global South, an area that has not received sufficient attention in social work research and practice. Findings indicate that discourses concerning risk and protection are central in determining the admissibility and inadmissibility of immigration applicants and reinforce ableism, racism, and neocolonialism. SUMMARY

The aim of this paper is to review policy and practice in relation to the management of alcohol and drug problems in Ireland, with a specific focus on the role of professional social work. There is a high prevalence of alcohol and drug problems in the caseloads of social workers that work within the statutory childcare and criminal justice services. Professional social work in Ireland is of comparatively recent origin and there are few social workers employed in specialist addiction posts or settings in Ireland. The profession as a whole, moreover, has not actively lobbied for a greater role in specialist services. While formal social policy on addictions has shifted in recent decades towards broad public health strategies, which reflect a pragmatic European perspective, the disease model from the United States of America continues to have popular appeal.  相似文献

It is suggested that immigration will have an important role in light of declines in the rate of natural increase as well as trends in demographic aging. The implications of future immigration for both migration and social policy are considered, with a focus on changes in the cultural and ethnic composition of the population resulting from immigration. Critics of my work have found a negative effect of the social status on the likelihood of someone voting for the AfD. However, these findings do not sufficiently confirm the Modernisation Losers’ thesis that I had formulated and testest in this journal in 2017. The reason is that attitudes towards society vary dependent on social status, and these attitudes have no reference to economic modernisation. When controlling the influence of these attitudes in multivariate analyses, status effects will disappear. One of these attitudes is the rejection of refugees: AfD voters often perceive refugees as competitors for scarce resources and a threat to the cultural homogeneity of German society. This means that the effect of social status on the intention of voting for AfD is mediated by attitudes towards immigration. I find evidence for this thesis in some of the contributions of my critics and in new analyses based on the German Social-Economic Panel (GSOEP). My conclusion is that a policy of redistribution will not be suitable for winning back AfD voters, because it misses the decisive motive for their voting.  相似文献

"This article examines a unique data set randomly collected from Latinas (including 160 undocumented immigrants) and non-Hispanic white women in Orange County, California, including undocumented and documented Latina immigrants, Latina citizens, and non-Hispanic white women. Our survey suggests that undocumented Latinas are younger than documented Latinas, and immigrant Latinas are generally younger than U.S.-citizen Latinas and Anglo women. Undocumented and documented Latinas work in menial service sector jobs, often in domestic services. Most do not have job-related benefits such as medical insurance.... Despite their immigration status, undocumented Latina immigrants often viewed themselves as part of a community in the United States, which significantly influenced their intentions to stay in the United States. Contrary to much of the recent public policy debate over immigration, we did not find that social services influenced Latina immigrants' intentions to stay in the United States."  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献
