SUMMARY

Political scientists have, in recent years, uncovered substantial evidence that political representation in the United States is influenced by gender and race, yet generally examine the effects of gender entirely separate from the effects of race. In this article, we explore the agenda-setting behavior of African American female state legislators. We find that African American women do respond to both women's interests and black interests. We also find that while the sponsorship of black interest measures by African American women (or other legislators) is not influenced by the proportion of African Americans within the chamber, African American women are less likely to sponsor women's interest measures in legislatures with a relatively high proportion of women present. We conclude that because of their focus on multiple groups, black women occupy a unique place in representation, and that their choices are influenced by the institutional context in which they work.  相似文献

Abstract

Women have historically participated in revolutionary/liberation movements. A consensus among scholars working in the field suggests that once the broader aims of the movement have been achieved, women's public role and the concern for gender differentiated interests diminish in the post-conflict society. The aim of this study is to apply this hypothesis using the case study of Eritrea. Eritrea offers an opportunity to study a modern, successful revolutionary movement that relied heavily upon women's contributions both as support personnel and as front-line soldiers. Preliminary evidence suggests that Eritrea is following the pattern of many other post-conflict societies. Several questions are addressed here: Does the hypothesis which suggests women's participation is welcomed during a revolutionary struggle, but discouraged in post-conflict society, hold true in the Eritrean case? What role did women play in Eritrean independence and what role do they currently play? Have the reforms enacted by the Eritrean People's Liberation Front (EPLF) carried forward under the People's Front for Democracy and Justice (PFDJ)? What role does women's inclusion play in creating a viable civil society? How has the generational aspect of women's military service affected society's overall perception of women?  相似文献

Abstract

Given that all women's movements share a unique relationship to the State – their exclusion from political power, often legally and occasionally constitutionally underpinned, has this exclusion shaped women's movements' strategies, which have had as their general goal women's political inclusion? Some similarities are evident across types of women's movements and across nations. In this article, I discuss the ‘strategic dilemmas’ that women's movements are likely to face, and I attempt to identify the range of strategic responses employed by feminist movements. I begin with a definitional distinction between women's movements and feminist movements, followed by a discussion of women's relationship to the State. I identify similarities across feminist movements in four strategic dimensions: (1) movement autonomy vs state involvement; (2) insider vs outsider positioning; (3) separatist vs coalitional stances; and (4) discursive and influence-seeking politics. These strategic dimensions shape different opportunities for women's movements across different state configurations, offering openings for some types of women's movements that may be unrecognized or unexploited by others. The article concludes with speculations concerning women's movements' strategic action in the context of state reconfiguration.  相似文献

ABSTRACT

Migrant women are often described as victims of the global economy: accounts of human rights abuses and economic exploitation have eclipsed more positive accounts of the impact of migrant work on women's lives. Some migrant women are positioned to make use of new opportunities which they see as empowering, in contrast to earlier experiences in their homes or sending countries. This study, based on qualitative interviews with 13 young Nepalese women working in manufacturing and agricultural sectors with Employment Permits in South Korea, highlights a rather positive window of women's empowerment. It shares the perspectives of young, mostly single women who gain self-confidence through their new ability to take care of their family (some becoming primary breadwinners). The women are also able to plan for their economic futures, and report their voices being heard more in important family decision-making. These material, relational, and perceptual improvements are all important dimensions of empowerment. In these experiences, gender intersects with age and other factors to produce a nuanced view of specific young women's experience of migrant work.  相似文献

One striking feature of farming as an occupation is that there are few women who farm in their own right. The passing of land from father to son means that women rarely own land. Their typical entry to farming is through marriage. Women's route of entry to farming affects interpersonal relationships within the family, and also women's role in the public space of farming. Women are under‐represented in farming organizations, in training programmes, and in the politics of farming. This article focuses on the position of women within farming organizations and the interaction between (male) farming organizations and women's farming organizations. Farmers are an extremely well‐organized occupation and wield considerable political power because of this effective organization. However, farming organizations are almost entirely male. This article examines how women are treated within farming organizations, and also the interaction between (male) farming organizations and women's farming organizations. Drawing on the theory of organizations, I argue that the inclusion of women in farming organizations and the existence of women's farming organizations reinforce gender divisions within agriculture and do not in any way question the understanding of men as farmers, or the political power they hold.  相似文献

This article describes a women's entrepreneurship exchange program that was designed and facilitated with the cooperation of various governmental and nongovernmental entities in Ghana for Ghanaian women. The article briefly reviews the entrepreneurship development literature from an international perspective and discusses the Entrepreneurship Program as a targeted approach for empowering and sustaining women's economic situation in Ghana. Emphasis is placed on understanding the impact of cultural and social networks and the women's ability to succeed as entrepreneurs through the use of social work skills.  相似文献

Abstract

This article examines how surges of female representation have produced gender patterns in standing committees and affected the financial support for “women's policy” in the Norwegian and Swedish national legislatures. The argument is two-fold. The more women there were in the Riksdag and the Storting, the more likely they were initially to end up on a “female” standing committee. Second, as the ratio of women legislators grew, spending on “families and children” in the national budget plummeted in both countries, only to acquire more prominence as the proportion of women legislators reached more than one fourth. The article begins with an extensive critical analysis of the gender-theoretical assumptions of the women and legislatures literature, suggesting that contemporary feminist scholarship that assumes gender to be malleable and contextual is more fruitful.  相似文献

Abstract

This article thoroughly examines women prime ministers and presidents (also referred to as women executives) rigorously comparing nearly all cases of women executives from 1960 through 2002. The numbers of women executives, countries they have led, and the types of governmental systems in which they came to power are analyzed. A main focus is their political and educational backgrounds. Findings suggest that the number of women making it to executive office is few but varied geographically. Women executives have diverse education and political backgrounds. An important springboard to office in Asia and Latin America has been women's familial ties to important political leaders. Even these women are more diverse than expected in terms of background and, in particular, political experience.  相似文献

SUMMARY

This article discusses access to and involvement of non-governmental organizations (NGOs) in the United Nations Fourth World Conference on Women held in Beijing, China, in September 1995. It also looks at the impact on consensus-building of the growing diversity of NGOs participating in these global UN events and at the effect on the international women's movement of the frustrations and difficulties faced in the follow up to Beijing as agreements have been reopened or rolled back. In this climate, women activists and feminist analysts are questioning the future viability of the United Nations as a political space for women's organizing, and under conditions of rapid globalization, are increasingly divided on strategies for implementation and activism.  相似文献

Abstract

Cancer mortality issues for African-American women are undeniably real. It is also apparent that to address the issue of this unequal burden, different intervention approaches are necessary. Employing a family systems approach for African-American women and their families holds benefits for both cancer prevention and cancer treatment. The Kin Keeper Modelis based on the premise that the natural ways African-American women communicate various health messages to females in their family can be used to influence their cancer prevention and screening behaviors. This paper reports empirical research that demonstrates significant familial influence on African-American women's cancer prevention screening behaviors. Findings indicated that family influence provides insight into the intersection of family altruism with cultural familial decision-making. Objective: This study explores the impact racism has on the drinking behaviors of Black college women. Little is known about Black college women's experience of racism and the impact racism has on their psychological wellbeing and drinking behaviors. The current study fills a gap in our understanding of the role racism plays in the risky drinking behavior of Black college women. Participants: 469 Black college women ages 18–29 were sampled from 8 colleges and universities across the US, in 3 waves from December 2014-August 2017. Results: Findings suggest that general life stress and perceived racism are significantly associated with alcohol use among Black college women. However, only increased experiences of racism increase Black college women's engagement in risky drinking. Conclusions: The findings of this study serve as an entry point for a more nuanced assessment of stressors among Black college women that may inform drinking behaviors in this population.  相似文献

SUMMARY

A qualitative, pilot study employing in-depth ethno-graphic interviews was conducted to examine perceptions and attitudes towards abuse and the help-seeking behaviors of a sample of ten battered immigrant Mexican women. Findings indicated that participants' attitudes about seeking help were influenced more by cultural factors (e.g., gender-role expectations, famialism) than by psycho-social stres-sors (e.g., immigrant status, financial dependency). Children's welfare played a salient role in women's decisions about seeking help, both as a deterrent and a motivating factor. Women's attitudes about their own abuse were more tolerant than their attitudes about hypothetical situations involving others. Changes in women's attitudes about abuse reflected changes only after some type of intervention had taken place. The majority of the women in the sample had misconceptions or were uninformed about shelters. Suggestions for further research and intervention with this population and a model of internal and external determinants of help-seeking behavior are presented.  相似文献

ABSTRACT

Do right-wing women hold unique policy priorities from that of left-wing women and right-wing men? And do right-wing women legislators represent the priorities of right-wing citizens? Right-wing women share unique gendered socialization experiences with left-wing women, but their ideology informs values and attitudes critical to policy preference formation. Political representation theories suggest that women legislators should hold distinct incentives to represent female constituents. However, institutional theories suggest right-wing women legislators may face different incentives that limit the extent to which they represent right-wing female constituents. To evaluate our expectations, we leverage survey data from the Latin American Public Opinion Project and the Parliamentary Elites of Latin America. We demonstrate how right-wing women citizens differ from left-wing women citizens across a range of policy priorities. Then, we evaluate elite priorities for these same policy issues. We find little evidence for policy priority congruency between women citizens and women legislators on the right.  相似文献

ABSTRACT

Periods of democratic transition may provide space for increased political participation by women. Often, however, women's participation inexplicably falls off after the transition period to former low levels. This article argues that the form women's participation takes in transitions is crucial to both the shape of the resulting new democracy, and the subsequent impact of the new democratic institutions on building or sustaining a women's movement. A case study of the 1992-1994 transition period in El Salvador suggests that women must be present and contribute to the transition; form autonomous organizations but remain engaged with the state; and transform their political behavior from opposition to interaction with the new state.  相似文献

This article explores the impact of a quarter century of gender politics in presidential elections in the United States stressing the dual importance of differences between men and women, the gender gap, and women as a political force as they have come not only to exceed men in their voting numbers but also in their turnout rate. It reviews the way women's votes have affected presidential campaigns, drawing attention to the effect women's and men's votes have had on the Electoral College which is what counts in presidential elections. It raises the important question of what impact the attention to women voters has had on the public policies of administrations between elections.  相似文献

Japan's high level of socio-economic advancement notwithstanding, the level of women's representation in Japan lags behind that in not only other advanced countries but also many developing countries. This article aims to elucidate the causes of the under-representation of women in Japan. Preceding studies suggest that multiple, intertwining factors have had a collective influence on the number of women representatives. Based on these studies, I highlight four factors which affect women's representation: the electoral system; socio-political culture; electoral quotas; and the activities and attitudes of women concerning their own representation. I discuss how these factors have influenced the under-representation of Japanese women, in effect demonstrating that all the above factors have had negative impacts. Among these, the most serious obstacle is women's lack of enthusiasm for a larger political presence, which is sustained by Japanese political culture and social customs. I argue that strong women's voices calling for more women representatives are the necessary basis for measures to improve the under-representation of women.  相似文献

This article argues that multinational corporations may provide critical relief routes for women workers' progress in managerial careers in national contexts where their career paths with domestic employers remain blocked by traditional and institutional practices. It illustrates this possibility through a study of two women managers at the local head office of a foreign‐owned multinational retailer in Japan and their career trajectories. The alternative career paths through foreign employers are not without their contingencies and constraints, and the article identifies the limitations of the transformative potential foreign employers could have in the larger realm of women's managerial employment in a restrictive context such as Japan. Noting that globalization incorporates different groups of workers into the global economy with different costs and rewards, the article concludes by calling for a more nuanced understanding of women's employment with multinationals and for further research that remains cognizant of the multiplicity of experiences in different contexts.  相似文献

ABSTRACT

In the United States, the threat of HIV/AIDS to African-American women's health has become the focus of much concern. This article describes a federally funded community-based program that provides services to African-American women at risk for HIV/AIDS in Nashville, TN. This program provides a culturally relevant set of interventions specific to crack cocaine users aimed at reducing substance use and HIV/AIDS risk behaviors. The model is important to the continued development of culturally relevant interventions that are vital to stemming the disproportionate rates of HIV/AIDS within the African-American community by ensuring treatment access to all populations.  相似文献
