This paper captures the experiences of the faculty members of a relatively new graduate social work program situated in the largely rural state of Haryana India in reframing the foundation year practicum through community-based and engaged action learning in small villages. Located within Bhagat Phool Singh Vishwavidyalaya (BPSMV), north India's first all women public university, the mission of which is to enhance women's engagement in the greater society through post-secondary, professional and character education, the department is educating social workers for community engagement in social development and in the development of women as an empowered group in society, particularly at the village level. Over a three-year period, the faculty has successfully launched and sustained action learning as an alternative to the traditional practicum in social work education, enhanced civic engagement among students and faculty in three rural villages, and further developed community social work as a principal focus of social work education in India. The paper offers a rationale for action learning in the graduate social work curriculum, describes and documents the department's strategy of action learning, and lays out lessons learned from action learning as a central focus of pedagogy, research, and service within BPSMV Department of Social Work and the rural villages it serves. 相似文献

The provision of social services in rural areas has historically presented a challenge for social workers. Rural social service disparities are presented in relation to key challenges surrounding the provision of social work services in the rural United States. Barriers that define rurality and hinder the provision of social work to rural families, a multicultural examination of rural community strengths and resiliency, and creative solutions for rural social work delivery are discussed. A case study utilizing collaborative partnerships between rural churches, schools, and community leaders to combat rural homelessness and streamline service delivery for rural families across the life cycle is presented. 相似文献

This paper discusses the potential uses of the Internet and other forms of information and communication technology (ICT) as a tool for delivering information services for unemployed people, comparing the experiences and attitudes of jobseekers in peri-urban and remote rural labour markets. The analysis is based upon research carried out in two areas: the first combining a remote rural town with a much larger, more sparsely populated, rural 'travel-to-work area'; the second, a centrally located peri-urban labour market. Survey research undertaken in the study areas gathered responses from 490 unemployed jobseekers. Emerging issues were then followed up during twelve focus groups. The study found that the use of ICT for job seeking remained a marginal activity for most unemployed people, but was much more important in remote rural communities. In these areas, jobseekers were more likely to use the Internet as a search tool and were particularly dependent on telephone helplines provided by the public employment service (PES). However, the study also found that a 'digital divide' was evident within the unemployed client group. Those with low educational attainment, the long-term unemployed, young people and those perceiving their ICT skills to be 'poor' were less likely to use the Internet. Although respondents in rural areas were more likely to use ICT to look for work, they also pointed to the overriding importance of informal, social networks as a means of sharing job information in remote communities. We conclude that ICT may have a future role in the delivery of services for jobseekers, especially in rural areas. However, policies are required to ensure that information provided through ICT-based services is locally relevant, and disadvantaged groups have access to the facilities and training they require. 相似文献

With the growing interest worldwide in making communities more age-friendly, it is becoming increasingly important to understand the factors that help or hinder communities in attaining this goal. In this article, we focus on rural and remote communities and present perspectives of 42 experts in the areas of aging, rural and remote issues, and policy who participated in a consensus conference on age-friendly rural and remote communities. Discussions highlighted that strengths in rural and remote communities, such as easy access to local leaders and existing partnerships, can help to further age-friendly goals; however, addressing major challenges, such as lack of infrastructure and limited availability of social and health services, requires regional or national government buy-in and funding opportunities. Age-friendly work in rural and remote communities is, therefore, ideally embedded in larger age-friendly initiatives and supported by regional or national policies, programs, and funding sources. 相似文献

Australians live in diverse areas, city and country, coast and hinterland, desert and rainforest, urban and remote areas. While much social work practice is located in large population centres, the problem of providing a social work service in rural and remote areas is a challenging one. This article examines some of the issues for rural social workers practicing where networks are small and multilayered, anonymity, privacy and safety for the social worker cannot be guaranteed, and a broad range of knowledge and skills are demanded. As a profession, it is important to acknowledge the complexity of delivering an ethical, responsive and appropriate service in rural areas. Within current poverty reduction programmes, focus on the social‐welfare millennium development goals is widening to embrace a concern with infrastructural investment, particularly for remote areas. The previously popular assumption that rural disadvantage can be remedied by road‐building is resurfacing. Using survey data from Ethiopia, Zambia and Vietnam, this article explores how effective such investment is in addressing mobility and social‐service accessibility in rural areas. The findings indicate that, in extremely remote areas, road improvements may catalyse the expansion of social‐service provision, as evidenced in Ethiopia. However, given the poor's relative lack of motor vehicles and ability to pay for public transport, they are, by no means, a sufficient condition for enhancing the mobility of the rural poor. 相似文献

Although there has been an international trend away from institutionalization to community-based care, this has not always been successful, particularly for the unique and vulnerable population diagnosed with both mental health and developmental disabilities. The challenge of meeting the needs of this population is increased in rural and remote areas. As a part of a larger study, this paper reports on the voices of service providers for people dually diagnosed as they maneuver through the considerable challenges of meeting complex needs while located in remote northern communities. The complexities of rural service provision for those with a dual diagnosis of mental illness and developmental disability is also highlighted and includes challenges of northern living, difficulties in diagnosis, and system level issues. This paper confronts the inequities in provision of effective community-based services to this population and draws attention to the need to support and develop local, integrated services in order to build inclusive communities for all. 相似文献

AbstractI am a service user and academic working in a university social work department. My hybrid identity allows me to draw on different types of knowledge in all aspects of my work, including: academic, practice and experiential wisdom. Service user involvement is mandated across social work education but the scope and breadth of different kinds of participation is developed in diverse ways across university contexts. This article affirms the value of service user involvement in health and social care education, exploring its positive impact on students. When lecturers share personal experience of using services alongside practice and academic wisdom in the course of teaching, sometimes the value of experiential knowledge is doubted and its influence dismissed. I examine the importance of experiential wisdom in social work education, specifically when it is embedded in an academic role in a university social work department, and consider how it can be respected and valued. The parallel experiences of involving peer support workers in mental health services, who use their knowledge of recovery to mentor other service users, are then briefly examined, together with reflection of the concerns across mental health with professionals sharing their experiential wisdom with the people that they support. 相似文献

Abstract Social work education has traditionally been taught in urban universities in on-campus programs. In the present paper, the author outlines the nature of social work education at Charles Sturt University, a regional Australian university. The author argues that social work education in a rural/regional university is shaped by rural social contextual issues, as well as by changes in the higher education sector. The author notes that social work education fills a significant gap in that it attracts students who are unable to access urban campuses, adds value to rural service delivery, supports rural/regional research, and highlights issues of rural disadvantage. Despite this, the paper argues that rural disadvantage and higher education sector pressures place the delivery of social work education shaped around and responsive to rural social justice issues in regional universities in jeopardy. 相似文献

Israel is a child-centered culture. Social work with children predates the existence of the State of Israel. There is a rich array of services for children. In the last 10 years, the emphasis has changed from using child placement as a panacea for children's problems, to treating the child as part of the family system. Placement of children in agricultural collectives, boarding schools, and youth villages has historically been on option for all children, and social workers used this plan as well. This paper considers the current literature on electronic service delivery in the light of the findings of a qualitative research project examining the implementation of online services in British social housing. The paper adds to existing evidence that the nature of electronic service delivery is heavily influenced by the agencies that introduce it and by the context in which it occurs. The shape of electronic service delivery in social housing was found to be heavily influenced by the high complexity of transactions between social landlords and tenants, and by the ethos of some social landlords. The research also suggested there was a broad consensus between social landlords and tenants with regard to the practical limits of online services. However, the development of this form of electronic service delivery was occurring in a situation in which influence was unevenly divided between the various parties involved. 相似文献

Abstract The HIV pandemic persists into its second decade, with an untoward toll on rural gays which continues to generate suffering and loss. Rural HIV infections are increasing, and the unique problems of health and social services represent new challenges. Professional social services that would overcome barriers to care for rural gays and lesbians have been historically inadequate or non-existent. The HIV pandemic shows that services for HIV diseases must become part of efforts to strengthen the care delivery services for all in rural America, especially by fostering the power and resiliency of gays and lesbians. The empowerment of rural gays, bisexuals, lesbians and transgendered persons assumes that basic differences occur between those in rural and urban areas, and health and social services must build upon the unique strengths of these diverse groups. 相似文献

Post‐2000, the deterioration of Zimbabwe's socioeconomic and political conditions is widely acknowledged as phenomenal and unprecedented. Consequently, government and local authorities are struggling to provide basic services. At the same time, civil society initiatives are promoting transparency and accountability in service delivery. The article explains how civil society coalitions and citizens are promoting and demanding accountability in the delivery of public services by local authorities. In particular, it focuses on four critical issues; namely local authority–citizen engagement, social accountability focus areas, social accountability tools and emerging social accountability issues. The article concludes that civil society‐led social accountability initiatives are effective under conditions of civil society capacity, institutionalization of social accountability by local authorities, and negotiating local political dynamics. 相似文献

This paper is located in the theoretical debates of late modernism: it explores the tensions inherent in the delivery of standardised, validated and carefully planned social work education programmes within the context of late modern societies. Preparing social workers to address dynamic policy changes, fluctuating resources and changing service demands and the needs of service-users in areas with shifting populations, provides a challenge to social work educators.
