Summary

Welfare to work policies have developed partly from policy rhetoric that argues employment as the best way of ensuring social inclusion for marginalised groups. In the United Kingdom, welfare to work policies for disabled people have developed within an enabling rather than a mandatory system, although organisation and practice have lagged behind. This article explores policies that provide this enabling context for facilitating the transition of people with learning difficulties from benefits to paid employment. It also explores the role of social workers, examining the degree to which their practice reflects the empowering rhetoric of the policy framework and of contemporary social work values.  相似文献

ABSTRACT

Welfare state decline has become a priority topic among social policy analysts, yet much research into this phenomenon has been either speculative or theoretical rather than empirically specific to particular nations. This paper provides an overview of one such case, the Canadian, in which once well-established Keynesian welfare state (KWS) programs have recently been significantly eroded or terminated. The paper identifies the causal factors underlying this “fade-out,” with particular attention to the impact of globalization, which has had a comparable impact on KWS policy and programs in many other advanced nations.  相似文献

ABSTRACT

This article identifies prevailing conceptual approaches employed to formulate issues of diversity for social work research and practice. It argues that the notions of “welfare” and “diversity” are customarily defined within unduly narrow realms. “Welfare” is normally defined from the ideological perspective of modern mainstream society, even though competing minority ideologies of “welfare” are both possible and evident. “Diversity” is normally organized around the central concept of “ethnicity,” even though the universality of this notion is questionable. In response a research approach to address these limitations is proposed which employs a sociological perspective and qualitative methodology to discern appropriate conceptual frameworks.  相似文献

Abstract

The place of aged care in social work has long been ambiguous, if not marginal. Social work (as do other comparable professions) often displays a reluctance to place practice in this field within the core of the profession that embodies aspects of ageism in contemporary society. Working with older people is frequently characterised as ‘mundane’, ‘routine’ and even ‘not “real” social work’. This paper examines the practice implications of the current policy context. Forms of ‘indirect’ practice are identified as central to social work in aged care, and the implications of this for the standing of aged care social work in the wider profession are discussed. It is argued that ‘indirect’ practices are core to the development of the profession and so should be seen as ‘real’ social work. In conclusion, it is suggested that unless social work affirms practice with older people and their families we will fail to be congruent with our own values.  相似文献

Abstract

In this article I discuss how professional social work can entail critical, reflexive work. This is accomplished by adapting the concept of “live sociology”. It is mainly an exploratory article, trying to raise suggestions that can be adopted and be further developed. I argue that people coming into contact with contemporary social work are sometimes reduced to being “dead” objects, as they are pinned down into static categories. The demand for developing evidence-based social work risks substantiating this tendency even further. In contrast, I claim that social work needs to move away from these kinds of explanations and instead turn towards developing “live social work”; that is to say, social work where everyday life, agency, and what people do in what context needs to be the focus, not what people are.  相似文献

Abstract

How to stimulate student interest in social policy, while reinforcing its professional significance for social work, remains an understudied topic. This paper reports an evaluation of a teaching intervention that sought to enhance student interest in social policy by: more explicitly connecting social policy with professional social work practice; introducing an assessment exercise that involved visiting Parliament House; and undertaking weekly “hot policy topic” small group discussions. Social work students were found to be quite aware of the importance of social policy to professional practice. The intervention did not measurably increase interest in social policy, but heightened student awareness of their capacity to contribute to policy processes.  相似文献

Abstract

In January 2006, a survey released by the National Coalition for the Homeless and the National Law Center on Homelessness and Poverty named Lawrence, Kansas the second “meanest city” to people who experience homelessness in the United States. The survey focuses on the increase in ordinances that make behaviors such as panhandling and sleeping on sidewalks illegal. A critical perspective missing from the 2006 study were the views of those experiencing homelessness. Therefore, this study was developed with the intention of providing a voice to individuals in the homeless community and to encourage other advocacy efforts to include those absent voices. Findings indicate that Lawrence may not be “mean” in terms of ordinance enforcement but suggest that homeless individuals encounter negative attitudes from the community at large and face barriers to employment and participation in community life. Implications for social welfare practice, policy and research are discussed.  相似文献

Social work educators are charged with the important task of preparing students to carry out the noble mission to focus on the needs and empowerment of people who are vulnerable, oppressed, and living in poverty. Educators, particularly those who teach social policy, understand that to achieve this mission, it is imperative for social workers to be trained to engage in structural and policy change efforts, regardless of interest in clinical or macro practice. This study explored the characteristics, if any, that make policy instructors in social work effective, as well as instructor characteristics that promote interest in policy work in social work professional practice.  相似文献

Abstract

Rough sleeping refers to the state of being literally without shelter or residing in shelter not fit for human habitation. People who sleep rough are thought to be a group who experience a range of complex problems in addition to their homelessness. Despite their small numbers relative to the broader homeless population, rough sleepers have been identified as a target group for policy and practice intervention. This article critically examines outreach responses directed toward people sleeping rough. Moving beyond traditional charity approaches or interventions that “move people on”, emerging models of “assertive outreach” have been implemented in Australia as part of broader strategies to reduce homelessness. Challenging the idea that assertive outreach is a shift from a social work approach, it is argued that interventions to actively end rough sleeping are consistent with social work principles. Indeed, this article takes it that social work must advocate for the provision of affordable housing as central to rough sleeping interventions. Housing not only enables people to achieve human dignity and worth, but the linking of housing with outreach responses to rough sleepers will facilitate a trusting and effective working relationship.  相似文献

ObjectiveTo conduct a system-wide assessment using social network analysis (SNA) to examine how 14 important issues (e.g., consent; racism) are addressed through education, training, and programming at a university.MethodsEvaluators conducted interviews with campus departments responsible for educating/training on the 14 issues. Interviews revealed which programs (n = 52) were offered that addressed the 14 issues, and data on audience characteristics, date of delivery, and which issues were covered in each program were collected. SNA was used to calculate degree and create visualization graphs illustrating patterns of content-coverage across all 52 programs.ResultsThe average degree was 19.38 (SD = 9.70), meaning programs overlapped in topic area with nearly 20 other programs, on average. Most programs (n = 36; 69.2 %) were attended by audiences of 500 people or less. “Diversity and inclusion” represented the topic area with the most programs (n = 23), whereas “suicide” and “bullying/hazing” had the least number of programs (n = 3). Degree was negatively correlated with attendance numbers (r=-.310, p < .001), indicating the more a program overlapped in content with other programs, the smaller the audience.ConclusionsThis study supports the use of network analysis in conducting systemic evaluations of programs offered at a university, complementing the work of ongoing, local-level program evaluations.  相似文献

Although in Australia disability is receiving unprecedented attention with the rollout of major reforms, the body of research on disability to inform policy and practice has been found “not fit for purpose”. This scoping review of empirical research papers published by Australian social work authors between 2007 and 2015 investigated the quantity, nature, and scope of social work research on disability in Australia. We found a steady growth, an annual average of 13.8 papers, and a total of 124. Social work disability research makes a distinctive contribution; it is contextualised in service systems or policy, has a greater focus on community and civic participation and social relationships, and concentrates on adults, with either intellectual disability or traumatic brain injury. These research strengths provide foundations for building the profession’s research capacity and informing its practice and contribution to the multidisciplinary field of disability.

IMPLICATIONS

  • Service system reform is increasing engagement of social workers with people with disabilities, yet disability has a low profile in the profession.

  • Social work disability research has strengths in understanding service systems, social relationships, and strategies for social and civic participation, particularly with adults with cognitive disabilities.

  • Increased attention to disability in qualifying and higher degree programs will better prepare students for complex practice and develop the distinctive contribution of social work research in this interdisciplinary field.

ABSTRACT

Is it possible to conduct an effective, progressive, and politicized program for graduate students in our contemporary conservative context? This article evaluates the outcomes over seven years of a pioneering program in Political Social Work. Based on survey data of Political Social Work alumni, it addresses four outcome measures: enrollment, satisfaction with curriculum and field opportunities, job and career development, and persistence of political ideology and practice. While being “political” during the past decade is clearly different than it was in the 1960s, the evidence proposes that political content and practice can have a significant place in both social work education and the field. More specifically, the study demonstrates that politicized social workers in the 1990s were able after graduation to secure employment, sustain progressive values, and practice political social work.  相似文献

Abstract

The present article challenges the received wisdom of the distinctiveness of professional social work in Australia and its dichotomous juxtapositioning against work undertaken by those without formal social work qualifications. Findings are presented from a qualitative study of Australian Catholic sisters’ experiences of social care work in the recent past, based on indepth interviews with sisters who collectively worked in a variety of fields from the 1950s to the time of writing. Sisters’ accounts of work with marginalised people reveal many similarities with the values and principles of social work. This suggests a blurred line between “professional” social work and “amateur” social care work. In an era of reconsideration of many certainties, Australian social work could profitably reflect on its commonalities with, and differences from, practice domains outside professional social work.  相似文献

Summary

Following New Labour's election to office in the UK in 1997, policy initiatives have proliferated relating to mental health. Much of this policy innovation emphasises the social dimensions of mental health and distress, with an emphasis on employment and social inclusion. Paradoxically, this modernization of the mental health agenda comes at a time when mental health social work is struggling to establish its role and contribution within recently integrated health and social services. The paper considers whether New Labour's flagship programme, Mental Health and Social Exclusion, constitutes a “New Deal” for mental health, and whether it provides a perspective that will help mental health social work to define its distinctive contribution to integrated services.  相似文献

The “mundane extreme environment” of racism and poverty follows us into the new millennium (McAdoo, 1986). In response, I propose a group-centered curriculum for community practice as the professional foundation for social work education. Shifting the curricular focus from individual development to social development and from a domestic perspective to an international human rights perspective, the group-centered curriculum would teach social group work, inter-group work, and inter-professional practice as methods for promoting social and economic justice.  相似文献

Abstract

Similar trends are occurring in Australian and US social work education, as universities increasingly adopt a rigid market orientation to tertiary education. This marketisation shapes social work education in manifold ways, including the pressure to increase revenues (and effect greater efficiencies) by expanding the size of social work programs. The unregulated growth in social work programs leads to lowered admission standards, as programs are forced to compete for students. An oversupply of social workers will also drive salaries downwards as supply eclipses demand. These issues are examined in the context of a “big” versus a “small” (fewer but more highly trained social workers) model of social work. Emphasis is placed on the lessons that Australian social work educators can learn from the challenges facing US social work education.  相似文献

Unfortunately, there is a wide variety in the interpretations of what it really means, and an even wider variety of emphases when applying social administration to social work practice. The growing practice of arranging and financing “foster placement” of abused and neglected children with relatives provides an opportunity to redefine relationships between extended families and the child welfare system. The dilemmas and possibilities presented by kinship care as a child welfare service challenge schools of social work to provide intellectual leadership and to prepare social workers for changing child welfare practice. The author's ideas concerning responses to this challenge focus on key mandates of the Council on Social Work Education's Curriculum Policy Statement and on five principal curriculum areas in social work education.  相似文献
