Abstract

Students with disabilities in graduate school have requirements additional to those of non-disabled students, and face barriers to retention and graduation. This paper addresses the issues facing students with disabilities in clinical graduate programs, and outlines a dozen specific rights for students with disabilities. The legal and social contexts for considering these rights are examined. Three legal tenets (separate is not equal; equality versus equity; assumption of innocence until proven guilty) are discussed as they apply to disability. Twelve suggestions for making the application process more accessible to persons with disabilities are offered.  相似文献

ABSTRACT

The Americans With Disabilities Act of 1990 (ADA) protects students wth disabilities from discrimination by academic and professional programs in higher education. A student with a disability cannot be denied admission to an educational program because of his or her disability if the student is otherwise qualified. This means that a student with a disability who is qualified for an academic or professional educational program cannot be denied admission to a program based solely on the student&s disability. This educational requirement mandated by the ADA applies to all educational fields including social work education. The purpose of this study was to explore how social work programs are dealing with these requirements in their admission and academic accommodation procedures. Twelve social work programs located in the mid-western United States participated in the study. Representatives of each of these programs were given an in-depth interview focusing on their admissions process, academic accommodations, and general topics related to social work education and disabilities. All programs taking part in the research were accredited by the Council on Social Work Education (CSWE). The CSWE is the national accreditation body for social work education within the United States.  相似文献

Social work educators must balance the legal mandates for nondiscrimination and reasonable accommodation against ethical obligations around protection of clients and preparation for practice. Abstract

Section 504 of the Rehabilitation Act of 1973 is the federal law upon which the Americans With Disabilities Act (ADA) is built. Both laws are designed to prevent discrimination against students with disabilities. This commentary offers a comparison of section 504 with the ADA. An analysis of the case law under Section 504 is also presented; this analysis provides guidelines that universities and colleges will have to follow under the ADA. The implications of the ADA are offered for social work programs in the areas of admission and retention of students with disabilities.  相似文献

The Individuals With Disabilities Education Act (IDEA) and the Americans With Disabilities Act (ADA) offer important legal protections for school age children. This commentary outlines those protections for special needs children in both public and private schools. Social workers need to be aware of the rights children with disabilities have under each law. Abstract

This paper seeks to understand the economic, social and psychological impacts on survivors in Thailand of the Asian Tsunami on 26 December 2004. The Tsunami disaster brought about great changes in the lives of survivors, the role of social workers and social service delivery. Problems were actively worked out between many parties resulting in greater collaborations between local, national and international organizations. Social workers worked in a collaborative manner with various professions in delivering crisis intervention. In the case of the Tsunami disaster, there is an emergence of the development of the professional role of social workers and other social service workers to respond to the urgent needs of the family and children survivors.  相似文献

Abstract

Large numbers of poor Hispanic immigrants have come to the U.S. in recent years with many social service needs. This qualitative, pilot study of Hispanic immigrants in the Washington Heights community in New York City identifies their perceived needs and barriers for accessing services. Seven face-to-face interviews with community-based professionals and four focus group interviews with thirty Hispanic immigrants provide the data. Both groups of informants report many unmet service needs, especially in the areas of health care and housing. Data support the view that Hispanic immigrants often require micro-and macro-level advocacy that can best be performed by Spanish speaking social workers.  相似文献

The provision of social services in rural areas has historically presented a challenge for social workers. Rural social service disparities are presented in relation to key challenges surrounding the provision of social work services in the rural United States. Barriers that define rurality and hinder the provision of social work to rural families, a multicultural examination of rural community strengths and resiliency, and creative solutions for rural social work delivery are discussed. Alcohol and drug addiction is a significant problem among deaf and hard of hearing people. Looking through a Deaf culture lens, treatment for alcohol and drug addiction is key for providing care for deaf and hard of hearing clients. Using the CENAPS model, an applied cognitive-behavioral therapy program is recommended for addiction treatment. The CENAPS model provides clinicians with tools for stabilizing deaf and hard of hearing clients, supporting their transition to early recovery. Educating the client about the stages of relapse and the stages of recovery, clinicians using this model can better treat and prepare deaf and hard of hearing clients for long-term recovery.  相似文献

Abstract

The role of women in American congregations is a topic that has gained attention in the past twenty years. The majority of work has focused on leadership and clergy roles and the willingness, or reluctance of, denominations to ordain women. In this article, we report on women as members, lay-leaders, and clergy in Philadelphia congregations, and we assess the factors that explain the rate of women in any of these roles. We find that regardless of the advancement in many areas of society, women are still the majority members yet are a minority among the clergy. Finally, we study how the gender composition of members, lay-leaders, and clergy explain the congregation's involvement in social service provisions. In this respect, gender composition of members, lay-leaders, and clergy made little impact on the congregational social service involvement. A variety of explanations are provided to account for women's little impact in this domain.  相似文献

“Rural” areas as distinct from “urban” continue to be defined by greater personal interactions and less emphasis on formal systems of support. This reality rests in contradiction to the overwhelming majority of social work scholarship and theory development which takes place in an urban context. As such the present-day act of being a “social worker” in a rural community can, in many ways, feel like a bad fit, back-applying the model of an urban generalist into an environment whose organic community ties the social work model itself was originally designed to substitute for. In recognition of this, it is necessary to develop a “combined” model of practice for social work with rural communities and peoples. The fundamental distinction to be made is that rural social work, in its most radical form, is less concerned with adapting persons to the Gesellschaft than it is with strengthening the capacity of the Gemeinschaft to provide the kind of support capacity it historically has, taking into account changes and challenges resulting from factors such as globalization, urban sprawl, and cultural change.  相似文献

Abstract

Persons with disabilities are a distinct and insular minority group within the United States. Given the fact that social workers offer critical social services to this group, it is important for social work programs to offer meaningful curriculum content on persons with disabilities. This article presents key issues that social work educators should find useful for teaching about persons with disabilities. Specifically, a discussion is offered on the disability civil rights movement, the culture of disability, models for defining disability, knowledge areas on disability issues, teaching tasks and strategies for focusing on persons with disabilities.  相似文献

Exercising the right to vote at elections is frequently denied to people with disabilities. In this study, we examined the voting behaviour of individuals with physical or learning impairments and the barriers they encountered during the national elections in 2017 in the Netherlands. A survey design was chosen to allow large-scale questioning of both target groups. Over 90% of people with physical impairments voted and respondents found that voting was accessible. Voter turnout among people with learning impairments was much lower (46%). They experienced difficulty to prepare themselves and at the polling station. The Netherlands seems well on the way to achieving an inclusive environment for people with physical impairments. Recommendations are given about accessibility for all and for exploring alternative methods of voting such as proxy voting and tailoring information and procedures to the needs of people with learning impairments.  相似文献

ABSTRACT

The European social integration model was built on two main pillars: employment and access to the welfare state. European social work education was mainly oriented to training professionals in order to promote this inclusion through case management and the provision of benefits. This influence was very intense in the curricular content of Spanish social work programs. The new social risks and the European convergence in higher education have promoted curricular changes, but is it enough?. This paper aims to identify the content and limits of current social work education in Spain. To this end, a comparative analysis of social work education in public universities of Spain was performed. This information has been contrasted with professionals, teachers and social work students. The results evidence the gap of these contents with the real professional needs. In recent years, there has been growing interest in the involvement of service users in research as well as in research studies that are led by service users. Although this interest in service users’ roles in research has been evident in both social work and disability studies, the two research disciplines have remained remarkably separate in the United Kingdom. This paper examines the epistemological underpinnings of social work research and disability studies research and explores the tensions, possibilities and power dynamics of collaboration between the two research disciplines in the United Kingdom. Abstract

This article intends to familiarize the social worker with the various definitions of blindness and sight loss, common obstacles faced by persons with sight loss, general therapeutic issues, when and how to use self-disclosure of a disability, and the ways in which the social worker can use his or her disability, specifically sight-loss, as an instrumental therapeutic tool with clients. Case examples will be provided to illustrate effective interventions and the various ways in which a disability may impact a client or clients. China’s disability policies are changing, some of which are gradually closer to the requirements of the Convention on the Rights of Persons with Disabilities. Based on the social model of disability, this article explains the driving forces of disability policy reform, and especially adopts the critical policy analysis approach to evaluate the revised education policy along with the rehabilitation policy of disabled people. The inclusive education policy is improving disability policy issues the most compared with others because of the disability advocacy by disabled persons’ self-help organizations. Meanwhile, the nascent rehabilitation policy is typically top-down oriented by the government. Public participation may be the main way forward, especially with the growth of the disability movement in China. It is hoped that scholars pay more attention to the transformational disability policy in non-western settings.  相似文献

As the literature on the disability movement in Africa is quite limited, this paper sheds some light on its current status in one particular African country: Egypt. Due to its history and location within North Africa, Egypt's culture is a mixture of Middle Eastern/Arab and indigenous African elements and influences. The following literature-based overview is designed to highlight such issues as societal attitudes, disability laws, and governmental control and management in the context of a service delivery system designed for disabled people. In conclusion, implications for social work practice are mentioned, and some recommendations to close the existing service gaps are suggested.  相似文献
