Using administrative data for the period 2005–2010, we test for the existence of segmentation in the pool of the unemployed receiving benefits and investigate the factors associated with the duration and recurrence of the receipt of unemployment benefits in Spain. The results suggest the existence of (at least) three groups of individuals, each with different combinations of covered unemployment duration and recurrence. We also find that the impact of the employment crisis has been an increase in the average length of time spent receiving unemployment benefits and the recurrence. Our findings support the hypothesis that not only the heterogeneity but also the previous experience of receipt increase the expected duration of subsequent benefit periods.  相似文献

The Things They Carry: Combat, Disability and Unemployment among US Men   总被引:1,自引:0,他引:1  
Sociologists have long recognized that historical events, such as wars, depressions, and natural disasters, can affect the trajectories of people's lives and can reproduce or alter social structure. The following paper examines the effect of a type of event, war, on a facet of people's lives, their ability to work. It uses data from the Panel Study of Income Dynamics to test three accounts regarding how wars affect men's lives. The direct cumulative disadvantage account sees wars as negatively affecting the service-men who see combat regardless of their pre-combat characteristics. The moderated cumulative disadvantage account suggests that combat most negatively affects those who, before they fought, had lower status. The turning point account suggests the reverse: combat most negatively affects those who, before they fought, had greater status. The evidence suggests that, with regard to disability and unemployment, the effects of combat are most consistent with the direct cumulative disadvantage account.  相似文献

This paper applies the semi-parametric Cox regression approach to model unemployment duration in Slovenia. The empirical analysis is based on a comprehensive dataset that consists of all unemployment spells in Slovenia from 2002 to 2005. The impact of the variables age, gender, level of education, and region on the hazard ratio is discussed. It takes longer for female and older unemployed persons to find a job and on average the duration of unemployment decreases with increasing level of education. Surprisingly, unemployed persons with a professional college degree or a bachelor’s degree are better off than unemployed persons with a master’s degree. A comparison of the Cox proportional hazards model and the Cox regression model with a time-dependent covariate reveals that the more appropriate model with a time-dependent covariate places greater emphasis on higher levels of education.

This paper uses Social Security earnings records linked to data from the Health and Retirement Study to examine the labor market behavior of rejected and accepted disability applicants prior to their application. We find that rejected applicants have substantially lower earnings and labor force participation rates during the decade prior to application than beneficiaries. Also, we find some evidence of a divergence between these groups, with rejected applicants leaving the labor force at a faster rate than beneficiaries as their application date approaches. One interpretation of these results is that the disability screening process on average separates those who are at least partially motivated by adverse economic circumstances when applying for disability benefits from other applicants.  相似文献

Using standard OECD unemployment and national income account data, the rela-tionship between unemployment rates and the productivity-adjusted real wage rate is examined for six major countries, Australia, Canada, France, Germany, Japan, and the United Kingdom, using bivariate regression analysis. In addition, pooled cross-section estimates of the same relationship are provided for the 24 traditional OECD countries covering the period 1971-1995. The object is to determine whether the observed statistically significant positive relationship between these variables found for the United States exists in other economies. The basic conclusion is that the inter-national experience in this regard is similar to that for the United States. The research underlying the analysis reported in this article has been supported by the Joint Economic Committee of the Congress of the United States and is reflected in Vedder and Gallaway (1998).  相似文献

Learners with disabilities remain under-represented in higher education and courses, such as medicine, that grant access to ‘the professions’. National and professional legislation, policy and guidance have changed over the last few decades in response to reforms in the way disability is viewed and valued by society. Principles of equal rights and equality of opportunity inform the negotiation of widened participation in the professions. However, drawing on the example of medical education, it is possible to see that widening participation agendas may be insensitive to the needs of learners with disabilities. Analysing the development of practice and policy from a participation perspective suggests that tokenism may have played a role in deprioritising the voices of individuals with disabilities, rendering policy disconnected from the needs of marginalised groups. The concept of participatory parity may provide an opportunity to readdress this misrepresentation.  相似文献

While citizen participation in policymaking is on the rise worldwide, the scholarly debate centring around its evaluation has not developed to the same extent. The article discusses the methodology and findings of the evaluation of the project “Portugal Participa: Caminhos para a Inovação Societal” which started at the end of 2014, and was implemented in 2015 and 2016, in Portugal. As the project promoted actions at both national and local levels, the evaluation accounted for both layers with a major focus on the analysis of procedures and outputs to examine its success. Through the application of a multi-method approach – data collection and analysis, cost-effectiveness assessment, interviews, pre-post surveys, and counterfactual focus groups – involving a wide array of agents – political representatives, civil servants, NGOs, citizens, national academia, and the funding sponsor – findings have helped retrieve three main insights that aim to contribute to future research on the evaluation of citizen participation in policymaking, which should shed light on: the (re)connection of multiple agents; the role within the governance systems; and the pursuit of social inclusion.  相似文献

In order to test competing hypotheses about the effect of unions on labor productivity, we examine research performance in a sample of 889 Ph.D.-granting departments (175 unionized) in public universities. We find no support for the hypothesis that unions enhance productivity in academe. If we compare union and nonunion departments endowed with (sample) mean amounts of labor and capital, we find that unionization is associated with a 17 percent reduction in output of published articles and a 9 percent reduction in peers’ survey evaluations of a department’s level of scholarly achievement.  相似文献

Twentieth century economists have made countless attempts to resolve the causes and cures of unemployment. However none have ventured to consider unemployment not as a social problem but as a market response to political and economic incentives. By treating unemployment as a labor market, where workers rationally select periods of joblessness and where special interest groups profit from unemployment, this paper develops a theoretically consistent model to explain the effects that policy and economic variables have on unemployment. Empirical results support this approach and the worker disincentive effects of UI compensation by estimating simultaneously a demand and supply for unemployment.  相似文献

Disability theorists have spent much time discussing how disability is defined. The theoretical roots for these debates reside in the medical, structural, and minority models of disability. The medical model views disability as equivalent to a functional impairment; the minority model sees a lack of equal rights as a primary impediment to social equality between able and disabled populations; and the structural model looks to environmental factors as the cause of disability. While debates over how to define disability are informative, there is currently an insufficient amount of empirical research looking at how people come to identify themselves as having a disability. Rather than focus on how disability is (or should be) defined, herein we look at how disability identities are constructed as people search for work. We show that people's interactions with employers and employment agencies have important influences on how disability identities are constructed. We borrow from the “doing gender” and “racial formations” paradigms to introduce an interactive approach to looking at how disability identities are constructed. We introduce the concept of disability formation to highlight how disability identities are continually negotiated through interactions with employment agencies and employers. Our findings are based on focus groups with 58 people who self‐identified as having a disability and were working or searching for work.  相似文献

In several states workers who are unemployed because of a labor dispute can collect unemployment benefits. Due to imperfect experience rating, such policies can create a public subsidy to strikes. This study examines whether these policies affect strike activity. In particular, both cross-sectional and fixed effects models are employed to test whether an increase in the public subsidy inherent in unemployment insurance leads to an increase in strike frequency. This paper focuses on the role personality traits play in determining individual unemployment duration. We argue that a worker’s job search intensity is decisively driven by her personality traits, reflected in her propensity to motivate and control herself while searching for a job. Moreover, personality traits, in as far as they can be signaled to a potential employer, may also enhance the probability of receiving and accepting a job offer.For our econometric duration analysis, we use the well-accepted taxonomy “Big Five” to classify personality traits. Based on individual unemployment data taken from the German Socio-Economic Panel (SOEP) our empirical findings reveal that the personality traits Conscientiousness and Neuroticism have a strong impact on the instantaneous probability of finding a job, where the former has a positive effect and the latter has a negative effect. The direction of the effect on the subsequent employment duration is the opposite. We do not find any significant effects of the personality traits Extraversion and Agreeableness on the duration of unemployment. The personality trait Openness eases finding a job only for female unemployed workers and workers with migration background.  相似文献
