Same parliaments, to form a committee of size $q$ , use a voting process like the following: every parliamentary member votes for one out of a fixed set of candidates, and those $q$ candidates receiving more votes are elected for the committee. Assuming total discipline of vote, this is a game form in which players are the parliamentary groups. We investigate, according to some natural hypotheses about preferences, the likely distribution of the members of this committee. The main results are: (a) when fractional votes are allowed, there is a complete agreement between the distribution among the groups of the elected candidates that are outcomes of a Nash equilibrium and the distribution that, according to the size of the groups, would compute the Jefferson-d’Hondt allocation rule, and (b) when fractional votes are not allowed, there is a near agreement for a majority of situations.  相似文献

Countries that elect their policy-makers by means of Plurality Voting tend to have a two-party system. This observation can be explained by the strategic behavior of voters. This article derives two broad classes of voting procedures under which strategic voting behavior induces a two-party system under standard assumptions on voter preferences. One class consists of the voting procedures with unique top-score, i.e., under which a voter can cast a top-score vote for only one candidate (e.g., Plurality Voting, Borda Count). The other class consists of the voting procedures that permit truncated ballots, i.e., under which voters do not have to cast all their votes (e.g., Approval Voting). This analysis suggests that the key for strategic voting behavior to induce a two-party system is that voters can always cast a different score for the two candidates they rank first and second on their ballots.  相似文献

A tenure committee first votes on whether to hire a candidate; if it does, it receives an informative performance signal, and then votes on whether to tenure the candidate; rejection at either stage returns the committee to a candidate pool, endogenising the value of the outside option. A candidate’s fate depends only on the behaviour of two ‘weather-vane’ committee members. Committee members may vote against favoured candidates if the weather-vane is opposed; enthusiastic assessments by one of these weather-vanes may harm a candidate’s chances by increasing others’ thresholds for hiring him; sunk time costs may lead voters who voted against hiring to vote for tenuring him, even after a poor probationary performance. For two member committees that are patient and perceptive, the optimal voting rule is a (weak) majority at the hiring stage and unanimity at the tenure stage; when such committees are impatient or imperceptive, the double (weak) majority rule is optimal. Perversely, the performance of a patient, imperceptive committee improves as its perceptiveness further declines. Consistent with practice, falling threshold rules are not optimal. Results on optimal voting rules are also presented in limit cases as committee members’ beliefs become more correlated. Finally, we compare the model to a discrete-time European options model.  相似文献

Consider an election between $k$ candidates in which each voter votes randomly (but not necessarily independently) for a single candidate, and suppose that there is a single candidate that every voter prefers (in the sense that each voter is more likely to vote for this special candidate than any other candidate). Suppose we have a voting rule that takes all of the votes and produces a single outcome and suppose that each individual voter has little effect on the outcome of the voting rule. If the voting rule is a weighted plurality, then we show that with high probability, the preferred candidate will win the election. Conversely, we show that this statement fails for all other reasonable voting rules. This result is an extension of one by Häggström, Kalai and Mossel, who proved the above in the case $k=2$ .  相似文献

Does uncertainty lead to sincerity? Simple and complex voting mechanisms   总被引:1,自引:0,他引:1  
We ask whether the absence of information about other voters’ preferences allows optimal voting to be interpreted as sincere.We start by classifying voting mechanisms as simple and complex according to the number of message types voters can use to elect alternatives. We show that while in simple voting mechanisms the elimination of information about other voters’ preferences allows optimal voting to be interpreted as sincere, this is no longer always true for complex ones. In complex voting mechanisms, voters’ optimal strategy may vary with the size of the electorate. Therefore, in order to interpret optimal voting as sincere for complex voting mechanisms, we describe the optimal voting strategy when voters not only have no information but also have no pivotal power, i.e., as the size of the electorate tends to infinity.  相似文献

Theoretical analysis suggests that enlargement of a voting body may affect the balance of power between the original members even if their number of votes and the decision rule remain constant. Some of the existing voters may actually gain, a phenomenon known as the paradox of new members. We test for this effect using laboratory experiments. Participants propose and vote on how to divide a budget according to weighted majority voting rules, and we measure the voting power of a player by his average payoff in the experiment. By comparing voting power across voting bodies of varying size, we find empirical support for the paradox of new members.  相似文献

Duverger’s law states that Plurality Voting tends to favor a two-party system. We conducted laboratory experiments to study whether voting procedures other than Plurality Voting could favor a two-party system as well. Plurality Voting is compared with Approval Voting and Dual Voting, both of which allow to vote for multiple candidates, but differ in whether voters are required to cast all their votes. We find that in most elections held under Plurality Voting and Approval Voting, at most two candidates are viable. By contrast, three candidates are viable in a sizable number of elections held under Dual Voting due to strategic voting. Our evidence suggests that Approval Voting may encourage a two-party system, whereas Dual Voting may encourage multipartism. The voters’ ability to truncate ballots (i.e., not cast all their votes) is essential for supporting the two-party system under Approval Voting.  相似文献

There are many situations in which mis-coordinated strategic voting can leave strategic voters worse off than they would have been had they not tried to strategise. We analyse the simplest of such scenarios, in which a set of strategic voters all have the same sincere preferences and all contemplate casting the same strategic vote, while all other voters are not strategic. Most mis-coordinations in this framework can be classified as instances of either strategic overshooting (too many voted strategically) or strategic undershooting (too few). If mis-coordination can result in strategic voters ending up worse off than they would have been had they all just voted sincerely, we call the strategic vote unsafe. We show that under every onto and non-dictatorial social choice rule there exist circumstances where a voter has an incentive to cast a safe strategic vote. We extend the Gibbard–Satterthwaite Theorem by proving that every onto and non-dictatorial social choice rule can be individually manipulated by a voter casting a safe strategic vote.  相似文献

We study the strategic behavior of voters in a spatial model of proportional representation, in which the policy space is multidimensional. The inverse plurality rule—an axiomatization   总被引:1,自引:1,他引:0  
Under the ‘inverse plurality rule’, voters specify only their least preferred alternative. Our first result establishes that this rule is the only scoring rule that satisfies the minimal veto condition (MV). We then prove that the inverse plurality rule is characterized by MV and the four well known conditions that characterize scoring rules; namely, Anonymity (A), Neutrality (N), Reinforcement (RE) and Continuity (CO). Our new characterization result is related to the characterizations of approval voting and of the widely used plurality rule. We finally show how the axiomatization of the inverse plurality rule can be extended to the axiomatization of elementary scoring rules (vote for t-alternatives scoring rules). We examine the power of a subgroup within a voting body as a function of its size and cohesiveness. The measure of cohesiveness is the probability that an arbitrary member of the subgroup will vote the same way as the leader of the subgroup. All voters are assumed to vote independently, and those not in the subgroup vote for or against with probability 1/2 in each case. The power of the subgroup is the probability that its vote differential exceeds the vote differential of the members of the body not in the subgroup. Tradeoffs between relative subgroup size and its follow-the-leader probability are considered.  相似文献

The Condorcet-Kemeny-Young statistical approach to vote aggregation is based on the assumption that voters have the same probability of comparing correctly two alternatives and that this probability is the same for any pair of alternatives. We relax the second part of this assumption by letting the probability of comparing correctly two alternatives be increasing with the distance between two alternatives in the allegedly true ranking. This leads to a rule in which the majority in favor of one alternative against another one is given a larger weight the larger the distance between the two alternatives in the true ranking, i.e., the larger the probability that the voters compare them correctly. This rule is not Condorcet consistent and does not satisfy local independence of irrelevant alternatives. Yet, it is anonymous, neutral, and paretian. We consider a problem in which a policy is chosen from a one-dimensional set over which voters have single-peaked preferences. While Moulin (Public Choice 35:437–455, 1980) and others subsequent works have focused on strategy-proof rules, Renault and Trannoy (Mimeo 2011) and Renault and Trannoy (J Pub Econ Theory 7:169–199, 2005) have shown that the average rule implements a generalized median rule in Nash equilibria and provide an interpretation of the parameters in Moulin’s rule. In this article, we first extend their result by showing that a wide range of voting rules which includes the average rule can implement Moulin’s rule in Nash equilibria. Moreover, we show additionally that within this class, generalized average rules are Cournot stable. That is, from any strategy profile, any best response path must converge to a Nash equilibrium.  相似文献

Yes-no voting     
Yes-No (Y-N) voting is a voting method for choosing a governing coalition in a parliament after the seating of its members. Each member can designate a party to be Y (it must be included in the governing coalition), N (it must be excluded from the governing coalition), or neither (it may be either in or out of the governing coalition). The majority coalition acceptable to the most voters, because it includes all parties that these voters designate Y and no parties that they designate N, is given the first opportunity to form a government. Possible combinations of majority coalitions that a member might vote for are derived, including ones based on consistent and interval voting strategies. Examples illustrate a number of different phenomena, such as when a rational voter might not be loyal to his or her party by designating it Y.  相似文献

We consider small committees which have to elect one of three alternatives using the simple plurality rule. Committee members have common, state-dependent preferences and receive imprecise private signals about the state of nature prior to the election. We are interested in whether the committee decision is efficient, that is whether the probability with which the committee elects the correct alternative is higher than the probability with which one single individual alone—on behalf of the others—would. It has been shown that there exists a unique efficient equilibrium in elections with two alternatives. We show that this result does not extend to elections with more alternatives. Multiple equilibria may exist for the same committee, and there may be both efficient and inefficient ones. Informative voting may or may not be an equilibrium. Also contrary to two-alternative elections, there exist responsive equilibria in which voters vote ‘against’ their signal. As a consequence, only two alternatives receive positive expected vote shares and the outcome is inefficient.  相似文献

The article suggests a formal model of a two-tier voting procedure, which unlike traditional voting systems does not presuppose that every vote counts the same. In deciding a particular issue voters are called in the first round to assign categories of their fellow-citizens with differential voting power (or weights) according to the special position or concern individuals are perceived to have with regard to that issue. In the second stage, voters vote on the issue itself according to their substantive view and their votes are counted in the light of the differential weights assigned in the first round. Elsewhere (Groseclose and Milyo 2010), we examine a game where each legislator has preferences over (i) the resulting policy and (ii) how he or she votes. The latter preferences are especially important when the legislator is not pivotal. We show that when the game follows the normal rules of legislatures—most important, that legislators can change their vote after seeing how their fellow legislators have voted—then the only possible equilibrium is one where all legislators ignore their policy preferences. That is, each legislator votes as if he or she is not pivotal. The result, consistent with empirical studies of Congress, suggests that legislators should tend to vote sincerely, rather than sophisticatedly. In this paper we examine how outcomes change if we change the rules for voting. Namely, instead of a simultaneous game, we consider a game where legislators vote sequentially in a pre-determined order. We show that, opposite to the simultaneous game, an alternative wins if and only if a majority of legislators’ policy preferences favor that alternative. Our results suggest that if Congress adopted this change in rules, then sophisticated voting would become frequent instead of rare.  相似文献

Independence of clones is a generalization of the condition of not being subject to the perverse consequences of vote splitting that arise under plurality voting. A new voting rule that is at least almost always independent of clones is obtained by the following algorithm: Require the collective ranking of the candidates to be consistent with the paired comparisons decided by the largest and second largest margins, and then, if possible, with the paired comparison decided by the third largest margin, and so on. Past research of the effects of campaign spending in Congressional elections has found, contrary to expectations, that incumbent spending lowers votes he or she receives. Our model simultaneously determines votes and spending and eliminates this anomaly. A measure comparing the incumbent's voting record to constituent preferences aids model identification. Using two-stage least squares, we find that both incumbent and challenger spending are signficant determinants of the popular vote received. Tenure and spending appear to have diminishing returns, and voters appear to punish incumbents who vote against their wishes.  相似文献

Assume that voters must choose between voting yes (Y) and voting no (N) on three propositions on a referendum. If the winning combination is NYY on the first, second, and third propositions, respectively, the paradox of multiple elections is that NYY can receive the fewest votes of the 23 = 8 combinations. Several variants of this paradox are illustrated, and necessary and sufficient conditions for its occurrence, related to the “incoherence” of support, are given. The paradox is shown, via an isomorphism, to be a generalization of the well-known paradox of voting. One real-life example of the paradox involving voting on propositions in California, in which not a single voter voted on the winning side of all the propositions, is given. Several empirical examples of variants of the paradox that manifested themselves in federal elections – one of which led to divided government – and legislative votes in the US House of Representatives, are also analyzed. Possible normative implications of the paradox, such as allowing voters to vote directly for combinations using approval voting or the Borda count, are discussed.
