The article develops the concept of “fortress capitalism.” The concept has two dimensions. First, it describes those elements within today's migration and border regimes that aim to control the mobility of the global working class in repressive ways. Second, it designates a dystopian future scenario, in which these repressive elements have massively expanded. Such a formation might develop as part of a twenty‐first‐century fascism. Based on historical materialism and critical theory, the article makes four points. First, it asserts that migration regimes are being transformed toward a new level of restrictiveness. Second, it argues that fortress capitalism complements theoretical motives that emphasize the uncontrollability of migration. Third, it contends that migration and border regimes in their emergence, dynamics, forms, and effects are closely linked to the intersectional dynamics of global capitalism as a whole. Fourth, it points out that global capitalism fundamentally depends on border regimes to regulate its contradictions.  相似文献

Immigration control, widely regarded the sovereign right of nation states, has often been pursued at the expense of civil and human rights. More than a century ago, nativists legitimated a punitive approach to immigration control that treated migrants’ rights as secondary by branding millions of newcomers to the United States as a “dangerous class”. In many ways, recent policies similarly criminalize immigrants and deploy crime control strategies in response. This article reviews the most significant of these policies at the federal and local state level, including: border security measures, detention and deportation, the 287(g) program, anti‐immigrant city ordinances, and the Arizona law (SB1070). Each initiative has been framed as necessary to protect American citizens from serious crime. We focus on four ways in which these policies violate human rights: first, border security measures that result in migrant deaths violate the right to life; second, detention and deportation violate the right to liberty; third, detention and deportation punish unlawful residents as though they were guilty of criminal rather than civil violations of the law, imposing penalties that are arbitrary and disproportionately harsh; and fourth, local state policies to counter illegal immigration encourage racial profiling, a practice that violates the right to freedom from discrimination.  相似文献

In The New Politics of Immigration, Professor Catherine Dauvergne proposes that as migration policies converge at the global level, the traditional difference between settler societies and former European colonies is becoming irrelevant. To test this argument, this article addresses the impact of externalization, militarization, detention and deportation on unaccompanied migrant children along the southern Spanish and US borders. I conclude that the combined used of these strategies is designed to keep all unwanted migrants away from the physical border of the state, regardless of their background, and prevents children from accessing specific protections. Current border policy in these two countries shows the primacy of national security concerns over human rights and supports Dauvergne’s argument that distinctions between former colonies and settler societies are disappearing. The evidence considered here points towards an increasingly restrictive and punitive global border regime, but one with regional variations.  相似文献

Abstract

This paper discusses how the visual arts engage in representing border crossing experiences and, more specifically, how art interrupts border security practices and their rituals. After introducing the history of North American border art and different approaches to issues of border crossing, the paper will concentrate on specific works. It argues that the selected works of art perform interventions that confront the public with the borderlands as a place of violence and death. At the same time, artists are shown to employ different artistic strategies of symbolically re-possessing the borderlands for undocumented migrants who – when crossing it – experienced it as an existential obstacle.  相似文献

While Assisted Return and deportation are frequently viewed as two different return policies, the first represented as humanitarian and the latter as enforcement, this article argues that there is a continuum between these policies and that they form part of humanitarian border enforcement. Drawing on policy document analysis and interviews with NGOs and with irregular migrants, the article provides a two-level analysis by examining how AR is presented from the Norwegian governmental perspective and how it is experienced from the Afghan migrant perspectives. The article argues that the government bases its AR policy on the need to maintain the credibility and sustainability of the asylum system, as part of fighting crime, while presenting it as a humanitarian solution. For irregular migrants, however, the experienced lack of proper asylum procedures delegitimizes return policies. Overall, the performative aspects of humanitarianism in return policies contribute to depoliticizing return.  相似文献

In this article we explore ways in which vertical gender inequality is accomplished in discourse in the context of a recent chain of cross‐border mergers and acquisitions that resulted in the formation of a multinational Nordic company. We analyse social interactions of ‘doing’ gender in interviews with male senior executives from Denmark, Finland and Sweden. We argue that their explanations for the absence of women in the top echelons of the company serve to distance vertical gender inequality. The main contribution of the article is an analysis of how national identities are discursively (re)constructed in such distancing. New insights are offered to studying gender in multinationals with a cross‐cultural team of researchers. Our study sheds light on how gender intersects with nationality in shaping the multinational organization and the identities of male executives in globalizing business.  相似文献

This paper identifies the protections in place for irregular migrants on the Mexico‐Guatemala border and analyzes Mexican government immigration enforcement policies and levels of compliance with international standards and national law. The history of the Mexico‐Guatemala border region and different types of migration flows into and through the area are also explored, as well as the linkages between migration, trade, security, and US immigration policy. It is argued that the Mexican government has partially complied with international conventions and national laws to protect the human rights of transmigrants in the Guatemalan border region, but that compliance is not complete and that an international response is required to ensure that human rights standards are upheld.  相似文献

The terrorist attacks of September 11 and their immediate aftermath along the US‐Canadian and US‐Mexican borders focused attention on border management strategies in ways previously unimaginable. Suddenly confronted by the fact that existing systems and processes were not particularly effective either at protecting security or facilitating legitimate traffic, the United States, in conjunction with the Canadian and Mexican Governments, demonstrated an uncharacteristic willingness to reconceptualize its approach to physical borders. While initiating a series of internal policy adjustments to secure themselves against terrorist threats, the US, Canadian, and Mexican Governments also signed two bilateral agreements — the 12 December 2001 United States‐Canada Smart Border Declaration and the 22 March 2002 United States‐Mexico Border Partnership Agreement. These agreements represent an important development in the US's relationship with each of its North American neighbours, acknowledging not only the deep economic, social, and cultural ties, but also the new reality that the United States cannot attain the additional security it desires through unilateral actions alone. Thus, while September 11 forced a reassessment of vulnerabilities, it simultaneously provided the United States an opportunity to work more systematically with its contiguous neighbours for security benefits, a realization likely to flow into other areas where the benefits of cooperation eclipse those of unilateralism. This paper analyses the first year of the two border accords, tracking their implementation and evaluating their successes and failures. Most importantly, the paper outlines outstanding challenges, highlights steps that the governments should take to achieve additional border security and efficiency, and draws conclusions regarding factors likely to make their efforts more, or less, successful.  相似文献

This article aims to identify if belonging to one side or another of the former Hapsburg Empire's border matters in relation to migration intentions. Based on a survey of 3,051 students enrolled at three Romanian universities, and using geo-referencing, data mining tools, logistic regressions and prediction nomograms, we found that students who have their homes in different parts, depending on this historical border, manifest different sensitivity levels towards recognition of their own value and the poor quality of public institutions and services, as they have different perceptions concerning the role of individual freedom, parental role models, the work ethic and interpersonal trust. These differences further generate opposite migration intentions for the two sub-samples. Therefore, students who have their homes in the former Empire's area have lower migration intentions than those outside it, despite their proximity to the western borders. The results suggest various economic and non-economic determinants as important predictors of migration intentions.  相似文献

This article summarizes main trends, issues, actors, and activities regarding the operation and extension of human trafficking and smuggling via irregular border crossings in the Middle East. Its premise is that rather than the obvious involvement of hierarchical mafia-type organized crime groups, globally articulated networks of locally operating independent, individual groups comprise the essential foundation for human trafficking and smuggling in the region. The available empirical evidence first suggests that elaborating on various aspects of human trafficking and smuggling is a delicate task and any consideration of priorities for data collection and analysis on these activities must start with a clear idea of the information needed and how to obtain that information. Given the highly sensitive nature of trafficking and smuggling issues, there is no simple research practice that can satisfy all these concerns. It is within this context that our analysis here only offers some partial explanation of the complex nature of human trafficking and smuggling in the Middle East. The data used here provide, to the best of our knowledge, the first primary, reliable, and representative information on traffickers and smugglers as they come directly from the narratives of the traffickers and smugglers interviewed.  相似文献

Abstract

This paper focuses on the management of protected areas in transboundary contexts and centres on the contemporary evolution of the border between Chile and Argentina in Northern Patagonia, which is a region that has witnessed the creation of numerous protected areas that are currently claimed by Mapuche organisations and communities as part of their customary territory. In response to these claims, both states have progressively integrated Mapuche communities into the management of protected areas through specific agreements. Many of these protected areas have also been included in a Transboundary Biosphere Reserve proposal for UNESCO. A new environmental governance model that includes the protection of indigenous peoples’ rights is under construction not only along but also across the border between Chile and Argentina. Therefore, we discuss how participatory management could be viewed as a tool for redefining borders by linking environmental security in protected areas to human security in Mapuche communities. The article seeks to understand the role of environmental governance in shaping and/or overcoming political boundaries, and analyse how strategic mobilisations of the environment can advance the achievement of competing territorial projects led by different actors in different periods.  相似文献

This article provides evidence on irregular immigration to the US from Mexico in the years 1963–2014. It aims to answer to two questions. The first is: how much is irregular immigration responsive to changes in the US labour market? Compared with legal immigration, irregular immigration seems to be more sensitive to short‐run economic cycles as it is not directly regulated by the policies of the destination country. Second, what effect does border enforcement have on irregular immigration? One of the proposals of the recent bill is the construction of a double layer fence on the Southern border. We do not know, however, to what extent a further increase in border security will prevent irregular immigration and at which economic cost. The contribution of this article is dual: first, it provides empirical evidence on irregular immigration to the US Second, it provides evidence about the effect of US border policies on irregular immigration.  相似文献

Only recently have researchers begun to study the causes of crime in tourist destinations, particularly in those areas which offer casino gaming. Critics, who cite the high crime rates of Atlantic City, New Jersey and Las Vegas, Nevada, fail to understand the relationship between tourism and crime. Casino gaming is a catalyst for tourism and one of the social consequences of tourism is increased crime.The mean crime rates of three tourist areas (including Atlantic City) and two urban centers in New Jersey were examined to determine if the rates were significantly different. Additionally, the study examined and identified which types of crime have changed since the advent of tourism in Atlantic City.Policy makers who reject gaming in favor of other mechanisms for urban revitalization need to take note. Tourist destinations have mean crime rates significantly different (higher) from urban areas, at least in New Jersey. Gaming-free tourism initiatives will have similar consequences for a community, as gaming has been identified to have had on Atlantic City.  相似文献

This paper provides new insights into the process of undocumented border crossing by examining both men and women in the process. We investigate differences in the ways in which men and women make their way across the well‐guarded Mexico‐U.S. border, and the extent to which men and women by the end of the 1990s were similar to, or different from, their counterparts who crossed before 1986 and the implementation of immigration policy designed to reduce undocumented migration. We find substantial differences in how men and women crossed the border without legal documents and in their chances of being apprehended. Our analysis makes clear that shifts in U.S. immigration policy after 1986 have led to women's greater reliance on the assistance of paid smugglers to cross without documents but men were more likely to cross alone. Moreover, immediately after 1986, women on first U.S. trips faced higher risks of being apprehended compared to women who migrated in the early 1980s, but men faced lower risks. After accumulating some U.S. experience, however, both women and men faced lower risks of being detected after 1986 compared to earlier in that decade.  相似文献

Current cross-national research indicates that economic development affects crime rates. Two competing models, the Durkheimian and opportunity, claim to explain this relationship. However, the research evaluating their adequacy is flawed. It attempts to assess the effects of change using cross-sectional designs and variables that measure level of, rather than actual change in, economic development.
This study evaluates these competing explanatory models by analyzing the effects of level of development and rate of growth on crime rates. The findings indicate that both affect the rate and type of crime in ways that refute the Durkheimian and only offer qualified support for the opportunity model. A pooled time-series, cross-sectional analysis that controls for possible spurious factors reveals interesting nonlinear effects that allow further specification of the crime and development relationship.  相似文献

Rhetoric about “crime‐prone immigrants” has contributed to increased enforcement of the U.S.‐Mexico border, the passage of punitive immigration laws, and state and local efforts to make life difficult for new arrivals. Yet scholarly research refutes the notion that immigrants commit more crime. How do we explain this glaring contradiction? By reviewing recent research on immigration, crime, and social control in the context of racial stratification, this article describes the criminalization of Latino/a immigrants in the U.S. as a subordinating myth; that is, a falsity used as part of a larger effort to misallocate material, political, and cultural resources. Four ways in which the criminalization of immigrants contributes to racial exclusion are discussed: the profiting from immigration detention; the political scapegoating of racialized immigrants; the degrading of racialized bodies in enforcement efforts; and the literal control of exploitable populations. The article concludes with a call to develop further our understanding of the relationship between immigration and crime from this critical perspective in order to subordinate the myth of immigrant criminality.  相似文献

Abstract In academic debates across the social sciences, transnationalism has increasingly come to denote the cross‐border networks developed by migrants and the ways in which these link geographically distinct places into a single social field. At the same time, the intense focus on linkages between origin and destination groups frequently ends up privileging this binary ‐ home/away ‐ as the only way to map enduring cross‐border linkages. Drawing on two examples of Caribbean practices connecting Toronto and New York, in this article I suggest the traversing of a different spatial terrain and consider the implications of expanding our conceptual itineraries to include these other journeys that so far have tended to fly under the radar in discussions of transnational migration.  相似文献

In many countries today, digital technology and instant communication are embedded in children's everyday lives to the extent that their play frequently incorporates smartphones, the Internet and other technologies. In this paper, we explore the recent historical conditions within the New Zealand context that have increased the accessibility of these technologies and imbued them with particular meanings. We suggest that from a Foucauldian perspective, these technologies can be seen as a form of subtle disciplinary power using techniques of governmentality through which children's ways of thinking are shaped to benefit societal requirements of the current historical era.  相似文献

Much current theory concerning nationalism holds that elites commonly create or cause popular nationalism. In part, that thesis may be due to an overwhelming emphasis in research on nationalism on positive cases: cases where nationalism has appeared, ignoring cases where it has not. In this article, I challenge the thesis by showing numerous historical cases in which elites have promoted nationalisms that ordinary people have not adopted, or in which ordinary people have adopted a nationalism before it was taken up by elites. Even if elites do not create popular nationalism, however, they can and do shape its expression in a variety of ways, such as organizing it, providing relevant information, or providing opportunity or incentive for it.
