Correspondence to Imogen Taylor, Research Fellow, Department of Social Work, University of Bristol, 8 Woodland Road, Bristol BS8 1TN Summary This paper discusses the importance of evaluation of socialwork education by social work researchers, particularly giventhe increasing demands from different interest groups for socialwork courses to demonstrate effectiveness. It is noted that educational researchers are dominating thefield of educational evaluation, yet it is crucial for the survivalof social work that social work education be evaluated by socialwork researchers. Both the tools and the outcome of such evaluationwill shape the future of social work education and social workitself. Recognizing that cross fertilization of ideas between disciplinesis essential, a model for social work evaluation is proposedwhich is derived from models developed by other disciplinesand integrated with social work practice theory. The resultingresearch model draws a number of parallels between researchand practice, bringing together two groups which are often distantand distinct. The model also brings researcher and user closertogether. The model is analysed in light of its applicationto the evaluation of Enquiry and Action Learning, an innovativeapproach to social work education implemented by the Departmentof Social Work, University of Bristol. Central government funding must be available to ensure systematicand rigorous evaluation of social work education rather thanthe piecemeal research possible so far.  相似文献

via e-mail: sherolph{at}hotmail.com Summary In this paper we describe an oral history research project whichexplored a little-known aspect of the history of social work:the history of mental welfare officers and their role in communitycare. We interviewed former MWOs and analysed both private andpublic documents to explore this history in East Anglia between1946 and 1970. In the paper we address three themes. In thefirst place, we argue that MWOs, as well as carrying out theirstatutory function in overseeing hospital admissions, had asignificant role in community care for people with learningdifficulties and psychiatric problems. They began to advocateon behalf of clients, often making a case for home support andthey supported parents' groups. Increasingly, they carried outcase-work and painstaking social work with families. In thesecond place, we explore the surprising finding that, amongMWOs, genericism was not as new a concept in 1970 as many writershave assumed. Finally, we analyse some gender issues that emergedfrom the research and the way they influenced attitudes to communitycare held by some MWOs. The paper looks at the gradual developmentof a profession from one with little consistent training, toone in which specialist education began to be seen as an importantaspect of the role of the MWO.  相似文献

Summary To foster children is no longer regarded as the main objectiveof the child care services. However, fostering is once againa matter of social work and public debate. The paper explainsthat more types of children are now being assessed as requiringfostering at a time when social service departments are findingit difficult to expand their number of foster homes. This greaterdemand for foster homes coincides with recent researches whichhelp to clarify the nature of fostering. Accordingly, a distinctioncan be made between 'exclusive' and 'inclusive' fosterings.It is considered that a conflict exists between popularity ofexclusive fostering and research findings which stress the valueof inclusive fostering. Research is also identifying the contributionwhich social workers can make in the fostering field. But thedesired inputs of training, low caseloads and staff stabilitypose problems for social work management. Finally, the researchfindings discussed in the paper are used to argue that the forthcomingChildren Bill is not only based on false assumptions about thebehaviour of natural parents but will also promote exclusiverather than inclusive fosterings. Summary This paper seeks to make a contribution to the current debateabout the changing nature and purpose of social work research.It identifies several approaches to social work research evidentin the UK and further afield and, in particular, examines differentways of engaging with research participants in the researchprocess. The changing role and relations of research arisingfrom the use of more inclusive practices are then considered;first in terms of the relevance of research for practice, andsecondly, in relation to knowledge claims in the developmentof social work theory and practice. With the ever-growing developmentsin information and communication technologies, where Westernideas and initiatives continue to dominate in relation to bothmodels of social work and research approaches, an argument ismade for dialogue throughout the research process, the centralityof negotiating skills and reflexivity, and a more creative useof conventional research skills. Dialogue, in the form outlinedhere, provides a means of encouraging a ‘connectedness’between research, practice and theory, at all levels—theparticular location where the research takes place, the widernational context and the international or global stage.  相似文献

Summary The research reported in this paper is based on the findingsof a postal questionnaire survey with former students who had,over the last seven years, successfully completed either theCertificate in Social Service (CSS) or the Certificate of Qualificationin Social Work (CQSW) at one institution of higher education. The purpose was to collect data in a systematic way about employmentcircumstances, career development, aspirations, reflectionson the course and views of the future of education for socialwork and social service. For many of these areas a lack of comparableBritish studies is noted. The findings would seem to indicate that the type of qualificationobtained is an important variable where work setting, clientgroup, perceived professional status, job choice and attitudeto certain aspects of the course are concerned. Both groupswere largely supportive of a single award for social work throughfull-time education and training, but were ambivalent aboutthere being different routes to this qualification.  相似文献

Summary The claim that there is something distinctive about the kindof knowledge associated with social work research is investigated.When three tests of distinctiveness are applied it emerges thatthe only way in which this claim can be upheld is by referenceto a prior claim to ontological distinctiveness. The natureof this distinctive ontology is explored using an image of linksand interdependencies. It is argued that complexity is integralto both the world of social work practice and the process ofdoing social work research. Alternative conceptions of complexityin the physical and social sciences are discussed but it issuggested that social work research needs its own concept of'network knowledge' if it is to deliver understandings of complexityrelevant to the world in which it exists. Finally, the extentto which network knowledge is networked knowledge, collectivelyowned and produced is examined. The article concludes that bylinking the concept of knowledge to the process of knowledgecreation, what emerges is not only a distinctive research paradigmbut also a way of rebuilding a concept of professional unityand purpose in social work education.  相似文献

Summary This paper is concerned with the relevance of interactionistperspectives in sociology to social work practice. Crucial tothese perspectives are the ‘meanings’ that peoplegive to situations and the ways they interpret actions. Basically,they are grounded on the assumption that there is no such thingas a single social reality. There are many different constructionswhich depend on the identities of the different people involvedand on the context in which they occur. The paper is based ontape recorded excerpts from an interview between a client, MrsSmith, and a social worker, from a discussion about some aspectsof that interview between the social worker and the writer,and from a discussion about the case between the team leaderand the writer. This material suggests different interpretationsof the situation, information gained in the discussion withthe social worker providing new ideas about the original interview.The views of the different people involved indicate that itis helpful to take into account the organizational context ofthe interviews. It is also suggested that conceiving of interviewsas ways of constructing reality has implications for the studyof social work practice.  相似文献

Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. It concludesby arguing that the report is in great danger of misdirectingour attentions from the major issues concerned with social workwith children at risk.  相似文献

Summary This paper outlines the main arguments for resources to be directedtowards developing practice methodology and skills. A reviewof recent research literature indicates that there are a groupof cases which take up much social work time and resources butthat this work lacks professional expertise and effectiveness.Outcome research in related fields is also reviewed. A synthesisof these studies' conclusions suggests that social workers couldbe effective though the essential skills are rare. Summary The contribution of social work to society has always been contested.Social workers work with some of the most psychologically damagedand socially disadvantaged people, and are susceptible to publicdevaluing of the services they provide. Indeed, social workhas been subjected to an ever-increasing volume of public debateand criticism, and its claims to professional status are underthreat. Recent years have seen a constant attack on its valuesand principles, which has taken place at political, organizationaland professional levels. Social work practice has been subjectedto increased managerial control and social workers' levels ofautonomy have been reduced. This has created a sense of crisis,which has been experienced particularly within social servicesdepartments (SSDs), the main source of employment for socialworkers. The paper will argue that its survival as a recognizableprofessional activity is dependent on the extent to which itcan redefine its role within society, and re-establish clarityabout its overall purpose and function.  相似文献

Summary This article seeks to inject some important but neglected considerationsinto discussions about the nature of informal welfare and thenotice social workers should take of it. Following a sketchof how both sociology and social policy have regarded informalwelfare, it is argued that a sociology of welfare which is sensitiveto the definitions held by participants indicates that socialworkers would be wise to seek to ‘tap’ informalwelfare very cautiously. It is also argued that such sociologyneeds to be accorded a more prominent place in social work trainingcourses.  相似文献

Summary This paper is based on a doctoral research project, conductedin New Zealand between 1993 and 1999, that considered factorsin the movement of social workers into private practice (vanHeugten, 1999). The study employed a qualitative methodologyin which 33 private practitioners were interviewed using semi-structuredquestionnaires. All respondents had at least a first professionalqualification in social work. The research grew from a realizationthat there had been an upsurge in private practice since themid-1980s, during a time of increasingly right wing governmentpolicies, and free market philosophies. These policies and philosophiesled to a radical restructuring of government and not-for-profitorganizations that employed social workers. Some workers respondedto the changes by seeking alternatives to organizational employment.Concurrently opportunities for private practice were createdby the availability of third party payments for counsellingof survivors of sexual abuse and parties to marital disputes.A similar pattern of confluence of expanding social work privatepractice and free market ideology has been noted in countriessuch as Great Britain and Australia. The implications of thismovement into private practice are considered in relation toprofessional social work associations.  相似文献

This refutes a technical-rational model of the relationshipbetween theory and practice, and proposes that practitionerknowledge is experientially constructed and organized throughthe schemata of imagery and metaphor. This paper outlines somefindings 6om a comparative research study of social work andteaching students which adopted a phenomenological approachto understanding the self-imagery of student practitioners andits relationship to prior experience. Some implications forsocial worker education are considered, including the conceptof ‘imaginization’—derived horn postmodernistorganizational theory—as a strategy for empowerment.  相似文献

Summary International research suggests that the market reform of humanservices is leading to reduced opportunities for social workersto achieve organizational management positions. This paper exploresthe future of social workers as managers of human service organizations.It examines the tensions between the social justice principlesthat guide social work and the emerging contexts of social welfaremanagement. The exploration draws on in-depth interviews withthirty-four social welfare managers working in the non-profitsector in Australia. These managers were identified by theirpeers as progressive, that is, as championing social justicevalues such as access, equity and social inclusion. This paperwill report on their approaches to social welfare managementand their perceptions of the threats and opportunities for progressivemanagement practices in a climate of public sector reform. Summary This paper arose from our disagreement with some of the suggestionsin an earlier article in this journal (Brown et al., 1982).Before and since, we have both worked in and studied numerousexamples of groups of a type which, according to Brown and hiscoauthors, scarcely exists in British social work practice.This paper explains what we believe to be the actual significanceof the type of group work we refer to as ‘self-directed’,together with our view of its place within wider social work,community work, and groupwork practice. We also give examplesof such groups and conclude that their proliferation would enableworkers to go beyond the alleviation of individual distressinto the achievement of external change.  相似文献

Summary Social work risks being misused as a technique for controllingundesirable behaviour, regardless of clients' expectations orchoices. This approach to social work involves certain underlyingassumptions about human nature which raise considerable ethicaland practical difficulties. Recent trends in the probation andafter care service are considered, together with some researchstudies of the effectiveness of social work in reducing offendingbehaviour. From these it is argued that social work servicesfor offenders are more likely to be effective when the emphasisis on helping with perceived problems and difficulties ratherthan on crime prevention.  相似文献

Summary This paper considers how far the New Labour educational policyrepresents a clear shift in focus from the policies of the Conservativeadministrations of the 1980s and 1990s. As in other areas ofsocial policy, the paper concludes that current government policyowes as much—if not more—to ‘New Right’ideology than to that of the ‘Old Left’. Summary This paper critically examines assumptions underlying the beliefthat the organization of service delivery through a system ofarea teams has major advantages in the field of social work.It is generally felt that area teams are accompanied: (1) byimproved client access to service provision, (2) by a closeridentification with the local area on the part of social workers,(3) by decentralized organizational decision-making, and (4)by an increased sense of colleague support amongst professionalstaff. A review of some relevant literature casts doubt on thevalidity of these assumptions and reveals that the operationalacceptance of the area team principle has not been complementedby thorough investigations of organizational and other influenceson service delivery. In outline a programme of further researchis proposed. The paper attempts to broaden discussion on thissubject and place the basic philosophy of area teams for comparisonagainst a body of empirical research material.  相似文献

Summary Social work education has to confront the problem of workingwith students in developing an understanding of the range ofexplanations that exist in the social sciences and the differentbases of these explanations. One pedagogic approach is to explorea map of categories of explanation based upon different conceptionsof the nature of social science knowledge itself. Such a map,outlined in the paper, would distinguish between physical scienceparadigms and human science paradigms and identify the differentimplications for social work of the various viewpoints. Theteacher cannot remain neutral with regard to explanation inthe social sciences; the author therefore indicates that hisown account is based on a marxist perspective  相似文献
