In this article I address the origins of America's national parks, particularly as they figure in the environmentalist discourse surrounding the institution of Yosemite Valley as a public park. Although technically speaking Yosemite did not become a national park until 1890, its cession to the State of California in 1864 provides an important cultural site for the emergence of environmentalism as part of a broader concern with the relations between aesthetic, social and natural agency. In mapping out these relations in Frederick Law Olmsted's 1865 report on the management of Yosemite, I claim that the preservation of Yosemite reproduces nature as a public park in which human agency can be simultaneously produced and elided by means of the aesthetic agency of nature. I read Olmsted's report as a discursive site on which we can trace the structural parallels between the preservation of Yosemite and several related cultural practices in which the origins of American environmentalism are embedded. I also read it as sketching out the configurations of human and natural agency within which these parallel practices are articulated.

My study operates from the assumption that science and technology need to be understood not simply by explaining how they are socially or culturally constructed, but also by looking at how certain fundamental ideas of metaphors (like natural agency or the reproduction of nature) are worked out at the same historical moment in different discursive practices. In taking up the idea of America as it both defines and is defined by the network of relations among science, technology and culture, I outline certain myths of American environmentalist origins as played out across a number of diverse and heterogeneous discourses and technologies of representation and reproduction. I hope also to illuminate the way in which American cultural origins are simultaneously constructed and destabilized through the act of reproducing nature.  相似文献

Abstract Although scholars cite the Tennessee Valley Authority as one of President Franklin Roosevelt's major reform programs, the valley authority model did not replace the limited‐purpose water programs of the Bureau of Reclamation and the Army Corps of Engineers. State‐centered theorists hold that reformers are most likely to succeed during periods such as the New Deal era, when they are supported by a democratized polity and when they dominate Congress and the administration. This paper shows that in river policy, the strength of opposing interest groups also mattered. The TVA bill was passed in 1933 because reformers skillfully coordinated action at potential choke points and weakened the already disorganized opposing lobbyists. In 1936, however, after regrouping, opposing river lobbyists and legislators took advantage of the New Dealers' spending mood by expanding the Corps' flood control program. They also helped defeat further valley authorities, the most promising of the New Deal water policy reforms.  相似文献

Ivy Lee's 1905 “Declaration of Principles” has been called the “starting point of modern public relations,” but what did it mean in the context of his time? Analysis of press discussion finds that, while press agentry was connected to the circus and theater, “corporate publicity” was linked to Theodore Roosevelt's call for the release of financial information in the public interest. The paper confirms that scholars do not have a clear understanding of public relations history and identifies areas for further research.  相似文献

While historians generally credit President Franklin Roosevelt with the establishment of robust public information activities in the federal government, this case study reviews those activities during the administration of Roosevelt's predecessor, Herbert Hoover. During Hoover's term, agency PR was conducted extensively and openly enough to trigger media and partisan attacks. This suggests that public relations emerged gradually in federal departments and agencies during the 20th century, well before FDR's inauguration in 1933, and was already a natural element of the emerging profession of public administration.  相似文献

The Watergate scandal involving the president's personal staff brought forth numerous analyses and explanations. Most analyses located the cause of the scandal in the psychology of Richard Nixon, the breakdown of institutional arrangements, or a societal tolerance for corruption. The author, however, argues that Watergate was but one of many staff incidents that undermined presidential power and that the persistence of such phenomena requires a sociological explanation. The author argues that deviant staff behaviors are a direct consequence of the organizational structure of personal staffs, and that such behaviors derive paradoxically from the characteristics that make staffs useful to chief executives. The argument is elaborated through an analysis of publicized scandals and disruptive staff practices of presidential staffs since Franklin Roosevelt's administration.  相似文献

Scholars have approached Durkheim's thought primarily from the starting point that he was a positivist. Although Schopenhauer's philosophy is not generally invoked in Durkheim's work, it appears that Schopenhauer's philosophy supplanted Comte's positivism at the turn of the century and that Durkheim was enamored with Schopenhauer's philosophy. In this essay Schopenhauer's influence upon Durkheim is traced, and the implications of this influence are discussed in terms of their effect upon sociology. By applying this starting point to Durkheim's thought and the Parsonian-Mertonian goals-means schema, it is demonstrated that Durkheim, like Schopenhauer, assumed the opposite of the Enlightenment belief that human reason could dominate passion. Implications for interpreting Durkheim's work are also discussed.  相似文献

Is California's Imperial Valley a watershed? If so, at what level and by what topographic logic? Is it a region? If so, at what level and by what geographic logic? Are its boundaries natural, political, or multivalent on different scales? In short, this essay looks at the special (re)production of environmental conditions within a cyborg world. Here, the Valley is comprised of (a) Colorado River water; (2) migratory waterfowl; (3) the accidentally manufactured, but intentionally seeded food chain of the Salton Sea (3) the San Andreas Fault, (4) Mexican field labor; (5) public universities extension services; (6) global markets and supply chains; (7) international biotechnology, chemical and seed conglomerates, and (8) state and federal regulation of water rights, regulations and markets. The Valley is a cyborg, a historical entity comprised interdependently of nature, technoscience and humanity. This, characterization, however, raises problems with conceptions of the massive losses of migratory waterfowl from avian cholera at the Salton Sea, the agroecological devastation caused by the unintentional introduction of the Silver Leaf whitefly, and the “wastage” of constrained water rights as environmental crises of nature. The articulation of a cyborg perspective sees the environmental conditions of the Valley as the product of relations comprised of uneven and indeterminate ecological process, technoscientific trajectories, and human practices. Extending the cyborg's integration of nature, technology and social agency, a relational reading of James O’Connor's second contradiction of capitalism thesis is developed. O’Connor's political ecology and Haraway material semiotics, while broadly operating at different levels of analysis, prove surprisingly resonant.  相似文献

Abstract

Critical writing on Catch-22 has often centred (quite naturally and understandably, it must be said) on concepts such as paradox, black humour and the absurdity of the human condition. Although these approaches have certainly not been without profit and have produced interesting readings, they have also tended to obscure, under the generic nature of such frameworks, the novel's patent political concerns — concerns which, moreover, are not at all unrelated to the usual critical preoccupations. In a similar way, although Catch-22 criticism has often relied heavily on the detection of literary allusions and influences at work in the text, a most obvious source of influence seems to have been generally ignored. This essay attempts to offer a different reading of Catch-22 based on the assertion that what the novel is really about is 'totalitarianism'. Its starting point is, therefore, a parallel reading bringing together Heller's best-known book with one of the central literary texts on 'totalitarianism' — George Orwell's 1984. Focusing initially on the similar way(s) in which the two novels construct what is called a 'totalitarian' atmosphere, the essay proceeds to briefly demonstrate the bearing of the 'totalitarian' problematic on another important '60s novel, E. L. Doctorow's Welcome to Hard Times, and to offer a fuller reading of Catch-22, including a summary excursion into the difficult question of how the student of '60s American fictions should approach the concept of 'totalitarianism'.  相似文献

This article, which is part of a broader attempt to construct a ‘Baedeker’ to IR's cultural journey, contributes to the contested debated on the (ir)relevance of cultural diversity to the study of international relations by providing a picture of where we come from, of where we are now situated and of some of the suggestions as to where we should be going in order not to get lost in this almost uncharted landscape. The first main section discusses why questions pertaining to cultural diversity traditionally have held a surprisingly marginal position within IR and shows how IR before the Cultural Turn was more ‘culture-blind’ than ‘cultureblank’. The second main section turns attention to IR during the Cultural Turn and examines how two influential bids for a culturalist alternative have been better at posing good questions than providing attractive answers, placing IR's cultural journey in a ‘blind-blinded stalemate’. Against this background, the last main section asks where the cultural journey should head after the Cultural Turn and identifies and evaluates four different suggestions for ‘routes’ to proceed by. While they may be at variance when it comes to the specific direction suggested, they all represent attempts to set a course between the culture-blind Scylla and the culture-blinded Charybdis, and indicate in this way that it would be premature to let the problems associated with the Cultural Turn lead to an expulsion of questions relating to cultural diversity from the IR agenda.  相似文献

Affective heritage embracement, a collective narrative of nostalgia, is identified at two popular music festivals. “MusicFest” embraces a tradition of “Red Dirt” country music through performance (music festival), whereas the “Walnut Valley Festival” embraces a bluegrass/folk musical heritage through performance and participation (musicians' festival). The symbolic importance of musical interaction is explored to highlight the experienced emotionality that leads to the affective ties that bind these otherwise temporary communities. This collective narrative reveals the various functions of nostalgia wherein collective sentiment both reflects and creates the perceived authentic experiences of festival attendees.  相似文献

Abstract This study investigates how community is constructed, maintained, and contested among diverse residents of a rural town in California's Central Valley. Drawing on observations, interviews, and archival material, I examine the way in which ethnicity and class play a significant role in recasting how community is organized and interpreted by Mexicans and long‐term white residents. In my field site, Mexicans have long been involved in (in)formal community‐making, yet long‐term white residents perceive a “loss of community” because social relations are no longer structured around an agrarian culture that at one time reinforced ties through volunteerism and interaction in local mainstream institutions. This article demonstrates the continual significance of place and interaction in defining community, but suggests that immigrants develop communities of need aimed at providing important social, emotional, and political support absent in mainstream society. Finally, this study also speaks of the competition for representation and respectability among rural residents developing a sense of belonging. “Community” is never simply the recognition of cultural similarity or social contiguity but a categorical identity that is premised on various forms of exclusion and constructions of otherness  相似文献

This article presents a mixed‐methods, multicase study and comparison of volunteer programs in US national parks that have evolved, in response to growth and fiscal pressures, to be co‐managed by national park staff and their nonprofit support partners. Findings detail why and how the expanded partnerships were formed; how they operate; challenges they face; ways in which they adhere to, stretch, and depart from theories of nonprofit management, collaboration, and program institutionalization; and the significant—even exponential—volunteer program growth that resulted in each case. These nonprofit?public volunteer program partnerships—at Acadia, Arches and ­Canyonlands, Cuyahoga Valley, Golden Gate, the National Mall, and Yosemite national park sites—employ many standard forms of interorganizational relations, even though in these cases the nonprofits give money to the government organization instead of the reverse. Their volunteer program and management structures also share similar elements because of coercive, normative, and mimetic pressures. At the same time, each volunteer program partnership is a distinct blend of collaboration and management practices because of the unique natural features, climate, needs, adjacent populations, and personalities of leaders at each site. The cases employ innovative strategies to substantially increase the number of staff who lead volunteer programs. Recommendations are offered for nonprofit management research and practice, and findings are instructive for organizations that utilize volunteers either as a single entity or as part of a collaboration.  相似文献

Justin Rosenberg rightly highlights the paucity of International Relations’ (IR) influence in other disciplines, and selected works in historical sociology demonstrate the significance of the international to others whilst also revealing problematic understandings of the international itself. In this regard, Rosenberg’s intervention is welcome. However, in staking the disciplinary credentials of IR on ‘societal multiplicity’, Rosenberg inadvertently exposes IR as part of a wider convergence on the ontological importance of relations (rather than substances) across the social sciences. Historical sociology scholarship also reveals the international to be but one part of an interconnected, multi-scalar social world that is shaped by multiplicity across all scales; multiplicity and relations permeate social scales. By exploring the Czechoslovak Corps in the Russian Revolution, the article broadens Rosenberg’s multiplicity whilst also revealing the paradox of a multiplicitous IR: the more IR acknowledges multi-scalar relations, the less distinguishable it becomes from the other social sciences.  相似文献

This article takes as its point of departure the highly contested theoretical terrain of ‘Maya’ identity in Yucatan, Mexico. Set in the physical terrain of a state psychiatric hospital, this article uses a framework of identity culled from the narrative of a young woman, ‘Claudina’, committed to its wards, to argue that being ‘in-between’ categories of ethnic identity, an experience she characterises as a painful sense of ambiguous loss, can be fruitfully analysed using an analytical framework of ethnic identity introduced by Claudina herself. Specifically, I argue that categories of identity culled from Claudina's story – mestizaje and elegancia – represent a valuable opportunity to think about how power dynamics and relationships operate in situations of ambivalent identities and social suffering. To this end, I use Claudina's language as a point of departure for understanding the lived experience of everyday life in Yucatan today.  相似文献

This piece responds to Margrit Shildrick's “Dangerous Discourses,” which offers a theorization of embodiment useful to several fields of scholarship, including disability studies, gender theory, and queer theory. I argue that these fields must take sexuality seriously as a site for both bodily construction and bodily disruption and that the complexities of corporeal contact offer a way to map how discourses of (dis)ability, gender, and race delimit what we perceive as a human body. More expansively, I contend that perception is just as constructed as gender, with norms of embodiment shaping what we perceive as the boundary between disabled and nondisabled bodies. Shildrick's article then becomes a starting point to ask how we might perceive not just difference but differently, opening up new ways to think and live embodiment.  相似文献

This article investigates why Gramsci's theories and concepts have a discrete relevance to the study of race and ethnicity in contemporary contexts. Two theoretical points emerge from the investigation. First, through Gramsci's work, Hall's approach to the structural/cultural theory problem provides an important mediation for theoretical approaches to race. Hall is then able to demonstrate that the racialization of labor and the coercion of workers in colonial and neocolonial contexts, with regard to the “global south” was the rule and not the exception. Second, through an historical and discursive approach, I demonstrate how Gramsci's analysis of politics and political strategies took race into account. I contend that Gramsci's perspective on race facilitated Hall's ability to deploy Gramsci's theoretical framework and concepts.  相似文献

Despite the seeming fragmentation of the field of International Relations (IR), a theoretical common ground – not yet clearly perceived in the field – may in fact exist. Justin Rosenberg suggests that existing IR theories can all be conceived of as theories of ‘multiplicity’. This article carefully considers this proposition. It is argued that we may indeed read many IR theories as theories of multiplicity. Yet, in so doing we need to recognize the wide range of – and the contested nature of – perspectives on multiplicity in the field. Crucially, this leads us to conceive of multiplicity in an expanded way, beyond Rosenberg’s notion of ‘societal multiplicity’. Developing this more contested and expanded notion of multiplicity has important implications: for how we perceive IR and its limits in the years to come and, crucially, for the kind of trans-disciplinary dialogues IR scholars will engage in.  相似文献

This paper examines the effect of high-speed internet on firm's productivity and worker's wage in China. We exploit a national policy reform and devise a difference-in-difference strategy to address the endogeneity. We find that high-speed internet significantly increases firm's productivity and worker's wage, and the estimate is larger for firms in industries with high skill intensity and for more educated workers. We provide suggestive evidence that the mechanism is likely from firm's increased use of skill-biased technology and the flattened management organization. (JEL O2, O3, J3)  相似文献
