The Internet and World Wide Web are emerging as important public relations tools for both profit and non-profit organizations. Little evidence exists, however, about the extent to which new technologies help organizations build relationships with publics. This article examines the relationship between Web site design and organizational responsiveness to stakeholder information needs. Two organizational types with differing levels of resource dependency (general environmental activist and watchdog groups) are examined. Our analysis assesses each organizational type’s general dialogic capacity as well as the responsiveness of the organizations to requests for information.  相似文献

Public participation in the planning and design of major public infrastructure and construction (PIC) projects is crucial to their success, as the interests of different stakeholders can be systematically captured and built into the finalised scheme. However, public participation may not always yield a mutually acceptable solution, especially when the interests of stakeholders are diverse and conflicting. Confrontations and disputes can arise unless the concerns or needs of the community are carefully analysed and addressed. The aim of the paper is to propose a systematic method of analysing stakeholder concerns relating to PIC projects by examining the degree of consensus and/or conflict involved. The results of a questionnaire survey and a series of interviews with different entities are provided, which indicate the existence of a significant divergence of views among stakeholder groups and that conflicts arise when there is a mismatch between peoples’ perception concerning money and happiness on the one hand and development and damages on the other. Policy and decision-makers should strive to resolve at least the majority of conflicts that arise throughout the lifecycle of major PIC projects so as to maximise their chance of success.  相似文献

The failure of program evaluations to provide policy decision-makers with useful information is a familiar complaint. This paper discusses an approach towards designing and implementing more useful evaluations — the stakeholder survey. Stakeholders are individuals, or groups, who have a direct interest in the program being evaluated. The central premise of the paper is that the information needs of stakeholders should be incorporated directly into the formulation of evaluation objectives, and the design of the evaluation to achieve those objectives. The paper presents a rationale for the stakeholder survey, describes its major components, and reports on the application of the approach in a large program evaluation. Key issues involved in applying the approach are also considered. The evidence from this study suggests that such surveys are not only feasible, but also of considerable value to the evaluation team.  相似文献

This study investigated a broad range of female victims of domestic partner abuse who came to the attention of the police. Ninety-five consecutive victims were interviewed by officers in a police department's domestic violence unit. Twenty-two percent of the victims matched expectations of women who were both afraid of their abusers and expected future abuse. Surprisingly, 46% of the victims were unafraid of their offenders and believed that future abuse was unlikely. A consistent pattern of findings supports the conclusion that a much broader range of victims than expected comes to the attention of the police. These results suggest exploring alternative police responses for different types of victims.  相似文献

As police body cameras develop as a widely used mechanism to promote police transparency and accountability, researchers are tasked with measuring whether the treatment of this surveillance mechanism meets its stated goals. But the goals have not been clearly outlined and instead, the array of stated goals varies by jurisdiction, creating obstacles for policy diffusion and comparative analyses across numerous randomized controlled trials. Without clearly defined goals, there is no alignment on what success looks like. This narrative review seeks to uncover why body cameras have been implemented in police agencies and what these agencies expect to gain from their use. It details the range of rationales for the adoption of body cameras, which stakeholder parties benefit from goal attainment, and what outcome measurements researchers have and can use to measure body cameras' ability to reach those goals. Most systematic literature reviews of body camera studies simply focus on one outcome measurement. This paper provides a broad view of the body camera research involving multiple outcome variables. It maps these findings onto the stated goals to demonstrate which goals seem to be attainable and which seem to expect body cameras to be a silver bullet solution to societal problems.  相似文献

This paper represents the development of an innovative and comprehensive model designed to measure public relations excellence within an organizational context. Drawing on established scales of evaluation for public relations practice, researchers propose a measurement model situated within excellence Theory. Through a partnership between the research team and The Alberta Energy Regulator (AER) organization, a case study approach was developed and implemented, highlighting the relationships between organizational culture and communication. The Excellence in Organizational Context model was tested within the AER, using empirical data gathered through in-depth semi-structured interviews and a self-report questionnaire survey conducted with individuals from various identified organizational stakeholder groups. This mixed-method approach was employed to explore and understand the multi-dimensional nature of public relations practice within this organization.Researchers investigated eight dimensions of excellence in this model. Initial findings indicate that the Excellence in Organizational Context model proposed here is a valid and appropriate method for measuring public relations performance when applied as a mixed-method approach for measuring practice and establishing context within an organizational culture. This indicates the need for both organizational, stakeholder, and sector/national level data in confirming relevant benchmarks.  相似文献

This research examined how nonprofit organizations manage their relationships with stakeholders and how these practices relate to perceived organization effectiveness. We conducted semistructured, open‐ended interviews with executive directors of nonprofit organizations (NPOs) to discover whom they see as their stakeholders, the types of expectations they encounter from stakeholders, and the practices they use in managing stakeholder relationships. The two nonprofits that were evaluated as most effective used a consistent, thematic rationale in dealing with stakeholder issues: one organization discussed its actions in terms of its mission and core values, the other based its actions in terms of building relationships and networks. Our study suggests that organizations that ground their external relations in issues that are recognized as good nonprofit management, and do so consistently across stakeholder groups, will tend to be rated as more effective by multiple, external evaluators.  相似文献

Prior work on youth–police relations examines young people's general perceptions of the police, their differential treatment by police officers, and officers' discretion in dealing with youth. Yet researchers have largely neglected the question of how young people attempt to shape these encounters. I address this critical gap, while also incorporating the experiences of “on track” youth and young women—two groups that are not exempt from police contact but traditionally ignored in the youth–police literature. Drawing on semistructured group and individual interviews with 19 black young people in New York City, I investigate the strategies they employ or subscribe to in navigating police contact. Three types of strategies emerged from my analysis: avoidance, management, and symbolic resistance. Avoidance strategies are marked by young people's attempts to preemptively steer clear of officers on the street. Management strategies are employed by young people during police encounters to limit risk or harm, while symbolic resistance is a subtle tactic used by some youth to preserve their dignity in these interactions. This study also considers the gender differences in respondents' approaches and offers new insights into how they assess their police interactions in an era of highly publicized incidents of police brutality.  相似文献

This article examines the use of Twitter at protests surrounding the G20 meetings held in Pittsburgh, PA in September 2009. Based on work on information communication technologies and protest, and on more recent work on Twitter usage at protests, we develop several hypotheses about the content of tweets during protests. Most significantly, we argue that Twitter is a widely available mobile social networking tool that can be used to reduce information asymmetries between protesters and police. Examining the content of 30,296 tweets over a nine-day period, we find that protesters frequently used Twitter to share information, including information about protest locations, as well as the location and actions of police, which is information that was formerly monopolized by the police. Twitter use may be creating a new dynamic in protester and police interaction toward information symmetries. We conclude by identifying implications for policing practices and for protesters.  相似文献

This essay examines the criminological conceptualizations and research on police crime, that is, the criminal behavior of sworn law enforcement officers. It starts with an overview of the conceptualization of police crime as it relates to organizational and scholarly perspectives of social deviance. Police deviance is often conceptualized to include various misconduct, corruption, and/or crime committed by police organizations and police officers. This essay focuses on police crime resulting in the arrest of a sworn law enforcement officer and is organized within a conceptual framework that incorporates five types of police crime: sex‐related police crime, alcohol‐related police crime, drug‐related police crime, violence‐related police crime, and profit‐motivated police crime.  相似文献

Most theories of nonprofit organizations and nonprofit leadership recognize the multitude of stakeholders—including board members, donors and volunteers, funders, the media, and policy makers—that organizational leaders must contend with in doing their work. For nonprofits engaged in advocacy, demands from stakeholders may be even more challenging to meet. Although stakeholder theory recognizes the effect of various groups on an organization, it does not explain how leaders manage the preferences of their often‐competing stakeholders while they make choices for the organization. This study develops a common agency framework, evaluating the roles of three groups crucial to nonprofit advocacy organizations: the organization's board of directors, elected officials, and donors/members. The common agency framework is then illustrated with interviews with leaders of nonprofit advocacy organizations in California. Findings suggest that the leaders of these groups have a significant amount of discretion in guiding their organizations’ activities and operations.  相似文献

The aim of this study is to examine the connection between gambling and criminal activity in the National Finnish Police Register. First, a method was created that enabled the search for gambling-related police reports in the National Finnish Police Register. The method is based on finding gambling-related police reports by using gambling-related headwords. Second, all police reports from 2011 that included any mention of gambling were read through (n = 2,233). Suspected gambling-related of crimes (n = 737) were selected from these reports. Those suspected gambling-related crimes were then described and categorized into six different categories: suspected online-related crimes; suspected crimes that were related to lifestyle-gaming; suspected crimes that involved a gambler as a victim of a crime; criminal activity related to problem gambling; casino-connected crimes, and intimate partnership violence resulting from gambling problems. This study, being the first in Finland, generated information on the connection between gambling and criminal activity from the perspective of police reports. Moreover, the study highlights methodological issues that are involved in studying police reports.  相似文献

Abstract

This article presents an analysis of data from a police integrity measurement survey administered to 107 top-level Eritrean police officers. Respondents were asked for their opinions regarding the seriousness of police misconduct, disciplinary action recommended, and their willingness to report fellow police officers engaged in such misconduct. The surveyed police officers considered some types of misconduct (e.g. off-duty work and accepting gifts) to be significantly less serious than others (e.g. opportunistic thefts from crime scenes and bribery). The findings suggest that the greater the seriousness of the offence, the more likely the officers were to recommend more severe disciplinary action. The survey evidence also indicates that, for six of the ten police misconduct cases, the majority of the respondents revealed they would report the misconduct, which suggests the police code of silence in the context of the Eritrean policing environment is weak.  相似文献

Decision makers face difficult choices when tasked with identifying and implementing appropriate mechanisms for protecting the elderly and other vulnerable adults from abuse. A pilot project involving fingerprint-based criminal history background checks for personal care workers in Michigan has supplied an opportunity to examine one such mechanism. In conjunction with the pilot project, we have conducted a stakeholder analysis with the aim of informing decision makers about stakeholder perceptions of standard policy criteria like effectiveness, efficiency, and equity. We employed focus groups and a Web-based survey to collect data from stakeholders. While stakeholders generally see fingerprint-based background checks for personal care workers as potentially effective and as a net benefit, they also point to a variety of contingencies. They also recognize difficulties and constraints for government involvement. This preliminary analysis provides solid foundational information for decision makers and for more extensive benefit–cost analysis.  相似文献

Stakeholder participation, specifically the primary beneficiary, enhances evaluation results by increasing the overall validity of the evaluative measure. This article provides an example of how the addition of adjudicated youth, the primary beneficiary, as a stakeholder group in a needs assessment provided additional information important for program development of a multi-agency transition program. The needs assessment consisted of five regional community forums comprised of youth correctional facility and community-based service providers (n=127), as secondary stakeholders. A nominal group process was completed defining both supports and barriers to the development of the service delivery model. Additionally, qualitative in-depth interviews were conducted on adjudicated youth (n=33) to describe their perception of the barriers and supports necessary for a successful transition from either a youth correctional facility or off of probation. Both groups identified and ranked the top 12 supports and barriers. Common themes emerged from both groups with substantive differences providing information that helped shape the program service delivery model to accommodate needs of both the adjudicated youth and secondary stakeholder participants. Implications for the development of the service delivery model are described.  相似文献

Providing information about the strength of different alcoholic beverages is a common component of alcohol abuse prevention programs. However, little is known about drinkers' knowledge of the strength of different alcoholic beverages. In the present study, 113 young adult drinkers responded to a questionnaire concerning the alcohol content of different types of malt beverages (beers, malt liquors), wines, fortified wines (port, sherry), and distilled spirits. The results indicated rates of correct responses well below 50 percent for each type of alcoholic beverage, with a substantial proportion of subjects either overestimating or underestimating alcohol content. Not a single subject reported correct alcohol content values for all four beverage types. There was a trend towards less accurate estimates of the alcohol content of strength were less accurate than those of men. The results are discussed in terms of prevention of alcohol abuse.  相似文献

Employing a 2 (accepting crisis accountability vs denying crisis accountability) x 2 (high vs low information substantiality) x 2 (high vs low participation) online experiment (N = 293), this study examines how different transparency strategies influence public anger and trust in a Chinese police crisis context, offering insights on government social media crisis communication. In general, transparency is crucial for Chinese local governments, especially police agencies, in managing crises on social media. Reporting organizational crisis accountability, delivering sufficient and evidence-based messages, and enabling public discussion on social media are three transparency strategies that can help minimize public anger and rebuild public trust. Results suggest the positive effects of delivering messages in crisis situations by using transparency. Furthermore, the study points out that police organizations in China should consider the possibility of information overload and unexpectedly low overall expectations for government transparency among Chinese publics.  相似文献

This article examines and organises the economic literature dealing with non-profit institutions using the concept of ‘stakeholders’. In general, the literature identifies conflicts between various groups of stakeholders and then proceeds in two very different directions. The first is supportive of the non-profit sector, suggesting that non-profit organisations resolve those conflicts more effectively than other types of institutions. This provides a positive theory of the non-profit sector, explaining that non-profit institutions evolve when they are more effective in providing a particular good or service than other possible institutional arrangements. The second direction is more critical of the non-profit sector, suggesting that those conflicts will persist in non-profit institutions and will require some kind of resolution, including perhaps government intervention. Of course, a stakeholder approach to non-profit theory focuses on conflict and ignores some other views of the sector.  相似文献

Social work programs shape the profession through their admission practices. A stakeholder analysis of a baccalaureate social work program was conducted to seek stakeholder perspectives on admission practices through interviews and focus groups with 53 participants representing seven stakeholder groups. Results suggest that external stakeholders such as field instructors, social service employers, and adjunct faculty members are not widely represented in the BSW admission process. Four categories of stake-holder expectations for social work admission were found: gatekeeping for professional suitability, a process of self-reflection for students, an indicator of educational quality for the social work program, and progression of students’ professional socialization as a social worker. Findings provide insights to inform faculty as they oversee social work admission.  相似文献
