Using a multinomial logit model with data from the Survey of Income and Program Participation, this paper tests whether the implementation of the Family and Medical Leave Act (FMLA) is associated with an increase in return to work at part-time status among first-time mothers working full-time during their pregnancy. I find a statistically significant trend of increasingly higher odds of returning to work at part-time status relative to return at full-time status, beginning in 1993 (the year in which the FMLA is implemented). Furthermore, an additional week of either state or federal leave is significantly associated with a higher odds of return at part-time status. This article provides evidence that job protection and leave legislation may help facilitate higher levels of labor force participation among women with small children, through more flexible work arrangements.  相似文献

This paper examines the impact of maternity leave legislation on first birth timing in Great Britain. When maternity leave was introduced in Great Britain in 1976, the eligibility requirement for full-time employees was to have been working for the same employer for at least 2 years. Using data from the British Household Panel Survey (BHPS), this paper examines whether women postponed first birth in accordance with tenure requirements for maternity leave. Higher transition rates to first birth are found for those who had acquired enough employer tenure to qualify for maternity leave than for those who did not yet qualify. However, the causal role of maternity leave legislation for first birth timing is uncertain, since transition rates to first birth began to diverge by employer tenure even before 1976.

In this paper we make use of the panel aspects of the German GSOEP, the Swedish HUS and the British BHPS data. In these data sets we known month and year of childbirth and the month to month labor force status of the mother also before giving birth. This permits analysis of labor force transitions triggered by child births of different birth orders. From macro data Swedish women are known to have the highest labor force participation. The difference in total labor force participation of women is totally a result of fewer mothers entering the labor force and entering later in Germany and Great Britain than in Sweden. This paper shows that before birth of first child there is no such difference. We find that German and British women have even higher full-time labor force participation than Swedish women 12 months before the birth of the first child. The difference is more pronounced for second and third births than for first births. We suggest that these differences are caused by different family policy regimes where Germany can be characterized as a breadwinner regime and Sweden a regime oriented towards equal role sharing of father and mother. Our results on determinants of being in the labor force both after and before the birth of a child as well as determinants of the tempo of entering the labor force after birth shows that women's own human capital is important both in Germany and Great Britain, whereas in Sweden also less educated women have entered the labor force by the time the child is 2 years old.All correspondence to Cécile Wetzels. This paper analyses the transitions between the three states of non-employment, part-time and full-time work of a sample of married women living in West Germany. The questions addressed concern the dynamics of women's labour market transitions and the association of the probability of transition with household and individual characteristics. A non-parametric duration analysis shows that women have a similar attachment to full-time and part-time work in terms of survival, and that survival in non-employment is shorter than in the other two states. Estimates of a parametric discrete-time competing risks duration model show that wives of retired husbands go into full-time work, children under 3 years have a disincentive effect on part-time work and that part-time work is a state that German women prefer to stay in and not a first step to full-time employment, whereas foreign women living in West Germany prefer full-time jobs.I thank Rebecca Blank, John F. Using data from five waves of the Women’s Employment Survey (WES; 1997–2003), we examine the links between low-income mothers’ employment patterns and the emotional behavior and academic progress of their children. We find robust and substantively important linkages between several different dimensions of mothers’ employment experiences and child outcomes. The pattern of results is similar across empirical approaches—including ordinary least squares and child fixed-effect models, with and without an extensive set of controls. Children exhibit fewer behavior problems when mothers work and experience job stability (relative to children whose mothers do not work). In contrast, maternal work accompanied by job instability is associated with significantly higher child behavior problems (relative to employment in a stable job). Children whose mothers work full-time and/or have fluctuating work schedules also exhibit significantly higher levels of behavior problems. However, full-time work has negative consequences for children only when it is in jobs that do not require cognitive skills. Such negative consequences are completely offset when this work experience is in jobs that require the cognitive skills that lead to higher wage growth prospects. Finally, fluctuating work schedules and full-time work in non-cognitively demanding jobs are each strongly associated with the probability that the child will repeat a grade or be placed in special education.  相似文献

The changes which have taken place in 15 countries of the Western world during the first half of this century with regard to the proportion of economically active to total females, have been studied ; some countries record a rise, others a fall. Further analysis shows that the participation of women in non-domestic work for pay has risen with only a few exceptions. The proportion of married women who are at work has also risen substantially in most of the English-speaking countries, as well as in Sweden.

Changes in population structure cannot explain these developments. The influence of economic factors is not simple to assess, but the main explanation for the rise in women's work participation appears to be full employment and the development of new industries, increasing the demand for labour, and at the same time helping to raise women's earnings relatively to those of men and thus encouraging women to take up paid work.

t is anticipated that female work participation will increase in the underdeveloped countries, where it is generally at a low level, and will remain high in the advanced countries, involving the continued employment of a substantial minority of married women. This calls for a reconsideration of social policy, since a single-earner grant to families where the woman's full-time attendance at home is required for the care of small children, might become more important than child endowment.  相似文献

Women’s labor force participation in Thailand, particularly in the modem sector, recently has increased in conjunction with rapid declines in fertility. This paper examines whether a relationship exists between child care considerations and fertility decision making among Bangkok women. Although the two-child family has become the norm in recent years, and although most respondents said that ideally they would like to have two children, a high proportion of women surveyed said they planned to only have one child. Women’s work status and type of employment is found to strongly affect the likelihood of having a second birth: those who work at jobs that not only are low-paying but are located in a formal setting are least likely to have a second child. The type of child care for the first child also has an impact: those whose first child is in a less preferred situation are less likely to have a second. Variables measuring the need for and type of child care are found to have greater consequences for fertility than do usual measures of socioeconomic status.  相似文献

Forty percent of working women in the UK work part-time; does part-time work support a woman’s labour market career or frustrate it? Cohort data on women’s labour market involvement to age 42 show highly varied pathways through full-time/part-time/non-employment. Part-time work can be part of two different pathways in women’s labour supply for persistent workers and marginal workers. A history of full-time work, even including part-time or non-employment spells, tends to lead back to full-time work, indicating that part-time work supports a career. However, part-time work combined with non-employment is a trap against the resumption of full-time work.  相似文献

Information on pregnancy intention is often gathered retrospectively (after the birth of a child). This article investigates whether the retrospective assessment of pregnancy intention leads to biased estimates of the extent or consequences of unintended fertility. Comparisons are made between pregnancy intentions ascertained during pregnancy and after birth using data from the National Longitudinal Survey of Youth. To address the bias caused by selective recognition or acknowledgment of pregnancy, we used the longitudinal feature of the data to determine actual pregnancy status at the time of interviews, which, in turn, was used as an instrumental variable for the retrospective (versus prospective) reporting of pregnancy intention. After correction for selective pregnancy recognition, we found no evidence that the retrospective assessment of pregnancy intention produces misleading estimates of either the number or the consequences of unintended births. This finding is supported by additional analyses of a small subsample of women for whom information on pregnancy intention was collected both during pregnancy and after birth.  相似文献

An opportunity to estimate the reliability of survey data on family planning is afforded by a longitudinal study of fertility in metropolitan areas of the United States. A probability sample of mothers was interviewed six months after the birth of their second child. Data were collected on a number of pregnancies, use of contraception, methods used, and the planning status of each pregnancy, in addition to a wide variety of social and psychological characteristics. Three years after the first interview, the same women were interviewed again and identical questions were asked about the same pregnancies. This paper reports an analysis of the consistency of responses in the basic fertility and contraceptive histories. Given the simplicity of the pregnancy histories, the relatively sophisticated sample interviewed, and the intensive preparation of the research, the reliabilities of data on family planning estimated here are assumed to approximate to an upper limit for such data at the present stage of development of survey techniques. Some suggestions for possible future improvement are included.  相似文献

This paper uses labour force survey data to examine the employment rates and employment decisions of women with young children in the United States, Britain and Japan. Our results confirm that young children have a very strong negative effect on women's employment; this effect is most pronounced in Britain. We then take advantage of panel data to investigate the effects of family leave coverage on women's job retention after childbirth. We find that family leave coverage increases the likelihood that a woman will return to her employer after childbirth in all three countries, with a particularly marked effect in Japan. This result suggests that the recent expansions in family leave coverage in the sample countries are likely to lead to increased employment of women after childbirth. Smoking during pregnancy not only impacts on the woman's health but that of her unborn child. Women most likely to continue smoking throughout pregnancy are generally of lower age, socio-economic status, level of education and occupational status. Women who continue to smoke during pregnancy often feel criticized by society. They feel guilt and personal conflict at not quitting. Lack of long-term positive outcomes from anti-smoking campaigns may result form ignorance surrounding socio-economically disadvantaged women's life circumstances. Current interventions often ignore the emotional and psychological stressors associated with pregnancy; they do not address the altered physiological processes that occur during pregnancy. A review of the literature pertaining to women who smoke throughout pregnancy is presented. Women want an individualised approach to smoking cessation advice, with health care workers having knowledge of the woman's social situation and viewpoints. This paper reveals that the woman's perspective has largely been ignored. Indeed health care professionals have attempted to manipulate women to stop smoking rather than engage in mutually respectful dialogue.  相似文献

This paper studies the effects of employer-sponsored child care on two dimensions of the labor supply behavior of women with young children: annual hours worked and attachment to the employer. Data from the 1988 Biennial Survey of Illinois Registered Nurses are used in the empirical analysis. The provision of employer-sponsored child care is found to have significant positive effects on both aspects of labor supply.  相似文献

Maternal smoking has been found to adversely affect birth outcomes, such as increasing the odds of having low birth weight infants. However, the mechanisms explaining how a mother’s smoking is linked to a child’s low birth weight status are underexplored. This study merged two nationally representative datasets in the United States (US)—the National Longitudinal Survey of Youth 1979 (NLSY79) and the NLSY79 Child and Young Adult (NLSYCYA)—to examine whether maternal weight status before pregnancy serves as a biological mechanism. We applied a recently developed mediation analysis technique to a data sample of 6550 mother–child pairs, and we compared the estimated coefficients across nested probability models. We found that maternal body mass index (BMI) (in kg/m2), a widely used measure of weight status, reduces the odds of delivering a low birth weight infant, and this mechanism explains about 10.2% of the adverse impact of maternal smoking on having a low birth weight child. Moreover, when categorizing maternal pre-pregnancy BMI into four weight statuses (i.e., underweight, normal weight, overweight, and obese), we found that, in contrast to mothers with normal weight status, underweight mothers are 70% more likely to have a low birth weight child. Our findings suggest that maternal weight status plays a role in understanding how maternal smoking affects low birth weight outcome, indicating that maintaining a proper weight status for women who plan to give birth may be a possible policy to promote infant health.

We compare the effect of conceptions leading to births and the presence and characteristics of children on the odds that a cohabitation was dissolved, or that it was converted to marriage, for women born in 1958 and 1970. A multilevel, multiprocess, competing-risks model allows for multiple cohabitation per woman and endogeneity of fertility status. We find that cohabiting couples' response to impending parenthood and the presence of children changed over time. In particular, the proportion of cohabiting couples who married before a birth decreased and, in the 1970 cohort only, the risk of dissolution declined during pregnancy. There is also evidence that the presence of a child cemented a cohabiting union for women from the 1970, but not the earlier, cohort.  相似文献

Part-time jobs are common among partnered women in many countries. There are two opposing views on the efficiency implications of so many women working part-time. The negative view is that part-time jobs imply wastage of resources and underutilization of investments in human capital since many part-time working women are highly educated. The positive view is that, without the existence of part-time jobs, female labor force participation would be substantially lower since women confronted with the choice between a full-time job and zero working hours would opt for the latter. In the Netherlands, the majority of partnered working women have a part-time job. Our paper investigates, from a supply-side perspective, if the current situation of abundant part-time work in the Netherlands is likely to be a transitional phase that will culminate in many women working full-time. Our main results indicate that partnered women in part-time work have high levels of job satisfaction, a low desire to change their working hours, and live in partnerships in which household production is highly gendered. Taken together, our results suggest that part-time jobs are what most Dutch women want.  相似文献

This article attempts to estimate the time cost of children in France for couples who do not forgo any income, on the basis of the INSEE 1998–1999 time use survey. Having a child involves an increase in domestic work and/or the dedication of occupational income to pay for childcare. The reduction in “time for oneself”—leisure and personal care, i.e. 24 h less working hours paid or unpaid—is modelled for a dual-earner couple in full-time employment who do not use childcare services to increase his/her leisure time. Taking a couple in full-time employment avoids income endogeneity bias, since income is reduced by career interruption and part-time employment. These estimates account for this selection by full-time paid work. The article shows that time cost is roughly 1 h 30 min a day for a child aged 3–14, and is 4 h a day for each younger child. As this cost rises, the more fathers sacrifice some of their free time. The father and mother of two young children with a childminder thus each have only 11 hours of free time (including sleep) per day. The time cost of a large family (3 children) is equivalent to a full-time job on the labour market. In France, work-life balance policies and family pension entitlements only cover a small part of this cost.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献
