Using primary survey data and interview evidence this paper analyses the implementation and enforcement of public and private environmental regulation in the Serbian Fresh Fruit and Vegetable (FFV) sector. This provides a basis for engaging in a wider debate on the nature of agri-food regulation in post-socialist economies. Depictions of the restructuring of agri-food supply chains as a shift from public to private regulation are rejected. Rather two distinct supply chains co-exist: a small number of export oriented producers operate subject to extensive private regulation while the majority of FFV farmers occupy regulatory voids, immune to both private and private control. Those farmers operating under extensive private regulation are more likely to obey appropriate public regulation. Findings highlight the differentiated nature of regulatory regimes that can co-exist within a national production sector.  相似文献

The future of nonpublic safety, non-teacher, non-federal public sector unions is bright. As a result of past success, the unions, led by AFSCME, have an organizing culture and sufficient power within the sector to maintain and increase density. However, the challenges that lie ahead in the 21st century will surely test the strength of AFSCME and the other public service unions. The large gains in public employee membership achieved in the last third of the 20th century are not likely to come with the relative ease with which they were achieved during that period. The remaining unorganized workers are in locations and occupations that have not been historically fertile ground for unions, public or private. In addition, the threat of privatization of jobs requires public unions to re-think their traditional strategies and organize in the more hostile private sector while simultaneously protecting the public sector from attacks. The public sector unions recognize that they have a tenuous grasp on their relatively strong position and must organize to maintain and strengthen their position. Absent dramatic changes in federal private sector labor law, and adoption of numerous public sector labor laws, the resources necessary for organization will be tremendous. The future is bright for the public sector unions only because they have demonstrated a willingness to adapt to change, make sacrifices, and deploy sufficient resources to achieve growth. Higher education is in crisis, especially in the public sector. Over the past few years, tuition at state universities across the country has increased dramatically, their budgets have been slashed and federal funding for need-based financial aid has been reduced. The results are increased class sizes, fewer course offerings, more adjunct faculty and fewer working-class students at public colleges and universities. In Massachusetts, where we teach, these trends are particularly pronounced. In this paper, we describe “Crisis in Higher Education,” a critical experiential course we offered to raise student awareness about the crisis and to encourage them to work for change on our campus. This course is an example of critical experiential education because it integrates classroom learning with political activism. This article describes the context and rationale for teaching the course, reports on students’ responses to its form and content, and discusses what we learned from this experience.  相似文献

Although most surveillance studies scholars assume privacy is antithetical to surveillance, critics have recently warned that privacy-based criticisms may facilitate surveillance. That being said, we do not yet have data that show whether privacy claims were used in the past to legitimate government surveillance. This paper addresses that gap by analyzing claims made over one of the U.S.’s most controversial surveillance issues: government control over encryption technologies. A review of Congressional hearings and statements on the Congressional Record (n?=?112) reveals that from 1993 to 1999, public debates were dominated by a market liberalization discourse in which participants supported loosening encryption controls as a way to protect privacy from criminal intrusions in market transactions. Also playing a role was a strong skepticism toward government power and a preference for markets as managers of crime prevention. Challenged by these critiques, lawmakers withdrew regulatory proposals and spent the following decade working quietly with private firms to ensure law enforcement surveillance capability. These findings show the expansion of privacy for consumers and entrepreneurs has in fact been used to achieve the contraction of privacy from law enforcement and intelligence agencies.  相似文献

In this paper, I argue that in the face of a crisis about the value of culture, cultural education has been represented by some of its advocates as a new way of legitimising the cultural sector. It enables museums, for example, to appear more inclusive and democratic, more relevant to young people and others who do not normally visit museums, and more responsive to the needs of the society. However, defining the value of culture through an emphasis on cultural education, paradoxically, has the potential to undermine the basis of the museum's existence as a public institution. With reference to my research into New Labour's cultural policy, particularly in relation to museums, this paper highlights discourses that have given cultural education a more significant role in the cultural sector. I show how cultural education, with ‘cultural inclusion’ as its main objective, has evolved in the context of an existential crisis in the museum sector over the past 30 years, appearing to offer a means through which they can redefine their role and value in the society as anti‐elitist organisations supporting social change. I then go onto show how this apparent solution to the problem might further undermine the unique value of museums.  相似文献

Given the central orientation of the European employment strategy — adapt unemployment compensation systems so as to broaden access to jobs — the effects of policies in this field are examined by focusing on three axes: the impact on unemployment; the action on employment standards, and trends in the social regulation underlying these policies. A comparative view reveals how much national systems have been able to interpret EU objectives in their own way. This does not invalidate the pertinence of a European level of regulation,but it does expose the conditions for clarifying standards for public actions and leading actors to become involved in EU institutions, a source of legitimacy still to be constructed. This comparison of six national cases (Belgium, Denmark, Spain, Italy, The Netherlands, The United Kingdom) sheds light on the importance of the social compromises that set the framework for job polices. This article elaborates on the argument that the history of U.S. public relations has been distorted by the emphasis on corporate functions of public relations. The dominant corporate-centric view of U.S. public relations history often claim that public relations developed as a response to activists who attempted to interfere with business operations. That myopic, corporate-centric view has perpetuated a negative view of public relations as merely a tool of “big business”. In the past as well as the present, corporations have been learning from and co-opting activists’ innovative public relations techniques. By alternatively grounding U.S. public relations history in the works of activists, we open possibilities for re-imagining the field and legitimizing activists’ works as a positive, central component in public relations theory and research. We end by providing resources educators can utilize to teach a more balanced view of public relations history in the U.S.  相似文献

The imposition and enforcement of a land-use regulation is extremely important if society is to reap the full benefits of its stock of land. Ghana has therefore enacted various statutes to regulate land development throughout the country. This paper examines development controls in the Wa Municipality. It finds out the challenges confronting the development control process in the municipality. The paper does these through a review of the development control literature. It also reviews the legal framework for development controls in Ghana. It used questionnaires to gather data from the officials of the Municipal Building Inspectorate Division (MBID), Wa. It used questionnaires to solicit the opinion, knowledge, experience and perception of land developers on the development control regime in the municipality. It revealed that development controls are not adequately enforced in the Wa Municipality. It notes that uncontrolled developments are a common sight in the municipality. It also established that socio-cultural reasons, political interferences, limited public knowledge on the essence of development controls, and an under-resourced building inspectorate division are responsible for this state of affairs. It recommends that the Wa Municipal Assembly strictly enforce its land-use regulations to ensure that the residents of the municipality fully benefit from the imposition of land-use regulations.  相似文献

SUMMARY

Much attention has been given to the problem of sexual predators and the struggles of the legal-justice system to contain them. In response to public outcry over high-profile sex crimes, federal and state legislators have responded in the past decade with innovative but controversial public policy initiatives, called “sexually violent predator statutes.” In 1996 President Clinton signed “Megan's Law,” mandating all 50 states to develop requirements for convicted sex offenders to register with local law enforcement agencies and to notify communities when a sex offender lives in close proximity. Less publicized have been the civil commitment statutes introduced by 16 states which allow convicted sex offenders to be evaluated for involuntary and indefinite confinement in a psychiatric hospital following their release from prison. This article will review the literature regarding community notification and civil commitment as interventions designed to combat sexual violence. The history and context of each policy will be discussed, as will a review of available research evaluating the impact of each policy. Implications for future research and social policy will be examined.  相似文献

This paper assesses the effects of public sector collective bargaining laws on employee unionization, the bargaining process and bargaining outcomes, including pay, benefits and nonmonetary aspects of employment. Although several specific effects — positive and negative, direct and indirect — of regulation in this area have been reported by researchers, most studies do not deal adequately with the issues of model specification or simultaneity, thus calling their validity into question. Conventional wisdom holds that private sector labor unions are in “crisis” due to the loss of millions of members over the past two decades which has resulted in a dramatic decline in their economic viability and political power. Financial data for selected years between 1960 and 1987 are analyzed to show that, contrary to prevailing opinion, private sector unions are financially prosperous despite membership erosion. Evidence is also presented which indicates that union political efforts and influence have increased rather than declined in recent years. Resources have been allocated to political advocacy to obtain a more favorable public policy environment for labor organizations and to achieve gains that have eluded unions in collective bargaining. In the wake of the 2008 global financial crisis, the Community Reinvestment Act (CRA) of 1977 has probably received more media attention in the past 2 years than it garnered cumulatively over the previous 30 years. Numerous conservative pundits and commentators have blamed the CRA for the subprime crisis and the subsequent worldwide financial meltdown. Most social workers are probably unaware that the CRA is probably responsible for more investment, loans, and wealth creation in low and moderate income neighborhoods than any other single piece of federal legislation over the past 40 years. This article highlights the following features about the CRA that social workers need to know: The CRA was created and passed only because of grassroots community organizing; the CRA has been directly or indirectly related to 8 trillion dollars of investments, mortgage, and small business loans in low income neighborhoods since 1977; community organizing has always been the primary enforcement mechanism of the CRA; contrary to widespread right-wing media accounts, the CRA was not responsible for the housing bubble and worldwide financial crisis in 2008. In this article, we articulate the veridical factors contributing to the financial collapse. Presently, Congress is debating reforms for the financial sector, and the way banking functions will be transacted in the future remains unclear. Regardless of the eventual restructuring of finance, moving forward, social workers should continue to advocate for legislation that will ensure housing for low and moderate income people.  相似文献

A key characteristic of debates on caring for children has been the distinction made between the public and the private or formal and informal sector of care. In particular, the impact on adult relationships of the material, emotional and moral dimensions of this division has been highlighted. What are the implications for children, however, of regarding the child care arrangements made by adults as private affairs between parent and provider? This paper reviews research on childminding registration to assess whether a similar system would regulate private fostering arrangements and thereby protect a hitherto neglected group of vulnerable children, private foster children.  相似文献

Foster care has become the principal placement of choice for children and young people in public care in the United Kingdom (UK). This has been accompanied by a significant growth in its research scrutiny connected to a busy policy agenda, especially since 1997. With its increased usage, fostering has encountered both difficulties and developments. Children often have emotional and behavioural problems which strain their foster families to their limits and risk placement breakdown. Public sector foster carers continue to be in short supply and keeping them engaged in fostering remains a challenge. Major developments have occurred in response to these difficulties. The use of relatives as kinship carers has increased substantially and the non‐governmental or independent fostering sector has grown rapidly. Until comparatively recently, the knowledge base of foster care in Britain was limited, but the past decade has seen that change and now a substantial body of research knowledge is available in the UK. Values, beliefs, opinions and attitudes on issues (such as religion, LGBTQ, immigration, etc.), and the proliferation of social media platforms have made society not only more diverse but also more divided. Competing and conflicting views and attitudes result in more schisms and disengagement. In addition, conflicts and disagreements on various issues also have resulted in a lack of trust and a reluctance of organizations and publics to engage in meaningful communication. As a result, developing trusting relationships by facilitating dialogues is significant. Trust has been an important construct in past research on organization-public relationships. However, the concept of trust has rarely been discussed in-depth in public relations literature. This special section of Public Relations Review, entitled Enhancing Dialogue and Trust in Diverse Societies, examines whether the current definitions of trust and its dimensions in the public relations literature are adequate in an organization-public dialogic communication setting.  相似文献

Much of the women in management literature has, quite rightly, problematized women's relationship to dominant masculinist organizational practices and cultures, these debates being underpinned by extensive data revealing women's extreme numerical marginalization at senior management level across both public and private sectors. One such site where women have long been under‐represented is education management. Recent research, however, indicates some significant shifts in this regard, specifically in the UK further education sector where the number of women principals has increased sixfold in the past six years. In one sense then, equal opportunity as a political objective might be seen as ‘working’ in one public sector site, with education management no longer a ‘gender exclusive zone’. Drawing on poststructuralist understandings of identity, this article examines this phenomenon with respect to the seductive aspects of management and the issues of ontological security which surround women and men's investment in ‘frantic organizational cultures’. The article discusses some of the tensions, ambiguities and opportunities which might exist for many women managers as they ontologically invest in the ‘secure systems’ of a masculinist organizational culture.  相似文献

Summary and Concluding Observations Employee voice through unions is manifest in various ways in the public sector including unionization itself, strikes, political activity, and challenging managerial prerogatives. In each of these areas there are two faces to voice just as there are two faces to unions. Voice can be used in a more influence-peddling and muscle-flexing bargaining fashion to enhance rent seeking and noncooperative behavior with negative effects on productivity, competitiveness, and resource allocation. Voice can also be used more positively by articulating preferences and trade-offs, improving communications, and involving employees and enhancing their commitment to the organization. In all likelihood both faces of voice apply to unions in the public sector just as they do in the private sector. In the private sector, however, the negative monopoly face of unions has been increasingly constrained by competitive market forces such as globalization and trade liberalization as well as by the industrial restructuring to services and the information economy. Rents are obviously harder to obtain when there are fewer rents on the bargaining table. There is little survival value to pricing yourself out of the market now that market forces are more prominent. In such a private sector environment, unions have generally declined, strikes have dissipated, and managerial prerogatives have been enhanced.  相似文献

Over the past decade, public concern about racial profiling and racially disparate treatment of drivers during routine traffic stops has become a critical issue facing law enforcement. Racial disparities in traffic stops, citations and searches impose serious costs on minority citizens and can strain relationships between community members and the police. Over the past decade, researchers, police administrators and legal advocates have employed various methodologies to measure whether or not, and under what conditions, racial profiling exists. Despite a proliferation of research on the subject, many questions about how to best measure racial profiling remain unanswered. This study provides an overview of the problem of racial profiling and discusses the strengths and limitations of the most common research strategies that have been used to identify and measure the prevalence of the problem.  相似文献
