This paper reports on a study of over 200 young people going missing from residential and foster care in four local authorities. The proportion of young people missing from residential care was high, ranging from 25 to 71% of all 11 – 16‐year‐olds in mainstream children’s homes. Two types of absence were identified: the ‘runaways’ profile (those who ran away or stayed out) and the ‘friends’ profile (those missing to be with friends). There were variations in levels of risk for different sub‐groups within the sample. Risks included immediate risks of victimization, sexual exploitation (including prostitution), offending and substance misuse. A longer‐term risk of detachment was identified among those going missing often, involving high levels of non‐school attendance, detachment from carers and involvement in offending and in substance misuse. Difficulties in the assessment of risk are discussed and approaches to managing risk for young people who go missing from substitute care are explored. Introducing continental European approaches to UK child welfare practice raises a problem of comparison: to what extent are the problems and issues similar to or different from one country compared to another. Social pedagogues trained in continental Europe and working in English residential care services often encountered the phrase ‘our young people are worse’ from their English colleagues, with the implication that the social pedagogic approach was not suitable for the client group. This paper examines two propositions: (1) that in the context of introducing the continental European approach of social pedagogy into children's residential care services in England, young people are ‘different’ in England compared to other European countries and (2) that the placement options and practices for young people living away from their birth parents in continental European countries differ from those in England. Using data from a five nation study of young people from public care backgrounds, the paper argues that while family backgrounds are remarkably similar there are marked differences in the child welfare systems that might account for the perception that young people in care are ‘worse’ in England.  相似文献

This paper concerns the significance of touch in the everyday life of those living and working in residential child care. Public and professional awareness about child abuse has focused attention on the bodies of children and their vulnerability – but the same cannot be said of the bodies of staff members who touch children. This ethnographic study of a Scottish residential child care unit shows such touch to be central to the everyday participation of children and young people in care. On the basis of participant observation, the paper analyses how care workers influence the agency of children and young people by bringing their own bodies into their relationships with them. Based on a relational understanding of care, the paper elaborates on how tender and restraining forms of touch form part of care workers’ professional repertoire of actions. The analysis of various instances of touch in terms of sociology of the body shows how staff members can help to shape children and young people’s opportunities for participation with their own bodies. In conclusion, the paper therefore argues for a professional and reflexive engagement with bodies rather than a general avoidance of touch between care workers and young people.  相似文献

Young people who live in residential care are at greater risk of experiencing sexual abuse and other forms of abuse than those living in other out of home care placements. To better understand how young people perceive and experience safety in residential care, and the things that they most need to be and feel safe, a qualitative study was conducted with 27 Australian children and young people for the Royal Commission into Institutional Responses to Child Sexual Abuse. This paper describes young people's perspectives on what makes residential care safe: supportive relationships, stability and predictability, fair rules, and having some control over their environment. Young people said that safety could be improved with: better appreciation of the risks in residential care; better matching, staffing and oversight; and better-designed responses that involve young people themselves. The findings provide critical insights from young people themselves and argue that adults and institutions need to appreciate their views of safety so as to adequately respond.  相似文献

Children and young people who live away from birth families (through adoption or being in care) need an understanding of their life story, including reasons for removal from birth family to process what has happened to them and to develop a secure identity. We report data produced with care experienced children and young people using a creative sandboxing method capturing hopes and fears for conversations about care in sand scenes. The themes presented emphasise the need for care-experienced children and young people to be supported to engage in ‘difficult conversations’ about their lives in warm, open and responsive ways.  相似文献

Residential child care in Portugal is the most common protection measure in cases of family separation, since family foster care is still very rare. However, little is known about the needs of these children and young people. The purpose of this study is to describe the profile of adolescents close to legal adulthood who are in residential care, comparing it with a Spanish sample. The sample is composed of 345 young people aged 16 to 17 on whom information has been collected regarding their history of protection, family background, schooling, mental health and offending behaviour. A Spanish sample was selected as a comparison group (N = 384). The results reveal the complexity and special seriousness of the profile of young people in residential care in Portugal compared to a Spanish sample, highlighting a high presence of mental health problems and especially suicidal behaviours. Given these results, efforts should be focused on developing specialized residential care programmes adapted to the specific needs of these young people.  相似文献

Despite the shift in emphasis from institutional to foster family care, in the south of Italy children in need are mainly looked after by residential services. These are required to provide family‐style care and to place children on a short‐term basis. Using data from research on a 100% sample of day units, residential services and children in care in the Calabria region, this article investigates the functioning of the system of care for vulnerable children at the sub‐national level, describes looked‐after children’s characteristics and life conditions and questions the extent to which a real deinstitutionalisation process has occurred in this area. Finally, some deinstitutionalisation recommendations are given.  相似文献

The family environment is considered an important influence on a young person's well‐being. The ‘Safety First Assessment Intervention’ is a model of care that considers and incorporates the importance of family environment when assessing and managing distressed young people. This pilot study explores the influence of the ‘Safety First Assessment Intervention’ on the family environment of young people referred to Child and Adolescent Mental Health Services. A pre‐ and post‐design was used, with families completing the Family Survey before and after their assessment/intervention. The Family Survey was correlated with a validated measure of family function, the APGAR, and pre‐intervention. Significant changes in multiple dimensions of family environment, including reduced level of distress for the adult, increased level of distress for the young person, improved sense of how the family felt the adult was managing currently, and improved confidence in family communication were found. There was no significant change in how the adult understood their role in helping the young person manage their distress. A thematic analysis showed trends in the current concerns for young people and adults as well as the difficulty young people in distress have in identifying their strengths. This pilot study demonstrates that the ‘Safety First Assessment Intervention’ can influence the family environment in a positive way and highlights the importance of using a family‐based approach for distressed young people.  相似文献

This article reports on the findings of two evaluations of a major charity's learning from providing ‘non-traditional’ social work placements with young people at risk of social exclusion. The article challenges the terminology of ‘non-traditional’ and ‘non-social work’ placements and examines the potential of these placements in the current social work curriculum and in the light of the recommendations of the Social Work Task Force and directions from the Social Work Reform Board. In particular, the article highlights the ability of such placements to help prepare students for their ‘statutory placement’ in relation to formal assessment, legal literacy, and risk awareness and safeguarding. Overall, it is argued that the time is ripe to champion the creative use of such placements for HEIs, delivery partners, social work students and, most importantly, for service users.  相似文献

This paper reviews the literature on human relational factors and their impact on complex care systems for a highly vulnerable population of children and young people in out‐of‐home care (OOHC). Factors contributing to the functioning of collaborative OOHC systems are reviewed from theoretical and contextual perspectives. The authors posit that secondary traumatic stress and vicarious trauma are central to understanding the impact of relational trauma and the experience of individuals, families, teams, and the wider ecology of collaborative care systems. Given the challenges of working collaboratively across interpersonal, family, and systems boundaries to support traumatised children in OOHC, further research is required.  相似文献

This paper looks at some preliminary findings from research with young people in foster and residential care in the UK who have received advocacy services from a range of local authority and voluntary agencies. The study also includes the views of professionals, from both children's rights and social services. The initial findings highlight the importance to young people of their relationship with rights professionals. They speak about the value to them of care and respect, aspects not always seen as fundamental to rights work. Caring, in its various guises is seen by young people as a vital component of their relationship with children's rights workers. They also see this as important within advocacy work itself since caring about the outcome is often key. A pure individual rights focus with an emphasis on challenge and ‘being heard’ may not take account of the complexity of their situation and may pose difficult dilemmas for young people, especially in dealings with their carers. This ‘caring’ advocacy is not the paternalistic approach of a professional who ‘knows what's best for you’ but is a model based on a strong awareness of ways that young people are excluded and oppressed. It is also about placing a positive value on their contribution as citizens and links to a view of society that gives importance to an ethic of inter‐relationship and care as well as an ethic of individual rights. By applying a theoretical point of departure, the overarching aim of this article is to describe, analyze, and try to understand why care managers in their everyday occupational practice normalize the restrictive approach when older people consider relocation to a residential home. While earlier research to a large extent has drawn attention to how the care managers carry out the restrictive approach, this article pays attention to the circumstances paving its way. The focus is on influences from different sociological levels, thereby ‘stratified’, and from two aspects of discretion, where ‘structural aspects’ refer to choices between permitted alternatives and ‘epistemic aspects’ to practical reasoning under conditions of indeterminacy. With this combination, a multitude of circumstances contributing to the restrictive approach is revealed. Thus, the theoretical model includes levels as well as discretionary powers where formulas constitute the foundation at each level, subsequently related to multidisciplinary references in order to get the practice into perspective. The findings show that the priority given to home-based care in contrast to residential care is repeated and confirmed at each level and besides in an interchange between structural and epistemic aspects.  相似文献

In this article, as a child and family mental health therapist, I connect the feminist concept of ‘provisioning’ and the experiences of ‘young carers’ to critically examine the family care contributions made by older children living in poverty. I present the findings of a qualitative study consisting of two focus groups in which ten (n = 10) welfare‐reliant lone mothers living in Toronto, Canada described the nature and significance of the contributions made by their older children (11–17 years old) to help their families ‘make ends meet’. Using grounded theory, two main categories emerged: (1) the nature of the provisioning by older children, and (2) the significance of the contributions. The implications of the findings suggest that mental health approaches with older children living in poverty inappropriately misrepresent and pathologise their emotional distress and family contributions.  相似文献

While children and young people’s participation is a well‐established research field, much less has been written about the roles that adults play in supporting this participation. This article examines the involvement of adults within participatory forums in English schools and local authorities. Drawing on empirical data from research on children’s participation in pupil and civic councils, the article discusses the complex and sometimes contradictory pressures on adults in their advisory roles with young participants. The article goes on to explore these roles within a broader conceptual framework that counterposes children’s ‘places’ with children’s ‘spaces’.  相似文献

Previous research suggests that the likelihood of runaway episodes among children in out‐of‐home care varies across different communities/regions. However, the potential regional variation has rarely been reflected in attempts to understand runaway episodes in out‐of‐home care systems. The current study examines the effects of child characteristics, family characteristics and child welfare system‐related characteristics on the likelihood of runaway episodes among children in out‐of‐home care, while accounting for county‐level variations in the risk of runaway behaviours. The authors employed multilevel analyses using data on children aged 12–17 from the 2009 AFCARS database. Results demonstrate that the likelihood of runaway episodes varied across counties. Accounting for county variation, children's ages, gender, diagnosed clinical conditions, family structures, number of removals, number of placements, removal manner, and case plan goals significantly predicted runaway status. Initial placements of a cohort of 93 children received into the care of an English local authority over a 3-month period are examined. Sixty-five of the children were immediately placed in a foster home, 20 were placed in a residential home, 4 were received into care in hospital, and 4 remained home on trial. The research reported here focusses on the 85 children initially placed in either a substitute family home (a foster placement) or a residential home. Logit analysis is used to examine the pattern of initial placements. A clearly consistent pattern of placement emerges and a small number of factors explain or predict the initial placement decision. These factors include such child characterstics as age and health, family size and accommodation, and previous care experiecne of a child and his or her siblings.  相似文献
