On September 5, 2012 the inaugural meeting of the European Parliamentary Working Group on Risk (WGR) took place in the European Parliament in Brussels. It is chaired by Mrs. Julie Girling (U.K. Conservative), Member of the European Parliament (MEP), and involves some 10–12 other MEPs representing a wide array of European political parties from across the EU member state countries, including Sweden, the Netherlands, and Hungary. The WGR is supported by a small secretariat reporting directly to Julie Girling MEP. In this background article of WGR, I discuss the background to why WGR was set up, the remit of the committee, and some of its possible future plans. I do this very much in a personal capacity, having suggested the formation of the committee in the first place and persuaded Mrs. Girling to chair it.  相似文献

The U.S. pork industry routinely adds antibiotics to rations of weaned pigs both to prevent illness before symptoms emerge and to increase growth rates. The European Union (EU) is in the process of restricting feed use of antibiotics, and the U.S. is currently reviewing the practice. The strategic issue facing U.S. pork producers is whether another food safety dispute with the EU is worthwhile. This paper evaluates the economic impact of such a ban in the U.S. The analysis uses a set of technical assumptions derived from the experience of a similar ban in Sweden and finds such a ban would increase production costs per head between $5.24 and $6.05; net profit would decline $0.79 per head. On the consumer side, the effects of a ban would raise the retail price of pork by 5 cents per pound.  相似文献

The purpose of this article is to present and test a framework for lean implementation in the agricultural sector, addressing challenges from an operational and strategical perspective. The article builds on the previous literature on the use of Lean and reports empirical data from a lean implementation project in the south-western Sweden, including interviews, observations, diaries and questionnaires. A framework is developed to examine strategic and operational perspectives on Lean Thinking. Using this framework, a number of challenges encountered in Lean implementation are presented. This article is limited to the study of Lean among a group of Swedish farms although its findings may have implications for the wider agricultural sectors. Many societal challenges are linked with agricultural sustainability, stressing the need for productive, resource-efficient, resilient and less wasteful food production. This article is the first to develop and test a Lean implementation framework in the agriculture sector.  相似文献

This article reports the results of personal interviews with multinational managers regarding the changing business environment in the European Union (EU). The study investigates pharmaceutical executives' perceptions of significant issues facing their industry in the EU and what types of strategies these managers might consider undertaking to survive in this regional trade bloc. Mahon and Murray's (1981) typology of strategies for regulated industries is used to evaluate the interview data. Overall, the pharmaceutical managers exhibit a reactive response to the changing pharmaceutical marketplace. The article concludes with a discussion of potential strategies for dealing with the regulated framework governing this industry in the EU.  相似文献

After years of good service, EU legislation on chemicals is currently subject to a major review. This process, initiated by the Council of Ministers at Chester in April 1998, will soon lead to new legislative proposals. In the meantime, a review of the Commission's White Paper on "Strategy for a Future Chemicals Policy," published in February 2001, clearly shows that the regulatory landscape in this area will be significantly reshaped and that a new burden will be imposed on industry to demonstrate that the production and use of chemicals indeed conform to high standards of protection of human health and the environment. In the view of industry, on both sides of the Atlantic, while the objectives of the proposed reform can be supported, the measures proposed in the White Paper to implement these objectives are not properly balanced and will lead to substantial societal and economic drawbacks, unless significant adjustments are made. The purpose of this article is to present the pitfalls and difficulties of the reform as they are perceived by the EU Committee of the American Chamber of Commerce in Brussels, an organization that regroups about 150 European companies of American parentage, belonging to a broad range of European business sectors, including producers and users of chemicals. In view of the transatlantic and cross-business character of its membership, the EU Committee offers a different perspective on the debate.  相似文献

The European Commission has proposed a radical new policy for the regulation of chemicals in the EU in the form of a White Paper. The current system has separate regulatory provisions for "new" chemicals (introduced to the market since September 18, 1981) and "existing" chemicals (on the market before September 18,1981). The proposed future policy will have a single unified regulatory system for all chemicals, which should result in better regulation of chemicals in the EU single market. It will be better because risk assessments will be targeted at the chemicals of greatest concern. Furthermore, the system will be streamlined, making regulatory decisions faster, and thus reducing the so-called burden of the past (the large number of chemicals that have never been assessed for their risks to human health or the environment). The new system incorporates the precautionary principle, which will be applied where there is an early indication of unacceptable risk or where there is undue delay in the regulatory process. Moreover, the new strategy is intended to promote greater transparency for all stakeholders.  相似文献

The T25 single-point estimate method of evaluating the carcinogenic potency of a chemical, which is currently used by the European Union (EU) and is denoted the EU approach, is based on the selection of a single dose in a chronic bioassay with an incidence rate that is significantly higher than the background rate. The T25 is determined from that single point by a linear extrapolation or interpolation to the chronic dose (in mg/kg/day), at which a 25% increase in the incidence of the specified tumor type is expected, corrected for the background rate. Another method used to obtain a carcinogenic potency value based on a 25% increase in incidence above the background rate is the estimation of a T25 derived from a benchmark dose (BMD) response model fit to the chronic bioassay data for the specified tumor type. A comparison was made between these two methods using 276 chronic bioassays conducted by the National Toxicology Program. In each of the 2-year bioassays, a tumor type was selected based on statistical and biological significance, and both EU T25 and BMD T25 estimates were determined for that end point. In addition, simulations were done using underlying cumulative probability distributions to examine the effect of dose spacing, the number of animals per dose group, the possibility of a dose threshold, and variation in the background incidence rates on the EU T25 and BMD estimates. The simulations showed that in the majority of cases the EU T25 method underestimated the true T25 dose and overestimated the carcinogenic potency. The BMD estimate is generally less biased and has less variation about the true T25 value than the EU estimate.  相似文献

International hostile takeovers provide a unique context for studying how corporate governance mechanisms migrate across countries. This paper is prompted by a case study of the cross-border takeover fight between the target companies Scania (Sweden) and MAN (Germany) and the involvement of the owners of Volkswagen, Porsche (both Germany) and Investor (Sweden), 1999–2014. It reveals how incumbent owners in Germany and Sweden—two countries with a history of corporate control through blockholdings, corporatist-governance, state control (Germany) and multiple voting shares (Sweden)—manage to take advantage of the minority shareholders through arbitraging the differences in implementation of a new governance device across borders. The study focuses in particular on the mandatory bid rule (MBR) that forces a shareholder who passes a certain threshold of ownership to bid for the rest of the shares. The study reveals over twenty incidents of breaches of the idea of the MBR, to the detriment of minority shareholders. Building on institutional theory and sociology, the study provides useful insight into how incumbent actors may use bargaining power to capture a new regulation and circumvent it. Furthermore, the case illustrates the importance of legitimacy in the efforts to converge corporate governance systems. Thirdly, it adds to the critique of the mandatory bid rule in countries with a governance system supporting blockholders. Overall, the study raises a number of important issues regarding how national politics shape corporate governance and responds to new actors and coalitions of actors entering the scene. A convergence of takeover regulation not compatible with the legal framework might result in a less efficient than anticipated outcome of the market for corporate control. These results are consistent with the institutional theory perspective that key actors may have a vested interest in resisting change.  相似文献

This article examines actors’ views on legitimacy in governance networks in four Nordic countries. The analysis is based on a survey of similar regional development networks in Denmark, Norway, Sweden and Finland. The countries form a continuum, in which the connection between legitimacy and representative democracy is strongest in Denmark and weakest in Finland. Norway and Sweden fall in between the two. Not only the strength, but also the form of the connection, and the weight given to it vary among the countries. Article contributes to the debate on democracy in network governance.  相似文献

Abstract

This article proposes a methodological framework for analyzing the Europeanization of national planning, that is, EU influence on domestic planning systems and policies. It seeks in particular to examine whether, where, and how Europeanization of national planning occurs and under which analytic frameworks it may be explained. To this end, the article proposes a three-step research approach. First, it highlights the main patterns of Europeanization in the area of national planning in relation to different modes of EU governance and ideal types of Europeanization. Second, it suggests a typology for the examination of the potential effects of the Europeanization of planning at the domestic level. Finally, it develops some hypotheses on how different institutional, socio-economic and cultural contexts may accommodate or restrain the Europeanization of national planning.  相似文献

The dynamics of organizational risk communication is an understudied topic in risk research. This article investigates how public officials at six government agencies in Sweden understand and relate to risk communication and its uses in the context of agency organizational work on policy and regulation. Qualitative interviews were used to explore the practitioners’ views on some key topics in the academic literature on risk communication. A main finding is that there is little consensus on what the goals of risk communication are; if, and how, uncertainty should be communicated; and what role is to be played by transparency in risk communication. However, the practitioners agree that dissemination (top down) to the public of robust scientific and expert knowledge is a crucial element. Dialogue and participation is used mainly with other agencies and elite stakeholders with whom agencies collaborate to implement policy goals. Dialogue with the public on issues of risk is very limited. Some implications of the findings for the practice of risk communication by government agencies are suggested.  相似文献

The aim of this paper is to analyse the impact of several “international” drivers on firms developing or adopting eco-innovation (i.e., eco-innovators), with the help of a bivariate probit model with sample selection and using a database of Spanish innovators. We test how the eco-innovative behaviour of innovative firms is affected by international sources of funding, one international regulation (the European Union Emissions Trading Scheme, EU ETS), customers in foreign markets, cooperation with international institutions and the presence of foreign equity in firms. Our results show that the influence of international factors on the eco-innovativeness of firms is modest. Public subsidies from international sources do not increase the likelihood of being an eco-innovator, although national sources of funding do. The EU ETS and cooperation with international actors positively and significantly affect eco-innovators. Firms with foreign equity are not more likely to eco-innovate and selling abroad does not increase the likelihood of being an eco-innovator.  相似文献

This article explores the governance implications for the UK of the financial crisis. It locates the UK’s system as a differentiated polity within a system of multi-level governance, noting the importance of EU institutions in reassessing the regulatory framework for the finance industry. It explores the historical, political and theoretical context and argues that the reforms so far advocated remain a part of the new public management (NPM) paradigm. There is something of a mix of dynamics involved, and although the debates taking place are wide-ranging, they are rooted in the structures of the past and the present. Governance is hybrid to the extent that it involves diverse organizational forms, jurisdictional domains, and stakeholders across the public and private sectors. This article analyses the governance of household solid waste management in Sweden from a hybridity perspective, with the City of Helsingborg in North-Western Scania in Sweden as an example. The governance arrangements comprise municipal and company-based organizations, conflicting legislation, and long planning and investment horizons. The latter has resulted in significant innovations over the last 20 years, while changes in organizational forms, tasks, networks and jurisdictions have caused tensions in governance processes and relationships.  相似文献

The awareness of potential risks emerging from the use of chemicals in all parts of daily life has increased the need for risk assessments that are able to cover a high number of exposure situations and thereby ensure the safety of workers and consumers. In the European Union (EU), the practice of risk assessments for chemicals is laid down in a Technical Guidance Document; it is designed to consider environmental and human occupational and residential exposure. Almost 70 EU risk assessment reports (RARs) have been finalized for high-production-volume chemicals during the last decade. In the present study, we analyze the assessment of occupational and consumer exposure to trichloroethylene and phthalates presented in six EU RARs. Exposure scenarios in these six RARs were compared to scenarios used in applications of the scenario-based risk assessment approach to the same set of chemicals. We find that scenarios used in the selected EU RARs to represent typical exposure situations in occupational or private use of chemicals and products do not necessarily represent worst-case conditions. This can be due to the use of outdated information on technical equipment and conditions in workplaces or omission of pathways that can cause consumer exposure. Considering the need for exposure and risk assessments under the new chemicals legislation of the EU, we suggest that a transparent process of collecting data on exposure situations and of generating representative exposure scenarios is implemented to improve the accuracy of risk assessments. Also, the data sets used to assess human exposure should be harmonized, summarized in a transparent fashion, and made accessible for all risk assessors and the public.  相似文献

This article makes a systematic presentation of returns to education in Bulgaria, a country that has witnessed a number of dramatic structural changes over the last two decades. It examines the headway of returns to education for Bulgaria in two observed economic regimes — from communism to EU membership. The findings show a steady increase in returns to education for both men and women until 2003. The average returns to one additional year of education rose from 1.1 per cent in 1986 to 5.1 per cent in 2003 for men and from 2.1 to 5.9 per cent for women. Quantile regression estimations between 1986 and 2003 evince that the most prominent increase in the wage premium occurred at the top end of the distribution, where the rate of returns to education increased in particular for women — from a negative and insignificant sign in 1986 to 7 per cent in 2003. However, this increasing trend in returns to education seems to take an inverted U‐shape in 2007, the year when the country joined the EU, which poses a new puzzle to be resolved. To this end, the current article introduces possible explanations for such a puzzle and sheds lights on a number of insightful policy implications.  相似文献

Abstract

The way that European integration influences planning has become a frequent issue for discussion in planning over recent years. Also, the changes in the European Union (EU) resulting from its recent enlargement attract attention from scholars, including planners, mostly from the countries of the ‘old’ EU 15.This contribution tries to join the two topics from the viewpoint of an easterner who has immediate experience of past as well as present issues of planning in East-Central Europe.
