Urvashi Vaid is a community organizer and writer active in the lesbian, gay, bisexual, and transgender (LGBT) and social justice movements for over three decades. She is currently Director of the Engaging Tradition Project at the Center for Gender and Sexuality Law at Columbia University Law School. She is founder of LPAC, the first lesbian political action committee, and sits on the Board of Directors of the Gill Foundation. Vaid's past positions include Executive Director of the Arcus Foundation, Deputy Director of Governance and Civil Society Unit for the Ford Foundation, Executive Director of the National Gay and Lesbian Task Force, and staff attorney for the ACLU National Prison Project. She is author of the books Irresistible Revolution: Confronting Race, Class and The Assumptions of Lesbian, Gay, Bisexual, and Transgender Politics, and Virtual Equality: The Mainstreaming of Gay & Lesbian Liberation, and co-editor of the book Creating Change: Public Policy, Sexuality and Civil Rights. Urvashi has had thyroid cancer and stage III breast cancer.

This article examines three films as they wrestle with the problem of madness through the construction of narrative: Grizzly Man (Director, Werner Herzog, 2005), Capturing the Friedmans (Director, Andrew Jarecki, 2003), and Tarnation (Director, Jonathan Caouette, 2003). There is progression in the narrative capacities depicted and enacted in each film: from the representation of a boundary with the unsymbolizable, through the failed figuration of sexuality, to the realization of a self-reflexive and thus transformational narrative. Working at the intersection of the personal and the social, the article postulates that films can serve as social containers for the elaboration of narratives that allow subjective cultural intelligibility. We are transformed through viewership. Specifically, the relatively new use of videography as a means of recording and shaping life experience creates novel forms of personal narrative that function as social containers. Narratives of personal madness are seen to constitute the true residence of sanity.     

Measuring the non-profit sector cross-nationally: a comparative methodology

As a result in part of the way non-profit institutions are defined and treated in the United Nations System of National Accounts (SNA), little is known about the size, scope, financial base and role of this set of institutions at the international level, even though their importance is increasingly being recognised throughout the world. To remedy this significant lack of systematic information on non-profit institutions cross-nationally, the Johns Hopkins Comparative Nonprofit Sector Project has undertaken a major analysis of the economic role of this sector in twelve countries throughout the world, utilising a more meaningful definition of the sector and an approach that is otherwise consistent with the overall thrust of the SNA system. This paper outlines the basis of the more inclusive definition of the non-profit sector embodied in this project, the classification system formulated to structure data-gathering on this more broadly-defined sector and the data assembly strategy developed to build up key estimates of the scale, structure and revenue sources of the non-profit sector in the project countries. Treatment of the adolescent sexual offender

This article is intended to provide a broad overview of the treatment issues and processes for adolescent sexual offenders. Through the authors' experience treating hundreds of juvenile sex offenders in a state correctional institution, five major treatment tasks are identified: 1. breaking through the offender's denial; 2. addressing offenders' own history of victimization and its impact on their present lifestyle; 3. confronting dysfunctional attitudes and values that support sexual victimization; 4. teaching social skills and 5 changing deviant arousal patterns.Mr. Kahn is Program Director, Echo Glen Children's Center and Affiliate Instructor, University of Washington, School of Social Work. Success is Possible

Omni House, a nonprofit youth service agency, describes how they successfully computerize their manual information system with the help of a full-service vendor. Following approval by the Board and the Executive Director and an analysis of their information needs, a feasibility study was performed which led to the selection of the vendor. The benefits of an in-house microcomputer and the help that the right vendor can provide are discussed. Suggestions for duplicating their successful experience to other agencies are presented.

Karl Tomm is Director of the Family Therapy Training Programme at the University of Calgary, Canada. He is known for his work on Circular Pattern Diagramming and articles detailing the Milan Systemic Approach to family therapy. Construction union programs to regain jobs: Background and overview

All union initiatives discussed herein are based on union demands for monopoly. Unable to compete with the open-shop contractors on an economic basis, the construction unions seek to offset economic considerations with political initiatives. They have been remarkably successful in so doing; yet their membership continues to lag.⁴⁷ The question for the future is whether politically assisted monopoly will smother economics with the public as the big loser. The author is Professor Emeritus of Management and was formerly, Director, Industrial Research Unit, and Chairman, Labor Relations Council.     

The loyalty bind and sacrifice of the self: Family treatment of adolescent schizophrenia and schizophreniform disorder from a psychodynamic-systemic perspective

This article reviews treatment of families with a schizophrenically functioning adolescent from a psychodynamic systemic perspective. Systemic and psychoanalytic conceptions of family binding and the sacrificial nature of schizophrenic dysfunction, both on an intrapsychic and interpersonal level, provide the theoretical foundation for a multi-dimensional approach to treatment. This treatment approach is predicated on reframing of the adolescent's behavior, a co-therapy model of reparenting and multi-family group therapy to resolve the separation-individuation impasse characteristic of such families. The case of a 16 year old boy and his family is used to illustrate the concepts discussed.At the time this was written the author was a family therapist with Child and Adolescent Services, Coliseum Psychiatric Hospital, Macon, Georgia. The following interview with Dr. Les Roberts, Director of Health Policy at The International Rescue Committee (IRC), was conducted in May 2002. Previously, Dr. Roberts worked for WHO during the Rwandan Civil War of 1994 and at the US Centers for Disease Control and Prevention in Atlanta, both in the Refugee Health Unit and at the National Center for Environmental Health.     

Using agency-wide dashboards for data monitoring and data mining: the Solano County Health and Social Services Department

The Director needed accessible data on critical program areas in order to monitor changes presenting potential negative impacts. The Research, Evaluation and Planning division spearheaded the Dashboard featuring the seven program areas (Employment & Eligibility, Child Welfare Services, Mental Health, Public Health, Older Disabled Adult Services, Substance Abuse, and the Special Investigations Bureau), and three administrative units. Deputy Directors specified several key areas that their divisions were mandated to report or viewed as important for monitoring. The Dashboard enables Directors to communicate internally and externally about program results, strengths and growth areas, as well as track progress in relationship to strategic plan initiatives and intervene in areas needing improvement. Executive team members identify critical areas for improvement and the Assistant Director for Research and Evaluation implements corrective action through the Quality Assurance Committee. Agency lessons relate to the importance of automation, data interpretation, and team members' understanding of the indicators, related practice strategies, and contextual factors.

The Fight That Gives Hope: An Interview with Israel Charny

Israel Charny, Associate Professor of Psychology at the Bob Shapell School of Social Work of Tel Aviv University, Director of two university-affiliated family therapy programmes, and Director of the Institute of Holocaust & Genocide in Jerusalem, visited Australia in August 1988 and presented a series of workshops across the country. A major focus of the presentation given in Adelaide was the indivisible connection between the victim of violence, the victimiser who perpetrates it, and the bystander who observes and fails to take protective action. This concept in its broadest sense, at the clinical, organisational and social levels provided a framework for the material in the first part of this article taken from the Adelaide Workshop, and the interview which follows.     

Linking departmental priorities to knowledge management: the experiences of Santa Cruz County's Human Services Department

Federal welfare reform, local service collaborations, and the evolution of statewide information systems inspired agency interest in evidence-informed practice and knowledge sharing systems. Four agency leaders, including the Director, Deputy Director, Director of Planning and Evaluation, and Staff Development Program Manager championed the development of a learning organization based on knowledge management throughout the agency. Internal department restructuring helped to strengthen the Planning and Evaluation, Staff Development, and Personnel units, which have become central to supporting knowledge sharing activities. The Four Pillars of Knowledge framework was designed to capture agency directions in relationship to future knowledge management goals. Featuring People, Practice, Technology and Budget, the framework links the agency's services, mission and goals to the process of becoming a learning organization. Built through an iterative process, the framework was created by observing existing activities in each department rather than being designed from the top down. Knowledge management can help the department to fulfill its mission despite reduced resources.     

A Study of An Alternative School for Pregnant and/or Parenting Teens: Quantitative and Qualitative Evidence

In response to multiple problems faced by pregnant and parenting teens, many alternative school-based comprehensive programs have been established throughout the United States. By collecting data from a sample of enrollees of such a school-based comprehensive program and comparing them with data collected from a sample of non-enrollees, the present study systematically evaluates the program. The results of the study seem to suggest that the program participants were more likely to have higher educational aspiration, better reproductive health outcomes, higher contraceptive use, and more breast-feeding practice and intention than those of their non-participating counterparts. Parents of adults with developmental disabilities: Age and reasons for reluctance to use another caregiver

Parents of individuals with developmental disabilities differ in their expressed reluctance to use another caregiver depending on their age. Older parents, more than younger parents, reported a reluctance to use another caregiver because of financial reasons and the unavailability of qualified caregivers. The results suggest that elderly parents may be willing to leave their developmentally disabled child with someone else but they require financial assistance and education regarding program quality and availability.Jean L.
