Objectives. This article examines environmental policy attitudes, focusing on the differences in preferences across issue type (i.e., pollution, resource preservation) and geographical scale (i.e., local, national, global). In addition, we study whether an individual's trust in government influences environmental policy attitudes. Methods. Analyzing data from the 2007 Cooperative Congressional Election Study, we estimate a series of OLS regression models to examine the public's environmental policy attitudes. Results. We find stronger public support for government action to address pollution issues than resources issues, and stronger support for local and national pollution abatement than dealing with global problems. We also find that Republicans and ideological conservatives are less likely to support further government effort to address the environment, and that more trusting individuals are more favorable to government action to address pollution and global issues. Conclusion. Environmental policy attitudes vary by the nature of the issue; however, political ideology and partisan affiliation are consistent predictors of preferences across issues, even when controlling for an individual's level of trust in government.  相似文献

Over the last decade support for increasing public participation in decisions regarding the planning and delivery of health services has become a familiar feature of the policy agenda for the UK National Health Service. This paper reviews current Labour policy towards public participation and reports on the response of primary care groups (PCGs) to recent Labour directives to make patient and public involvement an integral part of the way they work, presenting the findings of a survey conducted in one English health region. The experience of these PCGs suggests that, despite the diverse backgrounds of board members, there is marked consensus between local and central decision makers as to their understanding of public participation. Whilst academic debates have tended to conceptualize participation in dualist terms as a form of consumerism or of citizenship, the survey data suggest that in the context of local implementation public participation is framed within a new public management perspective which values it as an aid to organizational learning. The findings of this study highlight obstacles to securing effective public participation, including a lack of substantive guidance regarding policy implementation that produces uncertainty amongst local decision makers as to how best to proceed. The inherent limitations of public participation within the new public management paradigm suggest that democratic renewal, one of the goals of the government's modernization agenda, is unlikely to be achieved.  相似文献

Introducing social insurance for long‐term care in Taiwan: Key issues Taiwan will shortly complete its comprehensive social safety net, which includes national health insurance, retirement security, and unemployment insurance, by introducing long‐term care (LTC) insurance – putting it ahead of the many countries that rely on a patchwork of policies to address the need for LTC. The program, to be implemented in 3 to 5 years, will cover all citizens on a primarily social insurance basis. The range of LTC policy options considered is discussed, particularly how to structure the program, how to finance and regulate it, and how to develop its inadequate LTC infrastructure and workforce. Particularly thorny issues include the choice of social insurance, the feasibility of cash benefits, and how to address Taiwan's heavy reliance on foreign workers. Taiwan's increasingly democratic character, along with high levels of public support for the program, creates significant pressure on politicians to deliver on their promises to implement LTC reform. Before the mid-1980s, the development of nuclear power was regarded as essential to facilitate Taiwan's rapid economic growth. Since 1980s, the feasibility of utilizing nuclear power has been intensively challenged. The policy impact of rise of the anti-nuclear movement and environmental movement in conjunction with democratizing trends is especially evident in the controversy over constructing the Fourth nuclear power plant in Taiwan. Ongoing construction of the plant was halted after the anti-nuclear presidential candidate won in Taiwan's 2000 presidential election. However, the decision to scrap the project was abandoned and the project was resumed in less than four months. This article applies the Advocacy Coalition Framework (ACF) to explain and analyze the development of advocacy coalition and policy change on nuclear power utilization in Taiwan. Based on this study, it is argued that the ACF could be more useful for comparative applications if it takes both political context and international influences into account.  相似文献

The Chinese government adheres to the principle of ‘children first’ and actively protects their rights of survival, development, protection and participation through methods such as laws and regulations, policy system, public services and pilot works. The Chinese government aimed to narrow the gap between children's development in rural and urban areas and to continuously improve the level of child welfare. The government complies fully with its responsibilities in raising the overall quality of life for children and improving their health and overall development.

China has 280 million children, and is the country with the most children in the world. China is a signatory of and a country that loyally implements the Convention on the Rights of the Child. Since the economic reform, China's economy has developed rapidly, politics has been harmonized and stabilized, and the degree of social civilization has risen continuously. This paper examines parent participation in local Sure Start partnerships within the broader context of public involvement in policy‐making processes. Public participation is set against a background where an emphasis on participatory democracy is seen as a solution to shortcomings identified with policy‐making and implementation. However, the meaning of public participation is by no means straightforward and gives rise to problems at several levels. Many of these problems emanate from concerns with power and legitimation. While these concerns highlight important aspects of public participation in public and social administration, this paper, drawing on Foucault's concept of “pastoral power”, examines whether public participation is better viewed as a predictable part of governance in modern Western democracies where subjects need to be recruited to exercise power over themselves.  相似文献

The legitimacy of social policies has gained increasing attention in the past decade, against the backdrop of fiscal austerity and retrenchment in many nations. Policy legitimacy encompasses public preferences for the underlying principles of policies and the actual outcomes as perceived by citizens. Scholarly knowledge concerning the legitimacy of health policy – a major element of modern social policy architecture – is, unfortunately, limited. This article seeks to extend the scholarly debates on health policy legitimacy from the West to Hong Kong, a member of the East Asian welfare state cluster. A bi‐dimensional definition of health policy legitimacy – encompassing both public satisfaction with the health system and the normative expectation as to the extent of state involvement in health care – is adopted. Based on analysis of data collected from a telephone survey of adult Hong Kong citizens between late 2014 and early 2015, the findings of this study demonstrate a fairly high level of satisfaction with the territory's health system, but popular support for government responsibility presents a clear residual characteristic. The study also tests the self‐interest thesis and the ideology thesis – major theoretical frameworks for explaining social policy legitimacy – in the Hong Kong context. Egalitarian ideology and trust in government are closely related to both public satisfaction with the system and popular support for governmental provision of care. However, the self‐interest thesis receives partial support. The findings are interpreted in the context of Hong Kong's health system arrangements, while implications for the territory's ongoing health policy reform are discussed.  相似文献

In Taiwan, home ownership has been seen as a privilege of military and civil officers since the R.O.C. government moved to Taiwan in 1949. Taiwan has become a more democratic regime since martial law was repealed in 1987 and presidential election by popular votes was initiated in 1996. Using documentary data, this paper aims to relate the transition in housing policy to Taiwan's political transition from authoritarianism to democracy. We found that after the lifting of martial law, a growing number of social movements were triggered in response to political democratization. Since then, concerns and debates have started on how to revise the housing legislation to promote the welfare and social inclusion of vulnerable groups. A new housing policy that was influenced by the advocacy efforts of an action group was developed in May 2005 to meet social needs and achieve social equity.  相似文献

What are the effects of public opinion on social welfare policies? To what extent is increased financial strain associated with stronger support for anti‐poverty policies? This article tests welfare state theory by comparing poverty, government policy and public opinion on poverty in the UK and Israel, based on rich and detailed comparable survey data on the conditions of the poor in both countries. The results show that, despite similar levels of income poverty and inequality, the poor have a considerably lower standard of living in Israel than the UK. There is considerably greater public support for the poor in Israel but limited government action to end poverty, whereas in the UK there is more limited public support for the poor but significant government action on poverty and exclusion. In both countries there appears to be only a limited connection between social solidarity with the poor and the political elite's rhetoric and action.  相似文献

The privatisation of some essential services in South Africa has raised severe difficulties for those for whom the idea of fees for services is quite foreign and who, in any case, cannot afford to pay for services. The government has developed several initiatives to educate people about the need to pay for services provided by local government, the largest of which was the Masakhane fees‐for‐services campaign. This article describes two recent initiatives that seek to engage local citizen participation, namely, Integrated Development Plans and izimbizo (or traditional forums). These are examined along with the challenges faced by local government in promoting citizenship participation in service delivery within a decentralised system of governance. The article concludes with some recommendations on how citizen participation can be enhanced so as to make the ‘public’ visible in public service delivery and thus improve social welfare services.  相似文献

The deinstitutionalization of mental health care has changed the responsibilities of involved authorities and has led to a continuous need for new treatment forms and interventions. This article describes this development in Europe, and in particular how these new conditions have been handled in Sweden over the past 20 years at the level of governmental policy‐making. Three major policy documents from 1994, 2009 and 2012 were included in this study. To increase our understanding of the policies' contents, we have used theoretical concepts concerning governance, implementation and political risk management. Although our main interest was to find out how the government handles interventions for users of the mental health care system, we found that the policy work is progressing stepwise. The first document, from the deinstitutionalization era, did not discuss interventions clearly. Instead, it was mainly concerned with both practical and economical areas of responsibility. The second document, from the post‐deinstitutionalization era, was more focused on what services should be delivered to the users, while the most recently published document to a greater extent addressed the question of how the support is supposed to be designed. The trend in European community mental health policy has been to advocate services in open forms that are integrated into the society's other care systems. This is also the case in Sweden, and continuous work is being done by the government to find strategies to support the development, and to meet the needs at both political and local levels.  相似文献

This paper explores Taiwan's welfare development from its specific politico-economic situation. Although education and public health are well developed in Taiwan and social insurance is expanding to cover more and more Taiwanese people, the govenmental welfare effort is still too low to meet the welfare needs of the public. This is especially so given our discovery that military servicemen and related groups receive over 70% of the welfare expenditure of the central government while the disadvantaged receive only around 3%. Furthermore, political crises are often accompanied by a significant growth in social expenditure, implying that the purpose of state welfare is to maintain the stability of the Taiwanese state rather than to protect the well-being of Taiwanese people. Political isolation forces the Kuomintang (KMT) to secure Taiwan's role in the international community via economic growth. The development of state welfare cannot be allowed to have a negative effect on this highest priority. The limited resources, therefore, are allocated to economic goals as well as to the KMT–state apparatus in order to keep the KMT in power. However, the democratization of Taiwanese politics since the 1980s has forced the KMT to consolidate its legitimacy from the people and the improvement of social welfare is one measure for this purpose. Whether or not Taiwan becomes a Western-style welfare state through the expansion of state welfare in the near future, it furnishes a useful example with which to examine existing welfare theories.  相似文献

本文利用CGSS2010的调查数据,考察了户籍身份对城市居民公共意识与公共参与的影响。研究发现,户籍身份对移民的公共意识有一定的负面影响,这种影响并没有随着移民收入或教育水平的提高而明显减弱。在公共参与方面,移民表现得更为消极,其中部分原因是由于现有制度对他们的公共参与形成制约。但在群体性事件参与和面临政府不公对待的态度方面,不同户籍身份人群之间却没有显著的差异。虽然收入水平或教育水平更高的居民的确具有更强的公共意识,但并不明显具有更高的公共参与度。  相似文献

How do rural communities manage the challenge of local governance and community capacity‐building, given the policy choices of central government (both state and national) in favour of global resource‐development industries? Central government policy choices expose rural communities to the vagaries of the global economy, even as the Australian government's stated intent vis‐à‐vis rural Australia is the exact opposite: to encourage locally driven economic and community sustainability. Rural development policy in Australia often has the effect of denying the very outcomes it hopes to achieve. On the one hand, government policies encourage rural communities to be independent, to build ‘social capital’, and to add value to their local produce; on the other hand, macroeconomic policies change the contexts within which these communities function, creating a tension which is difficult to reconcile. In the case of the Western District of Victoria, an established agricultural and pastoral region, the cycles of economic activity have been disrupted in recent years by new and exciting global industries whose trajectories sit largely outside local control. This paper questions whether governments have a systemic view of the impact of these competing demands on rural communities, and calls for a more informed, whole‐of‐government policy‐making for the development of Australia's rural regions.  相似文献

In this study, we examine what influences public attitudes toward torture and whether the public's attitude affects or is affected by shifts in presidential policy on torture. We employed ten surveys over five years that looked at approval of torture, as well as two surveys that asked questions about specific methods. We find that public support for torture has risen mildly, but a resilient ambivalence best describes the public's attitude. The public was not affected by the change in government from an administration that strongly supported enhanced interrogation techniques to one that opposed them, and labeled them torture. Public opinion also seemed unaffected by the increased criticism of torture generally. Large majorities oppose most specific methods of interrogation, while at times a majority supports torture in general. We also find support for torture and specific methods is affected most strongly by partisanship and ideology.  相似文献

We ask about the development of childcare policies in Korea and what these mean for our understanding of the gender assumptions of Korean governments. Women's labour market participation has been increasing rapidly, with married women now much more likely to be in the labour market. The provision and regulation around support for women's employment, and especially for mothers’ employment, is a key issue and problem for Korean women and for governments. A number of policies give the impression that the Korean government is moving rapidly towards a policy for reconciling work and family based on a dual‐earner model of the family. But we argue that a close inspection of these policies suggests that the state is still playing a residual role, legislation is not effectively implemented, and government is giving way to the private sector and to the family in responsibility for childcare. Mothers’ accounts of their lives centre on a childcare war played out beneath the apparently harmonious Confucian surface, with resisting husbands supported by powerful mothers‐in‐law, and daily struggles over the management of services. The Korean government and its policy‐makers, far from moving rapidly towards a dual‐earner model of the family, are still rooted in Confucian ideals.  相似文献

The ‘Third Way’ politics of Blair's New Labour government of the United Kingdom has popularised a number of policy reforms centred on a supposedly new discourse of ‘devolution’, ‘inclusion’, ‘partnerships’ and ‘community’. These notions reflect a re‐emergence of the ideas and values of civil society, participation and localism. Key drivers of this discourse are: new conceptions of citizenship; a retreat from the social state to a politics of community; and a questioning of both ‘big‐state’ interventionist and competitive market approaches to public policy. These trends have resonance in the Australian context. The welfare reform agenda of the Australian Commonwealth government together with community building and engagement initiatives of State governments have been sites for these policy directions. Much of the debate surrounding these policies excludes or minimises the fundamental role of an active state by focusing on an uncritical conception of community. Drawing on the notion of network governance, an alternative framework for re‐conceptualising state‐community relations and delivering improved community outcomes is posited. The paper concludes by suggesting possible social governance methodologies for actioning this framework.  相似文献
