This Bulletin reviews recent demographic and socioeconomic trends in the US black population in order to assess changes in the status of blacks relative to whites since publication of the 1962 edition of Gunnar Myrdal's 1944 classic "An American Dilemma." Blacks numbered 26.5 million in 1980, 11.7% of the total population, with 85% residing in urban areas compared to 71% of whites. Some suburbanization is now occurring among blacks but the majority remain segregated in central cities. In the 1970s, more blacks moved into the South than moved out in a reversal of the historic pattern. Blacks have shared the baby bust since the mid-1960s but teenage and out-of-wedlock fertility remain much higher than for whites as well as overall fertility (2.3 compared to 1.8 births/woman in 1979). Black infant mortality is still double that of whites and life expectancy is 6 years shorter (68.3 vs. 74.4 years in 1979). Single parents (mostly mothers) with children now comprise 31% of black families compared to 10% for the general population. Divorce and separation have risen faster for blacks than whites. Many of these gaps are related to blacks' continuing socioeconomic disadvantages: median family income is 56% that of whites; the poverty rate is 3.5 times higher; unemployment is twice as high. Occupational status has improved for blacks and their educational attainment is now close to that of whites, but these gains may be slowed and income differentials unimproved if the current administration's reversal of socioeconomic policy remains unchanged. Blacks are also affected more than other groups by the recent surge in immigrants who compete directly for the low-level jobs on which many blacks must still rely. (author's).  相似文献

This study deals with intervening factors such as family composition, religiosity, and HIV/AIDS knowledge in understanding the association of race and ethnicity with HIV/AIDS-related attitudes and behaviors. Data represent Wave 1 of a five-month panel design involving 10th grade students in eight public high schools in Dade County (greater Miami) Florida. Significant differences in attitudes and behaviors were found among racial/ethnic groups. Specifically, Hispanics had more negative attitudes about condom use than blacks or whites. Whites had the most permissive, and blacks the least permissive, sexual attitudes. Hispanics felt least confident and blacks felt most confident about interpersonal sexual skills. Blacks were most likely to have had sexual intercourse, and whites least likely. Religiosity was found to be a significant intervening variable in the less permissive sexual attitudes of both blacks and Hispanics. The most significant implication of this study is that racial/ethnic differences in sexual behavior can be explained more fully by socio-environmental factors such as family structure or religiosity than by knowledge or attitudes. Thus, interventions directed toward minority populations should focus on the development of alternative social environments that would support more positive behaviors. More specifically, extended family, religious youth groups, and other community organizations should be brought into the HIV/AIDS risk-reduction arena.  相似文献

The 1996 Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) put the need for attitudinal change at the center of efforts to help welfare recipients become economically independent, avoid out-of-wedlock childbearing, and embrace marriage. In this paper, we focus specifically on attitudes, analyzing both differences in values and attitudes between welfare recipients and other women on the cusp of reform, as well as the effects of TANF reforms in two states on the attitudes and behaviors of women subject to the reforms. National data reveal few differences in values and attitudes between welfare recipients and other women once background characteristics are held constant. A majority of both groups believes that prospective parents should marry, but single parents can raise a child as well as married parents. Personal aspirations for marriage and further childbearing also are fairly similar. These similarities may be one reason that the literature has shown TANF to have limited effects on marriage and childbearing. A second set of analyses investigates the degree to which welfare recipients in Delaware and Indiana report that reforms affected their aspirations for marriage and childbearing. Self-reported impacts are greater for fertility than marriage attitudes. Even among those who report their attitudes were affected by reform, recipients appear to have difficulty acting on their marital and childbearing desires, dampening any effects on behavior. These findings reinforce the current sense among researchers and policy makers that more direct reforms are needed to have a substantial effect on marriage and out-of-wedlock childbearing.  相似文献

Between 1960 and 1970 blacks, as well as whites, improved their socioeconomic status. Among both races, educational attainment increased, the occupational distribution was upgraded, and real purchasing power rose markedly. In almost every comparison, the gains were somewhat greater among blacks than among whites and thus most indicators of racial differentiation declined. Nevertheless, the changes of this decade failed to eliminate racial differences with regard to socioeconomic status. In all comparisons, except for the income of certain groups of women, blacks were at a disadvantage when compared to whites both at the start and at the end of this decade, and very large racial differences remain. Further socioeconomic progress by blacks during the 1970s will probably not eliminate racial differences. The article concludes by relating the socioeconomic trends to such other aspects of race relations as integration, governmental policy, and the attitudes of whites and blacks.  相似文献

The inter- and intra-state migration of American families with work-disabled members is a neglected area of empirical study. Longitudinal migration and health status data from the 1996 Panel of the Survey of Income and Program Participation (SIPP) are merged with state-level welfare policy indicators to investigate migration behavior under welfare reform’s emphasis on requiring work and encouraging reliance on social support networks. We use a nested discrete-choice event history model that incorporates the departure decision and interstate destination choice in a single model that tests the effects of state-level welfare policy and economic opportunity characteristics, with state fixed effects, plus family sociodemographic characteristics and social networks, as the basis for comparing migration of families with and without work disabilities. The results show that although families with disabilities and illnesses are less likely to migrate than other families generally, they are “pushed” to migrate if they live in states that do not exempt them from TANF activities requirements. Furthermore, in-migration is inhibited by stringent state welfare illness exemption rules and high state unemployment rates. Intrastate migration is more likely among families who received family and community social support, regardless of work-disability status.  相似文献

In the United States, racial disparities in wealth are vast, yet their causes are only partially understood. In Being Black, Living in the Red, Conley (1999) argued that the sociodemographic traits of young blacks and their parents, particularly parental wealth, wholly explain their wealth disadvantage. Using data from the 1980–2009 waves of the Panel Study of Income Dynamics, I show that this conclusion hinges on the specific sample considered and the treatment of debtors in the sample. I further document that prior research has paid insufficient attention to the possibility of variation in the association between wealth and race at different points of the net worth distribution. Among wealth holders, blacks remain significantly disadvantaged in assets compared with otherwise similar whites. Among debtors, however, young whites hold more debt than otherwise similar blacks. The results suggest that, among young adults, debt may reflect increased access to credit, not simply the absence of assets. The asset disadvantage for black net wealth holders also indicates that research and policy attention should not be focused only on young blacks “living in the red.”  相似文献

Information from the 1979 to 1985 waves of the Panel Study of Income Dynamics is merged with data on respondents’ tract and metropolitan area of residence to examine patterns and determinants of residential mobility between central cities and suburbs. Consistent with the life-cycle model of residential mobility, mobility in both directions declines with age, but on balance the presence of young children deters moving to the suburbs. Among blacks, education increases the probability of moving from cities to suburbs, while high income retains blacks and whites in suburbs. Consistent with the place stratification model. blacks are substantially less likely than whites to move from cities to suburbs, and substantially more likely to move from suburbs to cities, even after standardizing for racial differences in sociodemographic characteristics. High levels of violent crime and unemployment in cities relative to suburbs also tend to spur city-to-suburb mobility or inhibit suburb-to-city moves.  相似文献

Research has shown that negative attitudes toward lesbians and gay men are common and widespread in Western societies. However, few studies have addressed attitudes toward transgender individuals. In addition, although research has shown that homophobic harassment and bullying is highly common among adolescents, little is known about adolescent's attitudes toward sexual minorities. This study aimed to fill these gaps in knowledge, by investigating adolescents' attitudes toward transgender individuals and possible attitudinal correlates of those attitudes. Participants (N?=?188; 62 males and 126 females) were recruited in high schools in Lisbon, Portugal. Age ranged from 15 to 19 years (M?=?17; SD = .96). Participants completed a questionnaire booklet measuring attitudes toward transgender individuals, lesbians, and gay men, and gender role beliefs. Results revealed that attitudes toward transgender individuals were significantly correlated with all attitude measures. Specifically, it was revealed that those participants who endorsed negative attitudes toward transgender individuals were also endorsing of negative attitudes toward lesbians and gay men and tended to adhere to traditional gender roles. A significant gender effect was found with males being more negative toward sexual minorities than females, but these negative attitudes were more extreme toward gay men than toward lesbian women. This paper analyzes the selection processes behind post-schooling transitions into college enrollment, military service, long-term unemployment, and incarceration relative to civilian employment, examining to what extent these processes are racialized. Rather than analyzing a complete set of alternatives, previous research typically focuses on a limited set of these alternatives at a time, and rarely accounts for incarceration or long-term unemployment. Using individual-level panel data on the first post-high school transition from the National Longitudinal Survey of Youth 1997 Cohort, results show that white men experience positive transitions (college enrollment and military service) at higher rates and for longer periods than black men, who experience negative transitions (long-term unemployment and incarceration) at higher rates for longer periods than whites. Competing risk Cox regression analyses reveal that blacks’ transitions are polarized, showing that blacks in the upper distributions of standardized test scores and socioeconomic status are more likely to pursue a college education relative to their white counterparts, whereas blacks in the bottom of the standardized test score and socioeconomic status distribution are more likely to experience negative transitions than whites. Unlike prior research finding that military service provided “bridging careers” for racial minorities, black men are no longer more likely to join the military than whites. Instead, blacks now face a much higher risk of incarceration. Implications for intra-generational mobility and changing opportunity structures for racial minorities are discussed.  相似文献

The low birth weight (LBW) gap between blacks and whites has remained largely unexplained in past research. Most previous research on the topic has focused on LBW as a single entity, and without using a causal framework for. analysis. The present study examines the determinants of race differences in the two main components of LBW-preterm birth (PRETERM) and intrauterine growth retardation (IUGR)-within a partially causal framework that includes social and proximate explanatory variables. The data come from the 1988 National Survey of Family Growth. This study asks, first, through what intervening variables do race and other exogenous sociodemographic variables operate to raise the risk of these adverse pregnancy outcomes? Second, what are the determinants of the two components of LBW when all explanatory variables are included in the model? The findings reveal differences in how race (and other exogenous variables) act through downstream variables to affect PRETERM and IUGR, as well as differences in the net determinants of these pregnancy outcomes. The models are better able to account statistically for race differences in IUGR (which is explained by intervening sociodemographic, attitude, and behavior variables) than in PRETERM (which is explained partly by intervening health variables).  相似文献

Public attitudes towards welfare programs is a crucial topic in the field of social policy research. Current studies on welfare attitudes has long been a lack of an explicit conceptualization, and mainly conducted at the individual level with the focus on self-interest. This study distinguished the dimensions of welfare attitudes into responsibility, efficiency and effectiveness, and examined the factors that influence welfare attitudes towards anti-poverty policies in China. Data used in this study came from Chinese National Survey of Public Welfare Attitudes in 2018 with a final sample size of 8296 respondents from three deliberately selected provinces in China. It concluded that welfare attitudes share the traits of economical individualism, social collectivism and institutional differences. Positive perception of work ethics and social cognition about income inequality were two important factors associated with welfare attitudes towards anti-poverty policy. People who were against indolence, idleness and male breadwinner and who were highly sensitive of income inequality were more supportive of the notion that government is responsible for protecting their livelihood, nevertheless, less satisfied with the current standard of substance allowance and performance of policy implementation, indicating an orientation of both individualism and collectivism of welfare attitudes. Besides, welfare attitudes were also motivated by institutional differences such as regional disparities and migrant identity. Therefore, this study suggests that the government should be need-oriented in dealing with of the different dimensions of poverty, and should establish a more unified and generous social welfare system that benefits both the natives and migrants.

We present the results from a policy experiment in which single mothers on welfare were stimulated to enter the labor market and increase their work experience. The aim of the policy was not per se for single mothers to leave welfare completely but to encourage them to find a job if only a part-time job. Two policy instruments were introduced: an earnings disregard and job creation. The experiment was performed at the municipality level in the Netherlands, a country with relatively high benefits and low incentives for single mothers to leave welfare for work. In our analysis, we make a distinction between native and immigrant welfare recipients. For immigrant single mothers, we find a positive employment effect of an earnings disregard. Job creation in addition to the earnings disregard increased working hours for some groups of single mothers. Although the outflow from welfare was not affected, welfare expenditures were reduced.  相似文献

When evaluating the various aspects of the welfare state, people assess some aspects more positively than others. Following a multidimensional approach, this study systematically argues for a framework composed of seven dimensions of the welfare state, which are subject to the opinions of the public. Using confirmatory factor analyses, this conceptual framework of multidimensional welfare attitudes was tested on cross-national data from 22 countries participating in the 2008 European Social Survey. According to our empirical analysis, attitudes towards the welfare state are multidimensional; in general, people are very positive about the welfare state’s goals and range, while simultaneously being critical of its efficiency, effectiveness and policy outcomes. We found that these dimensions relate to each other differently in different countries. Eastern/Southern Europeans combine a positive attitude towards the goals and role of government with a more critical attitude towards the welfare state’s efficiency and policy outcomes. In contrast, Western/Northern Europeans’ attitudes towards the various welfare state dimensions are based partly on a fundamentally positive or negative stance towards the welfare state.  相似文献

Changing patterns of maternal employment, coupled with stronger work requirements for welfare recipients, are increasing the demand for child care. For many families, the cost of child care creates a financial burden; for mothers with low incomes and those who are former welfare recipients, these costs may be an insurmountable barrier to employment or economic self-sufficiency. Despite increased public spending in this area, the receipt of any child care subsidy appears to be a relatively rare and uncertain event. In this study, we use data from a sample of low-income single mothers (current and recent welfare recipients in California) to estimate the probability of their receiving child care subsidies and the effect of this probability on labor market activity.  相似文献

The findings of the Maternity Survey on the use of infant welfare centres were confirmed in the Follow-up Survey carried out two years later. 68.7% of all the survey mothers used centres, and the children of manual workers (72.0%) and of the black-coated workers (71.4%) were taken more than those of the professional and salaried (59.7 %).

Attendance at centres was more common in the towns than in the rural areas, where mothers often had to travel considerable distances to centres.

The more experienced mothers with several children used centres less than the primiparae. Even so, 61.8% of the wives of manual workers with four or more children had taken their babies at some time before the second birthday.

The average date of first attendance was about 7 weeks after confinement, except for the agricultural workers' wives who made their first attendance at 12.6 weeks. The mothers who intended to use the centres usually made an early start in the first two or three months. Those who made their initial visit later probably came for advice on specific disorders or else for diphtheria immunisation.

Those who made frequent and regular attendances usually started at an early date. There was a general falling off in attendance as the children grew older; over one-third of urban working class mothers with less than four children who used centres at all, did not attend once in the second year, and the attendances of the remainder were less frequent. This lapsing represents a failure of the child health services which needs to be remedied.

The group of working class women who made frequent and regular use of centres even after the first birthday appeared to be among the most conscientious and careful mothers, according to the health visitors' estimates of the bodily care of their babies, and their records on post-natal care and diphtheria immunisation. More detailed studies are required to discover whether other factors have any appreciable influence on continued attendance at centres.

When more adequate premises and more staff become available the problem of persuading a larger proportion of mothers to continue making regular attendances at centres will have to be faced.  相似文献

A comparative analysis was carried out using survey data on attitudes regarding population trends and policy in Italy and in the Netherlands. The results show that current trends and the determinants of those trends are perceived similarly in both countries. With regard to policy, the Italians exhibit much more positive attitudes toward suggested new family policy measures than the Dutch. In the Netherlands, family policy generally is given a much lower priority than other areas of social policy. It appears that having children reflects different values in the two countries. Those who attach greater value to having children are also more in favour of new family policy measures than others. However, the results suggest that introduction of these measures would not raise the reproduction rate to anywhere near a stationary level.  相似文献

Blacks are more likely than whites to have unwanted births. A common explanation for that difference is that blacks use less effective contraceptive methods, use contraception less effectively, and use contraception less often than whites. Analysis of data from 17 cities in our family planning evaluation project suggested that, among women living in low-income neighborhoods, the black-white difference in unwanted births was not due to (1) blacks reaching desired completed parity at younger ages than whites, (2) differences in age or parity in our black and white samples, (3) black-white differences in current use of physician-administered contraception, or (4) blacks being more likely than whites to adopt physician-administered contraception after having an unwanted birth. Black-white differences which might have contributed to relatively more unwanted births among blacks were (1) blacks desired fewer children, (2) blacks were less likely than whites to use nonphysician-administered methods and more likely than whites to use no contraception, and (3) blacks had higher failure rates than whites subsequent to the adoption of physician-administered methods and when not using those methods. Comparisons are made with the 1965 and 1970 National Fertility Studies, and program implications of the findings discussed.  相似文献

This study analyzed one respondent per household who was age 70 or more at the time of the household's inclusion in Wave 1 (1993-1994) and whose survival status was determinable at Wave 2 (1995-1996) of the Survey on Asset and Health Dynamics Among the Oldest Old (AHEAD Survey). At age 76 at Wave 1, there was a racial crossover in the cumulative number of six potentially fatal diagnoses (chronic lung disease, cancer, heart disease, hypertension, diabetes, and stroke) from a higher cumulative average number for blacks to a higher average number for whites. Also, there was a racial crossover at age 86 in the cumulative average number of disabilities in the Advanced Activities of Daily Living (AADLs), from a higher average for blacks to a higher average for whites. Between Waves 1 and 2, there was a racial crossover in the odds of mortality from higher odds for blacks to higher odds for whites; this occurred at about age 81. The results are consistent with the interpretation that the racial crossover in comorbidity (but not the crossover in AADL disability) propelled the racial crossover in mortality.  相似文献
