There are few studies on how social workers deal with cases regarding transnational surrogacy. Our study intends to contribute to filling this gap. In Sweden, surrogacy as an assisted reproductive technology method is not permitted. As a result, many prospective parents have turned abroad, mainly to India, for surrogacy. There are no laws regulating surrogacy in Sweden, and difficulties have arisen in establishing legal parenthood when the parents return with the child. This qualitative interview study with social workers found that legal uncertainty and ethical issues surrounded their handling. With no guidelines, the constructions of parenthood will continue to depend on individual social workers’ conflicting views on how to best meet the surrogate mother’s interest and the best interest of the child. Regulation is thus needed to better protect those involved and minimize the contingent aspects of legal handling by individual officials.  相似文献

In Sweden, the social services’ responsibility for abused women has been reinforced and clarified on several occasions since the 1990s. At the same time, the knowledge of their work is undeveloped. This article analyses the social services’ support for female victims of domestic violence with a focus on organisation, based on the concepts of specialisation and specialists. The study consists of qualitative interviews with 16 social workers in 11 municipalities. The study shows great organisational variation between the municipalities, although most have some sort of specialised units or person-bound specialisation. Colleagues, training and external supervision are factors the social workers emphasise as important in working with female victims of violence, a social problem described as both special and difficult. The different forms of organisation and specialisation influence the support the social services offer abused women.  相似文献

In over 65?years of conflict that followed the creation of Israel and the subsequent occupation of Palestinian land, the official international organizations representing the profession of social work have been in a state of avoidance with regards to dealing with crucial questions about social work under occupation. Until, last year hardly any relevant statement could be traced in the archives of the International Federation of Social Workers and the International Association of Social Workers referring to this issue. This article attempts to provide an initial exploration of the views and every-day professional lives of children and family social workers in the West Bank and East Jerusalem. The authors investigate and reflect on the challenges and opportunities Palestinian social workers face while working in the context of military conflict. There is a particular focus on the impact of the occupation of Palestinian lands and the experiences of trauma affecting children who seek the support of social services.  相似文献

While there is a well-established literature on psychoanalytically-informed baby and young child observation in social work education, little has been published recently. This paper reviews the rationale for its use, evaluating its impact on students’ learning in the light of contemporary policy and practice contexts facing social work education. Analysis of feedback gained from a recent cohort, identifies three ways in which learning through baby and young child observation contributes: firstly, students encounter and learn about the complexity of child development from the direct experience of observing and secondly, observing facilitates the development of important skills for practice; students’ ‘use of self’. Thirdly, through observing, students describe how they develop the capacity to take-up and sustain a professional role. Well-structured teaching and learning through observation is therefore shown to provide a rigorous, theoretically-grounded contribution to the training of university-based social work students entering this complex and challenging professional field.  相似文献

ObjectiveThis paper describes a six-year large scale implementation of the Signs of Safety practise framework in a complex statutory child protection context in Western Australia. The case study documents both the practitioner-led and organisational-led implementation journey as part of the State's child protection system reform drawing on Roger's diffusion of innovation theory and Fixsen's five stage implementation model as conceptual frameworks, and highlighting the key facilitators and barriers.MethodsThe study is a collaboration between researchers investigating the impact and use of Signs of Safety in Western Australia who contributed the theoretical perspectives and analysis; and key personnel from the Department responsible for implementation who contributed documents, manuals, records and personal accounts to form the narrative of the implementation. A naturalist, intrinsic and multiple case study design utilising semi-structured interviews was used to consult with 27 Departmental staff and practitioners. Thematic analysis was utilised to identify key themes and patterns of experiences with the Signs of Safety framework implementation.FindingsMuch can be learned from the journey of the Department and their long term commitment and systematic implementation strategy of Signs of Safety including the significance of leadership, learning and developing initiatives, effective communication, instituting continuous improvement processes and the provision of feedback for individual practitioners. Signs of Safety appealed to natural champions of systemic social work practise within the Department whose organisational culture adapted to align with the principles of the framework in building partnerships and understanding with families, being solution-focused, maintaining an open stance of inquiry and balancing strengths and safety around children whilst concurrently working to solve dangers and harm. As a learning organisation, the Department also utilised case practise implementation teams to be able to move through more successfully the different stages of implementation. In utilising Fixsen's implementation framework, the challenges and gaps to implementation strategies were also highlighted, including a problematic data system and an internal focus compromising the success of interagency collaboration.ConclusionThis discussion paper has provided an overview of the key concepts of the diffusion and implementation literature, and highlighted the importance of utilising theoretical frameworks in guiding implementation of practise models especially in complex statutory child protection contexts. Findings will be of particular interest to child welfare leaders and supporters of organisational change, providing concrete examples of implementation strategies and demonstrates the systemic benefits of a theoretical framework for guiding implementation efforts.  相似文献

We studied how the sex of the aggressor and their motivations for attacking influence the social perception of intimate partner violence, as well as the sex of the observer and their sexist ideology. University students read a scenario in which both members of a heterosexual couple harmed each other owing to controlling or reactive motivations. After that, they were asked to identify the motivations of each partner and estimate the seriousness of what occurred, the number of aggressions described and the frequency of this kind of episode in real life. The results showed that the men and women properly identified the motivations underlying the aggressive behaviours, considered control violence more serious than reactive violence, and perceived more of the first kind of aggression. However, the men estimated a lower frequency of these episodes in real life, especially episodes of control violence. The ambivalent sexism of the men is related to these assessments. These results are particularly important with regard to the debate on gender symmetry/asymmetry in intimate partner violence.  相似文献
