Kibbutz communities and organizations were originally structured to be egalitarian and democratic. The last two decades proved to be a major challenge for their sustainability due to a serious economic crisis. Many scholars have lamented the end of the kibbutz, some of them claiming that there is no place for utopias in the twenty-first century. Kibbutz communities were trying to survive within a turbulent economic and social environment. This article will attempt to analyse varieties in developing sustainability that were adopted by kibbutz communities. Focusing on the impact of the economic crisis, we will investigate processes of value change within the kibbutz, taking into consideration that the kibbutz does not exist in a vacuum but is rather embedded within a society that has undergone transformation processes from a socialistic to a capitalistic orientation. The article will look at different solutions that kibbutz communities have adopted and strategies that kibbutz members used in order to cope with this crisis. We will explain how these solutions and strategies are reflected in members' values and attitudes as well as taking into consideration in which areas value change was fast and in which it was slower. Our analysis will lead to a reflection on the different communitarian and non-communitarian models that might evolve in the kibbutz communities and their possible outcome. The discussion will focus on three dimensions of sustainability methods adopted by kibbutz communities that integrate value change, organizational change, and community processes.  相似文献

In the last 15 years, agri-environmental programmes in Australia have been underpinned by a neoliberal regime of governing which seeks to foster participation and ‘bottom-up’ change at the regional level at the same time as encouraging farmers to become entrepreneurial and improve their productivity and environmental performance without government interference. However, while experiencing a degree of success in terms of farmer involvement, considerable tensions are evident in such programmes. Drawing on an ‘analytics of governmentality’, this paper argues that while current agri-environmental programmes enable authorities to combine often competing and contradictory imperatives under the rubric of single political problems—what has been termed hybrid forms of governing—it also contributes to the continuing failure of these programmes to achieve their desired effects. As a consequence, neoliberal forms of governing tend to be characterised by experimentation with a range of governmental technologies in order to make programmes workable in practice. We explore two different types of technologies—standards schemes and direct government regulation—that have emerged in recent years, and how these have sought to address the limitations evident in ‘participatory’ programmes. The paper concludes by arguing that while these initiatives seek to encourage farmer compliance in seemingly divergent ways, their capacity to be workable, and have broader effects, in practice will depend upon their capacity to manage the competing imperatives of environmental degradation, capital accumulation and private property rights.  相似文献

Since the early 1990s there has been a surge in international efforts to calculate the comparative performance of states in terms of various characteristics of governance. In this article we show how numerical objectification of social phenomena can function to depoliticize potentially political issues. As a case of example we examine the evolving field of measuring good governance through analyzing the documentation of the World Bank Institutes established Worldwide Governance Indicators and its recent contender, the OECD project “Government at a Glance”, which argues to provide an alternative to the existing rankings. Although we observe certain methodological discontinuities in measurement practices of the OECD, these have hardly been serious enough to activate its potential in repoliticisizing the issue of “good governance”. Moreover, the work of OECD further strengthens and legitimates the epistemic expert authority of global index producers.  相似文献

Private governance channelled through social compliance programmes and gender initiatives of multinational companies have had limited impact in tackling gender discrimination in global value chains (GVCs). The United Nations Guiding Principles on Business and Human Rights (UNGPs) provide a public–private governance framework to address human rights globally, including gender equality. This article considers whether the UNGPs can provide a more effective governance framework for addressing women workers’ rights in GVCs. It argues that interlayered forms of governance (involving public, private and social actors) are critical in addressing gender discrimination in GVCs and advancing a gendered approach to human rights due diligence.  相似文献

The state of Oregon’s (USA) land use planning framework has long been characterized by tensions between state and local authority, between traditionally-defined “urban” and “rural” concerns, and between the competing interests of various landowners. An examination of Wallowa County, Oregon’s implementation of House Bill 3326, a 2001 law giving counties the power to define certain agricultural lands as “marginal,” and therefore exempt from restrictions on subdivision and development, illustrates the ways in which these tensions become magnified as rural communities attempt to govern private land use in the context of rural restructuring. Implementation of HB3326 highlighted the tensions between landowners interested in capitalizing on development opportunities afforded by HB3326, neighboring producers concerned about interference from future amenity migrants, and existing amenity migrants with interests in protecting their rural idyll. Contestations over nonfarm development took place in the context of a strong agricultural community identity, concerns about the effects of economic restructuring on producers, and local resistance to the rural gentrification process. The process of defining marginality came to encompass not only technical issues of land productivity, but also broader community contestations over the continuation of traditional land uses and the legitimacy of various actors to govern private land.  相似文献

The aim of the article is to analyse and comprehend the interplay of institutional logics in the realisation of Stockholm's House of Culture, Kulturhuset, hereby beginning to answer the question of what role cultural logics play in cultural development projects. Based on an in-depth case study of the process leading up to the creation of Kulturhuset, the article explores the interplay of a politico-bureaucratic logic and a cultural–professional logic governing the evolution of the project. Following a Scandinavian tradition of interpretative studies of complex development projects, the making of Kulturhuset is framed as an extraordinary project involving a complicated development process. The process dynamics are explored and analysed through the lens of institutional complexity. The article's main contribution lies in its highlighting the interplay of – and nuancing the relation between – institutional logics. It also serves as a reminder of the power of bureaucratic ordering in urban development projects.  相似文献

This article outlines the communication and outreach strategies used by state-based LGBT advocacy organizations. Leaders of these organizations explained through in-depth interviews that their campaigns address four policy areas: non-discrimination, hate crimes, safe schools, and relationship recognition. LGBT citizens and allies serve as spokespersons. They convey stories of the LGBT experience and reinforce LGBT issues as mainstream concerns. State-level advocacy emphasizes that substantive change occurs from the ground up; change nationally requires a critical mass of support first at local levels. This article demonstrates how public relations can serve as a tool for democracy and an instrument of social change, and how “managing legitimacy” can be placed as central to the public relations’ process.  相似文献

This article delves into questions of neoliberal disorientations experienced by disabled people in the context of a participatory development self-help group project from the World Bank in south India. I explore ways in which neoliberal development regimes produce exclusionary forms of inclusion by producing subjects who are ‘able-disabled’. I ethnographically examine ‘who gets counted’ and ‘what gets counted’ within the neoliberal governance framework, and what remains outside. Deconstructing participatory development approaches from a critical disability perspective, the article sheds light on processes of inclusion through exclusion in the neoliberal framework of governance. It highlights what is at stake for disability futures in the context of austerity in the Global South.  相似文献

The literature on transnational activism often associates environmental NGOs with democratic legitimacy, grassroots representation and environmental justice. Authors employ case studies to demonstrate how engaging in transnational networks increases the political agency of environmental NGOs. Yet, there is a tendency mostly to select successful cases. In this article, I investigate the political activities of the environmental NGO, Toxics Link, surrounding the recycling of electronic waste in India. Based on qualitative research, this study shows how the political incorporation of Toxics Link in transnational advocacy networks and domestic governance networks constrains their political agency. The structural exclusion of e‐waste labourers from Indian policy negotiations negates the discursive claims of legitimacy, representation and justice. These incorporation processes create a democratic deficit. I use the insights gained from this case study to provide a critical assessment of theories of transnational environmental activism.  相似文献

Current discussions regarding the relationship between welfare governance systems and employment promotion in disability policy appeal to a rejuvenated neo-liberal and paternalistic understanding of welfare governance. At the core of this rationality is the argument that people with disabilities not only have rights, but also duties, in relation to the State. In the Australia welfare system, policy tools are deployed to produce a form of self-discipline, whereby the State emphasises personal responsibility via assessment tools, ‘mutual obligation’ policy, and motivational strategies. Drawing on a two-year semi-longitudinal study with 80 people with a disability accessing welfare benefits, we examine how welfare governance subject recipients to strategies to produce productive citizens who are able to contribute to the national goal of maintaining competitiveness in the global economy. Participants’ interviews reveal the intended and unintended effects of this activation policy, including some acceptance of the logic of welfare-to-work and counter-hegemonic resistance to de-valued social identities.  相似文献

By engaging the frameworks of boundary organizations and social worlds, this article examines the emergence of non-certified organic agri-food in China by studying its pioneer organization – the Beijing Farmers’ Market (BFM). Based on tri-angulated analysis of texts, semi-structured interviews and on-site observations, we show that BFM allows diverse organic agri-food actors to cooperate by constructing a market configuration that accommodates elements of their diverse social worlds. This study contributes to studies that explore the expanding ‘civic’ spaces in China by explaining how civic actors mediate a public problem under the radar of State regulation. It sheds light on how some seemingly ‘ungoverned’ objects are indeed regulated through social interactions in margins of the mainstream food system.  相似文献

The paper investigates the multiple public‐private exchanges and cooperation involved in the installation and development of CCTV surveillance at Geneva International Airport. Emphasis is placed on the interacting forms of authority and expertise of five parties: the user(s), owner and supplier of the camera system, as well as the technical managers of the airport and the Swiss regulatory bodies in airport security. While placing the issues of airport surveillance in the particular context of a specific range of projects and transformations relating to the developments of CCTV at Geneva Airport, the paper not only provides important insights into the micro‐politics of surveillance at Geneva Airport, but aims to re‐institute these as part of a broader ‘problematic’: the mediating role of expertise and the growing functional fragmentation of authority in contemporary security governance. On this basis, the paper also exemplifies the growing mutual interdependences between security and business interests in the ever growing ‘surveillant assemblage’ in contemporary security governance.  相似文献

In this article, we first review current Japanese urban and regional sociological literature on the COVID-19 pandemic. Some empirical studies of the current conditions, challenges, and difficulties faced by urban communities with the pandemic have loomed large. Although urban governance of infectious disease control has been generally an important research topic in urban studies, there is limited research on this aspect, particularly in Japan. Then, we briefly examine the urban governance of the pandemic in Japan, with a focus on the case of Osaka. Specifically, by analyzing the meeting minutes of Osaka Prefectural Government's countermeasure headquarters, we shed light on what issues were mainly dealt with and what main organizational actors were involved. The results indicate that, in addition to the administrative and political collaboration between central, prefectural, and municipal governments, the involvement of industrial and professional organizations (e.g., medical and economic associations) is particularly salient. This is because the governmental sector in Japan lacks a strong legal framework and a policy implementation capacity for infectious disease control. Consequently, it has requested (through intermediary associations) that residents, businesses, and hospitals cooperate with the government to control the spread of the virus. With regard to the characteristics of the Japanese urban governance of the pandemic, more comparative research between cities and regions in the country and those in other countries will be one of the important issues for future Japanese urban and regional sociology.  相似文献

This article explores the possibilities and constraints for feminist knowledge production and diffusion, and its influence over policy making and public debate in the context of austerity and neoliberal governance. By analysing the process in which a group of Finnish academic feminists used their expert position to influence government policy in 2015–2017, the article illustrates the strategies they adopted to engage in political debates and how they negotiated the new political landscape. The research material was derived from two years of action research and participant observation and is considered through the theoretical lens of governance feminism. The article makes a distinctive contribution to extant theories of governance feminism, by drawing upon theories of affects and ambivalence as a complement to governance feminism's focus on discourses and co‐optation. We coin the term affective virtuosity to highlight the importance of affect in feminist knowledge production and diffusion, and in shaping the various perspectives available to feminist scholars in encounters with politicians and policymakers.  相似文献

ABSTRACT

The implosion of popular struggles against the erosion of economic and democratic rights in the Middle East has thrown into sharp relief the co-constitutive character of neoliberal reforms and authoritarian state practices. This article zooms in on this relationship, and traces the consolidation of a core component of authoritarian statisms by examining how the ruling AKP government in Turkey has facilitated executive centralization. This process refers to a form of state restructuring whereby key decision-making powers are increasingly concentrated in the hands of the central government while democratic avenues to contest government policies are curtailed through legal and administrative reforms, and the marginalization of dissident social forces. I unpack the mechanisms of executive centralization in Turkey by exploring the transformation of urban governance under AKP rule, which has promoted a spectacular degree of state-led commodification of land and housing while simultaneously recentralizing key decision-making powers. The investigation demonstrates that executive centralization in urban governance has paved the way for the swift implementation of contested urban transformation projects marked by a non-participatory approach to urban ‘renewal’, the reconfiguration of the state’s redistributive function vis-à-vis low-income households, and a tendency to exacerbate existing patterns of inequalities in the housing market.  相似文献

The paper considers the lives of women that are invisibilized by the racial penal governing mechanisms of the settler state. It demonstrates how a racial penal governance is configured historically by its interlockings with multiple and hierarchical systems of oppression that intervene differently in the lives of Aboriginal and Torres Strait Islander people and women, convict women, racialized diaspora and marginalized white women. The paper engages with four ‘moments of appearances’ that interrupt and speak back to racial penal governance. Mirzoeff’s The appearance of Black Lives Matter (2017, https://namepublications.org/item/2017/the-appearance-of-black-lives-matter/) theorization of decolonial spaces of appearance is integrated to the analysis of historical and recent moments of appearance visibilized in the testimonials of Thomas Brune, the Aboriginal youth Co-editor of the Flinders Island Chronicle in 1837 in the Wybalenna prison Camp and of Zoe, Alison and Pamela who have lived experience of prisons. In this essay, I trace the Great Masters of Mexican Folk Art exhibition from its inception in a privatized programme managed by the transnational bank Banamex through its multiple instantiations within U.S. museums in order to explore the transnational politics of the exhibition, as well as its role in the diasporic emplacement of Mexican Americans. In so doing, I unsettle the ways we understand the commodification of difference through museum display and argue for the re-conceptualization of the museum as a transnational space in which varied multicultural imaginaries can be engaged and mobilized.  相似文献

Drawing on ethnographic data, this article explores migrant women’s relationships and encounters with the state in South Africa’s largest city, Johannesburg. Focusing on the experiences of people in this marginal location, the article re-examines the notion of ‘urban governance’, which is often understood as the realm of formal urban institutions in which the state asserts its authority and regulatory powers. Through the everyday lives of migrant women we see that local urban practices are not simply shaped by the formalism of state rules and regulations, or their informal illegal counterparts. The way migrant women navigate the city, trade on the streets, and interact with the state and other urban actors illustrates that governance is co-constructed by a multitude of regimes, legal and illegal, visible and invisible. Indeed, women’s lives collapse the dichotomy of the official and unofficial, governed and ungoverned city, in ways that allow us to rethink how we conceptualise the city.  相似文献

The G20 and the OECD recently claimed two successes in global tax governance: adopting automatic exchange of banking information in 2014, and the 2015 BEPS project on taxation of multinational companies. While the former signifies an essential step forward in reducing tax evasion, the BEPS outcomes were criticized for merely patching up flawed taxation principles based on the arms’-length standard. The emergence of global automatic exchange of information is often ascribed to the US who unilaterally enforced its own FATCA automatic information-exchange standard, while no comparable action happened during BEPS. This article investigates the US position on the BEPS outcomes and if a similar unilateral action would have led to more far-reaching cooperation concerning BEPS. By examining the distributional consequences of cooperation in both processes, we conclude that US power in tax governance in both issues is more limited than generally assumed and insufficient to explain global cooperation.  相似文献
