ABSTRACT

This article is about a research project focused on the development of a common knowledge base for social work education in the Netherlands. Recent substantial changes in society and social policy were the reason for a reconsideration of the educational content of social work education. A great urgency was established with regard to the adaptation of the study programs, including a higher level of knowledge. The aim of the project was to provide a knowledge base that creates a bridge between theory and practice and between social work practice and the societal context. The project started with an exploration of literature focusing on the significance of knowledge for professional practice and on existing classifications of the knowledge base in social work education. Subsequently a design-based empirical study was carried out using the Delphi-method. Experts agreed about the definition of the knowledge base and about the design requirements: practice-based, science-based, usable and sustainable. After an exploration of the content, a model was developed consisting of seven building blocks (BBs). The common knowledge base has been established by the Dutch Council of Schools of Social Work and is being used as the basis for the body of knowledge in all curricula of social work education in the Netherlands.  相似文献

The liberalisation of gambling is associated with gambling addiction; thus gambling markets can be interpreted in line with Ulrich Beck's thesis of the ‘risk society’. This article analyses the dynamics of the risk society in the case of Dutch gambling markets. It is argued that a paradigm shift relative to gambling policy—from the ‘alibi model’ to the ‘risk model’—has created a legitimation crisis of gambling policy in the Netherlands. This crisis is characterised by a chain of small but significant adjustments to market forces, justified by changing and often contradictory policy motives. Although gambling markets increasingly tend to be regulated with reference to risks, what exactly constitutes these risks is in many cases controversial. This article highlights the ambiguous nature of the risk society and commercialised gambling.  相似文献

This article reviews sociological approaches to the production, evaluation, and diffusion of knowledge in the arena of scholarly production – the sciences, social sciences, and humanities. At first glance, sociological approaches to scholarly knowledge production seem to congeal around the hard sciences, on the one hand, and philosophy, on the other. I eschew this polarization and construct an analytic frame of reference for analyzing the sociological dimensions of scholarly production more generally. This article maps successive phases of sociological approaches to scholarly production, by overlaying and distinguishing among theories in the sociology of knowledge, sociology of science, and sociology of intellectuals. I analyze classical theorists’ emphases on class analysis and the social function of intellectuals; mid-century adaptations of functionalism, social structure theory, and institutional theory to analyze intellectual and academic life; critical and reflexive theories, including feminist critiques of science and knowledge; recent emphases on how social movement politics and social networks influence intellectual change; theories of the university as a professional arena and a field of culture production; and studies of knowledge-making practices in group research situations. In addition to arguing for more theoretical and methodological precision in analyses of scholarly and scientific knowledge-making, I conclude with cautionary tales and future prospects for sociological studies of modern academic life.  相似文献

Most literature related to the study of processes of knowledge production within social movements neglects how power relations between participants rooted on structural inequalities shape such processes. It also underestimates how such inequalities and the very dynamics of movements intersect in the setting up of the ‘boundaries’ of ‘insidership’ and ‘outsidership’, as well as of the terms implicit in different forms of participation. This article makes a review of theoretical and methodological literature that is relevant to the study of processes of knowledge production within social movements. Based on that review, it proposes the concept of ‘multi‐level power dynamics’ as a tool for future research on the way in which such processes are shaped by power relations between movement members endowed with, or experiencing a differentiated access to different forms of knowledge, as well as with actors within the state and networks promoting the diffusion of ideas and strategies.  相似文献

Abstract

South Africa's Indigenous Knowledge Systems Policy was approved by Cabinet in 2004, and the National Indigenous Knowledge Systems Office (NIKSO) was opened in the Department of Science and Technology in 2006. Proposing the integration of Indigenous Knowledge Systems (IKS) in the arenas of education, commerce, agriculture, the sciences, law, languages, arts, social sciences, and health, the policy document implies several challenges to the idea of knowledge at the postcolonial university, and has significant implications for research and innovation in South Africa. Yet will a dramatically increased budget for research on Indigenous Knowledge Systems bring the kinds of insights and ideas that are needed in order to bring the sciences into dialogue with indigenous knowledge? While arguing for the importance of engaging with the IKS debate, the first part of this paper offers a critique of the conceptual tools contained within the IKS Policy and associated calls for research. The second part of the paper focuses on the question of how universities might approach the task of supporting researchers who are exploring IKS. Arguing that a strong intellectual presence is needed in the implementation of the policy nationally, the paper argues that dedicated IKS research units within universities may be counter-productive to the task of integrating indigenous knowledges with the sciences. However, neither the sciences, nor sociologies of knowledge alone can provide an adequate intellectual home for research on the topic. Rather, if South African universities are to respond productively, there is a need for university executives to remove impediments to teaching and research across faculties and disciplines and between universities, and to stimulate emerging dialogues about the nature of knowledge in the postcolony.  相似文献

This article is about the disability movement in the Netherlands and its strategies for empowerment of disabled people. Only since the end of 2003 has the Netherlands enjoyed anti‐discrimination legislation for disabled people. But, how important actually is legislation for the empowerment of disabled people? To answer this question, we take a closer look at social movements and their involvement in empowerment and active citizenship. We criticise the disregard of differences and care in notions of active citizenship and propose instead the idea of a ‘varied society’ based on the notions of diverse and ‘careful citizenship’. One of our main arguments is that empowerment strategies necessary to create this kind of society are above all bottom‐up strategies. However, the highly organised disability movement in the Netherlands is confronted with strategic paradoxes that have ‘de‐powering’ consequences. Based on these paradoxes, five recommendations for the disability movement in the Netherlands are presented.  相似文献

The term “ecological democracy”, is used here to indicate an alternative democratic model, critical towards laissez-faire, but not anti-liberal. The foundations of this model are in the common capital of the knowledge of social sciences. The paradox of collective action, the existence of entitlements to resources before market trading and of externalities. Despite the increased attention, which has been given to the issue of involving knowledge and experts from the social sciences and humanities (SSH) into the products and works of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), little is known on what the expectations towards the involvement of SSH in IPBES actually are. The aim of this paper is to close this gap by identifying the range of possible SSH contributions to IPBES that are expected in the literature, and discuss the inherent challenges of and concrete ways to realize these contributions in the particular institutional setting of IPBES. We address these two points by: firstly, assessing the literature dealing with IPBES and building a typology describing the main ways in which contributions from SSH to IPBES have been conceived between 2006 and 2017. We discuss these expected contributions in light of broader debates on the role of SSH in nature conservation and analyse some of the blind spots and selectivities in the perception of how SSH could substantially contribute to the works of IPBES. Then, secondly, by looking at one particular example, economics and its use in the first thematic assessment on pollinators, pollination and food production, we will concretely illustrate how works in a given discipline could contribute in many different and unprecedented ways to the works of IPBES and help identify paths for enhancing the conservation of biodiversity. Finally, we propose a range of practical recommendations as to how to increase the contribution of SSH in the works of IPBES.  相似文献

In January 2001, two of the Netherlands' National Councils of Disabled People and of Chronically Ill People merged to form the Dutch Council of the Chronically Ill and Disabled People (CG-Raad). The strategic policy plan of the newly-formed CG-Raad combines the principles of equality and diversity. This article discusses various aspects of current disability policies in the Netherlands and presents the Dutch welfare state as a 'constructed society' whose policy classifications deconstruct people's personal lives. Everyday life in a society of this kind is a very complicated affair for disabled people. Disability management is presented as a way of overcoming the problems caused by these complications. This article presents an alternative proposition--the 'varied society'. This is a society in which all people are regarded as worthwhile. It is also the principle on which the CG-Raad's strategic policy plan, entitled 'Equal Citizenship', is based.  相似文献

Scholars agree that gender inequality is systemic and that participants in gender equality interventions need knowledge on gender inequality processes. However, a detailed view on the specific characteristics of this knowledge is as yet missing. This article aims to contribute to gender equality interventions by conceptualizing and visualizing systemic gender knowledge as an important condition for transformational change. Combining gender and participatory system dynamics literature, this article first introduces the concept of systemic gender knowledge. This concept captures two main characteristics that make gender knowledge systemic: knowledge on the interaction of gender inequality processes and endogenous thinking, here implying a focus on the organization as the relevant level of analysis. In addition to this conceptual contribution, the research contributes methodologically to the gender inequality intervention literature by designing a visualization process, translating written texts into system dynamics models which enable exploration of systemic gender knowledge. Finally, the research contributes empirically by exploring the systemic gender knowledge of participants in two science research institutes of a Dutch university, finding shifts in both characteristics of systemic gender knowledge. This enables researchers to discern whether gender equality interventions lead to increases in systemic gender knowledge, thus supporting transformational change.  相似文献

This article presents an historical analysis of policy in postwar Netherlands concerning ethnic minorities. Between 1946-62, 250,000-300,000 repatriates, largely of Indonesian-Dutch descent, settled in the Netherlands. By 1983, 326,000 people were living in the Netherlands who were nationals of the 9 Mediterranean countries, with the largest groupings comprised by Turks (152,000) and Moroccans (100,500). Between 1960-83, the number of non-Dutch residents increased from 117,600 (1% of the population) to 542,600 (3.8%). It became apparent that government policy in this area was inadequate and that immigration was contributing to social problems. Members of minority groups who have immigrated to the Netherlands are staying in the country permanently and are at risk of sociocultural isolation. Since 1980, policy in this area has sought to create the conditions necessary to enable minority groups to participate in society, decrease their social and economic deprivation, and prevent discrimination through legal remedies. The Dutch minorities policy is not an immigrants policy, but rather a policy aimed at particular deprived groups with a separate culture who are at risk of stigmatization. Research has played an important role in the formulation of minorities policy and has focused on the supply side of the labor market process, housing, education, medical care, and social welfare. Research has aimed to contribute a solid theoretical foundation for the absorption process. Current government policies aimed at promoting the emancipation of minorities include stimulation of minorities' organizations, creation of opportunities to practice minority religions, mass media programs by and for minorities, the provision of education in the native language, and stimulation of minority representation of government bodies.  相似文献

The modern world is characterized by problems that involve systems with social and physical subsystems. They are entangled systems of system of systems with multilevel dynamics. There is no methodology able to combine the partial micro-, meso- and macrotheories that focus on subsystems into a coherent representation of the dynamics of the whole. Policy requires prediction, but the traditional definitions of prediction are not appropriate for multilevel socio-complex systems. Heterogeneous multilevel systems have subsystems that may behave with great regularity over long periods of time, and then suddenly change their behavior due to weak coupling with other subsystems. Thus systems that are usually highly predictable may be subject to rare but extreme events, and this is highly relevant to policy-makers. New ways of thinking are needed that transcend the confines of the traditional humanities, social and physical sciences. Of necessity, this science will be embedded in the design, implementation and management of systems, and therefore the new science will be entwined with policy. Much policy is interventionist experiment. By themselves scientists cannot conduct experiments on socio-complex systems because they have neither the mandate nor the money to design and instrument experiments on the large scale. Policy-makers – elected politicians and their officers – design the future, making it as they believe it ought to be. New kinds of scientific predictions can inform policy but can only be instrumented and tested if there is goodwill between policy-makers and scientists, where scientists are junior partners. Scientists offer policy-makers theories and predictions of social systems based on logical-deductive methods. Policy is generally made on the basis of rhetoric, with the best possible arguments being deployed to support favored conclusions. To convince policy-makers that a particular scientific theory should be used, scientists move from the logical-deductive to the rhetorical. Thus the full theory of a science of complex systems has to provide a logical-deductive metatheory of the rhetorical and logical-deductive systems that make decisions and implement them. Traditional natural and physical science has avoided rhetoric, which is much better understood in the humanities and social sciences. Thus it is concluded that the science of complex systems must embrace the humanities and social sciences not just because their domains of study are relevant but also because their methods are necessary to understand how science and policy work together in complex social systems.  相似文献

The paper (which draws heavily on the results of surveys of civic culture, human resources, and evaluations of educational policy) argues that major changes have come about in the way in which our society is organised. These changes mean that neither the economic market-place nor democracy function in the ways in which they are generally believed to operate. As a result, if modern society is to function effectively, we not only need new concepts of money, equality, democracy, bureaucracy and the role of the citizen, we also need new mechanisms to provide for choice and variety, to evaluate policy, and to hold public servants, managers and institutions accountable for their actions. South Africa's migration policy since 1994 has been described as contradictory and confused. Indeed, there are profound differences of opinion within government and civil society over the best means to deal with what is believed to be a massive and threatening increase in clandestine migration and irregular employment.
Clarity of thought and policy debate has been hampered by an inflammatory discourse which fixates on the issue of numbers, and views all migrants as a problem and threat. Partly this reflects fundamental inadequacies in systems of data collection and analysis, and partly a poor understanding of the causes and character of cross-border migration in Southern Africa.
As a corrective, this article presents an overview of the causes and spatial/sectoral distribution of irregular employment in post-apartheid South Africa, drawing on recent research. It then critically examines efforts to ascertain the dimensions of undocumented migration to South Africa, concluding that the results are fundamentally flawed by the methodologies used. The article then disaggregates irregular migration and assesses current knowledge about each subcategory.
In conclusion, the article argues for a comprehensive labour market survey as the foundation for a coordinated and rational approach to the challenges of irregular migration and employment.  相似文献

Abstract

This empirical research looks into the theoretical supposition that the social fabric can be shaped by educational technologies. It addresses the research question: how (and why) has the introduction of educational technologies into higher education institutions influenced the social configuration? This is answered through a qualitative case study of a Saudi state university, based on analysis of interviews, observations, and documents. Data analysis underpins the supposition of the study, demonstrating that the introduction of educational technologies into a university, for good or ill, deliberately or unintentionally, can engender changes in social structures, practices and relations. The recommendation for policy action, therefore, is that, given the technologically-shaped nature of society, the planning and development process of educational technologies should be more participatory, with all different categories of actors being involved and in turn able to express feelings, articulate needs, and negotiate interests. This process should be intended to arrive at a fuller understanding of these groups’ needs, thus overcoming what technologically constrains them and therefore ensuring that the technological shaping of society does not oppress the affected public.  相似文献

In the social sciences, there is renewed attention to political ethnography, a research method that is based on close-up and real-time observation of actors involved in political processes, at times even extending the definition of these processes to move beyond categories of state, civil society, and social movements. This article examines the emergence of political ethnography from a number of disciplinary locations, such as political science, the cultural turn in sociology, and anthropology, and shows the value of this new approach for understanding how politics work in everyday life.  相似文献

This article critically explores sociological arguments for greater biosocial synthesis, centring contemporary developments in public policy to demonstrate how such a reframing of humanity tends to reinforce existing political orders and socially patterned normativities. The case for further amalgamation of the social and life sciences is examined to suggest that production of somatic markers of truth from relational encounters largely relies upon an anaemic and politically contained version of the social as acquired in early childhood. More specifically, the gendered, classed and culturally specific practice of parenting children has come to occupy a new significance in accounts of social brains and environmentally reactive genomes. This is highlighted through a discussion of ‘early intervention’ as a heavily biologized policy rationale framing opportunities for biosocial collaboration. It is argued that late capitalist objectives of personal investment and optimization are driving this assimilation of the social and life sciences, pursuing an agenda that traces and re‐scores long‐standing social divisions in the name of progress.  相似文献

The contention and politicization of knowledge is nothing new but an inherent part of the scientific endeavour. What is new today is that this practice has been institutionalized and transformed into generally accepted practices for monitoring or regulating the production and/or dissemination of novel knowledge. These practices, which include Bioethics Councils or Committees, citizen dialogues or juries, ethical checklists, ex ante risk assessments or ELSA-type accompanying research, have grown exponentially over the last years and have slowly replaced traditional bottom-up forms of mobilization, even within social movements or civil society organizations. Converging technologies presents both old and new challenges for knowledge politics – in view of its uncertain development and inherent risks but also in view of its philosophical agenda and ethical implications. The question of how climatic changes and hazards affect human mobility has increasingly gained prominence in public debates over the past decade. Despite improvements in the scientific understanding of the subject and advancements in policy, major gaps remain in addressing the humanitarian and socio-economic challenges related to climate migration. In this perspectives article, we argue for a holistic approach and a closer integration of science and policy involving diverse stakeholders in the process of knowledge generation and implementation. We identify five key challenges characteristic for improving the science–policy interface: (i) conflictual political contexts and the securitization of human migration, (ii) simplistic narratives and framing of the subject, (iii) the uneven production and dissemination of knowledge, (iv) limited data and analytical capacities and (v) a selective topical and methodological focus. To address these diverse challenges, there is a need for more bridging initiatives at the science–policy interface that integrate diverse disciplines, approaches and stakeholders. A closer engagement of researchers and policymakers in the form of multi-stakeholder exchanges, capacity-building activities, co-development and co-implementation processes and integrative scientific assessments can help bridge the gap to support the inclusive generation of knowledge and the development of comprehensive policies.  相似文献

The prominence of data and data technologies in society, such as algorithms, social media, mobile technology, and artificial intelligence, have heralded numerous claims of the revolutionary potential of these systems. From public policy, to business management, to scientific research, a “data‐driven” society is apparently imminent—or currently happening—where “objective” and asocial data systems are believed to be comprehensively improving human life. Through a review of existing sociological literature, in this article, we critically examine the relationship between data and society and propose a new model for understanding these dynamics. “Using the concept of the informatic,” we argue the relationship between data and society can be understood as representing the interaction of several different social trends around data; that of data interfaces (that connect individuals to digital contexts), data circulation (trends in the movement and storage of data), and data abstraction (data manipulation practices). Data and data technologies are founded to be entwined and embedded in numerous social relationships, and while not all are fair and equitable relationships, there is ample evidence of the deeply social nature of data across many streams of social life. Our three‐part informatic framework allows these complex relationships to be understood in the social dynamic through which they are witnessed and experienced.  相似文献
