After the Third Meeting of the Eleventh People's Congress, the entire responsibility for agricultural production was transferred to a lower level. Peasants in various areas have adopted the so called production responsibility system, and the phenomenon of an increased population rate has also appeared in some areas. In this article, the author discusses how to solve these problems created by the new situation. The 1st step is try to control population growth through socialist propaganda education, administrative measures, economic incentives and punishments, and family planning work. The 2nd step is to popularize the practice of having only 1 child per household in the rural areas. The 2nd and 3rd child in each family should be controlled and prohibited. This policy formulated by the Central Government should be carried out thoroughly. Families which follow the policy and have only 1 child should be encouraged with economic rewards, and those families which have 2 or more children should be punished economically. The 3rd step is to establish a national work team to be in charge of family planning and birth control. There should be an ideological unity among the nation's leadership. Party members and cadres should establish themselves as good examples for the people so that the population control work may become successful.  相似文献

This article summarizes and discusses the documents concerning family planning promulgated by the Communist Party, National People's Congress and the Government of China since the start of China's family planning program. In 1955 a document was issued entitled the Directive Concerning Population Control pointing out that the public should be made aware of birth control. In 1965 the summary of the 2nd Conference on Urban Work discussed ways of explaining the significance of family planning, to make it a voluntary action of the people. In 1980 the necessity of 1 child per couple was pointed out and policies were formulated regarding ideological and political education. During the 80's several documents were issued which stressed the voluntariness and initiative of the people in practicing birth control, and that any type of coercion was prohibited. For 30 years the fundamental practice of strengthening publicity and education and opposing coercion has remained unchanged no matter how birth policies have been scored in population control since 1979.  相似文献

Since the founding of the People's Republic of China, the development of the population theory has experienced some setbacks. It is important to learn lessons from the past and establish a socialist population theory based on science. During the 1st 30 years of the People's Republic of China, the development of a population theory can be divided into 3 stages: 1) stage one was from 1949 to 1957 -- belief in population control on the basis of sociology; 2) stage two was from the late 1950s to early 1960s -- represented by Mr. Ma Yinchu's "New Population Theory" and the theory of the opposing side; and 3) stage Three began after the 1960s. Throughout the 1960s, studies of population theory remained stagnant, and no progress in this field was possible. In the 1970s, especially since the downfall of the "Gang of Four," the development of a population theory has entered a new stage. 3 problems with the development of the population theory discussed by the author are: 1) an evaluation of Comrade Mao Zedong's thoughts on population, 2) the division of different schools in population theory, 3) the different periods in the development of the population theory since 1949. Mao Zedong did change his thoughts on population control, but he was in favor of family planning and supported studies in population theory. Besides Ma Yinchu, Chin Da, Fei Xiaotong, Wu Jingchao and others also had their own population theories. The author emphasizes the contributions made by Mao Zedong and the Communist Party in the development of a population theory. New accomplishments and experience are expected with the downfall of the "Gang of Four."  相似文献

Results from the 1982 census show great progress has been made in the field of family planning because of close cooperation between the people and the government. Under the influence of the high birth rate in the 1950s and 1960s, a large number of youths are reaching the age for marriage each year, and they are bringing heavy pressure on the population growth. As a result of this situation, family planning work is still urgently needed. A great difference exists between cities and rural areas in family planning work. Economic conditions, cultural and educational levels, occupational characteristics, living environments, and concepts of population growth have contributed to this difference. Henceforth, special emphasis should be placed on family planning work in rural areas, so that the large scale population groth in the countryside may be brought under control. In areas of scientific management, propaganda and education, and technical measures for family planning, modern and and progressive methods should be used in order to reach the national goal of controlling population growth.  相似文献

Mao Zedong's thoughts on population were based upon the positions, viewpoints, methods, and basic theory of Marxism, with some adjustments made according to China's practical situation. The population theory of Marxism was developed and used with creative elements. Mao Zedong's thoughts on population can be summarized in three points: (1) An understanding of China's backwar economy and culture and their relationship to overpopulation. There is an urgent need to solve the population problem. (2) An understanding of the close relationship between material production and the reproduction of human beings themselves. A balance between the two should be achieved. (3) Family planning should be practiced so that population growth may be put under control. Under the leadership of Deng Xiaoping, the Party's Central Committee has reconfirmed and developed Mao Zedong's population thoughts in various important official documents and writings. In such new writings, special emphasis is placed on the fact that with limited arable land, China has to plan its population growth and that family planning should be made part of the national policy. With ideological education serving as a foundation, special administrative actions and economic measures should be taken to motivate and transform the general public. Mao Zedong's thoughts on population and related new developments represent the crystallization of the Party's collective wisdom.  相似文献

China is facing a baby boom in the next ten years. Now is a perfect time to formulate legislature on family planning (FP) to strengthen the current policy and regulations in order to slow the momentum of excessive population growth. As a result of current economic reform and implementation of the rural household responsibility system, the migrant population has increased tremendously. The fact that millions of rural farmers are shifting to non-agricultural areas created new challenges to the effectiveness of traditional measures of the FP program. Promulgating laws and legislature will facilitate the job of FP. The law should stress the restriction of population growth and encouraging one child per couple. In the rural area it is not feasible to implement the one child policy indiscriminately. Under the policy of one child for a majority of the couples, no third birth is permitted. Local governments should be given the authorization to grant permission for second births for special cases within the birth planning quota. Allowing people living in poor and less developed areas to have more children and granting mothers of handicapped children permission to have an additional child were in fact facilitating the deterioration of the quality of the population. Some current policy in rural income distribution and social welfare was beneficial to large-sized family. Such policies should be changed to give incentives to small-sized families.  相似文献

Is it good or bad to have a large population in China? Comrade Mao Ze-dong said "it is good and it is also bad." Our population is an asset, and we should use this asset and wisdom in our nation's "Four Modernizations" program. On the other hand we should control the population growth and reduce the resulting burden. Marxism recognizes 2 types of production, material production and human production. Both are interrelated, mutually dependent, and beneficial. Comrade Mao criticized concepts and practices that disregard the interrelationship of these 2 types of production. According to Comrade Mao both types of production should be included in the national economic plan, and the proportions of material production and human production should be the basic proportions of our socialistic economic development. Comrade Mao mentioned that population growth should be planned to fit and benefit social development. He suggested establishment of a series of family planning offices or committees to study and implement the family planning program, to develop a longterm plan, to consider the people's wishes in family planning, to meet the people's requirements and desires, to educate people about family planning, and to recommend government funds for the program.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

Recently, the Party's Central Committee held numerous meetings to study the problem of family planning. The main goal of these meetings was to find a correct family planning policy, which should be based on common sense, support from the people, and reasonable work from the cadres. Family planning policies and regulations should be realistic and creative. In the implementation of policies, different methods should be adopted for varied situations, and there should also be appropriate guiding principles for different categories. To cope with a new situation, creative methods and approaches should be chosen in order to implement the family planning policy. The correct method will ensure complete implementation of the policy. In family planning work, the first step is the improvement of ideological education, so that the people may have a correct understanding of the need for family planning. In the technical management work of family planning, a constant improvement in the quality of service should be the goal. Through practical working experience in family planning, some rules and regulations will be found, and they should be used to promote the management level and the level of family planning work in general.  相似文献

Since the establishment of a responsible production system in the countryside, the living standard of the general public has risen constantly, but a new problem in family planning has also occurred. A great many people believe that more male children will eventually provide more labor and thus more income. Consequently, there has been a gradual rise in the birth rate. A crucial problem which needs an immediate solution is how to match the population growth and agricultural production. As a responsible production system is established, an appropriate family planning system should also be established. Married couples of childbearing age should sign contracts concerning family planning and should follow regulations outlined in the contract. Contract violators should be punished with fines, and thoas who follow the contract should be offered economic rewards. Cadres and responsible officials should take full responsibility for reaching the goals set for their respective county, district, commune or brigade, and their people should be rewarded or punished according to their performance. Special care should be given to the old, handicapped, orphans and widows and those who suffer from illness. Households with only one child should be awarded and encouraged with additional benefits. Taking full responsibility is a concept which should be used extensively in agricultural development, production management, and family planning.  相似文献

This report examines how the Yi Yang District of Hunan Province carried out the Central Commitee of the Chinese Communist Party's No. 7 Directive, i.e., the directive requiring the people of the county to take comrehensive measures, as opposed to single methods, to promote birth control. Yi Yang District officials in charge of Family Planning established a new and comprehensive program promoting birth control, stressing 4 major points: 1) a voluntary policy, 2) suitability of the birth control method, 3) safety, and 4) convenience. Under the voluntary policy they emphasize that people must be free to choose their own means of birth control based upon physical considerations and personal beliefs because compulsory measures are generally resisted. Secondly, the method of birth control must be suitable to the individuals involved. Local family planning agencies have been very effective in helping couples establish medical records and in providing them with practical advice. The third concern of the Yi Yang District officials is with assuring people of the safety of the birth control method chosen in order to eliminate unnecessary fears and anxieties about possible side effects. Finally, they stress that family planning assistance should be made available to people at any time. These family planning measures have proved to be very successful and bring about lasting results.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

4 areas are covered in this speech delivered on January 10, 1983. 1) Looking back on China's post-Liberation population problems: as early as the 1950s, the Party and scholars such as Ma Yinchu recognized the need to control population growth. For instance, a 1952 directive instructed the Public Health Bureau to encourage the use of condoms and diaphrams. When Ma Yinchu's studies showing alarming population increases were made known to Mao Zedong and published in the People's Daily in 1957, the "new population theory" was formed, which advocated population control. But before this idea gained currency, Ma suffered criticism in 1958 and population studies was virtually halted. Between 1958-61, as China entered difficult times, the birthrate declined. By 1962 the rate increased, leading the Central Committee of the Chinese Communist Party to issue a directive to control population. Again in 1971 the Central Government set population goals and incorporated population policies into national economic planning. When the wrongs of the Cultural Revolution were redressed, Ma Yinchu regained favor and demography entered a new era. 2) The responsibility of demographic studies: one of the most important tasks of demography is to solve the problem of confining the birthrate to 16-17/1000 annually, so that by 2000 the total population would be 1,200,000,000. This can only be done by advocating 1 child per couple, closely con trolling a 2nd birth and discouraging all 3rd births. 3) The contents of demographic studies: both immediate and future problems must be addressed. Areas of study can include sex ratio, marriage, family, population and land distribution, fertility, or an aging society. 4) Science research must embody a scientific attitude: it is best to follow the example set by Ma Yinchu, whose work was based on actual investigations in the field. Psychology has significance in family planning work, because it may promote the scientific nature of family planning work and thus increase its effectiveness. Since people have some common aspects in their psychological process, family planning workers should master some common rules of the people's psychological process in order to understand psychological trends and possible behavior. Through this method, family planning workers may find how to adjust to problems they may encounter in their daily work, such as the worries about a single child being too lonely, spoiled, and hard to handle for the parents, the traditional belief that more children represent good fortune, and more male children may provide security for one's old age. Traditionally, the Chinese people believed that only male children can carry on the family line and that more children will provide a larger labor force, which is beneficial to a family's financial situation. In family planning work, all such incorrect ways of thinking should be corrected and revised. Studies of children's psychology should also be developed so that children may develop a healthy mentality. Family planning is a very important part of the Socialist cultural civilization, and it has a great impact on the ideology, ethics, and change of moral concepts. The old concept of having a large family and favoring boys over girls has been changed because of the popularization of family planning, and the overall quality of China's population can thus be improved. In the practical work of family planning, construction of the Socialist cultural civilization should be handled well. Science should be developed and taught to the general public, and the traditional ideology concerning birth and population should be gradually changed and eliminated. In this way, people will become more conscious of the need for family planning. In the meantime, efforts should be made to promote social welfare, such as the establishment of more and better daycare centers and nursing homes so that the common worries about family planning can be removed. The people should gradually learn about their rights and responsibilities as citizens and understand that family planning is in the best interest of the whole country as well as for the good fortune of later generations. In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

China conducted its 1st nationwide Family Planning Publicity Month in 1983, from New Year's Day to Spring Festival (February 13). The campaign emphasized the rural areas and focused on explaining why family planning is a state policy. The most noticeable achievements of this campaign were that every household became familiar with the fact that family planning is a basic state policy. The majority of the population take this policy seriously, realizing that strict control of population growth is both a good and imperative policy. More than 1,830,000 propaganda columns and photo exhibitions were displayed, 5,900,000 radio and television programs broadcast, 2,010,000 theatrical performances, movie and slide showings presented, and 97,000,000 copies of materials published for public dissemination. The activities were varied and interesting, vivid and lively, and purposeful and persuasive. 1 of the most effective methods of publicizing population control has been the presentation of comparative statistics. This aspect of the campaign was a specific and lively form of education in population theory and practice. The presentation of statistics that show the relationship among population, land use, grain produce, and income enabled the population to reason out why population growth needs to match economic and social development. Another important accomplishment of the publicity month was that a large number of couples of reproductive age became convinced of the need to use contraception. According to the incomplete statistics, 8,860,000 people had surgical operations for birth control. The universal promotion of ligations by either partner of a reproductive couple who already had given birth to a 2nd child was an important development of family planning technique promoted simultaneously with the promotion of IUDs. The increase in the number of people doing family planning work was another achievement of the publicity month. More than 15,240,000 publicity personnel and 760,000 medical personnel were trained. The enthusiasm of the Party and the people contributed to the success of the publicity month. The success of the publicity month is inseparable from the achievements and experience gained through China's longterm pursuit of family planning.  相似文献

China's family planning program is implemented under the unified leadership of the Chinese government. The main responsibilities under this program are to set up and strengthen family planning offices at all levels, formulate relevent laws and regulations, work out programs, principles, and policies for population growth, carry out intensive publicity and education, speed up scientific and technological research on family planning, and mobilize all the people and related departments to support the work of family planning. Family planning in China is practised on a voluntary basis. Education on patriotism is conducted among the people to enable them to see that strict control of population growth and conscious practice of family planning according to policy have a crucial bearing on China's prosperity and well being. As shown in practice, China has not only succeeded in maintaining sustained and steady economic growth, but has also succeeded in drastically reducing the population birth rate, death rate, infant mortality rate, and in extending average life expectancy. This demonstrates the superiority of China's socialist system. To control the growth of the population is an extremely arduous task. However, as long as China keeps to a practical and effective policy, the goal of keeping the total population at around 1.2 billion by the end of the century can be attained.  相似文献
