In this paper we suggest that there is a need to examine what is meant by “context” in Social Psychology and present an example of how to place identity in its social and institutional context. Taking the case of British naturalisation, the process whereby migrants become citizens, we show that the identity of naturalised citizens is defined by common‐sense ideas about Britishness and by immigration policies. An analysis of policy documents on “earned citizenship” and interviews with naturalised citizens shows that the distinction between “elite” and “non‐elite” migrants is evident in both the “reified” sphere of policy and the “common sense” sphere of everyday identity construction. While social representations embedded in lay experience construct ethno‐cultural similarity and difference, immigration policies engage in an institutionalised positioning process by determining migrants' rights of mobility. These spheres of knowledge and practice are not disconnected as these two levels of “managing otherness” overlap—it is the poorer, less skilled migrants, originating outside the West who epitomise difference (within a consensual sphere) and have less freedom of mobility (within a reified sphere). We show that the context of identity should be understood as simultaneously psychological and political.  相似文献

Issues related to paid work and care are of global importance, reflecting the twin pressures of population ageing and efforts to increase labour market participation. Informal carers of sick, disabled or older people can experience tensions between policies aimed at support for care and support for employment. This article discusses a study of carers’ decision‐making around work and care, drawing on evidence from interviews with 80 working‐age carers in England. Carers are not homogeneous; their circumstances and needs differ reflecting age, gender, ethnicity, labour market participation, and the condition and/or needs of the person they support. This diversity is illustrated by contrasting rural and urban carers’ decisions and experiences about work and care. Key factors that impact on carers’ decisions are: current and anticipated financial need; the constraints arising from receipt of carers’ and other means‐tested income maintenance benefits; personal identity; job opportunities and scope for flexibility; social services provision; carers’ own health. Distance, travel times and transport are unique additional challenges for rural carers who (wish to) work. These difficulties are further intensified when they intersect with other factors such as the Carer's Allowance, the local labour market and social services provision. The findings are evaluated in terms of the adequacy of current government policy measures.  相似文献

This paper focuses on the Chinese government’s policy of purchasing social services and discusses how relevant organisations provide social work and develop it within local socio-political and cultural contexts. An ethnographic research method was adopted for the study by the first author while participating in social work development in Q City. We argue that the policy of purchasing social services succeeded in achieving “embedded development” but also created a “conjuncture structure” in cultural reproduction. However, due toprofessional social workers in China have, in practice, passively responded to the conjuncture there has been a failure to reproduce professional values of social work in the Chinese cultural context. Therefore, further development of social work in China needs to strengthen cultural reflection in practical actions, focus on the exploration of cultural connections between social work practice and local communities, and enhance the cultural capacity of social workers in the local cultural context.  相似文献

Nybom J. Activation and ‘coercion’ among Swedish social assistance claimants with different work barriers and socio‐demographic characteristics: What is the logic? The study analysed how the work barriers and socio‐demographic characteristics of both activated and non‐activated social assistance claimants influence their participation in activation and exposure to coercion, measured as two opposite indicators – sanctions and exemptions. The study covered 372 social assistance claimants in four municipalities during a period of 1 year. The results suggest that resource activation, which entails education and/or work practice in regular workplaces, often targets claimants who lack work motivation, whereas job activation, which aims at quick entry into the labour market, targets young claimants and claimants who lack formal skills (education and/or work experience). Swedish men older than 25 years appear to run the highest risk of facing sanctions irrespective of participation in activation. Exemptions vary more than sanctions between activated and non‐activated claimants. The results are discussed in terms of five logics operating in social work.  相似文献

In the last decades, activation policies and practices aimed at getting people off benefits and into work have been at the forefront of social policy. One of the challenges of activation practices is that social services with a narrow specialist focus fall short in supporting vulnerable target groups. A growing body of social work literature recognises that both generalist and specialist social works play an important role in supporting vulnerable target groups that face wicked problems. We conducted a participatory action research on how specialist social workers may adopt the principles of generalist social work in counselling and guiding people with multiple and complex needs towards the labour market.  相似文献

Recently historians have produced several important synthetic works explaining the decline of labour. Much of the scholarship advancing or supporting declension narratives of US labour are national studies grounded in political and urban history. In declension narratives, national business, political and labour leaders emerge as the primary actors, while pushing rank-and-file workers to the side. Declension narratives also neglect serious analyses of race and class formation, gender, radicalism and workers’ agency. This article argues for an approach that integrates more social history concerns into twentieth-century US labour history without forsaking the most illuminating contributions of declension narratives. Such a model illuminates and interrogates workers’ agency in response to political and economic transformations after 1945. An approach integrating social history would contextualize the construction of solidarity and identity formation in political and economic transformations such as deindustrialization, the rise of the retail and also the service economy. Rather than explain the history of US labour from a national perspective, the approach would also feature local studies. This article suggests that, by incorporating some or all of the aforementioned points, scholars of US labour history could deepen or challenge declension narratives that either marginalize workers or reduce them to passive victims.  相似文献

This study examines field of study patterns and their determinants among Chinese and Taiwanese students who come to the U.S. for the purpose of advancing their education. I argue that field of study choice is the result of both economic incentives as well as cultural and social values. Results suggest that funding from U.S. university sources channel Chinese and Taiwanese students into science- and technology-related fields. This study also suggests that choosing field is a gender-specific behavior that is affected by cultural and social values, as well as structural factors, such as educational policy. Despite the gender gap in choosing field of study, women from China are more likely to choose science- and technology-related fields than those from Taiwan. This may be the result of China’s central government’s claimed campaign for gender equality. Such an alleged campaign may have created perceived equality and confidence within women that encourage some women to enter male-dominated fields.  相似文献

International comparisons of emotional wellbeing rarely account for the situational and social context of the experience of emotions (such as happiness or pleasantness) associated with everyday activities. A small number of studies have revealed the emotional context of the daily time‐schedules of Americans. Knowing the emotions people associate with patterns of experience opens up the possibility of modelling how national emotional wellbeing might change, should policy persuade people to alter their routines. We compare time‐use patterns in two countries with relatively similar cultural and institutional contexts, Australia and the United States, to see how people in the United States might feel if they altered their routines to live more like Australians. We find that such a change could yield a reduction in unpleasant time in certain categories, such as paid work, but at the cost of losing more pleasant time in other activities, including socialising. We also find that men and women are likely to have different responses to policies that alter general behaviour. This paper highlights the need for future research to explore the emotional diversity, emotion work, and gender gaps in the emotional wellbeing of nations.  相似文献

Migrant workers in the Chinese construction industry have been described as ‘indenture labourers of the twenty-first Century’. Under the guise of flexible work and high salary, there exist serious problems such as lack of an employment contract, poor working conditions, and the delay of payment. The origin of these problems lies in the subcontracting production regime of the construction industry that masks its labour relationships. The system also makes the intervention of industrial social work, labour rights protection and advocacy of corporate social responsibility ineffective. Based on a case of a migrant construction worker service organization, this study provides preliminary explorations on an indigenous model called ‘transformative social work’ in China. This model includes long-term education to raise civil and class consciousness, encouraging workers to fight for their own rights, facilitating the development of workers' union, connecting the support from university student volunteers and university teachers, striving for the empowerment of migrant construction workers, and the transformation of the production regime.  相似文献

Does the way we think about our personal self‐complexity affect how we accept others? Researchers have offered various conceptualizations of how individuals manage their complex identities, while others have identified links between cognitive complexity and acceptance of outgroups. This paper integrates the two bodies of work by positing a route by which personal identity conflicts may lead to cognitive and cultural pluralism. For individuals committed to multiple identities perceived as conflicting, the intra‐psychic experience of value conflicts may lead to a recognition of self‐complexity, which is then transposed from the personal domain to the social one and expressed as a pluralistic attitude towards others. This argument find support in a study of Israeli Jewish Orthodox psychoanalytic therapists who belong to what they perceive as non‐pluralistic religious groups, yet express value pluralism, which they attribute to their complex identities. One of the educational implications of this study is that facilitating engagement with internal complexity, multiple identities and personal value conflicts may promote pluralistic thinking for individuals in religious societies.  相似文献

This article examines the nexus between professionalism and the representation of social problems among some young people. It considers how policy and professional interventions involve problem-setting as well as problem-solving activities. A central argument is that a primary effect of both professional activities and of major changes to the youth labour market has been an extension of dependency for many young people. No matter how young people experience the disappearance of the youth labour market, the fact remains: most young people have been permanently excluded from full-time work. As we reach the close of the twentieth century and without essentialising ‘youth’ it seems that more and more young people are unable to live autonomous lives that resemble adulthood until their mid-twenties. For some young people staying on in education, remaining out of the full-time labour market until their mid-twenties may not mark a dramatic shift in their experiences, but for other young people such trends have a dramatic impact on their life-worlds.  相似文献

In postwar Western Europe social policies in the wider sense relied in many countries on neo‐corporatist policies of implementation. Since the 1980s such policies have ceased to be as dominant as they used to be, being associated with what has been called “policy communities” and “policy networks”. As far as the reforms pursued by many countries in order to readjust their economies and labour markets are concerned, significant shifts of such a kind were observed. Illustrations of these trends are presented in a comparative section. We attempt to demonstrate the dual structures of social policy formation and implementation, i.e. neo‐corporatist and network/policy community policies, and to discuss the “how” of such policies, i.e. their “raison d’être” and their “real world” enforcement. Against a background of various semi‐corporatisms and adversarial trade union politics, Greece is trying at the moment to adopt this pattern in several social policy areas, though this is not yet quite visible. Neo‐corporatism is also enhanced. We attempt to show where neo‐corporatism is tried (e.g. certain “social dialogue” structures) and where policy communities are encouraged (e.g. public health, local social policies, etc.). Sometimes the boundaries between the two systems are blurred, with some social dialogue committees appearing as quasi‐policy communities. Finally we endeavour to examine the outcomes of such policies and to see their inner logic against the theoretical background. The concept of multilevel governance as a wider policy instrument which incorporates both the above systems is of special interest here.  相似文献

Abstract

The aim of this paper is to describe some of the distinctive cultural practices evident in Niuean men's drinking behaviours. The paper is also intended to illustrate that alcohol is an integral aspect of the Niuean culture and part of the system of cultural exchange. Alcohol has become an integral component of Niuean cultural rituals to the extent that celebrations and festivals are thought to be incomplete if alcohol is not present. Alcohol is used as a tool for expressing cultural values such as fakaalofa (gifting), generosity, respect, status and host obligations. Finally, alcohol is used as a symbol of ‘being Niuean’ and being a ‘real’ Niuean man. This paper will describe how practices specific to Niuean men such as drinking the ‘Niuean way’ and kalaga are symbols that help to reinforce men's cultural identity, enhancing their feeling of communal identity. It is important to emphasize that it is difficult to divorce the ‘cultural’ components of Niuean men's drinking styles from their drinking and behaviour more generally. Culture shapes people's values and behaviours. Although this paper points to some of the specific and distinctively ‘cultural’ aspects of Niuean drinking, we must recognize that all of the participants’ drinking behaviours and attitudes are likely to have been shaped by their cultural and social context. Furthermore, this paper provides only a brief snapshot of how culture and alcohol are intertwined for Niuean men. Educational programmes and host responsibility guidelines need to be culturally appropriate to suit the needs of the Niuean community. Further work is needed to elucidate this complex topic.  相似文献

This article contributes to recent research that seeks to understand the political consequences of ‘outsider’ labour market status. There is an emerging consensus that labour market outsiders have systematically different policy preferences and display systematically different political behaviour to securely employed ‘insiders’ in Europe. Yet the political consequences of outsider status in the USA are less clear. They may be expected to differ from those that have been documented in the European context, because: (1) the USA is characterized by low employment protection of insiders; and (2) there is evidence that Americans are more reluctant than Europeans to hold governments responsible for personal economic hardship. We therefore use the General Social Survey to examine how outsider labour market status is related to voting behaviour and to social policy preferences in the USA. We find that the concept of ‘labour market outsider’ – as conventionally operationalized – holds little explanatory power in the American context. Disaggregating the outsider category, our results suggest that the political consequences of outsider labour market status may be contingent on individual beliefs about government responsibility.  相似文献

This qualitative study presents the experiences of social workers whose clients are the inhabitants of unrecognised Bedouin Arab villages in Israel. It used in‐depth, semi‐structured interviews with 25 participants, recruited by the snowball method. These social workers reported that they are caught between their personal and professional values, on the one hand, and employer regulations, government policy and government law, on the other – which greatly limits their ability to fulfil their professional role. The social workers also comment that they are working in a ‘grey area’ in which the government’s policy is unclear. This adds another layer of complexity to their work and reveals the differential implementation of critical social work principles by social workers with different cultural identities.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

This article takes the increased interest in the relation between culture and social policy as a starting point, and discusses how this increasing attention can be understood as the result of contextual factors such as economic, social and academic trends. It discusses these matters and at the same time reviews briefly some of the main findings of studies that contain a cultural perspective in analysing social policy. A second issue concerns the specific character of cultural perspectives in such analyses. Thus far, most studies in the field have been guided by a notion of culture as consisting of the values, norms and beliefs of welfare state actors. Recently, this notion has been questioned by advocates of the so-called 'cultural turn', who suggest that a radical change in the cultural analysis of social policy is required. Overcoming the socio‐economic disparity between Aboriginal and Torres Strait Islander and non‐Indigenous Australians is a long‐standing social policy objective: one largely shared by Indigenous people. Achievement will require Indigenous individuals and households to be socially mobile, a process integrally involved with social capital, existing and requisite. The lack of research on Indigenous social mobility or its attendant social capital connections is addressed in this paper through an exploratory analysis of this interaction across three dimensions: distinctive patterns of Indigenous social capital; the transferability of Indigenous social capital; and traversing the social capital divide. The implications drawn, while tentative, indicate that for Aboriginal and Torres Strait Islander people the intersection of the processes of social mobility and social capital is vexed, and contains hazards and costs not fully shared by socially mobile non‐Indigenous households. The Indigenous‐specific factors of a gendered professional class, the identity–social capital link, and Indigenous labour market circumstances all indicate that more research and a more nuanced understanding of Indigenous social mobility is necessary. Social policy recommendations include broadening the concept of cultural leave to include bonding social capital obligations, especially for women, and re‐evaluation of how to support Indigenous career trajectories and transferable skill sets.  相似文献

The present paper explores whether sufficient grounds exist for articulating an indigenous value base for social work practice. Since the value base is fundamental for practice, it seems that the call for the development of an indigenous social work practice requires an indigenous value base to guide it. However, in the eyes of skeptics, the idea of an indigenous value base for social work practice may be the result of a conceptual confusion between ‘positive’ and ‘normative’ morality. To illustrate the need for making this distinction, this paper critically appraises the literature that argues for indigenization based on the recognition of the diversity and differences of cultural values. Building on this analysis, the paper suggests that we need to re-examine the conceptual issue of whether the assumption of the discontinuity of social explanation and normative evaluation is warranted.  相似文献

People support welfare policy if its beneficiaries are perceived as deserving of support. This study found that individuals’ cultural worldviews play a role in assessing the deservingness of welfare recipients. We investigated whether four different cultural profiles find some beneficiaries to be more deserving than others and how this relates to support for social rights (welfare benefit, retraining, job coach) and obligations (mandatory volunteering). A Dutch vignette experiment showed that reasons for supporting social rights differ between people with different cultural profiles: equality advocates grant support if beneficiaries are needy, while the centre and trusting groups do so when beneficiaries reciprocate. We found that irrespective of deservingness, people with equality‐advocating and trusting profiles tend to be more supportive of social rights, whereas socially discontented citizens tend to emphasise the importance of obligations. In general, obliging beneficiaries to do volunteer work was deemed appropriate by almost all respondents in the study, whereas their cultural values determined the ways in which they considered social rights to have been earned.  相似文献
