The Resource-Based View (R-BV) of strategy emphasizes the importance of core competencies as the critical basis for sustainable competitive advantage. Yet, discussions of strategy typically ignore the role of the Human Resource Development (HRD) function in core competency development and management. The literature on strategic HRD is reviewed to locate the R-BV as a basis for redefining HRD's role in organizational strategy. Three strategic roles for the HRD function in core competency management are proposed and discussed: participating in strategic planning, developing core competencies, and protecting them. Specific tasks for each role are proposed. The final section identifies needs for further research as well as the practical implications from this discussion.  相似文献

Dynamic capabilities have assumed major importance in the strategy and human resource management literatures. However, discussion of their contribution to strategic human resource development (SHRD) is nascent. We introduce the concept of ‘dynamic’ strategic human resource development capabilities (DSHRDCs) and propose a framework consisting of (a) enabling factors, (b) specific components, (c) underlying processes, and (d) unique SHRD dynamic capabilities. We view a dynamic capabilities approach as a useful lens to understand how SHRD contributes to organizational performance through the development of capabilities. We discuss each component of the framework and propose possible directions for future research and implications for practice.  相似文献

Human resource development (HRD) issue is recognized as a significant factor for survival of organizations and professionals, including those in the sector of agricultural extension. Few empirical studies have examined the influence of HRD competency variables on agricultural extension agents' performance. The authors argue that HRD competency variables such as leadership development, communication, programme planning, programme implementation and programme evaluation could predict agricultural extension agents' performance. Questionnaire data were collected from a sample of 290 extension agents in Yemen to discover if HRD competencies affect the performance of extension agents. Regression analysis shows that three variables – competencies in programme implementation, programme evaluation and programme planning – contributed significantly to the performance of extension agents. These predictors explain 42.2% of the variance in the job performance model.  相似文献

Talking of HRD     
This paper draws upon research exploring the emergence of HRD within the British National Health Service (NHS), the aim being to investigate how HRD has been talked into being, is talked about and accomplished through talk. HRD is conceptualized as a socialand discursive construction, and as discursive action. It is argued that conceptualizing HRD as a social and discursive construction can help identify and explain changes in ways of thinking and talking about HRD. Conceptualizing HRD as discursive action can help explain and justify HRD activity, in that much of what HRD practitioners and academics ‘do’ is ‘talk’. This paper explores these concepts and introduces a typology of the discourses of training and development (T&D), HRD and strategic HRD (SHRD), labelled Tell, Sell and Gel. It is suggested that this typology is a useful analytical tool for those practising HRD, providing ameans for HRD professionals to identify and analyse, and possibly change, their practices and discourse(s). The paper introduces a way of identifying how HRD might be talked ‘about’ and theorizes how discursive activities (the talk) might be changing.  相似文献

The present study examined major trends and issues of Human Resource Development (HRD) research in Korean context applying the author co-citation analysis (ACA) to three primary HRD-related journals in South Korea. Following the analyses of author co-citation frequency, correlation matrix, dendrogram, and the multi-dimensional scaling (MDS) map, the results were found as follows: (1) co-citation network identified seven topical clusters (i.e., human competency improvement for young men and e-learning designers, system approach for training effectiveness, competency for executives and HRD-ers, HRD evaluations, HRD solutions, mentoring in career development, leadership, and the role of professionals), (2) competency appeared as a keyword in multiple clusters, (3) unlike HRD in North America or Europe, learning (informal, organizational, self-directed, and lifelong learning) with a variety of HRD solutions comprised the dominant research stream, and (4) research activities for critical issues, such as diversity, development of workforce minority, and international HRD were largely missing.  相似文献

The purpose of this study was to explore the human resource development (HRD) practices of Korean corporations in order to highlight predominant concerns and issues. A comprehensive review of literature and empirical data indicated three recurring practices. The first was that Korean corporate HRD showed a tendency to transform informal communicative practices found in workplace settings into formally structured HRD interventions. By doing so, HRD extended its control throughout all possible types of training and learning experiences occurring in the workplace. Second, as host organizations requested HRD to play the role of strategic business partners, the function of HRD was found to be the regulation of organizational needs by focusing on the development of high potential individuals within organizations. Third, with today's demographic shift such as the increasing elderly population and the increasing number of women in the workplace, the monolithic interventions of HRD seemed no longer appropriate.  相似文献

This essay seeks to connect core aspects of the human development (HD) literature with its ethical and moral commitment to human flourishing and theoretical and applied scholarship in human resource development (HRD). Summarizing the central arguments advanced by philosopher John Finnis and economist and Nobel Memorial Prize winner Armatya Sen, the paper argues for the relevance of the HD frameworks for HRD. This is done by briefly reviewing the role of values for professional fields in general and HRD in particular, followed by a summary of the justifications for and definitions of HD as reciprocal obligations between social institutions and individuals. The central part of the paper argues for the conceptual proximity of the two fields and proposes that the moral and ethical value stance of HD can provide a solid philosophical foundation for HRD.  相似文献

Abstract

This paper compares and contrasts the current attitudes towards, awareness of and take-up of eLearning in large and small organizations and outlines the implications for human resource development (HRD) professionals. An in-depth study was conducted in Ireland with a number of large multinational organizations and a number of small and medium-sized enterprises (SMEs) in the engineering, electronics, aerospace, pharmaceutical and medical device sectors. The study focused on awareness, perceptions, technology support infrastructure, current and planned involvement, most frequent and most preferred methods of delivery, benefits, barriers, the motivational factors and overall attitudes to eLearning. The comparison describes a number of similarities and a number of differences both within the large organization sector and within the SME sector and between the two sectors. The ‘Model for Business and Training Partnership’ (MBTP) draws upon insights of HRD and adult education programme-planning scholars, integrating training and development processes with a typical business-planning model. It is a practical, client-focused programme-planning model designed to promote strategic alliances between the HRD practitioner and business manager at all levels and development phases. The model may be utilized on a cross-functional group project for implementation of a customer relationship management (CRM) system or other large system change initiative within a large organization. This paper analyses the impact that nationally recognised training has had on the practice of human resource management in Australian organisations. Since the late 1980s, the Australian vocational education and training system has undergone major reforms. These reforms have been aimed at making training more relevant to the needs of Australian business. A key development in training reform has been the emergence of Training Packages, sets of occupational competency standards, qualifications and assessment guidelines covering most jobs in the economy. The research reported in this paper shows how nationally recognised training in the form of Training Package qualifications has been taken up by Australian employers and has begun to re-shape not only training practices but also broader approaches to human resource management. Many employers are now using the competency standards contained in Training Packages to underpin other human resource management practices such as recruitment and selection, performance management and management development. The use of consistent national standards to underpin these activities has led to better alignment and integration of human resource management in some organisations, as predicted by theories of bundling in the strategic human resource management literature.  相似文献

As the value of organizational learning as a source of competitive advantage has become increasingly evident, human resource development (HRD) practitioners may face stronger demands to develop training more quickly and efficiently and increase rates of training transfer. One approach is to externally source organizational learning. In using this approach, it may be important for HRD practitioners to both develop training to engage external participants while utilizing organization development solutions to help internal employees adjust to the change. By examining the impact of open sourced and crowdsourced organizational learning on HRD practitioners, it is hoped that HRD practitioners may engage in informed workplace learning practice, even as the nature of the employment contract changes.  相似文献

This study concerns HRD policy making in companies. More specifically, it explores whether so-called vertical integration of HRD policy at different organizational levels occurs within companies. The study involved forty-four large companies in the industrial and the financial and commercial services sectors. Findings indicate a virtual absence of HRD policy making or strategic HRD alignment in all aspects and at all levels within the companies studied. The HRD alignment process was not really strategic and hardly interactive. It is then problematical to harmonize HRD policy processes in a vertical direction.  相似文献

Theaim is to better understand the people behind the names we see in print and at HRD scholarly conferences. Bob is professor emeritus and chair of HRD at the University of Wolverhampton Business School, UK and a management and organization development consultant at Oaken Consultancy. Bob has spoken at many HRD conferences in Europe and the United States and was one of the founding members of the University Forum for HRD. The conversation explores Bob's career in HRD practice, research, teaching and management. This study is interested in why many professionals engage in work-related learning after formal working hours. It has been argued that in knowledge-intensive work the work/leisure boundaries are blurring. Similarly, the line between work-related and non-work-related learning is harder to draw. In this study, an innovative concept of ‘developmental leisure’ will be introduced and explored. The concept refers to a human resource development (HRD) discourse that makes possible the evaluation of leisure in terms of its benefit to work-related learning. The study investigates how leisure intertwines with HRD and how it is positioned discursively in relation to work-related learning. The analysis is based on life stories from information technology professionals working in a large international organization. The findings of the analysis show that when leisure is discussed within the HRD discourse, it is positioned as a resource for work-related learning. Much of the learning outside of work intertwines with the objectives of HRD and learning at leisure becomes synonymous to learning for work.  相似文献

This article explores a theoretical foundation of human resource development (HRD) that can be adopted to explain the increasing use of HRD interventions and practices in the wider context of society and the world. While there has been growing interest in and literature about the societal meaning of HRD, previous research has focused mostly on HRD practices and lacked a theoretical framework that could explain and characterize the interactions between HRD and society. Based on a review of current approaches to the HRD–society nexus, we suggest that the nexus can be better understood when complex interactions between internal and external stakeholders of an organization are recognized, and we introduce the stakeholder-based HRD (SBHRD) model as a tool for identifying the interactions between HRD and society and the characteristics of the interactions with regard to plurality, interdependency, and legitimacy. The SBHRD model carries theoretical implications of possible changes in the epistemology of HRD, pushing forward well-being as the purpose of HRD, and enlarging HRD research topics. From a practical standpoint, the SBHRD model enhances the value of social responsibilities of corporations and ethical management, enlarges the scope and beneficiaries of HRD activities, increases the opportunities of collaboration with adult education, and points to different modes of communication in practice.  相似文献

Economic crisis differently impacts on the decisions of companies how to manage human resource development (HRD) initiatives. For the IT sector, intellectual capital becomes a core source of sustainable competitive advantages where HRD is seen like a tool to develop the internal stock of human capital. This article explores the approaches to HRD used by Russian IT-companies during the crisis. On the basis of the conceptual debates regarding the necessity to invest more in HRD programs even in the crisis conditions and our own empirical research, we tried to find out what happened with HRD costs during the crisis and what was the relationship between HRD costs and company’s performance during the crisis in Russian IT-companies. We conclude that Russian IT-companies perceive the value of HRD programs; hence, the most innovative-active and fast developing IT-companies prefer to constantly invest more in HRD initiatives. In crisis conditions, we recommend them to develop and implement more internal training programs.  相似文献

Organizations facing the need for significant change must determine both adirection for change and a means to realize the strategy. Implementing astrategy for change is dependent upon aligning organizational parametersproperly at the system level: structure, culture, training and development,recruitment and hiring, resource allocation, leadership, information systems,reward systems, coordination mechanisms, and control systems. The chiefexecutive officer must be the catalyst for strategic alignment. Four clustersof behavior are particularly important for the chief executive officer toexhibit in implementing strategic change: Communication, StrategicInteraction, Resource Utilization, and Leadership. Specific behaviors withinthese clusters are identified. The chief executive officer has an importantrole to play as the catalyst for strategic alignment, but the ultimate purposeof that role is to make it possible for the organization to see itself as abroader community responsible for the long-term success of the organization.  相似文献
