We develop a theoretical model using migration and trade theory to examine the effects of domestic and border enforcement policies on unauthorized workers and the U.S. agricultural sector. The theoretical results show that heightened immigration policies increase the illegal farm wage rate, and reduce the employment of unauthorized farm workers and exports. The empirical analysis show that increased domestic enforcements curtail the number of undocumented farm workers by an average of 8,947 and commodity exports to Mexico by an average of $180 million. The tighter border control curbs illegal farm workers by 8,147 and reduces farm exports by $181 million. (JEL F160)  相似文献

Despite the passage of the Immigration and Control Act of 1986 (IRCA) the United States Border Patrol arrested about 1 million illegal aliens crossing the border in 1990. This phenomenon suggests that the IRCA has failed to control illegal immigration to the United States. Structural analysis of its implementation by the Immigration and Naturalization Service (INS) was analyzed. Under an agreement with the INS to process illegal workers, community-based organizations in Arizona and New York became certified Qualified Designated Entities (QDEs). In 1988 the INS carried out a study to measure the impact of IRCA and solicited data from 9 QDEs. Data were obtained from 308 illegal aliens who failed to apply for amnesty and another 286 temporary legal residents. In the New York study information was collected from the QDEs between 1987 and 1989, and also in the summer of 1989 a group of 171 amnesty applicants were surveyed. All QDEs stated that implementation was hampered by excessive documentation, lack of strong family unification provisions, the financial cost of seeking legalization, and a fear of the INS. The Arizona and New York studies indicated that excessive documentation, fear of the INS (46% in New York), and fear of family separation (47% in New York) were the major factors why the targeted people did not come forward. Instead of seeking a proper balance between the written words of IRCA and the intent of Congress, INS developed guidelines that ignored the relevant facts presented by respected QDEs and Latino groups. In reality, INS sought to prevent illegal entry through amnesty offices throughout the United States. The eligibility requirements issued by the INS for amnesty served to limit and constrain participation in that program.  相似文献

Portions of the United States near the Mexican border are experiencing massive inflows of both legal and illegal migrants of Mexican origin. The resultant concentration of low skill labor in these areas of the southwestern states supposedly has led to an excess supply of labor and subsequent depressed labor market conditions, particularly for blue collar workers and Mexican-American nationals. This paper analyzes the degree to which the labor market in this area is depressed. The results presented here tend to verify hypotheses suggested by several other authors but indicate that the magnitude of the problem as reflected by low wages along the border is much less severe than generally believed. The importance of this study is that it measures a phenomenon that heretofore has been accepted with very little empirical verification.  相似文献

This article reviews the background of the proposed Immigration and Reform Act (also known as the Simpson-Mazzoli bill), which seeks to overhaul US immigration law for the first time since 1952. This bill is consistent with President Reagan's hard line on border enforcement and mandates stiff penalties for those who transport illegal aliens for commercial advantage or private profit. It further offers Mexico preferential treatment in immigration (40,000 additional visas/year). It includes an amnesty program to offer legal status to qualified illegal residents. The bill directs the President to develop a secure national worker identification system and would create a large-scale temporary foreign agricultural program for perishable commodities. Agricultural workers' families would not be eligible to accompany them unless they also obtain temporary visas. Foreign temporary workers, employable only in cases where local domestic workers are not available, must be provided with wages and working conditions equal to those prevailing among domestic workers. Stiff penalties are stipulated for employers who fail to abide with the terms of the program. In the author's opinion, this bill fails to appreciate the global character of international migration and its complexity. It relects a fundamental ambivalence about a strictly controlled main gate versus a back door approach to immigration as well as the conflicting images of the US as a nation of immigrants versus the historical reality of American nativism and xenophobia. Needed are comprehensive initiatives whose mutually reinforcing components can address the multiple dimensions of the immigration problem within a framework that does not ignore workers who have contributed to the economic well-being of the US, regardless of their legal status.  相似文献

VII. Conclusion The number of immigrants now coming to the United States is proportionally only a fraction of the number that came in earlier years, and there is nothing in those numbers to suggest a difficult absorption burden. Immigrants, both legal and illegal, more than pay for the services they use with the taxes they pay, leaving a considerable net surplus that benefits American citizens. Immigrants raise productivity and do not cause an observable amount of unemployment of citizens. Admitting far more immigrants into the country than the law now allows would have positive effects on the incomes of citizens, and would enhance the continuing vitality of the United States.  相似文献

We focus attention on these costs by estimating the number, causes and location of migrant deaths at the southwest border of the United States between 1993 and 1997.... This paper examines relationships between legal and illegal farmworker migration from Mexico and state‐level labor market, agricultural, demographic, and public policy variables. The study uses a nationally representative farmworker survey providing direct legal status data. Consistent with previous literature, results indicate that personal and community networks are primary determinants of locational choices. Conversely, border enforcement is negatively related to migration to certain areas. Results are strongest for California migrants and for those with previous migration experience. Potential welfare and education program values are uncorrelated with locations of recent Mexican agricultural workers.  相似文献

This article reviews population policies designed to curb or respond to irregular migration flows, with particular emphasis on policies adopted by governments in Africa and Asia. An overview of policies on the world level indicates a number of similarities that transcend regional lines and levels of development. Policy decisions are often influenced by the nature and attributes of the undocumented migrant population and by the current social, economic, and political situation in the receiving country. Governments are frequently more tolerant of migrants who possess needed skills or settle in sparsely populated areas that have manpower shortages. Between the 2 policy extremes of amnesty and deportation, several measures have been employed, including stricter border controls, stringent visa requirements, work permit systems, and efforts to ensure that migrants do not violate the conditions of their admission. In many cases, several policy measures are used simultaneously. Ensuring the observance of appropriate measures for the recruitment of migrant workers, their departure from the home country, and placement in employment in the country of immigration is widely regarded as the best way to prevent illegal movements of workers. Temporary worker programs are sometimes advocated to provide legal channels for potential migrants. At the national level, institutions that deal with irregular migrants tend to be limited in their mandate to a law enforcement role. In Africa, most governments have recently strengthened border and documentary controls and attempted to regulate migration through the labor market. In many cases, mass expulsions have been necessary as a result of laissez-faire policies. In Asia, on the other hand, mass deportation has been less common as a result of more stringent security measures and documentary controls. In both countries, policies have been basically reactive in response to rapidly changing political and economic conditions. Needed is an international convention to serve as a guideline for the humanitarian treatment of undocumented workers.  相似文献

This study of emigration from Sri Lanka is introduced by a brief review of the situation during the colonial period and an overview of recent migration experience. The second section of the paper deals with data collection and sources for labor migration, political migration, and estimates of total net migration. The third section looks at economic and demographic trends in terms of the growth of the economy, population growth and social well-being, the growth of the labor force, unemployment, the structure of the work force, internal migration and access to agricultural lands, and income distribution and poverty. The sociocultural setting is then explored by considering exposure to the international environment, ethnicity and cultural affinity, the formation of information and job placement networks, the supportive role of the family, and the impact of success and failure. Moving on the influence of the political setting, the paper then discusses the government policy of foreign employment promotion as well as the influence of political developments on migration. In conclusion, the paper notes that future demand for domestic service workers will likely increase, and that Sri Lanka will continue to have a surplus of workers to fill this demand until the end of the 1990s, when a tightening domestic labor market and increased real wages will ease the push for migration. Political factors will continue to favor migration, however, unless a liberal democratic regime becomes the governing force in Sri Lanka.  相似文献

This inquiry focuses on the attitudes of 314 Mexican Americans toward issues relating to current US immigration policy. Telephone and personal interviews were conducted in Hidalgo and Travis counties, Texas, with Mexican-Americans. Virtually all respondent groups oppose an increased rate of immigration, consider illegal immigration to be an important problem, support stricter enforcement of immigration laws, and believe that undocumented workers take jobs no one else wants. Half of the respondents identify illegal immigration as a regional rather than a personal problem. At the same time, the data suggest significant differences in both direction and intensity of attitudes between Mexican Americans of different generations, income, occupational levels, and region. There is general opposition to the requirement of a national identity card, but widespread support for penalizing employers of undocumented workers and for granting amnesty to undocumented workers. These findings allow an examination of the extent to which the Mexican American leadership, which has been overwhelmingly opposed to the Simpson-Mazzoli bill, accurately reflects the views of the Mexican American people. The leadership and the population at large agree on 2 of the 3 issues, amnesty and the national identity card, but disagree on employer sanctions. 1st, it may be that the leadership holds the kinds of jobs for which undocumented workers are unlikely to compete, so they may not feel threatened. 2nd, they may feel that instituting employer sanctions will create incentives for employers to discriminate in their hiring practices against all Latino-looking job applicants. Non-elite Mexican Americans who support employer sanctions may believe that the only way they can compete for jobs is to make it impossible for elites to be hired. Both groups appear to fear that, regardless of the specifics of immigration reform, Mexican Americans are likely to encounter increased discrimination in the job market.  相似文献

We investigate whether anti‐immigrant attitudes affect migrant inflows in Organisation for Economic Co‐operation and Development (OECD) countries. Using longitudinal exhaustive data, we find that natives’ hostility, particularly natives’ propensity to discriminate on the labor market, reduces immigration. This effect is comparable to more conventional migration factors. We obtain robust results when we, for example, capture hostility with far‐right parties’ popularity instead and control for tighter immigration policies or multilateral resistance to migration. We find a stronger effect for EU‐to‐EU migrants, migrants from developed countries and linguistically close countries. Our results raise a challenge for policy makers when the demand for foreign workers and anti‐immigrant sentiment are present.  相似文献

Occupational licensing laws erect barriers to entry into various labor markets, impeding the upward mobility of welfare recipients seeking to transition into employment. This paper, recognizing that labor market interventions have often been used precisely because of this effect, proceeds to examine various restrictions which directly affect low-skilled workers in the U.S. economy who now have stronger incentives to participate in labor markets in response to recent welfare policy reforms. Three distinct types of labor market restrictions are identified: (1) the licensing of professional, high-skilled occupations tends to crowd workers into lower-skilled occupations, lowering such wages and thus weakening work incentives among the welfare population; (2) quantity license restrictions (permits which set quotas limiting the overall number of suppliers in a market) suppress demand for low-skilled workers, and may substantially reduce work opportunities and, thus, incentives. Taxi license restrictions alone, for instance, may result in several hundreds of thousands of lost employment opportunities throughout the United States; and (3) quality license restrictions, where entrants face higher entry costs (typically through educational requirements above the requirements of the market), may paradoxically provide welfare recipients with enhanced opportunities for employment, particularly when coupled with job-training subsidies typically extended to welfare recipients. This we call a “de facto liberalization” of occupational licensure. While incumbent workers are certain to resist enhanced entry by welfare recipients into licensed occupations, vocational schools should aggressively support such entry, affording a possible realpolitik to the migration path envisioned. More interestingly, once entry has accelerated under de facto liberalization, occupational license rents will predictably decline, thus increasing the likelihood of explicit liberalization, and further opening labor markets to competitive entry.  相似文献

This paper discusses the employment situation of Chilean migrant workers, their impact on labor markets in Patagonia, Argentina, and the government's past and projected responses to this phenomenon. In 1980, Chilean inhabitants of patagonia comprised 11% of the area's population. Chilean migration to patagonia was closely linked to economic activities that began to flourish in the 20th century, such as livestock raising, fruit and vegetable cultivation, and mining for coal and petroleum. No Chilean migrants work in a wide range of sectors. In Patagonia's southern provinces availability and ability to withstand rigorous climate conditions are the main factors which account for the prevalence of Chilean manpower. Chilean migrants do not in general displace local manpower. Legislation and the permeability of the border ensure that most workers enter the country as tourists. Clandestine migration is not an issue. Illegal migrants have provoked negative reactions for several reasons: 1) they comprise a marginal population without formal citizenship; 2) being employed as clandestine workers, they pay no social security, nor do their employers; 3) being illegal, they are obliged to accept lower wages and inferior working conditions which creates unfair competition within labor markets; and 4) as a result of these conditions, xenophobic and endophobic attitudes in relations with Argentine nationalists are reinforced. The government has attempted to solve these problems through various measures. Beginning in 1934, most foreigners entered Argentina with a tourist visa, becoming illegal when they stayed beyond authorized limits. Several measures over the years provided amnesty to illegal migrants. Currently, the law promotes immigration, monitors the admission of foreigners to the country and stipulates their rights and obligations. The law lists 115 articles on immigration promotion and on regulation of the movements of foreigners. Because of the present economic crisis in Argentina, authorities are investigating the effect of Chilean manpower on Argentine labor markets.  相似文献

Labor migration and commerce between Sudan and Libya have long been features of livelihoods in Darfur. This paper describes the importance of historical trade and migration links between Darfur and Libya, and provides a background to the political and economic situation in Libya which has influenced opportunities for Sudanese migrant workers. A case study of the situation of the Darfurian migrants in Kufra (an oasis and transnational trade hub in southern Libya) illustrates how the recent Darfur conflict has affected migration patterns from Darfur and remittance flows in the opposite direction. Official estimates of Darfurian migrant workers in Libya were unavailable but were estimated to be between 150,000 and 250,000. The closure of the national border between Sudan and Libya in May 2003, largely a result of insecurity in Darfur, stopped the traffic of migrant workers between northern Darfur and southern Libya (which prevented the onward travel to Sudan of several thousand migrants in Kufra), and curtailed the well‐established trade routes, communications, and remittance flows. The current limited economic prospects for migrant workers in Libya, combined with the threat of detention, difficulties of return to Sudan, and loss of contact with and uncertainty about the fate of their families in Darfur, have created a sense of despair among many Darfurians. The paper concludes with a series of recommendations to improve the conditions of the Darfurian migrants in Libya, including an amnesty for illegal migrants, and also to ease the travel of migrants, promote communications between Libya and Darfur, and support the flow of remittances.  相似文献

This article investigates the determinants of internal mobility of both foreigners and natives across Spanish provinces over the decade 2004‐14. Building on an extended gravity model, our econometric strategy controls for multilateral resistance to migration by including different fixed effects structures. Additionally, the article allows for some nonlinearities in the key economic determinants of migration, wages and unemployment. The main finding is that the impact of economic factors on internal migration is higher for foreigners than for natives; furthermore, the effect of these factors on internal migration is clearly nonlinear for the group of natives, while this only happens for foreigners when dyadic fixed effects of origin‐destination are considered. Finally, the article shows that the nature of the amenities with the greatest impact on internal movements differs between the two groups: foreigners look for social services and cultural amenities, whereas natives are more attracted by good climate conditions.  相似文献

The purpose of the Cooperative Efforts to Manage Emigration (CEME) site visit to Timisoara, Romania was to evaluate three hypotheses. First, creating the economic conditions that attract Foreign Direct Investment (FDI) brings growth and job creation, which in turn can be expected to reduce emigration pressures and speed the acceptance of Romania into the European Union (EU). The foreign investment initially attracted by low wages will create jobs and hope of continued economic improvement, anchoring workers, managers, engineers, and other professionals to Romania. Over time, jobs and wages will rise, further reducing emigration pressures.
Second, Romania has several sizeable ethnic minorities, notably Hungarians, Germans, Ukrainians, and Roma, or Gypsies. All have a propensity to emigrate. Government policies that reduce discrimination against minorities by respecting their languages and cultures, using public institutions such as the police and schools to demonstrate tolerance and sensitivity to minorities, and enforcing Romania's anti–discrimination laws will reduce emigration pressures in such groups.
Third, the EU and outside organizations can best help to reduce emigration, transit migration, and trafficking by meeting regularly with Romanian officials and non–governmental actors to discuss migration issues in the context of Romania's desire to meet the criteria for EU and NATO membership. This will cause Romanians to take more seriously issues such as the need to integrate Roma into Romania's economy and society, the need to manage borders to prevent trafficking of migrants through the country, and modernizing border management to facilitate the movement of legitimate travellers and goods while discouraging illegal migration.
These hypotheses were borne out by the information gathered at Timisoara, Romania, but actual progress on the measures that would help was found to be very uneven.  相似文献

"This article examines how data on INS [Immigration and Naturalization Service] border apprehensions are related to the flow of undocumented migrants crossing the southern U.S. border. Its centerpiece is a demographic model of the process of unauthorized migration across the Mexico-U.S. frontier. This model is both a conceptual framework that allows us to see theoretical linkages between apprehensions and illegal migrant flows, and a methodological device that yields estimates of the gross number of undocumented migrants. One implication of the model is that, for the first time, the relation between apprehensions and illegal flows can be examined empirically. We show that the ratio in each period between apprehensions and the undocumented flow is simply the odds of being located and arrested on any given attempt to enter the United States clandestinely."  相似文献

Soviet legacies and uneven economic distress make post‐Soviet Russia an especially interesting case in which to assess the effects of economic performance on regional net migration rates. Random effects models of net regional migration in 77 Russian regions from 1993 to 2002 indicate that mean wages and unemployment levels have substantial and predictable effects. These effects have several dynamic aspects: changes in mean wages (but not changes in unemployment) exert effects independently of wage and unemployment levels, the effect of unemployment decreases over time, and the effect of wage levels appears to increase. Overall, the results suggest a tendency toward regional equilibrium with respect to employment following the initial shock of Soviet collapse and market reforms, but continuing disequilibrium with respect to wages.  相似文献
