This paper develops a historically contingent understanding of patterns of uneven economic development in the U.S. South. We conceptualize spatial variation in economic development and its consequences for inequality to be embedded in both local and international dynamics. The character of local economic development, it is argued, reflects the organizational base and heterogeneity of local elites, the divisions and relative power of nonelites, and the embeddedness of the local political economy in national and world systems of politics and production. These ideas are developed and made historically and spatially specific through an analysis of uneven development in one Southern state, North Carolina. Our findings suggest that contemporary patterns of uneven development and the resulting income deprivations and inequality reflect conditional interactions between elite economic projects and racial divisions within the working class. We find that outside investment seems to reproduce rather than disrupt local patterns of inequality and poverty.  相似文献

Abstract

This essay investigates how the interconnected nature of popular culture provides apt illustrations to reveal the ambivalent nature of modernity. I argue that the notion of modernity and popular culture emerged together in the early twentieth century in both the cities of Gyeongsung (old name of Seoul, Korea) and Chicago when technology and mass consumer culture were promoted over the world. Also, I examine how popular culture represents a complex of mutually-interdependent perspectives and values that influence society and its institutions in various ways as the image of modernity continues to build in the contemporary era. For this argument, I comparatively consider two movies released in 2002 and 2008 that exemplify the complexities of modernity in Chicago and Gyeongsung of the 1920s and 30s: Chicago and Modern Boy. Ultimately, this essay pays attention to how popular culture devotes itself to other images or narratives instead of referring to the real world and its output revisits the contemporary or past times in other places, being a means to produce and reproduce the accumulated images of the modern which shapes ceaseless simulacra of modernity over complexities of modernity.  相似文献

This article argues that existing concepts of the civil society–democracy relationship are misleading guides for analyzing political development because they incorporate limited perspectives on the nature and activities of civil society, particularly the nonprofit sector. First, three contemporary conceptualizations of civil society are critiqued, and a contradiction is noted between the importance assigned to ideational functions and the inadequacy of reliance upon elections and party systems. Particular emphasis is placed on civil society's involvement in policy formation, for it is there that a weak state–society connection may be discovered, with significant ramifications for democratic development. Second, recent political instability in the Czech Republic is related to negative trends in political attitudes, indicating a weak connection. Third, the general nature of Czech policy-making processes is examined, and then a closer look is taken at the formation of nonprofit legislation and environmental policy. Finally, implications for the future development of Czech democracy are drawn.  相似文献

Occupy Wall Street, the Greek and Spanish indignados , and other important movements swept across the Western world from 2011 onward, redefining political and social conflict during the global economic meltdown of the Great Recession. These movements have earned well‐deserved academic attention, but the resulting scholarship is lacking a crucial pillar: a comparative analysis of the collective action frames employed by movement entrepreneurs. To identify the master frame at work and uncover shared processes of strategic meaning making and collective identity construction during this transnational cycle of contention, I analyze primary data, exploring diagnostic, prognostic, and adversarial framing elements as found in the movements’ widely circulated manifestos. The populist frame emerges as the master frame of the cycle, encapsulating the adversarial discourse of the dominant dichotomy of a noble “people” and a corrupt “elite” that resonated strongly with mobilized individuals and allowed movement entrepreneurs to construct a transnationally shared collective identity across populations of widely diverging social, political, and economic backgrounds.  相似文献

1989 was a cataclysmic year in the political history of the world and the problems facing sociology, especially political sociology, have changed radically. Unfortunately the dominant paradigms of sociology in Western Europe were not developed to deal with these problems, but rather with Western European problems during the Cold War. It has, therefore, become necessary to look at these paradigms and to ask whether, in terms of their conception of sociology, its substantive problems and methods, they are at all capable of dealing with the post‐communist world. I suggest that it is now necessary to go back to some of the concerns of classical comparative and historical sociology, particularly as they are reflected in the work of Max Weber, in order to map and to understand the political structures of the contemporary world.  相似文献

The humanitarian disaster in 1992 made the Somalis known throughout the world. The first image that appeared in the Western part of the world was the broadcast of the famine caused by the civil war. This was followed by the international intervention known as UNOSOM, when CNN covered the landing of the American intervention forces in December 1992. The next image was the fatal confrontation between UNOSOM and the local warlord, General Aideed, which resulted in the withdrawal of UNOSOM in 1995. During that period the West also came to know the Somalis more intimately as thousands of them had fled and spread to North America and Northwestern Europe. This encounter was not without problems, and raised issues such as how to integrate Somalis into society, and how and when they could be expected to return to Somalia. Today, this experience has spurred a new policy trend among Western governments that aims at directing aid to the “neighbouring” areas of refugee–generating conflicts to keep the refugees in their region. These debates are unfortunately often full of myths, and tend to suggest policies often lacking a substantial basis. Hence, this article is part of a project that attempts to shed some light on contemporary migration processes and the possible linkages between the diasporas and the social and economic development in their country of origin. The case study describes the main flows of migration in modern Somali history, and how the emerging Somali diaspora maintains links to their kin via inventive remittance systems. The possible impact of remittances on local development in Somalia is addressed in the paper, and it concludes that the linkages between aid and migration–related resource transfers are multidimensional and that development can lead to migration and vice versa. It also concludes that there is a dire need for more knowledge on the issue, which is reflected in the lack of data found for this specific case. The case shows that poverty is not the only factor for the Somali migration history. Rather, the main reason has been the intertwining of political conflict and the search for economic opportunity. Furthermore, the important effect of remittances on socio–economic development correlates with political stability, providing an environment for productive investments. It is also shown that remittances have been far more important for livelihood and survival in Somalia than development and humanitarian aid put together.  相似文献

Abstract

Prolepsis is a rhetorical device in which an expected future event is presented as though it was already an accomplished fact. In the speed and instantaneity of current experience, our time is structured like a prolepsis. Through an analysis of the proleptic structure of some contemporary practices, I raise questions concerning the political nature of time's interval. In the proleptic organization of time, the interval between present and future is devalued as an obstacle to an anticipated event. However, with the help of Kant and Heidegger, I argue that time's interval consists of an act of temporalization which at once dissolves what has already presented itself and generates an absolutely new and singular event of time and being. The interval is an event in the process of being accomplished, and it is this properly political dimension of experience that is foreclosed in our contemporary organization of time.  相似文献

There is an urgent demand for the examination of the critical perceptions of new kinds of ‘development’ which are emerging in the Global South in response to—and often opposed to—the global capitalist political economy. This article discusses the case of contemporary Bolivia in which indigenous political alternatives have emerged as the resistance to economic globalization and the powers of capital accumulation, as well as to the cultural and epistemological commitments of the Western order. Through an ethnographic approach, it examines the emergence and shortcomings of the notion of vivir bien—a local, decolonial, indigenous concept of good life—as state policy. It argues that despite its transformative potential, the translation of vivir bien discourses into state practices has not been, to a large degree, achieved.  相似文献

The policing of protest at international events conflicts with the political and policing culture of the host nation. Previous research shows a trend toward softer, more tolerant styles of policing protest within various Western democracies. We present a case study of an exception: the repression of protest at an international event in which one Western democracy hosted rulers of less democratic regimes in a ritual celebration of economic globalization. We explore reasons why, in the face of protests about undemocratic regimes elsewhere, the Canadian government and police were willing to use blatantly undemocratic tactics popularly believed to be more characteristic of those other regimes. Implications are discussed concerning protest policing, economic globalization, the nation-state and social movements.  相似文献

Scholarship on immigration and globalization has failed to adequately analyze the nation‐state’s regulatory capacities, insisting instead that contemporary patterns of migration jeopardize national sovereignty and territoriality. While recognized that states possess the legitimate authority to control their territorial and membership boundaries, recent transformations of these capacities remain largely unanalyzed. This article’s historical analysis of Australia and Canada’s postwar immigration policies demonstrates that the contours of state regulation are intimately connected to the exigencies of state administration and nation building and—in contrast to the expectations of dominant theories—have intensified and expanded within the globalization context. The literature’s inattention to the fundamentally political nature of immigration has obscured the critical effects of national policies within both the migratory and globalization process. Australia’s and Canada’s contemporary policies constitute a unique model of migration control and reflect attempts by both countries to strategically position their societies within the global system and resolve a number of economic, political, cultural, and demographic transitions associated with globalization.  相似文献

Abstract

In Discourse on the Origin of Inequality and Emile or On Education, the eighteenth century political philosopher Jean-Jacques Rousseau raises several questions concerning the relationship of men to families. He claims that families in the state of nature lacked fathers and suggests that attaching men to the more primary mother-child unit continues to be a problem in civil society. I argue that Rousseau's model of the sentimental family grew out of his concern with integrating men into families. In comparing Rousseau with two contemporary authors, David Blankenhorn and David Popenoe, I show that both eighteenth- and late-twentieth-century strategies for resolving the problem of fatherless families require a gendered division of labor that preserves and promotes gender inequality. While contemporary advocates of the gender-structured family, such as Blankenhorn and Popenoe, make some concessions to the feminist demand for greater gender equality, they are in truth part of a long tradition that bases its ideal of family on the subordination of women to men.  相似文献

Many have argued that one of the reasons for the irresistible trend of liberal democracy is the irreversible process of globalization. The logic assumes that globalization is not only an inseparable prerequisite for promoting economic development but also the dynamic to transform political structures into liberalism in less democratic countries, because economic development within countries creates new middle classes around the world, with their natural demands for more participation in decision and political pluralism. In other words, all societies will evolve to a point where they will adopt liberal democratic institutions. In turn, the resulting new world order will be characterized by international cooperation through market economies and liberal democracy. This paper investigates the ideological origin of globalization by inspecting Fukuyama's theory of the ‘end of history’. It argues that this belief is a continuance of modernization theory and reminiscent of functionalist concepts by Western scholars concerning the development of less developed countries. The difference is that globalizers cleverly cover their ethnocentrism with Hegel's philosophy, as it implies that the Western system is some perfect theory that all people will eventually accept as their cultures and societies evolve into a Western superior state.  相似文献

This paper on the use of performances of oral literary genres in South African political organisations such as Inkatha, in Zulu Royal institutions, and in trade union movements (FOSATU, MAWU, SAWU, and others), is concerned with the use of the past in contemporary political activity, and with the question of whether oral literature will survive as a viable genre. The pressure exerted on oral literature by written genres seems to threated their continued existence, yet oral genres continue to have significant power in contemporary culture and politics. Several examples are presented to show the adaptation of the oral izibongo genre, and other forms of orally‐performed poetry, to contemporary contexts.  相似文献

Across the broad field of heterodox political economy, ‘neoliberalism’ appears to have become a rascal concept – promiscuously pervasive, yet inconsistently defined, empirically imprecise and frequently contested. Controversies regarding its precise meaning are more than merely semantic. They generally flow from underlying disagreements regarding the sources, expressions and implications of contemporary regulatory transformations. In this article, we consider the handling of ‘neoliberalism’ within three influential strands of heterodox political economy – the varieties of capitalism approach; historical materialist international political economy; and governmentality approaches. While each of these research traditions sheds light on contemporary processes of market‐oriented regulatory restructuring, we argue that each also underplays and/or misreads the systemically uneven, or ‘variegated’, character of these processes. Enabled by a critical interrogation of how each approach interprets the geographies, modalities and pathways of neoliberalization processes, we argue that the problematic of variegation must be central to any adequate account of marketized forms of regulatory restructuring and their alternatives under post‐1970s capitalism. Our approach emphasizes the cumulative impacts of successive ‘waves’ of neoliberalization upon uneven institutional landscapes, in particular: (a) their establishment of interconnected, mutually recursive policy relays within an increasingly transnational field of market‐oriented regulatory transfer; and (b) their infiltration and reworking of the geoinstitutional frameworks, or ‘rule regimes’, within which regulatory experimentation unfolds. This mode of analysis has significant implications for interpreting the current global economic crisis.  相似文献

The article discusses the continuing relevance of Huxley's dystopic novel in a contemporary, post‐political context in which a passive nihilist version of “happiness” is elevated to the level of a political and ethical ideal and “freedom” is taken for granted. Significantly, although Huxley's target was Stalinism when he wrote the novel, revisiting Brave New World forces one to reflect on contemporary, “democratic” versions of totalitarianism as well. And yet Huxley himself did not follow the political and ethical consequences of his critique. The article seeks to map these consequences by rethinking the maxims of the brave new world in relation to three main themes: biopolitics, nihilism and network society. Indeed, seen through this conceptual prism, there is a remarkable homology between Huxley's Brave New World and our world.  相似文献

There is a notable absence in contemporary rural studies – of both a theoretical and empirical nature – concerning the changing nature of rural local government. Despite the scale and significance of successive rounds of local government reorganisation in the UK, very little has been written on this topic from a rural perspective. Instead research on local political change has tended to concentrate on local governance and local partnerships – on the extra-governmental aspects of the governance system – rather than on local government itself. In contrast, this paper draws upon strategic-relational state theory to explore the changing structures and institutions of rural local government, and analyse how these can be related to the changing state strategies of those groups which are politically powerful in rural areas. In this respect, the paper draws on current and previous rounds of local government reorganisation to illustrate how new objects of governance, new state strategies and new hegemonic projects are emerging as a consequence of such restructuring processes.  相似文献

Studies of post-monastic careers and experiences of ordained men in Theravada Buddhist societies are few and far between. This paper explores this topics focusing on the case of Tai Lue former monks (khanan) in Sipsong Panna, in southwest China. During the post-1980 reform period, and contradicting stereotypes concerning economic performance on the part of ethnic minorities, Lue former monks have made use of the skills acquired during monkhood in order to engage with the contemporary economy in urban contexts. While many of them succeed in becoming mediators between the tradition symbolised by the temple and new economic forms, this paper argues that the participation in profit-oriented business of men whose behaviour is expected to be determined by selflessness and sacrifice for the community, provokes contradiction and tension among members of the group. This is seen in a recent economic venture set into motion by a group of young khanan who attempt to take advantage of nascent Buddhist economic networks in Sipsong Panna.  相似文献
