Trends in Development Aid,Negotiation Processes and NGO Policy Change

Non-governmental organizations (NGO) and government donor agencies (GDA) are often caught in a dilemma; an NGO between responsiveness to its target group(s), expectations of individual donors and demands of its GDA; GDA between its policy to respect NGO’s integrity, its wish to keep NGOs accountable for received fund and its operation within the bounds of its general policies. This dilemma is mirrored in the NGO–GDA negotiation for funds. Based on negotiation theory and using three explanatory approaches, 18 years of negotiations between an NGO, Vi Skogen (ViS) and its GDA, the Swedish International Development Cooperation Agency (Sida), are analyzed in order to demonstrate how organizational structures, power relations and the context influence the outcome of the negotiations. All three approaches help to explain how ViS managed, mainly in the interest of its individual donors, to resist changes demanded by Sida and also to explain how the agendas of ViS and Sida finally converged.     

Homonationalism

This article tracks Jasbir Puar's term “homonationalism” as its meaning has transformed in her scholarly work as well that of Maya Mikdashi. I argue that homonationalism has evolved from its original formulation as, in part, a critique of politics, into, in its current guise, a diagnostic of international political relations. Although this transition offers insight into the international scene, I argue that homonationalism also loses its distinctiveness as a political formation in its own right as well as its critical capacity in the process. In particular, I argue that homonationalism becomes incapable of critically evaluating activist strategies, practices and discourses of political resistance.     

AFSCME as a political union

AFSCME has emerged as the third largest union in the U. S. and the largest public-sector affiliate of the AFL-C1O. Since the 1960s, its leadership has vigorously pursued organizing and political action. Despite its highly visible role in U.S. politics, little systematic research exists on the union in this context. I examine AFSCME's political apparatus, the scope of its electoral and legislative involvement, its political ideology and legislative priorities, and its political effectiveness. I also explore the controversy regarding the use of compulsory dues for political purposes, and AFSCME's resulting rebate procedure. I find that AFSCME donates a considerable portion of its resources to political action (between 10 percent to a third of its budget at the international level), that its political ideology is focused heavily on expanding the rights and economic status of public employees, and that AFSCME has emerged as a prominent, if not the prominent, political union in the U.S. labor movement.

There are, however, inherent constraints within agencies that complicate or interfere with the achievement of an ideal relationship. Nonprofit organizations are an important part of local social networks that connect individuals and organizations and enhance the capacity of communities to solve social problems. However, the commercialization of nonprofit organizations influences their ability to contribute to this social capital. We reason that commercialization of a nonprofit organization may reduce its ability to contribute to social capital if it weakens its social networks; makes its network of relationships less stable; reduces the size, diversity, or involvement of its governing board; or reduces its level of voluntary participation.
