The recent success of microfinance for the urban self‐employed contrasts with decades of failure on the part of public development banks for small farmers. This article describes the ways in which rural microfinance organisations have tried to adapt the lessons of urban microfinance to manage the risks and control the costs of the supply of financial services in rural areas. It then asks whether the lessons of urban microfinance are likely to apply in the poorest rural areas of Argentina. The article concludes that microfinance is unlikely to improve access to small loans and small deposits for many of the rural poor in Argentina; distances are too great, farmers too specialised, and wages too high. Improved access depends not on targeting loans by government decree but on strengthening institutions that support financial markets. 相似文献

Abstract Communities in Australia and internationally are experiencing massive change. Climate variability is an aspect of change that social workers in Australia, particularly in rural areas, are grappling with. Vulnerable populations will be at increased risk as extreme weather events increase in frequency. Communities will be facing social challenges hitherto unknown. The experience of uncertainty and fragmentation as characteristics of postmodernism has exposed the ambiguous and contested nature of much of social work practice and contributed to a crisis of confidence for the social work profession. The move towards rationality and linear approaches in the postwelfare state is often at odds with the complexity and uncertainty of human situations that has always been social work terrain. It can be argued that social work, with its ethical base, person-in-environment approach, expertise in ambiguity and complexity, and recognition of context, is well-placed to manage postmodern uncertainty. Using the 2009 Victorian bushfire example, I argue that an uncertain future is an opportunity for social workers, those working in rural areas in particular, to reassert social work's moral purpose in working with communities facing change. Implications for social work policy, practice, and education are briefly explored. 相似文献

This paper describes the dramatic resolution of a refractory feeding problem of an eighteen month old boy. He had spent 199 days in hospital prior to treatment and none following this, except for a brief period for a tonsillectomy. He has regained his developmental pace. The authors have attempted to isolate their hypotheses and the interventions derived from them. SAMMARY This article examines the development of Winnipeg School Division's groundbreaking program to oppose homophobic bullying by making that struggle synonymous with the defense of human rights. The analysis draws on interviews with key players in the development of the program, committee minutes, newspaper accounts, workshop evaluations and court rulings. The Division's approach involves a range of actions, the mainstay of which is compulsory workshops for all employees, and is supported by various initiatives undertaken by stakeholders outside the Division. The article assesses the strategic merits of the Division's human rights approach to stopping homophobic bullying and argues that curriculum development is still required to achieve the full potential of that approach. 相似文献

Some rural regions of Peru showed remarkable rates of poverty reduction and inequality reduction between 2004 and 2012, while others lagged behind. Using microsimulation-based decompositions, we analyse the driving forces behind these trends, finding that rural poverty and inequality reductions are mainly attributable to increasing labour incomes in Peru’s agricultural sector and, to a smaller extent, increasing public transfers. In earlier years, higher returns to experience drive these results, while in later years, increasing staple-crop yields and prices are of key importance. Further, remuneration of working hours increases in reaction to labour-supply shortages in rural areas. The accompanying rising incomes and non-agricultural job creation is less pro-poor than would be ideal, as they benefit more highly skilled workers. Further, shrinking farm sizes hampers poverty reduction and income-inequality reduction. Policies should target the participation of the poor in high-value (non-)agricultural activities, especially if positive trends in commodity prices are only transitory. 相似文献

Poverty is a significant problem in rural America. Gaining access to economically marginalized rural populations in order to recruit individuals to participate in a research study, however, is often a challenge. This article compares three different nonprobability sampling techniques that have been used to recruit rural, low-income mothers—purposive sampling, respondent-driven sampling, and mixed purposive sampling. We review the relative advantages and drawbacks of the three methods in terms of access to the targeted population, methods of recruitment, size of the sample pool, randomness of the sample, generalizability of results, and researchers' control over the process. 相似文献

Artificial intelligence (AI) is starting to pervade the economic and social life. This renders strategic interactions between humans and artificial agents more and more common. At the same time, experimentalists have increasingly employed computer players as a tool to provide a deeper understanding of strategic interaction in general. What can this strand of research teach us about the strategic behavior of humans interacting with AI? I review 162 experimental studies using computer players. I find that behavior and the outcomes of strategic interaction often change when humans interact with computer players rather than other humans. In particular, humans usually adapt to computer players even absent detailed prior information about them, they often act more selfishly and more rationally in their presence, and they apply different cognitive processes. Moreover, while humans are able to exploit computer players following simple algorithms, they are also vulnerable to exploitation by more sophisticated ones. Conversely, computer players may also enhance efficiency. I suggest several directions for future research. 相似文献

This article discusses the usefulness and challenges associated with utilizing social media technologies in the context of community organizing practice, often referred to as digital advocacy. We ground the analysis of digital advocacy in the context of a recent organizing effort undertaken by social work academics, grass roots organizers, and allies to support the boycott of Hyatt Hotels in San Antonio, Texas, by marginalized hotel workers and labor unions through advocating that the Society for Social Work Research relocate their 2014 conference from the Grand Hyatt, San Antonio, and to work toward better conference planning procedures in the future. 相似文献

In this article we explore the appropriation of ideas about women's rights in Lima, Peru through an ethnographic study of two non‐governmental organizations. SEA is a local NGO grounded in the Catholic Church's liberation theology movement, which seeks to promote integrated human development, and is linked to the worldwide Catholic Church. DEMUS, the second NGO, with feminist roots, actively fights gender discrimination and belongs to networks of international women's human rights movements and UN organizations. We argue that the struggle for women's rights is part of a broader struggle for recognition and equality for the poor, shaped by changing notions of national identity, citizenship and diversity. Our research revealed clear examples of vernacularization, whereby local context, values and culture played a decisive role in the adoption of women rights ideas. Encounters with other concepts and movements, including social justice, family violence and women's mobilization, intimately shaped the vernacularization of women's rights. Ultimately, the adoption of rights ideas involved changes in women's individual and collective empowerment. 相似文献

Drawing on data from Peru, this article explores how poverty mediates diverse risks in rural children's lives. It offers four main arguments. First, risk is not simply a feature of ‘extraordinary’ childhoods, but integral to everyday, ‘ordinary’ lives. Second, children's responses to adversity are crucially shaped by sociomoral considerations. Third, children participate actively in household risk mitigation, their engagement structured by individual (biographical) and collective factors. Fourth, changing circumstances present new opportunities and challenges for children living with adversity. Current approaches focusing on so‐called ‘objective’ risks neglect children's own priorities and subjective experiences. 相似文献

A community structure analysis compared community characteristics and coverage of detainee rights and Guantanamo Bay in leading newspapers in 28 major cities nationwide, sampling all relevant 250+ word articles from September 12, 2001, to September 11, 2012. The resulting 359 articles were coded for “prominence” and “direction,” then combined into a “Media Vector” score for each newspaper (range = .6034 to ?.2500). About four out of five (82%) newspapers supported detainee rights. Stakeholder and buffer clusters were important. Pearson correlations revealed that stakeholders (the proportions and concerns of which are expected to be reflected in media coverage) were significant, with percentage of Mainline Protestant (r = .550, p = .001) linked to favorable media coverage of detainee rights and percentage of age 65 and older (r = ?.321, p = .048) linked to unfavorable coverage. The buffer hypothesis (associating higher proportions of privileged groups with coverage receptive to human rights claims) was also confirmed, with percentage of college educated correlating with favorable coverage (r = .409, p = .015). Regression analysis yielded two significant variables—percentage Mainline Protestant, 33%, and percentage professional/technical occupational status (another “buffer” measure), 27%, totaling 59.9%, both linked to favorable coverage. Unexpectedly, the Midwest displayed more media support for detainee rights than any other region of the United States. 相似文献

IntroductionEviction from housing is associated with several negative outcomes, further exacerbated among high-need populations requiring financial and supportive services to maintain housing stability. This study investigated risk and protective factors—both characteristics and precipitating events of tenant eviction—informing permanent supportive housing (PSH) programs’ efforts to identify tenants at risk and intervene.MethodsUsing administrative data for a cohort of 20,146 Veterans participating in PSH, this study assessed differences in Veterans who exited the program due to eviction and Veterans who exited because they accomplished their goals. A series of logistic regressions identified patterns of health services use that may signal imminent eviction.ResultsVeterans with a drug use disorder and those who received inpatient, emergency, or outpatient care related to mental/behavioral health and substance use conditions proximal to program exit had greater risk for eviction. Receipt of outpatient primary medical care and supportive services was generally protective against eviction. The likelihood of eviction was greatest for Veterans with acute care use within 30 days of exit.DiscussionPSH providers may use these correlates of eviction to identify Veterans in need of an intervention to prevent eviction. Future work should focus on operationalizing these findings and identifying appropriate interventions. 相似文献

Emerging Patterns of Hispanic Residential Segregation: Lessons from Rural and Small‐Town America 下载免费PDF全文
The past two decades have ushered in a period of widespread spatial diffusion of Hispanics well beyond traditional metropolitan gateways. This article examines emerging patterns of racial and ethnic residential segregation in new Hispanic destinations over the 1990–2010 period, linking county, place, and block data from the 1990, 2000, and 2010 decennial censuses. Our multiscalar analyses of segregation are framed by classical models of immigrant assimilation and alternative models of place stratification. We ask whether Hispanics are integrating spatially with the native population and whether recent demographic and economic processes have eroded or perpetuated racial boundaries in nonmetropolitan areas. We show that Hispanic residential segregation from whites is often exceptionally high and declining slowly in rural counties and communities. New Hispanic destinations, on average, have higher Hispanic segregation levels than established gateway communities. The results also highlight microscale segregation patterns within rural places and in the open countryside (i.e., outside places), a result that is consistent with emerging patterns of “white flight.” Observed estimates of Hispanic‐white segregation across fast‐growing nonmetropolitan counties often hide substantial heterogeneity in residential segregation. Divergent patterns of rural segregation reflect local‐area differences in population dynamics, economic inequality, and the county employment base (using Economic Research Service functional specialization codes). Illustrative maps of Hispanic boom counties highlight spatially uneven patterns of racial diversity. They also provide an empirical basis for our multivariate analyses, which show that divergent patterns of local‐area segregation often reflect spatial variation in employment across different industrial sectors. 相似文献

The struggle for rural, low-income mothers to enter and remain in the workforce can contribute to job volatility, longitudinal
changes in employment patterns. This study used a mixed methods longitudinal approach to examine job volatility of 245 rural,
low-income mothers across 14 states. The mothers were categorized into three groups: stable employment, intermittent employment,
and continuous unemployment. Work and family responsibilities were a continuous struggle for these mothers. Some mothers addressed
these struggles through changing jobs, receiving social support, and/or staying out of the workforce to care for their children.
To reduce job volatility, both qualitative and quantitative analyses showed that human capital development requires workplace
flexibility and social support in addition to the traditional investments in education and healthcare. 相似文献
