It has been suggested that affect may play an important role in risk perception. Slovic et al. argued that people make use of the “affect heuristic” when assessing risks because it is easier and more efficient to rely on spontaneous affective reactions than to analyze all available information. In the present studies, a single category implicit association test (SC‐IAT) to measure associations evoked by different hazards was employed. In the first study, we tested the extent to which the SC‐IAT corresponds to the theoretical construct of affect in a risk framework. Specifically, we found that the SC‐IAT correlates with other explicit measures that claim to measure affect, as well as with a measure of trust, but not with a measure that captures a different construct (subjective knowledge). In the second study, we addressed the question of whether hazards that vary along the dread dimension of the psychometric paradigm also differ in the affect they evoke. The results of the SC‐IAT indicated that a high‐dread hazard (nuclear power) elicits negative associations. Moreover, the high‐dread hazard evoked more negative associations than a medium‐dread hazard (hydroelectric power). In contrast, a nondread hazard (home appliances) led to positive associations. The results of our study highlight the importance of affect in shaping attitudes and opinions toward risks. The results further suggest that implicit measures may provide valuable insight into people's risk perception above and beyond explicit measures.  相似文献

Perception of Mobile Phone and Base Station Risks   总被引:1,自引:0,他引:1  
Perceptions of risks associated with mobile phones, base stations, and other sources of electromagnetic fields (EMF) were examined. Data from a telephone survey conducted in the German- and French-speaking parts of Switzerland are presented (N = 1,015). Participants assessed both risks and benefits associated with nine different sources of EMF. Trust in the authorities regulating these hazards was assessed as well. In addition, participants answered a set of questions related to attitudes toward EMF and toward mobile phone base stations. According to respondents' assessments, high-voltage transmission lines are the most risky source of EMF. Mobile phones and mobile phone base stations received lower risk ratings. Results showed that trust in authorities was positively associated with perceived benefits and negatively associated with perceived risks. People who use their mobile phones frequently perceived lower risks and higher benefits than people who use their mobile phones infrequently. People who believed they lived close to a base station did not significantly differ in their level of risks associated with mobile phone base stations from people who did not believe they lived close to a base station. Regarding risk regulation, a majority of participants were in favor of fixing limiting values based on the worst-case scenario. Correlations suggest that belief in paranormal phenomena is related to level of perceived risks associated with EMF. Furthermore, people who believed that most chemical substances cause cancer also worried more about EMF than people who did not believe that chemical substances are that harmful. The Future of Nuclear Power: Value Orientations and Risk Perception   总被引:1,自引:0,他引:1  
Since the turn of the 21st century, there has been a revival of interest in nuclear power. Two decades ago, the expansion of nuclear power in the United States was halted by widespread public opposition as well as rising costs and less than projected increases in demand for electricity. Can the renewed enthusiasm for nuclear power overcome its history of public resistance that has persisted for decades? We propose that attitudes toward nuclear power are a function of perceived risk, and that both attitudes and risk perceptions are a function of values, beliefs, and trust in the institutions that influence nuclear policy. Applying structural equation models to data from a U.S. national survey, we find that increased trust in the nuclear governance institutions reduces perceived risk of nuclear power and together higher trust and lower risk perceptions predict positive attitudes toward nuclear power. Trust in environmental institutions and perceived risks from global environmental problems do not predict attitudes toward nuclear power. Values do predict attitudes: individuals with traditional values have greater support for, while those with altruistic values have greater opposition to, nuclear power. Nuclear attitudes do not vary by gender, age, education, income, or political orientation, though nonwhites are more supportive than whites. These findings are consistent with, and provide an explanation for, a long series of public opinion polls showing public ambivalence toward nuclear power that persists even in the face of renewed interest for nuclear power in policy circles.  相似文献

Public support for nuclear power generation has decreased in Japan since the Fukushima Daiichi nuclear accident in March 2011. This study examines how the factors influencing public acceptance of nuclear power changed after this event. The influence factors examined are perceived benefit, perceived risk, trust in the managing bodies, and pro‐environmental orientation (i.e., new ecological paradigm). This study is based on cross‐sectional data collected from two online nationwide surveys: one conducted in November 2009, before the nuclear accident, and the other in October 2011, after the accident. This study's target respondents were residents of Aomori, Miyagi, and Fukushima prefectures in the Tohoku region of Japan, as these areas were the epicenters of the Great East Japan Earthquake and the locations of nuclear power stations. After the accident, trust in the managing bodies was found to have a stronger influence on perceived risk, and pro‐environmental orientation was found to have a stronger influence on trust in the managing bodies; however, perceived benefit had a weaker positive influence on public acceptance. We also discuss the theoretical and practical implications of these findings.  相似文献

This paper examines the relationship between perceived risk and willingness-to-pay (WTP) for increased safety from technological hazards in both conceptual and empirical terms. A conceptual model is developed in which a given household's WTP for risk reductions is a function of traditional socioeconomic variables (i.e., income and base level of risk) and perceived characteristics of the hazards (i.e., dread, knowledge, and exposure). Data to estimate the model are obtained through a combined contingent valuation and risk perception survey that considers 10 technological hazards, five of which are well-defined (e.g., death rates are known and the risks are relatively common) and five are less well-defined. Econometric results, using TOBIT estimation procedures, support the importance of both types of variables in explaining WTP across all 10 hazards. When the risks are split into two groups, the results show that WTP for well-defined hazards is most influenced by perceived personal exposure, while WTP for less well-defined risks is most influenced by levels of dread and severity.  相似文献

Scientific risk estimates of BSE can be the same internationally; however, socioeconomic backgrounds, such as food supply (e.g., beef import status) and dietary life, are different between East Asian countries (i.e., in this article, Japan, Korea, and Taiwan) and Western countries, which may account for differences in risk perception of people. Since political and social backgrounds also differ among these East Asian countries, they will also influence people's attitudes toward food safety. Psychological factors such as “dread” and the “unknown” are considered to be important in risk perception, but socioeconomic, and in some cases political, situations (e.g., attitudes of politicians and political pressures in trade) may strongly influence the perception and acceptance of various risks by citizens. With regard to the BSE issues, latter aspects may contribute a lot to risk perception, but have not been examined in depth until now. Although protection of health is the key element to food safety, sometimes business factors can overwhelm safety issues in international trade. Appropriate risk governance in food safety issues, such as BSE, can be attained not only through application of outputs of scientific assessment, but also through deliberation of various aspects, that may have strong influence on people's risk perception, and improved communication among stakeholders and also among countries.  相似文献

Previous studies of risk perception have typically focused on the mean judgments of a group of people regarding the riskiness (or safety) of a diverse set of hazardous activities, substances, and technologies. This paper reports the results of two studies that take a different path. Study 1 investigated whether models within a single technological domain were similar to previous models based on group means and diverse hazards. Study 2 created a group taxonomy of perceived risk for only one technological domain, railroads, and examined whether the structure of that taxonomy corresponded with taxonomies derived from prior studies of diverse hazards. Results from Study 1 indicated that the importance of various risk characteristics in determining perceived risk differed across individuals and across hazards, but not so much as to invalidate the results of earlier studies based on group means and diverse hazards. In Study 2, the detailed analysis of railroad hazards produced a structure that had both important similarities to, and dissimilarities from, the structure obtained in prior research with diverse hazard domains. The data also indicated that railroad hazards are really quite diverse, with some approaching nuclear reactors in their perceived seriousness. These results suggest that information about the diversity of perceptions within a single domain of hazards could provide valuable input to risk-management decisions.  相似文献

Researchers in the field of risk perception have been asking why people are more worried about risk today than in years past. This article explores one possible answer to this question, associative anxiety. The affect heuristic and the mental network models suggest that anxiety triggered by information regarding a particular risk can spread to other risks of the same category. Research to date, however, has not examined how information refuting the particular risk can also be generalized across other risks. The article presents two experimental studies addressing this issue. Study 1 showed that when participants were presented with information based on a real train collision, they experienced increased anxiety not only about train collisions but also about public transportation in general. In contrast, those who were informed about the train collision case as well as the preventative measures implemented after the accident experienced decreased anxiety about train collisions but not about public transportation more generally. Study 2 measured the changes in participant anxiety about a genetically modified organism (GMO) and compared the influence of information about either the existence or nonexistence of its risk. Similar to Study 1, associative anxiety rippled through the risk category. The results also suggest that the follow‐up information refuting the GMO risk reduced the anxiety toward the hazard drastically, but did not fully alleviate the anxiety toward other hazards in the category. The implications and the limitations of these studies are also discussed.  相似文献

A study (N=198) was conducted to examine hypotheses derived from an emotion-based model of stigma responses to radiation sources. A model of stigma susceptibility is proposed in which affective reactions and cognitive worldviews activate predispositions to appraise and experience events in systematic ways that result in the generation of negative emotion, risk perceptions, and stigma responses. Results of structural equation modeling supported the hypotheses. Radiation sources that scored higher on a measure of stigma were included in the analyses (i.e., nuclear power plants, radioactive waste from nuclear power plants, radiation from nuclear weapons testing). Individual differences in negative reactivity and worldviews were associated with the strength of emotional appraisals that were associated, in turn, with negative emotion toward stigmatized radiation sources. As hypothesized, the model fit better with perceived risk as a function of negative emotion rather than vice versa. Finally, a measure of stigma was associated with negative emotion and, to a lesser extent, with risk perceptions. Risk communication about stigmatized objects may benefit from a more complete understanding of how affective and emotional reactions are constructed and the routes through which they affect responses and behaviors.  相似文献

In this article quantitative analyses of CANDU nuclear generating stations are evaluated using an explicit set of criteria derived from a decision-analytic framework. A systematic search was made for relevant analyses, including both risk assessments and economic analyses. Only a small number of scientifically sound quantitative analyses that are being used to make decisions about specific safety measures or projects were located. The availability of scientifically sound quantitative data for making major energy policy decisions is even more limited, and what is available has major shortcomings. The province of Ontario is now heavily dependent on nuclear energy. Given the uncertainties surrounding the health, environmental, economic, and social consequences of nuclear energy, there is a need to assemble the information that is available within a comprehensive decision-making framework, and to decide future energy policies for the province in a public forum from a societal perspective.  相似文献

Criteria are proposed for both an acceptable upper bound of nuclear power plant risk and a lower bound as a design target. Recognizing that the public risk associated with a power plant can be estimated only by probabilistic analysis of the design features, the spread between the lower design target and the upper bound provides a margin for uncertainty in th probabilistic estimate. The combination of a low probabilistic design target and this margin provides a reasonable expectation that the overall performance will be in the domain of an acceptable risk level. Because the exposure to potential risk is chiefly in the locality of the nuclear station, it is also proposed that compensatory benefits should be provided locally and that these be included as a cost of operation. It is suggested that the upper bound be set at a risk level equivalent to those risks of routine living which are normally accepted, i.e., about 10-4 deaths per year per person (100 deaths/yr/million). The proposed lower design target is 10-8 (0.1 deaths/yr/million), about one-hundredth of the minimal risk from the natural hazards all people are exposed to.  相似文献

Despite global efforts to reduce seismic risk, actual preparedness levels remain universally low. Although earthquake‐resistant building design is the most efficient way to decrease potential losses, its application is not a legal requirement across all earthquake‐prone countries and even if, often not strictly enforced. Risk communication encouraging homeowners to take precautionary measures is therefore an important means to enhance a country's earthquake resilience. Our study illustrates that specific interactions of mood, perceived risk, and frame type significantly affect homeowners’ attitudes toward general precautionary measures for earthquakes. The interdependencies of the variables mood, risk information, and frame type were tested in an experimental 2 × 2 × 2 design (N = 156). Only in combination and not on their own, these variables effectively influence attitudes toward general precautionary measures for earthquakes. The control variables gender, “trait anxiety” index, and alteration of perceived risk adjust the effect. Overall, the group with the strongest attitudes toward general precautionary actions for earthquakes are homeowners with induced negative mood who process high‐risk information and gain‐framed messages. However, the conditions comprising induced negative mood, low‐risk information and loss‐frame and induced positive mood, low‐risk information and gain‐framed messages both also significantly influence homeowners’ attitudes toward general precautionary measures for earthquakes. These results mostly confirm previous findings in the field of health communication. For practitioners, our study emphasizes that carefully compiled communication measures are a powerful means to encourage precautionary attitudes among homeowners, especially for those with an elevated perceived risk.  相似文献

Although it is known that leaders can have a strong impact on whether employees voice work-related ideas or concerns, no research has investigated the impact of leader language on voice—particularly in professionally diverse contexts. Based on a social identity approach as well as on collectivistic leadership theories, we distinguish between implicit (i.e., First-Person Plural pronouns) and explicit (i.e., invitations and appreciations) inclusive leader language and test its effects on voice in multi-professional teams. We hypothesized that implicit inclusive leader language promotes voice especially among team members sharing the same professional group membership as the leader (in-group team members) while explicit inclusive leader language promotes voice especially among team members belonging to a different professional group (out-group team members). These hypotheses were tested in a field setting in which 126 health care professionals (i.e., nurses, resident and attending physicians), organized in 26 teams, managed medical emergencies. Behavioral coding and leader language analyses supported our hypotheses: Leaders' “WE”-references were more strongly related to residents' (in-group) and explicit invitations related more strongly to nurses' (out-group) voice behavior. We discuss how inclusive leader language promotes employee voice and explain why group membership functions as an important moderator in professionally diverse teams.  相似文献

Existing leadership research has presented conflicting views on the effects of leader anger expressions. The present research aims to reconcile these findings by proposing that the type of inferences followers make (i.e., motivation-focused inference or trait-focused inference) is a key factor determining the outcomes of leader anger expressions. Through one survey study (Study 1) and two experimental studies (Studies 2 and 3), the present research indicates that the effectiveness of leader anger expressions is associated with the type of inferences followers draw from the anger. In general, we found support for the negative relationship between trait-focused inferences and leader effectiveness, but were unable to properly test the positive relationship between motivation-focused inferences and leader effectiveness due to the lack of appropriate instrumental variables. We also investigated whether followers' implicit theories of personality (i.e., entity versus incremental theory) would moderate the effect of leader anger expressions on the type of inferences made by followers, which in turn shapes leader effectiveness. The results of Study 3 provide evidence of the moderating role of implicit theories of personality. Theoretical contributions and practical implications of the present research are discussed.  相似文献

Public and political opposition have made finding locations for new nuclear power plants, waste management, and nuclear research and development facilities a challenge for the U.S. government and the nuclear industry. U.S. government-owned properties that already have nuclear-related activities and commercial nuclear power generating stations are logical locations. Several studies and utility applications to the Nuclear Regulatory Commission suggest that concentrating locations at major plants (CLAMP) has become an implicit siting policy. We surveyed 2,101 people who lived within 50 miles of 11 existing major nuclear sites and 600 who lived elsewhere in the United States. Thirty-four percent favored CLAMP for new nuclear power plants, 52% for waste management facilities, and 50% for new nuclear laboratories. College educated, relatively affluent male whites were the strongest CLAMP supporters. They disproportionately trusted those responsible for the facilities and were not worried about existing nuclear facilities or other local environmental issues. Notably, they were concerned about continuing coal use. Not surprisingly, CLAMP proponents tended to be familiar with their existing local nuclear site. In short, likely CLAMP sites have a large and politically powerful core group to support a CLAMP policy. The challenge to proponents of nuclear technologies will be to sustain this support and expand the base among those who clearly are less connected and receptive to new nearby sites.  相似文献

The media play an important role in risk communication, providing information about accidents, both nearby and far away. Each media source has its own presentation style, which could influence how the audience perceives the presented risk. This study investigates the explanatory power of 12 information sources (traditional media, new media, social media, and interpersonal communication) for the perceived risk posed by radiation released from the damaged Fukushima nuclear power plant on respondents’ own health and that of the population in general. The analysis controlled for attitude toward nuclear energy, gender, education, satisfaction with the media coverage, and duration of attention paid to the coverage. The study uses a large empirical data set from a public opinion survey, which is representative for the Belgian population with respect to six sociodemographic variables. Results show that three information sources are significant regressors of perceived health‐related risk of the nuclear accident: television, interpersonal communication, and the category of miscellaneous online sources. More favorable attitudes toward nuclear power, longer attention to the coverage, and higher satisfaction with the provided information lead to lower risk perception. Taken together, the results suggest that the media can indeed have a modest influence on how the audience perceives a risk.  相似文献
