Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

Using large‐scale census data and adjusting for sending‐country fixed effect to account for changing composition of immigrants, we study relative immigrant selection to Canada and the U.S. during 1990–2006, a period characterized by diverging immigration policies in the two countries. Results show a gradual change in selection patterns in educational attainment and host‐country language proficiency in favor of Canada as its post‐1990 immigration policy allocated more points to the human capital of new entrants. Specifically, in 1990, new immigrants in Canada were less likely to have a B.A. degree than those in the U.S.; they were also less likely to have a highschool or lower education. By 2006, Canada surpassed the U.S. in drawing highly educated immigrants, while continuing to attract fewer low‐educated immigrants. Canada also improved its edge over the U.S. in terms of host‐country language proficiency of new immigrants. Entry‐level earnings, however, do not reflect the same trend: Recent immigrants to Canada have experienced a wage disadvantage compared to recent immigrants to the U.S., as well as Canadian natives. One plausible explanation is that while the Canadian points system has successfully attracted more educated immigrants, it may not be effective in capturing productivity‐related traits that are not easily measurable.  相似文献

Cet article utilise les données provenant de l'Enquête longitudinale auprès des immigrants du Canada (ELIC) couvrant la période 2000‐2004 afin d'évaluer l'emploi à durée déterminée et la réussite professionnelle des immigrants récents qui, bien qu'ayant obtenu un diplôme universitaire dans leur pays d'origine, ont choisi de s'inscrire dans un établissement d'enseignement postsecondaire canadien. La principale conclusion de l'article est que la réussite professionnelle des immigrants très instruits est affectée par le choix de l'enseignement post‐secondaire au Canada, toutes catégories socio‐démographiques et conditions d'avant ou après migration confondues. Quatre années après leur arrivée au Canada, les immigrants occupent des emplois nettement moins prestigieux que ceux qu'ils avaient avant la migration. Les immigrants qui ont poursuivi des études universitaires au Canada atteignent des meilleurs résultats professionnels que les non‐participants ou ceux qui ont choisi un collège communautaire. Néanmoins, la majorité des immigrants très instruits n'ont pas réussi à retrouver leur profession. This paper uses data from the Longitudinal Survey of Immigrants to Canada covering the period 2000 to 2004 to assess short‐term employment and occupational attainment of recent immigrants who, despite having completed a university degree in their countries of origin, chose to obtain additional credentials at a Canadian postsecondary institution. The main finding of this paper is that occupational attainment of highly educated immigrants is affected by choice of postsecondary education in Canada regardless of differences in sociodemographic, premigration characteristics, and postmigration conditions. Four years after entry, immigrants worked in jobs with significantly lower occupational prestige than those held prior to migration. Immigrants who pursued a university education in Canada attained highest occupational outcomes when compared to nonparticipants and those who chose a community college pathway. Nevertheless, the majority of highly educated immigrants failed to gain entry to the professions.  相似文献

We analyse data from the Programme for the International Assessment of Adult Competencies to reveal that immigrants in Canada and the United States make over $200 less per month than native‐born workers. In the United States, immigrants disproportionately work in low‐wage occupations, leading to large mean national differences between immigrants and native workers. The wage differential disappears after accounting for education and cognitive skills, indicating policies must focus on reducing education and skill gaps in the United States. In Canada, an immigrant wage gap persists in nearly all occupational fields, suggesting that the better skilled and educated immigrants in Canada are not receiving the same wage premium as native workers. We close with implications for policy and future research.  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

The present study evaluates the interplay between the effects of host countries' characteristics and self-selection patterns of immigrants from a highly developed country on their economic assimilation in other developed countries. The focus is on immigrants originated from Germany during 1990–2000 who migrated to Sweden and the US. The results show that almost all German immigrants reached full earnings assimilation with natives of similar observed attributes, and that the assimilation of highly educated Germans was better than that of the less educated. It was also found that the skilled immigrants were compensated for their human capital acquired in Germany. Finally, the better assimilation of German immigrants, especially the highly educated, took place in the US. This finding was probably the result of an interaction between the Germans’ pattern of self-selection and the US context of reception.  相似文献

The Tiananmen Square protests in 1989 and ensuing government crackdown affected Chinese nationals not only at home but also around the world. The U.S. government responded to the events in China by enacting multiple measures to protect Chinese nationals present in the United States. It first suspended all forced departures among Chinese nationals present in the country as of June 1989 and later gave them authorization to work legally. The Chinese Student Protection Act, passed in October 1992, made those Chinese nationals eligible for lawful permanent resident status. These actions applied to about 80,000 Chinese nationals residing in the United States on student or other temporary visas or illegally. Receiving permission to work legally and then a green card is likely to have affected recipients’ labor market outcomes. This study uses 1990 and 2000 census data to examine employment and earnings among Chinese immigrants who were likely beneficiaries of the U.S. government’s actions. Relative to immigrants from Hong Kong, Taiwan, and South Korea – countries not covered by the post‐Tiananmen immigration policy measures – highly educated immigrants from mainland China experienced significant employment and earnings gains during the 1990s. Chinese immigrants who arrived in the U.S in time to benefit from the measures also had higher relative earnings in 2000 than Chinese immigrants who arrived too late to benefit. The results suggest that getting legal work status and then a green card has a significant positive effect on skilled migrants’ labor market outcomes.  相似文献

This article examines the puzzle that the earnings of African immigrants do not match their high qualifications in terms of educational attainment. We apply cohort analysis to compare the economic assimilation patterns of black African immigrants with that of black non‐African immigrants. We find results that are consistent with the idea that the lower earnings of African immigrants are due to greater difficulty with skill transferability. Africans face substantially lower earnings at entry than black natives and black non‐African immigrants, although they close a substantial part of the initial earnings gap over time. Moreover, the earnings gap at entry has narrowed for recent cohorts; and Africans who migrate during childhood and those with no college education face no disadvantage. We also find similar patterns of assimilation in labour supply and participation in welfare programmes, which indicate that Africans face greater challenges at entry but assimilate at a faster rate.  相似文献

The present study focuses on the incorporation of immigrants from the former Soviet Union in two receiving societies, Israel and Canada, during the first half of the 1990s. Both countries conducted national censuses in 1995 (Israel) and 1996 (Canada), making it possible to identify a large enough sample of immigrants and provide information on their demographic characteristics and their labor market activity. While both Canada and Israel are immigrant societies, their institutional contexts of immigrant reception differ considerably. Israel maintains no economic selection of the Jewish immigrants and provides substantial support for newcomers, who are viewed as a returning Diaspora. Canada employs multiple criteria for selecting immigrants, and the immigrants' social and economic incorporation is patterned primarily by market forces. The analysis first examines the characteristics of immigrants who arrived in the two countries and evaluates the extent of selectivity. Consistent with our hypotheses, Russian immigrants to Canada were more immediately suitable for the labor market, but experienced greater difficulty finding and maintaining employment. Nevertheless, immigrants to Canada attained higher‐status occupations and higher earnings than their compatriots in Israel did, although the Israeli labor market was more likely to reward their investments in education.  相似文献

This article focuses on the impact of the local opportunity structure on socio‐economic outcomes of recent immigrants to Israel. Specifically, it examines the extent to which metropolitan labour markets versus peripheral labour markets differentially affect socio‐economic incorporation of recent “Russian” immigrants who arrived in Israel after the collapse of the former Soviet Union in 1989. Using the 1995 Israeli Census of Population, the analyses address the following questions: (1) were recent immigrants differentially sorted to local labour markets; (2) do local labour markets differentially affect socio‐economic attainment; and (3) do modes of socio‐economic attainment and patterns of ethnic inequality differ across metropolitan and peripheral labour markets? The analyses reveal that immigrants from the European republics and of lower education are more likely to settle in peripheral labour markets than in metropolitan labour markets. Peripheral labour markets, compared with metropolitan labour markets, have detrimental consequences for the socio‐economic outcomes of immigrants. The data do not provide strong support for the thesis that patterns of socio‐economic attainment and inequality differ much across labour markets. The rules according to which socio‐economic attainment of immigrants is determined are, for the most part, similar across labour markets. In general, occupational status and earnings of immigrants are likely to increase with the passage of time, education, European origin; and to decline with age regardless of type of the local labour market. However, the socio‐economic outcomes of immigrants are considerably higher in the metropolis than in the periphery. The findings suggest that the local labour market plays a major role in the determination of immigrants' socio‐economic rewards and outcomes.  相似文献

Using Canadian Census microdata from 1990 to 2005, we investigate the earnings attainment of immigrants to Canada in 6 age‐at‐arrival cohorts. In comparison to past work we extend our understanding regarding three dimensions of the age at immigration debate: we explore heterogeneity across fine grained age‐at‐arrival cohorts, over a fifteen‐year period and across different ethnic groups. We find that white immigrants and female immigrants arriving in Canada prior to age 18 face little earnings disparity. In contrast, visible minority male immigrants face significant earnings disparity regardless of their age‐at‐migration, and additionally this disparity increases sharply with age‐at‐migration. We find a break in earnings attainment at an age‐of‐arrival of 17, with immigrants arriving after this age performing much worse than those arriving at this age or earlier. The patterns observed are found for visible minority immigrants as a whole, and for Chinese, South Asian and African/Black origin immigrants examined separately.  相似文献

Participation in ethnic economies has been regarded as an alternative avenue of economic adaptation for immigrants and minorities in major immigrant‐receiving countries. This study examines one important dimension of ethnic economies: co‐ethnic concentration at the workplace. Using a large national representative sample from Statistics Canada’s 2002 Ethnic Diversity Survey, this study addresses four questions: (1) what is the level of co‐ethnic concentration at the workplace for Canada’s minority groups? (2) How do workers who share the same ethnicity with most of their co‐workers differ from other workers in socio‐demographic characteristics? (3) Is higher level of co‐ethnic concentration at the workplace associated with lower earnings? (4) Is higher level of co‐ethnic concentration at the workplace associated with higher levels of life satisfaction? The results show that only a small proportion of immigrants and the Canadian‐born work in ethnically homogeneous settings. In Canada’s eight largest metropolitan areas about 10 per cent of non‐British/French immigrants share a same ethnic origin with the majority of their co‐workers. The level is as high as 20 per cent among Chinese immigrants and 18 per cent among Portuguese immigrants. Among Canadian‐born minority groups, the level of co‐ethnic workplace concentration is about half the level for immigrants. Immigrant workers in ethnically concentrated settings have much lower educational levels and proficiency in English/French. Immigrant men who work mostly with co‐ethnics on average earn about 33 per cent less than workers with few or none co‐ethnic coworkers. About two thirds of this gap is attributable to differences in demographic and job characteristics. Meanwhile, immigrant workers in ethnically homogenous settings are less likely to report low levels of life satisfaction than other immigrant workers. Among the Canadian‐born, co‐ethnic concentration is not consistently associated with earnings and life satisfaction.  相似文献

Recent scholarship has focused on the relationship between source‐country characteristics such as female labor force participation, fertility, level of economic development, gender role attitudes, and immigrants’ labor market assimilation. These studies refer to national‐level factors when accounting for the vast differences in home‐country groups in labor market outcomes. This study asks to what extent these source‐country characteristics affect immigrant children's educational outcomes. Using data from the 2006 Canadian Census and World Values Survey, this article examines the extent to which the gender gap in educational attainment among immigrant children is associated with source‐country factors. Female child immigrants who come from countries with high female labor force participation and high levels of GDP have an advantage over their male counterparts in university education. Source‐country gender role ideology played a role in university completion rates for immigrant parents, but not for child immigrants.  相似文献

This paper examines two issues: (1) poverty dynamics among successive cohorts of entering immigrants to Canada, and (2) whether rising educational attainment and increasing share in the “skilled” class since the early 1990s has resulted in improvements in poverty entry, exit, and chronic poverty. The entry to poverty is very high during the first year in Canada, but low in subsequent years. The dramatic move toward more labor‐market friendly characteristics of entering immigrants had only a very small effect on poverty outcomes, in part because the relative advantage of holding a degree diminished, and “skilled economic” class immigrants were more likely to enter poverty than their “family” class counterparts.  相似文献

This paper evaluates the economic benefits of self‐employment in Canada for 12 groups of ethno‐racial immigrants. It tests whether or not their self‐employment earnings are higher or lower than similar groups in wage and salary employment, whether ethnic minorities earn more or less from self‐employment compared to White immigrants, and whether self‐employment earnings of immigrant groups vary by their industrial sectors of employment. Using the Canadian Census 2006, I show that self‐employed ethno‐racial immigrants earn less than White immigrants. I also show that the economic benefits of self‐employment depend on the ethno‐racial groups and the industrial mix of their self‐employment. This study examines the effect of unionization on the labor market integration of newly arrived immigrants in Canada. We find that non‐white recent immigrants gain access to unionized jobs at a slower rate than do white recent immigrants. The effect of unionization on earnings is somewhat lower for non‐white recent immigrants than for white recent immigrants. These findings are based on growth curve modeling of longitudinal data from the Survey of Labour and Income Dynamics (SLID). Therefore, unionization does not contribute to reducing the earnings gap of non‐white recent immigrants relative to white immigrants and the native‐born.  相似文献

Labor market changes complicate the analysis of black women's status relative to white women because education, occupational attainment, and race–gender are now less predictive of earnings. Low‐wage black women's relative status has improved somewhat from 1970 to 2000, contrary to the well‐documented decrease in relative status reported for all black women wage earners since 1980, but their dramatic occupational upgrading was not responsible for the trend. White‐collar occupational positions formerly responsible for white women's relative earnings advantage no longer deliver that reward, as restructuring has produced a proliferation of bad jobs across occupational groups. This study argues that increasing exposure to precarious work is crucial to understanding changes in low‐wage black women's relative economic status since 1970.  相似文献

The economic adaptation of immigrants to Canada is analyzed using government data on the labor force and landed immigrants. In particular, the labor force experience of a sample of immigrants in Canada is examined and compared with that of a Canadian cohort with regard to length of unemployment and income. We analyze time diary data from 24,546 married mothers and married fathers in Canada, Germany, Italy, and Norway to determine whether the effect of education on child‐care time varies cross‐nationally. Our results indicate that more educated mothers spend more time with children than less educated mothers in each country, despite substantial cross‐national variation in levels of economic support and services for families. This suggests that better educated mothers may have different parental values and behaviors than less educated mothers. Among fathers, however, education has no effect on child‐care time in Norway, and only weak effects in Germany. This suggests that family policies that provide economic support to families may reduce time constraints on fathers, thus ameliorating educational effects.  相似文献

Immigrants’ economic assimilation in host countries is determined by patterns of self‐selection on both – observed attributes (mainly human capital) and unobserved attributes of the immigrants from their source countries. In the present study immigrants’ economic assimilation in the United States and Israel are compared. More specifically, the study compares the impact of immigrants’ unobserved characteristics on their earnings in both countries by applying a model for decomposing difference in differentials. It makes use of United States and Israeli decennial census data for comparing self‐selection patterns on unobserved attributes of Jewish immigrants from the former Soviet Union (FSU) who arrived in the United States and Israel during the 1970s. The results indicate that FSU immigrants who chose the United States have significantly higher levels of unobserved earnings determinants than those who chose Israel. These results are discussed in light of migration theories.  相似文献
