Albania’s experience with transition is unlike most Eastern European countries. In particular, transition started from a deeply impoverished state, proceeded faster than other countries in the region, and was disrupted by financial sector crises. In addition, Albania experienced extreme population movements both abroad (to as many as twenty different countries) and within the country (from rural areas to major cities). All these changes combined have altered the composition of the local labour force in unknown ways. Understanding who Albania’s unemployed are at present is important for policy decisions, especially given the double-digit unemployment rates of the last decade. In addition, employment stabilization policies in Albania are important from an international perspective, since Albania exports about 15–20% of its labour force to neighbouring countries. This paper uses administrative data from one of the largest, recently established labour offices, to gain insights into the composition and characteristics of Albania’s unemployed.  相似文献

The United Kingdom was one of only three countries to allow migrants from accession countries to enter their labour markets more or less without restriction following European Union enlargement in May 2004. Therefore, it is important to establish the characteristics and labour market performance of migrants from these countries who have subsequently entered the United Kingdom. We principally analyse Labour Force Survey data to compare the labour market outcomes of recent migrants from Poland and other accession countries to those of earlier migrant cohorts from these countries as well as to those of other recent migrants to the United Kingdom. We find that the majority of post‐enlargement migrants from the new member states have found employment in low paying jobs, despite some (especially Poles) possessing relatively high levels of education. It follows that recent Polish migrants typically have lower returns to their education than other recent arrivals. Migrants from the new member states who arrived immediately prior to enlargement have similar characteristics and labour market outcomes, apart from displaying a higher propensity to be self‐employed. These results are discussed in the context of policy changes, migration strategies, assimilation effects and possible impacts on the sending countries.  相似文献

Return migration and migrant transnationalism are key phenomena in research on international migration. Here we examine how the two are connected. The article introduces a special section and draws partly upon this selection of papers and partly upon the broader literature. First, we argue that there is often a blurred boundary between mobility as a transnational practice, for instance in the form of return visits, and purportedly permanent or long‐term return migration. Second, we examine the effects of transnationalism on return migration intentions and experiences. Third, we explore how migration trajectories, involving various forms of ‘return’ moves, create different forms of transnationalism. Examples include the ‘reverse transnational’ practices of returnees and the ‘residual transnationalism’ of migrants who have had an unsuccessful return experience and decided to settle permanently abroad. We end by considering how both return migration and transnationalism exist in the interplay between the personal and the social.  相似文献

Literature researching the drivers of highly skilled migration (HSM) often prioritizes labor market returns to education and downscales the importance of public welfare. This article develops an innovative empirical strategy which allows us to see how a selection of pull factors attracts temporary and long-term educated migrants in Europe. To do so, we built a unique longitudinal contextual dataset merging information from the European Labor Force Survey (2000-2014) with selected Eurostat and OECD country indicators. Country-fixed effect time series allow us to concentrate on cross-country effects. Our evidence suggests that returns to education attract temporary HSM and long-term stayers equally. However, it is also shown that public welfare and taxation operate differently for these two groups and do not deter long-term residents. Our article proposes revisiting the assumption that HSMs are mere income maximizers. As we argue, long-term HSM may well be attracted by generous welfare setups.  相似文献

U.S. immigration policy debates increasingly center on attracting highly‐skilled immigrants. African immigrants, in particular, exhibit high levels of over‐education. But questions remain about whether African immigrants’ skills are appropriately utilized in the U.S. labour market. This paper uses U.S. Census and American Community Survey data to determine whether Africans’ over‐education leads to a corresponding wage disadvantage. I also investigate whether search and match, imperfect transferability, or queuing theory describes African immigrants’ wage outcomes. I find that, while African and Asian immigrants have similarly high rates of college education and over‐education, Africans experience significantly larger wage disadvantages due to over‐education. African immigrants’ low wages are closer to that of U.S. and Caribbean‐born blacks indicating that queuing theory describes their wage disadvantage. These findings suggest the need for policy addressing racial disparities in the labour market rather than new immigration policy.  相似文献

Return migration is not always a process of simply “going home.” Particularly when return is not fully voluntarily, returnees face severe obstacles. This study argues that such return can only become sustainable when returnees are provided with possibilities to become re‐embedded in terms of economic, social network, and psychosocial dimensions. We analyze the return migration experiences of 178 rejected asylum seekers and migrants who did not obtain residence permit to six different countries: Afghanistan, Armenia, Bosnia and Herzegovina, Sierra Leone, Togo and Vietnam. Using both quantitative and qualitative methods of data analysis, we identify several key factors that influence prospects for embeddedness, such as individual and family characteristics, position in the migration cycle, and the role of pre‐ and post‐return assistance. We find that the possibilities for successful return are highly dependent on the living circumstances provided in the host country: returnees who were enabled to engage in work, had access to independent housing and freedom to develop social contacts proved to be better able to exercise agency and maintain self‐esteem. Post‐return assistance by non‐governmental organizations will be particularly helpful when financial support is combined with human guidance and practical information to enhance a more sustainable return process.  相似文献

While the United States welcomes foreign-born students and trainees and, less warmly, temporary workers such as H-1B visa holders, it places an array of requirements, obstacles, and delays upon persons who would like to make the U.S. their permanent home. The number of people in the queue for legal permanent residence (LPR) is, however, difficult to ascertain. This paper estimates the number of highly skilled foreign-born persons waiting for LPR via the three main employment-based categories, separately by whether they are living in the United States or abroad, as well as the number of family members. We find that as of the end of FY 2006 there were about half a million employment-based principals awaiting LPR in the United States, together with over half a million family members, plus over 125 thousand principals and family members waiting abroad. These numbers dwarf the visas available annually – 120,120 plus any not used in the family preferences – suggesting that the long delays in gaining legal permanent residence are a visa number problem, not an administrative processing problem, as many believe. The backlog thus cannot be eliminated without a large change in public policy. The delay in gaining legal permanent residence could contribute to the decision of many highly skilled foreign-born to leave the United States.  相似文献

Competition is ubiquitous in economic life. Yet, negative consequences of competitive environments have been reported and everyday experience suggests that competitive situations can be very stressful. It is, however, an open question whether or not economic competitions in the laboratory indeed elicit physiological stress reactions. Our study examined subjectively perceived stress and physiological changes induced by a well-established economic laboratory competition paradigm (first used in Niederle & Vesterlund, 2007) in a mixed-gender sample of 111 healthy participants. A mental arithmetic task was performed first under a piece rate (i.e., non-competitive) payment scheme and afterwards under a tournament condition. In a third round, participants decided how to be paid (i.e., piece rate or tournament). Our results indicate that compared to a control group, which performed only the non-competitive condition, the competitive game condition elicited subjective and physiological reactions that are indicative of mild stress, i.e., an increase in heart rate and a decrease of calmness and mood. Furthermore, reactions that are thought to reflect an active coping style were related to the self-selection into competition in the third round of the game. We speculate that real-life economic competitions might be even stronger stressors and the way how people cope with this kind of stress might be related to competitiveness in real-life economic contexts.  相似文献

There is some concern in Australia that immigration contributes to a widening of its current account deficit. Several cross-section studies have found that migrant households have a lower saving rate than the local born households. In conjunction with a well-known national income identity that the current account deficit is equal to the excess of investment over saving, such findings have been interpreted by many to mean that the migrants contribute to increasing the level of foreign liabilities at a rate greater than that by the local-born.
However, it should be realized that immigration impacts on the economy in a complex way through various demand and supply side channels. Its direct and chain effects on such variables as the current account are spread over both the short and the long term. These effects are neither unidirectional nor always easy to isolate. The final outcome, which is the sum total of all the effects, is uncertain, and cannot be fully understood from a knowledge of cross-sectional saving performance alone.
This article utilizes aggregate time series data to investigate the relationship between the current account and immigration. It finds that although an increase in net migration tends to raise the current account deficit, the longer term effect of immigration on the current account is negligible.  相似文献

The effectiveness of occupational health and safety management systems (OHSMS) can be understood through analysis of surveys such as the experiences of exposure to occupational hazards by Australian nursing occupations. How effectively OHSMS are implemented in the Australian health industry is unclear as few studies describe current hazard exposure patterns or the impact of OHSMS in the Australian health industry. This paper concludes from the analysis of an Exposure Survey of Australian nursing occupations that nursing occupations perceive themselves to be "at risk" of injury and/or management of OHS risk in work duties is affected by the patterns of hazard exposure, occupation group as well as employee attributes, perceptions, patterns and situations of work. The results highlight the top-rated hazards and imply that the perceptions of hazards in the workplace are different to actual risk experience (e.g. injury patterns). There is an unacceptable level of exposure to diverse hazards in Australian nursing occupations workplaces in regard to regulatory and performance obligations. Stronger strategies to achieve more effective risk treatment, integrate with hospital accreditation and quality programs are discussed to benefit system performance and the welfare of those in nursing occupations.  相似文献

This article investigates the roles of human and social capital played in the Japanese labor market. Our research question is whether they interact to accelerate or decelerate each other to provide first jobs of a long duration. Based on the literature, we focus on the bonding functions of friends and relatives. Using the 2005 Social Stratification and Social Mobility Survey Data, we measure human capital by educational attainment (college education) and social capital by job search methods (using friends or relatives). The dependent variable is the hazard rate of turnover from the first job. We find that social capital especially benefits those with low human capital (high school graduates). When friends or relatives introduce workers to jobs, high school graduates tended to stay longer in their first jobs and had a lower turnover than college graduates did. This means that social capital decelerated effects of human capital. Therefore, in the Japanese labor market, social capital plays a complementary role in mitigating educational disadvantage.  相似文献

In this paper, processes of gentrification are assessed in relation to non-commercial farming: the production of agricultural commodities without the intent of earning a living. The author argues that due to the connection between residence and productive assets (particularly land) inherent in farming, agricultural gentrification represents a special case, distinct from rural and urban gentrification, where gentrification is possible from within the existing farm household. Pluriactivity of the farm household enables both economic capital accumulation and alterations in the cultural capital held. Similar to rural and urban gentrification processes, agricultural gentrification leads to landscape change. Both non-commercial farming and gentrification processes are found to have been encouraged by the state, through post-productivist polices and laws aimed at commercial agricultural producers. The author argues for further research on farmers as consumers of rural amenities, and raises questions about the environmental impacts of ‘non-commercial farming’ and the acquisition of farm land by the wealthy elite.  相似文献

Based on long-term fieldwork in multiple locations, our article questions the approach that posits a Chinese model of work and employment relations as increasingly exporting its form of labour management and dominating worldwide. It does so by focusing on Europe and discussing two labour regimes considered as typically Chinese: the Chinese fashion workshops in the Italian fashion industry, and the Foxconn electronics plants in the Czech Republic. Our findings bring new insights to bear on issues for which research is still thin on the ground and challenge the hypothesis of a ‘Chinesisation’ of work and employment practices in Chinese small firms and MNCs operating in Europe. We move the focus away from the simple analysis of firm management prevailing in the literature and suggest that, in order to understand the firm’s behaviours, the role of the state, the unions, the migrant workers and the role of temporary work agencies should all be taken into consideration.  相似文献
