Interculturalism provides the core framework for immigration‐related policies in Catalonia, while remaining deeply intertwined with Catalan nationalism. We first identify ‘intercultural nationalism’ as the core doctrine through which Catalan nationalist discourse has been articulated in relation to immigration. We trace interculturalism's origins to nationalism in Quebec and argue that, in Catalonia also, regional immigration policies have been constructed in opposition to those of the central state, while attempting to involve immigrants closely in subnational belonging and social cohesion. Second, we investigate whether interculturalism is durable during economic and political crises, arguing that intercultural policies did not change following the economic recession of the 2010s. This harmonises with broader interpretations that de‐emphasise the role of economic factors in ethnic conflicts. In conclusion we note how the continuing resilience of interculturalism in Catalan policies on immigration contrasts sharply with the rise of xenophobia elsewhere.  相似文献

This paper identifies the protections in place for irregular migrants on the Mexico‐Guatemala border and analyzes Mexican government immigration enforcement policies and levels of compliance with international standards and national law. The history of the Mexico‐Guatemala border region and different types of migration flows into and through the area are also explored, as well as the linkages between migration, trade, security, and US immigration policy. It is argued that the Mexican government has partially complied with international conventions and national laws to protect the human rights of transmigrants in the Guatemalan border region, but that compliance is not complete and that an international response is required to ensure that human rights standards are upheld.  相似文献

In little more than a decade, Italy has become a country characterized by immigration from abroad. This pattern is far removed from what central-northern European countries experienced during the 1950s and the 1960s.
Immigration has not been explicitly demanded by employers, nor has it been ruled by agreements with the immigrants' countries of origin, nor perceived as necessary for the economic system. For all these reasons, immigration has been chaotic and managed in an emergency and approximate way, even though it is deemed useful and is requested by the "informal" as well as the "official" economy.
Following presentations of statistics on trends in the phenomenon, three issues are analysed:
- how immigrants are integrated into a labour market that has not called them and into circumstances characterized by the absence of public policies to help them in their job search.
- whether it is possible to separate regular immigration involved in the "official" market from irregular immigration in the hidden economy, considering advantages of the first and harmful effects of the second for the Italian socio-economic system.
- whether it is appropriate to address complementarity between immigrant labour and the national labour force in a country with 2,500,000 unemployed workers and heavy territorial unbalances.  相似文献

The modern literature on the economics of immigration focuses on 3 related issues: 1) what determines the size and skill composition of immigrants flows to any particular host country; 2) how do the immigrants adapt to the host country's economy; and 3) what is the impact of immigrants on the host country's economy? This article reviews the theoretical framework and empirical evidence provided by the economics literature on these questions. It demonstrates that the economic approach, using the assumption that migration behavior is guided by the search for better economic opportunities and that the exchanges among the various players are regulated by an immigration market, leads to substantial insights in to these issues.  相似文献

Do policies aimed at reducing ethnic inequality affect ethnic‐specific migration? This article examines the effects of the New Economic Policy on first migration experiences of individuals in Peninsular Malaysia. Using life‐history data from the Second Malaysian Family Life Survey, I analyze whether the policy affected migration of individuals and how the effect differs between the Malays and non‐Malays for men and women. I found that the policy had positive effect on migration of both men and women, regardless of ethnicity. There is weak evidence that the NEP was ethnic‐specific in affecting migration, while NEP was not sex‐specific in affecting migration.  相似文献

US states are active in enacting immigration policies, which vary widely and have substantial impact on the lives of immigrants. Our understanding of what produces these divergent state laws remains limited. Qualitative research demonstrates the importance of a 2010 immigration compact, supported by a powerful religious organization, in shaping immigration policies in Utah, and the Utah Compact was held up as a model for other states. But is the experience of Utah applicable across other states? We test the effects of compacts and interest groups on immigration policy adoption across all 50 states between 2005 and 2013. Our findings suggest that compacts are actually associated with more restrictive immigration policy. Although states with compacts are more likely to pass inclusive immigration laws, these are counterbalanced by higher numbers of exclusive laws. Both religious and non‐religious interests groups are associated with policy, but they do not explain the effects of compacts.  相似文献

While Assisted Return and deportation are frequently viewed as two different return policies, the first represented as humanitarian and the latter as enforcement, this article argues that there is a continuum between these policies and that they form part of humanitarian border enforcement. Drawing on policy document analysis and interviews with NGOs and with irregular migrants, the article provides a two-level analysis by examining how AR is presented from the Norwegian governmental perspective and how it is experienced from the Afghan migrant perspectives. The article argues that the government bases its AR policy on the need to maintain the credibility and sustainability of the asylum system, as part of fighting crime, while presenting it as a humanitarian solution. For irregular migrants, however, the experienced lack of proper asylum procedures delegitimizes return policies. Overall, the performative aspects of humanitarianism in return policies contribute to depoliticizing return.  相似文献

This article analyzes the complex political environment of US immigration and refugee policies in which tensions exist, especially with regard to Central America and the Caribbean. Recommendations for managing it more effectively in the future are discussed. Several western countries, including the US, have implemented stricter restriction policies as a result of the perceived threats to their economies and cultural homogeneity. In general, US immigration policy has addressed both economic concerns and domestic pressures, whereas US refugee policy has reflected foreign policy concerns. As a result of these policies, there has been an increasing number of immigrants from Mexico, as well as huge numbers of refugees from Cuba and Nicaragua. Yet, there has been limited acceptance of asylum seekers from Haiti, El Salvador and Guatemala. Among the policies passed by the US Congress to reduce illegal immigration and limit assistance to legal immigrants were the Welfare Reform Act, Illegal Immigration Reform, Immigration Responsibility Act of 1996, and the Proposition 187 movement. Revisions in the procedures of the Immigration and Naturalization Service were also made.  相似文献

In recent years, policymakers have portrayed return migration as positive for development. In both migrant sending and migrant receiving countries, policymakers expect the transfer of economic, cultural and social capital by returnees to stimulate economic growth. Inherent in these assumptions is the idea of a unidirectional flow of capital from northern countries of immigration to the countries of return. The objective of this article is to contest this idea of a one‐way transfer of capital through a case study of Cape Verdean returnee business owners. To what extent have they accumulated their various forms of capital before emigration, during their sojourn abroad or after return? In this article, I examine the returnees' multi‐sited accumulation of capital and how it corresponds to the resources they need to run a sustainable business. In addition, I analyse how they adapt capital accumulated abroad to the conditions in Cape Verde.  相似文献

Politicians often mention immigration enforcement, and deportation in particular, as a means to assert state sovereignty. This article looks at deportation through exiting the European Union, an event that was interpreted as regaining sovereignty from the supra-national organisation. New immigration regulations in the United Kingdom were meant to end the EU Freedom of Movement and equalise the statuses of EU- and non-EU migrants in the United Kingdom. The research question this article addresses is the following: how do the new immigration regulations and policies affect the possibility of deportations of EU citizens in the United Kingdom? With the lens of Interpretive Policy Analysis, the article analyses primary sources and expert interviews. It concludes that the deportability of EU citizens has increased post-Brexit. It also anticipates that the deportability of EU citizens will be differentiated, as rough sleepers, former convicts and irregular migrants may be first to be targeted with deportation.  相似文献

Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First, maximize migration’s payoffs by ensuring that the 3 Rs of recruitment, remittances, and returns foster economic and job growth in emigration areas. Second, make emigration unnecessary by adapting trade, investment and aid policies, and programmes that accelerate economic development and thus make it unnecessary for people to emigrate for jobs and wages. Most of the changes needed for stay–at–home development must occur in emigration areas, but immigration areas can cooperate in the management of immigration, guest workers, and students, as well as in promoting freer trade and investment, and in targeting aid funds. In a globalizing world, selective immigration policies may have important development impacts, as with immigration country policies toward students, and workers in particular occupations, such as nurses and computer programmers, as well as with mutual recognition of occupational licenses and professional credentials. Trade policies affecting migration are also important, such as trade in services and laws regulating contracts between firms in different countries that allow the entry of lower wage workers as part of the contract. opening channels for legal migration can deter irregular migration.  相似文献

Spouses form the largest single category of migrant settlement in the UK, but research and policy making on marriage‐related migration to Britain provides incomplete coverage of the phenomenon, having been dominated by a focus on the South Asian populations that are among the largest groups of such migrants. By bringing together immigration statistics with information from academic and third‐sector sources, this article attempts to provide a more balanced and nuanced portrayal of patterns and practices of marriage‐related migration to the UK. In doing so, it reveals important nationality and gender differences in migration flows and considers how varying marriage practices, social and political contexts, and policies of both receiving and sending countries may work to influence marriage‐related migration streams. It also exposes the limitations and lacunae in existing research on this diverse form of migration, highlighting the danger that immigration policy made on the basis of partial evidence will produce unexpected consequences.  相似文献

Expectations for achievement in the US border on the unrealistic. High school students expect to obtain better jobs and more education than current cohorts have achieved. Many youth also seem unaware of how to realize their ambitions. These findings lead to several questions about the causes and consequences of ambition. First, how do American youths’ ambitions compare with those of past cohorts and what consequences stem from rising ambitions? Second, how likely is it that youth will achieve their ambitions? What structural forces hinder or assist the goal attainment process? Finally, what cultural and institutional forces shape ambition in the United States? We review available evidence for these questions. Experts agree that the youth are overly ambitious, but debate the consequences of over‐ambition. Furthermore, youth privileged by their race, class, and gender status are more likely to achieve their ambitions than less privileged youth, confirming the key sociological premise that broader social structures play an important role in whether individuals realize their dreams.  相似文献

The processes of globalization have demanded that emergent countries include issues of diversity into their political, economic and educational agendas. Consequently, educational institutions have started, in order to adscribe to requests made by transnational organizations (UNESCO, the World Bank and OECD), to include diversity as a priority to develop curricular proposals and policies for education. This article critiques how diversity discourses have been produced and circulated through public policies within the Chilean educational context. The design of new special education policies in Chile provides a critical context for the uses of diversity, how it is framed and what are the discourses associated with diverse educational contexts. Immigration defined as “illegal” is a typical area where the dominant representations differ from social phenomena. Starting from this point, this article deals with two issues. The first is the selective treatment of irregular immigration by receiving societies. Diverse interests and social representations of irregular immigration tend to redefine it in different ways: formal authorization and social recognition should be distinguished, and they can go in different directions. Their intersection determines four cases: exclusion, stigmatization, tolerance, integration. The second, and related, issue is the easier transition to a legal status of some irregular migrants, especially those who encounter some forms of tolerance in receiving societies. Three devices of regularization will be identified and discussed: deservingness; liberal legalization; victimization. In regard to processes of acceptance and legalization, the action of various intermediaries between the receiving societies and irregular immigrants will be highlighted.  相似文献

Immigration control, widely regarded the sovereign right of nation states, has often been pursued at the expense of civil and human rights. More than a century ago, nativists legitimated a punitive approach to immigration control that treated migrants’ rights as secondary by branding millions of newcomers to the United States as a “dangerous class”. In many ways, recent policies similarly criminalize immigrants and deploy crime control strategies in response. This article reviews the most significant of these policies at the federal and local state level, including: border security measures, detention and deportation, the 287(g) program, anti‐immigrant city ordinances, and the Arizona law (SB1070). Each initiative has been framed as necessary to protect American citizens from serious crime. We focus on four ways in which these policies violate human rights: first, border security measures that result in migrant deaths violate the right to life; second, detention and deportation violate the right to liberty; third, detention and deportation punish unlawful residents as though they were guilty of criminal rather than civil violations of the law, imposing penalties that are arbitrary and disproportionately harsh; and fourth, local state policies to counter illegal immigration encourage racial profiling, a practice that violates the right to freedom from discrimination.  相似文献

The literature on immigrant transnationalism and on irregular immigration suggests irregular migrants engage relatively little in transnational activities because of the obstacles associated with their legal and economic statuses. Drawing on participant observation and in‐depth interviews with a diverse population of irregular migrants in Belgium and the Netherlands, however, I shall demonstrate in this article that irregular migrants do indeed engage in various transnational activities. Moreover, I argue that a focus on aspirations helps to understand why irregular migrants either do or do not engage in specific transnational activities. Distinguishing between investment, settlement and legalization aspirations, I analyse whether and for what reasons irregular migrants carry out economic, social and political transnational activities. I conclude that future research on transnationalism and on the incorporation of irregular and regular migrants alike could benefit from contextualizing the agency of migrants by taking their aspirations into account.  相似文献

It is often argued that countries hosting large populations of skilled immigrants might benefit from their cultural and economic competencies in the development of international trade networks. Yet, in so doing, the state can be criticized for fetishizing the ethnic immigrant in market terms in order to extract ‘ethnic surplus value’. In this article, I examine these debates empirically in the case of India–Canada immigration and trade using interviews with traders, officials and immigrant entrepreneurs in British Columbia, Canada. Findings suggest that the supposedly positive relationship between trade and immigration is not obvious in the India–Canada case and there is no convincing evidence of the state managing successfully to extract ‘ethnic surplus value’. Rather, what appears most compelling is evidence of what can be termed a discourse of regional disadvantage circulated by immigrant and non‐immigrant business actors alike regarding the nature of India–Canada relations. Interview respondents link this discourse of disadvantage to the regional history of Indian immigration to Canada, which has traditionally comprised Sikhs from rural Punjab, and it functions to essentialize Indian immigrant ethnicity spatially within both the Indian and Canadian contexts. I focus on the theme of the extraction of ‘ethnic surplus value’ and regional disadvantage to reveal the limitations of both arguments about the economic nature of immigrant‐led network development. In both cases, I challenge these ideas with a critical emphasis on the role of immigrant agency and offer a more nuanced and complicated reading of the role of the state. As a result, I offer a detailed reading of how socio‐spatial immigrant networks are formed and operate at the regional scale, and how this complicates more abstract theoretical formulations regarding the trade and immigration nexus.  相似文献

This article provides new evidence on the effects of recent debt‐relief programmes on different macroeconomic indicators in developing countries, focusing on the Heavily Indebted Poor Countries (HIPCs). The relationship between debt relief and institutional change is also investigated to assess whether donors are moving towards ex‐post governance conditionality. Results show that debt relief is only weakly associated with subsequent improvements in economic performance but is correlated with increasing domestic debt which undermines the positive achievements in reducing external debt service. There is also evidence that donors are moving towards a more sensible allocation of debt forgiveness, rewarding countries which have better policies and institutions.  相似文献

The Japanese government maintains that the country admits only skilled economic migrants. Its statistics tell a different story. Skilled and low‐skilled economic migrants are admitted in equal measure. The aim of this article is to explain the dissonance between the government's policy rhetoric and policy outcome by turning to policy output. To this end, I quantitatively analyse immigration admission channels for economic migrants, using Ruhs' Openness and Rights Indicators (2013). The main findings not only go against much of what we believe about Japan but helps us reach a more nuanced understanding of its immigration policies. I demonstrate that Japanese immigration admission policies have become more open towards de facto low‐skilled economic migrants over time and are more open to de facto low‐skilled economic migrants than to de jure skilled economic migrants. Instead of openness, the gains made by certain groups of de jure skilled economic migrants have been exclusive immigration privileges related to permanent residence and family sponsorship.  相似文献
