It has been widely documented that unauthorized immigrants experience adverse economic incorporation in destination countries, particularly in the global North. Faced with restricted employment opportunities, many are drawn into informalizing segments of the labour market where earnings are low and unstable. Much less is known about how immigrant workers fare in the informal economy of cities of the South. Using surveys conducted in 2004, 2007 and 2015, we examine the economic outcomes of immigrant and native‐born workers who participate in the day labour markets of Tshwane, South Africa. In 2004 there were signs that foreign‐born workers enjoyed modestly better outcomes than South Africa‐born workers. In the latter periods, however, these advantages have disappeared and there are indications of a downward convergence of employment outcomes. The article concludes with a call for creating worker centres to regulate informal job markets for the benefit of workers, regardless of immigration status.  相似文献

This paper explores the social relationships of wage labour formed or stabilized in British merchant shipping in the course of “off‐shoring” employment in the late‐19th century. It argues that Asian wage‐workers were mobilized for employment on British merchant vessels as “coolies”, i.e. nominally free but mediated labouring subjects who could only be stabilized through legal, penal, social, debt, or other forms of coercion. Once introduced “coolie” relations were not confined to Indian crews. They also affected wage labour relations more generally in British shipping. While occurring against the backdrop of anti‐colonial struggles, the seafaring coolie's transformation into maritime worker was closely mediated by employers and the colonial state and produced hybrid outcomes. The creation of the modern seafaring “coolie” and the nature and context of his transformation into a “worker” thus shed interesting light on wage labour relations in the modern and contemporary global economy.  相似文献

This paper examines the role of informal job search methods on the labour market outcomes of displaced workers. Informal job search methods could alleviate short-term labour market difficulties of displaced workers by providing information on job opportunities, allowing them to signal their productivity and may mitigate wage losses through better post-displacement job matching. However if displacement results from reductions in demand for specific sectors/skills, the use of informal job search methods may increase the risk of job instability. While informal job search methods are associated with lower wage losses, they lead to increased job instability and increased risk of subsequent job displacement.  相似文献

In countries where informal, insecure jobs are widespread, traditional labour market indicators – such as the unemployment rate, labour force participation rate and wages – are not necessarily the most meaningful. The authors use a multidimensional employment quality index to analyse the Brazilian labour market over the period 2002–11, across three dimensions: earnings, formality (measured by the existence of an employment contract and social security contributions) and job tenure. The results show a significant increase in employment quality overall, especially in the years 2009–11, but with considerable differences between wage employees and self‐employed workers, and between industries.  相似文献

Using a composite index of legal provisions for annual and family leave in western Europe, the United States, Canada, Australia, Japan and the Republic of Korea, the authors rank legislative support for this aspect of work–family balance. The United States ranks last: its employers are not required to grant annual leave and employees can take no more than 12 weeks' family leave per year. The United States' comparatively low labour standards, the authors argue, may be due to the dominance of a market‐based conception of employment and the assumption of equal employer–employee bargaining power, neither of which is fully shared by the other industrialized democracies.  相似文献

ABSTRACT

The paper reports on a mixed methods study that sought to analyse determinants of youth labour market and educational disengagement in Peru. It begins by questioning the widespread focus on NEET – youth not in employment, education or training – as a measure of youth vulnerability in countries with extensive informal labour markets where labour precarity can be as problematic as unemployment for young people’s futures. A broader category of ‘urban vulnerable’ youth, including both NEET and precarious workers, is proposed and used as the basis for analysing the factors that influence young people’s trajectories. Key factors and shocks in youth trajectories are identified through qualitative life histories, and are tested using cross-section and panel survey data. Findings from the study have implications for the analysis of youth labour market vulnerability in the Global South, as well as for the policies that seek to address this problem.  相似文献

This article addresses two contested issues of crucial importance to policy, namely: formal labour regulations as a cause of informal employment, and so‐called “voluntary” informal employment. The authors provide theoretical overviews on both issues and an extensive survey of empirical studies on the effects of formal labour regulations on informal employment. The article closes with observations on the relevance of the ILO's four decent work objectives for informal employment and economic development, with particular emphasis on the significance of – and potential for – organizing workers in the informal economy.  相似文献

ABSTRACT

This article discusses disputes involving the regimentation of underage labourers in the city of São Paulo, Brazil, and its relation with the stigmatization of African-descended women as unfit mothers. In the 1880s and 1890s, informal labour regimentation practices were increasingly, although only partially, replaced by formal labour arrangements largely targeted at underage workers born to enslaved or freed mothers. Depicted as incapable of performing the maternal duties and virtues as defined by the ascending bourgeois normativity, impoverished and morally attacked, these women and their children faced particular challenges in the unfolding of emancipation.  相似文献

The enlargement of the European Union (EU) in May 2004 produced a very significant wave of immigration to the United Kingdom that is likely to continue to impact its labour market in forthcoming years. Polish migrants were by far the largest cohort of the new entrants. This paper complements previous work that has begun to establish the characteristics and labour market performance of migrants from the new member states who have entered the United Kingdom. This paper uses a unique micro‐level data base to investigate the labour market evolution of Polish migrants in the UK labour market. We find that in the first UK job returns to human capital were negligible. However, for the current job an extra year of education increases the weekly gross wage by 3.2 per cent. There is evidence of a gender differential in pay in both jobs and that older workers are paid more than their younger counterparts but this effect becomes insignificant in the current job. We find that hours worked is a significant factor in wage determination. However, the influence of hours worked on wages declined by approximately 38 per cent between the first and current job. Results from multinomial logit models suggest that over‐time there is some “match” between the occupational groupings that these workers were attached to in Poland and the United Kingdom. We also find evidence that the use of employment agencies by some of these workers increases the likelihood of employment in skilled manual and non‐manual occupations. Workers who have had supervisory responsibility in the United Kingdom are more likely to be in professional or intermediate occupations.  相似文献

Working Poor     
The study compares relative risks of working poor in the US and Germany. The risk of working poor is assumed to be a consequence of both the macro-structural change towards post-industrial service societies and the micro-structural change of private households. From this twofold perspective, the guiding hypotheses are developed and then tested with the German Socio-Economic Panel (GSOEP) and the Panel Study of Income Dynamics (PSID). The risk of working poor has increased both in Germany and the United States. Both commonalities and marked differences appear: Whereas high numbers of children dominate risks in the US, the German risk-set is determined by the hurdle between part-time and fulltime households, which disadvantages young and lone parents particularly. A common development is the successive devaluation of fulltime employment by sector risks which are growing into the fulltime labour market even in Germany.  相似文献

This article discusses the changing role that work performed in private homes has played, and continues to play, in migration law in the Netherlands and at the EU level. It explores to what degree work performed in the home is defined as (exploitative) contractual labour or as inherent to family life, and what this means for claims to residence rights as a precursor to citizenship. It does this by reviewing case law of the European Court of Justice (CJEU) and of the European Court of Human Rights (EctHR) against the background of the Dutch case. It reveals tension between how citizenship is constructed and reproduced at the national level and how it is constructed and reproduced at the EU level. Following Adam McKeown, this article concludes that different perspectives on (reproductive) labour as a qualification for citizenship may reflect different perspectives on (reproductive) labour and the quality of citizenship.

Policy Implications

  • Third Country Nationals must be allowed to reside in the EU with their EU children, to ensure the latter's effective enjoyment of fundamental rights.
  • Policies to combat trafficking of domestic workers must respect family life.
  • Family migration policies must allow individual family members enough scope to resist exploitation within families.
  • Policies concerning labour protection, social protection and migration should no longer take the breadwinner‐citizen as point of departure, but the current reality of flexible labour relations in which the distinctions between home and work, and between employment and self‐employment, are no longer sharply defined.

This study examines whether informal sector jobs are a source of training for young less‐educated workers. Controlling for worker and job characteristics, it is found that, in the early years of workers' careers in Mexico, wage growth in the informal sector is higher than in the formal sector. This result is consistent with general human capital investment on‐the‐job if the informal labor market is more competitive than the formal labor market due to frictions generated by labor regulations. Cross-national analyses of the gender division of labour usually focus on employment and domestic labour. This paper argues that formal and informal voluntary work should be included in such analyses. Using available secondary sources, the paper compares the gender division of voluntary work in Britain and France – two countries with well-documented differences and similarities concerning employment and domestic labour. The paper reveals that French women, with a higher commitment to the labour market and a slightly larger share of the burden of domestic labour, have a higher commitment to formal voluntary activity but engage less in informal volunteering than their British counterparts whereas French men, with shorter hours in employment and a slightly smaller contribution to domestic labour, undertake more formal and informal voluntary work than their British counterparts. In France, men consistently undertake more voluntary work than women whilst in Britain, there is a degree of gender equality in formal voluntary work but women undertake significantly more informal voluntary work than men. The paper explains the differences and similarities found by considering the role of the state and social policy, the question of ‘time availability’, and the question of what motivates individuals to undertake voluntary work.  相似文献

This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23–26 years in 2006–2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees. We conclude that while young refugees face employment disadvantages, education has the potential of mitigating poor labour market outcomes in this group.  相似文献

Recent scholarship has been reasonably optimistic about unionization as a mechanism of labour justice for immigrant workers in casual and contingent work. This optimism rests on two assumptions: (1) that unions have the capacity to absorb immigrant workers in nonstandard work and (2) that casual, immigrant labourers enjoy the kind of solidarity that underpins collective action. This paper examines these assumptions critically through a case study of construction unions and Latino immigrant day labourers in Denver, Colorado and Baltimore, Maryland. I use participant observation and in‐depth interviews with nine labour unions, 19 Latino immigrant day labourers, and two (non‐union) day labour organizing projects in the cities to examine questions of capacity and solidarity. I find that the existing foundations for unionizing day labourers may be weak in certain cities and communities. Union capacity is undermined by structural fragmentation and specialization in market segments that are inaccessible to day labourers. Strategically, in an age of de‐unionization, unions also face pressures to “add value” for employers by sorting the workforce into high quality and low quality categories. Locals indicate day labourers would likely fall into the latter category, thus precluding membership. The foundations for solidarity are similarly weakened in the cases studied. Culturally, day labourers in Denver and Baltimore emphasize self‐reliance and material well‐being over collective action and the pursuit of justice. To work toward unionization, organizers should be prepared to confront deficits of capacity and solidarity in other cities as well, especially those where homelessness is prevalent among day labourers, where immigrant populations are newly arrived, or where local union cultures are unreformed. I suggest that union collaboration, a cooperative type of occupational unionism, and commitments to training day labourers may help boost union capacity to absorb day labourers, while the creative use of material incentives should figure prominently in organizing strategies.  相似文献

We examine the impact of culture on the work behaviour of second‐generation immigrant women in Canada. We contribute to the literature by analysing the role of intermarriage in intergenerational transmission of culture and its effect on labour market outcomes. Using female labour force participation and total fertility rates in the country of ancestry as cultural proxies, we find that culture affects the female labour supply. Cultural proxies are significant in explaining number of hours worked by second‐generation women with immigrant parents. The impact of culture is significantly larger for women with immigrant parents who share the same ethnic background than for those with intermarried parents. The weaker effect of culture for women raised in intermarried families stresses the importance of intermarriage in assimilation process. Our findings imply that government policies targeting women's labour supply may have differential effects on the labour market behaviour of immigrant women of different ancestries.

Policy Implications

  • The result that culture has statistically significant impact on second‐generation immigrant women's labour supply has policy implications in terms of the government programmes and benefits that target the labour supply of women and immigration policies in general.
  • Our findings imply that government policies targeting women's labour supply may have differential influence on the labour market behaviour of second‐generation immigrant women of different ancestries.

Explanations for married men’s wage premium often emphasize greater market productivity due to a gendered division of household labor, though this “specialization thesis” has been insufficiently interrogated. Using data from Wave 2 of the National Survey of Families and Households (N = 972), this paper examines the relationship between wages and time spent in paid labor and housework for married women and men with high levels of labor force attachment and their spouses. Scrutiny of couples’ time use finds strong evidence for the gendered division of labor, but little support for the anticipated wage effects of the specialization thesis itself. Less strict sample restrictions point to the need for continued research directed at couples’ joint employment and household labor decisions.  相似文献

The author investigates human resource shortages in a labor-supplying country, focusing particularly on the case of Jordan. He "examines the growth, characteristics and role of immigrant labour in an erstwhile emigrant economy and assesses the validity of the replacement migration model. Data is presented from the author's survey of some 3,751 work permits issued to foreign workers in Amman between October 1982 and January 1983." It is noted that "replacement migration is only one aspect of a more diffuse pattern of labour inflows which have important implications for the Jordanian economy in general and the labour market in particular." In addition to replacement labor migration, which involves the employment of skilled workers in sectors experiencing domestic labor shortages, the author identifies the roles played by collective contract labor, involving immigrant labor for project-specific work, and secondary labor, involving low-skill work at discriminatory wage rates. We utilise a rich set of regional labour market variables to explain regional variation in Norwegian manufacturing wages. In particular, regional indicators of labour market conditions are computed from survey data in which respondents are asked to evaluate local employment opportunities. We find that average reported satisfaction with local job prospects and other survey-based indicators perform better in regional wage equations than traditional labour market variables, including the regional unemployment rate. Our results suggest that subjective measures of employment opportunities provide useful information about wage pressure.  相似文献

Focusing on the investment motive for volunteer work, this paper examines whether volunteer work has an economic payoff upon the labor market in France. Using a switching regression model with endogenous switching, we find that in the public sector volunteers receive a positive wage premium that does not influence their involvement, while the premium is negative in the private sector. We also find little evidence of the presence of alternative types of returns on the labor market, such as employment mobility or entry into the labor market. Our findings are more consistent with a consumption motive and we suggest that volunteering is carried out with a relational purpose.  相似文献
