In this study, we provide evidence of the theorized connection between community engagement and the development of social capital, and the perceived value or worth of relationships among organizations and stakeholders. Using thematic analysis to understand the policy and practice frameworks of community engagement in Australian local government organizations, our analyses reveal two different types of community engagement—relational and episodic—each of which has the potential to contribute to relational dimension of social capital. The study introduces and develops new thinking around the ideas of episodic and relational engagement within the context of community engagement, and their respective contributions to the development of relational capital. Recognizing and identifying episodic and relational community engagement as separate phenomena allows researchers and practitioners to understand the theoretical dimensions of community engagement as a framework for practice.  相似文献

Considerable importance is attached to social exclusion/inclusion in recent EU rural development programmes. At the national/regional operation of these programmes groups of people who are not participating are often identified as ‘socially excluded groups’. This article contends that rural development programmes are misinterpreting the social processes of participation and consequently labelling some groups as socially excluded when they are not. This is partly because of the interchangeable and confused use of the concepts social inclusion, social capital and civic engagement, and partly because of the presumption that to participate is the default position. Three groups identified as socially excluded groups in Northern Ireland are considered. It is argued that a more careful analysis of what social inclusion means, what civic engagement means, and why participation is presumed to be the norm, leads to a different conclusion about who is excluded. This has both theoretical and policy relevance for the much used concept of social inclusion.  相似文献

Combating social exclusion is a dominant theme in the current policy agenda. Yet the term social exclusion is of relatively recent origin. It was promoted originally in France in policy debates surrounding disability (Evans, 2000) and through theoretical developments in sociology and political science about the increasing detachment of certain individuals and groups from the state in late modernity (Beck and others, 1994). A quite different and more long‐standing research tradition is to be found in developmental psychology—respectively in the sub‐fields of ‘developmental psychopathology’ (Rutter, 1993) and ‘life course theory and lifespan developmental psychology’ (Elder and others 1993, 1998a&b; Lerner,1998; Lerner and others, 2000). The two themes come together in the idea of risk: Which children are most vulnerable to adult psychiatric disorders or criminality? Which children are likely to become socially excluded as adults? A dialogue between risk and social exclusion is likely to be fruitful in bringing together large and diverse research literatures combining both explanatory and intervention studies to bear on a central problem of modern society. The purpose of this paper is to begin such a task, but selectively, focusing on the main themes of research, as illuminated by key findings. The paper concludes with a consideration of recent policy initiatives to combat social exclusion, in which the ideas of risk and protection have a central place. In urban China, the recipients' experiences living with social assistance are neglected. This article examines social assistance for poor children in urban China, mainly by interviewing parents and children from urban Dibao households in Tianjin and Chengdu. It finds that the recipients' feelings included gratitude, helplessness, shame and exclusion which reflected limited policy effect on material support and social exclusion prevention. It argues that the recipients are under-served and current social assistance policy for poor children which only includes differentiated aid and education aid is inadequate and should be further improved.  相似文献

Within this article I explore the concept of social exclusion, considering how it has been defined and the implications of this for social exclusion policy. It is suggested that the current use of the concept focuses on material definitions of exclusion, obscures the discursive origins of exclusion and tends to individualise the problem. I argue that we need to adopt a broader approach to defining and analysing social exclusion which understands social exclusion as a process which is influenced by both material and discursive factors. The connections between discourse, identity and marginalisation are discussed and these arguments are illustrated using examples related to different aspects of social identity. Finally the article presents a framework for analysing social exclusion from a material discursive perspective and suggests that adopting this perspective clarifies the role of social work in working with people who experience exclusionary processes.  相似文献

Each year thousands of refugees, including racialized LGBT refugees, are resettled in Canada. Currently, economic independence is the foremost policy goal in integrating Canada's refugees. This policy often relies on social capital as a non-economic solution to integration. I draw on 35 multi-sequential interviews with 19 gay Iranian men to connect the empirical and theoretical debates around refugee integration and argue that over-reliance on refugees' deployment of social capital for integration has grave shortcomings for their senses of belonging. I suggest that examining racialized LGBT refugees' integration strategies best reveals communitarian social capital's flaws at the conjunction of sexuality, gender, race, and class. I draw on Bourdieu's writings on social capital to highlight internal group differences, social inequalities, and the vital convertibility between financial, social, and cultural capital in building transferrable resources for refugee integration. I conclude by urging policy-oriented studies of social capital.  相似文献

This article examines the social inclusion policy strategies of the Turkish Ministry of Youth and Sport (MYS). Using a critical discourse analysis, based on Norman Fairclough’s work (2012), the aim is to analyse the discourses used within policy-related documents regarding social inclusion, youth, and sport. In order to achieve this objective, we analysed 15 key documents, including annual activity reports, national youth and sport policy documents, and strategic plans produced by the Ministry. Findings revealed that the dominant discourses about young people seem to be embedded within neoliberal and neoconservative ideologies in which depoliticised notions of ‘employment/apprenticeship’ and ‘the family’ are put forward as solutions for the social inclusion of young people. However, such a discourse risks further sustaining the social exclusion of youth, denying their full citizenship.  相似文献

This article explores the migration of Taiwanese immigrant entrepreneurs to Canada and their transnationalism. Their presence in Canada is documented and described with statistical data on their demographic characteristics, human capital, and economic capital. An assessment of their transnationalism is provided by primary qualitative data gathered through in‐depth interviews. Overall, the review of the literature on Taiwanese migration to various countries, and their transnationalism, indicates that research has primarily been conducted in Australia and the United States, while it remained understudied in Canada. The article makes a case for contextualizing Taiwanese entrepreneurial migration in terms of a global immigration marketplace and the specific business migration programmes in Australia, United States, and Canada. Further, the article argues for the appropriateness of conceptualizing these Taiwanese entrepreneurs as operating within the theoretical framework of transnational social space. The findings on transnational social space include the importance of transnational familial networks, transnational business circuits, and transmigration. Transnational familial networks constitute a form of “capital” as the dispersal is a “resource”. The transnational business circuits include three types: (1) Asian production‐North American distribution; (2) retail chains; and (3) import‐export, all spatially distributed with their multiple national sites. In selected areas of the presentation and discussion of the data the policy implications of the findings are explored. These include discussion of the implications of this transnationalism on Canadian policies such as immigration, multiculturalism, business development, international trade, economic development, and citizenship. There is clearly a lack of harmonization among migration policy and other social and economic policies in Canada. While Canadian multiculturalism policy facilitates transnationalism, Canadian citizenship policy is shown to conflict with and discourage transnational practices.  相似文献

Influenced by European policy, human capital and social capital are currently of interest in UK education policy and practice, expressed particularly in the concepts of lifelong learning and entrepreneurship. Human capital and social capital ideas are shown to be flawed by not taking disability into account. The characteristics of entrepreneurship and entrepreneurship education are examined for relevance to young people with disabilities or learning difficulties and it is concluded that more could be done to develop opportunities for entrepreneurship. The position of people when work is not an option is considered, leading to the question of whether there is a 'disability industry', and an acknowledgement of the importance to the economy of disabled people as consumers and producers. A wider definition of entrepreneurship, which includes people with disabilities and learning difficulties, is sought and the paper concludes by discussing the wider implications for the learning community.  相似文献

Nations across the world and through time have used skilled migration mechanisms to boost economic growth and workforce competitiveness. However, effectively using these talents from abroad and transforming this collective human capital into valuable social capital is an on‐going challenge. This study applies a case study analysis of skilled migrants from China and India in South Australia and finds that there are multiple barriers to the successful integration of skilled migrants. These barriers tend to block the effective utilization of migrants’ skills and reduce the ability to advance social capital in the community. The study concludes by putting forward various policy recommendations to overcome these obstacles and outlines ideas for an effective application of a skilled migrant programme.  相似文献

If we take the time to look at the academy writ large and sociology as a discipline specifically, we can readily find the evidence to confirm a long‐standing exclusion of certain scholars from the academic mainstream. This exclusion is especially evident in the case of scholars of color, but also includes women, nonelites (e.g., college and graduate students who lack academic social capital from elders who have been through it and could help), and those who wish to push for a more humanist scientific agenda over purist positivist science. Sexism and racism keep us from seeing the best of our ideas emerge to bring the discipline forward. As if the pursuit of good work and good works are mutually exclusive, an embrace of purist positivism leads us to shun antiracist, antisexist, nonhumanist science, labeling it “advocacy” or worse, “activist,” and conversely, ceding ground to those who wrap themselves in “objectivity” even as they may further regressive agendas. This article makes a case for the existence of an “outsider scholar,” and outlines sociology's outsider problem. I argue that this problem endures at all levels of the academic endeavor, from undergraduate education all the way through to the ranks of administration. I conclude by offering remedies to lead us toward a more inclusive and social justice‐oriented sociology.  相似文献

Social capital has become a key concept in Government policy‐making and academic circles. Particular forms of social capital theorising have become dominant and influential, invoking certain conceptions of the nature of family life. Inherently, ideas about ‘the family’ not only draw on gender divisions in fundamental ways, but also on particular forms of intergenerational relationships and power relations. This paper explores the place, and understandings, of family in social capital theorising from a feminist perspective, including the way that debates in the social capital field interlock with those in the family field. These encompass: posing both ‘the family’ and social capital as fundamental and strong bases for social cohesion, but also as easily eroded and in need of protection and encouragement; the relationship between ‘the private’ and ‘the social’; notions of bonding and bridging, and horizontal and vertical, forms of social capital as these relate to ideas about contemporary diversity in family forms and the nature of intimate relationships; and analytic approaches to understanding both the natures of social capital and family life in terms of an economic or moral rationality. It argues for greater reflexivity in the use of social capital as a concept, revealing rather than replicating troubling presences and absences around gender and generation as fundamental axes of family life.  相似文献

Privatisation, decentralisation and devolution are three ideas in good currency that have permeated the debate on cultural policy over the past fifteen years. They are typically used as if there were a broad consensus as to their meanings and implications, but, in fact, these three words stand in for a much more complicated set of views and understandings of appropriate directions to take in cultural policy. This article considers the various motivations for each of these interrelated ideas and demonstrates that a precise and nuanced knowledge of policy intent is critical to understanding their implications for policy. Whatever words are used to describe a particular place's cultural policy, if the intent of that policy is concealed, intentionally or unintentionally, in a vocabulary whose implications are neither clearly spelled out nor fully appreciated, it will be impossible to know exactly what is to be done and how it is to be judged.  相似文献

The integration problems of immigrants in the post‐Soviet Azerbaijan have not been the focus of researchers' attention. The present article fills this gap. I classify immigrants into three groups: 1) natives of Azerbaijan (re‐emigrants) and their family members; 2) ethnics from Georgia; 3) labour immigrants from different countries, who arrive to Azerbaijan to look for a job or to open their own business. I examine the social resources and practices used by immigrants to support their integration, in the absence of state integration policy. I conclude that the main resource is each immigrant's personal social capital, based on networks. These networks are transnational in their nature. Immigrants build up and integrate in this kind of transnational network, as well as in the transnational spaces of the capital of Azerbaijan (Baku), where the vast majority of them reside after they move to the country.  相似文献

The ideas of community and social capital have received much attention in the last decade, but are plagued by a multitude of conceptualizations, definitions, and operationalizations. This confusion is problematic for both researchers and policymakers trying to use these concepts. While numerous efforts have been made to clarify "social capital" and "community," too often the two are simply conflated. This paper attempts to distinguish between them by looking at the various ways they are related in concrete examples. Drawn largely from the literature, five examples are offered that together describe the complex interactions of place-based communities and social capital networks. These examples also demonstrate distinctions between community and social capital with regard to boundaries, the qualities of social relations and trust in each, instrumentality, the consequences of one for the other, and issues related to multiple communities in a single place. It is hoped that these distinctions will inform the ongoing efforts to develop unique and useful conceptualizations of these two terms.  相似文献

This paper presents a framework for social capital that highlights the normative structures through which it is manifested. The primary focus is on the ways that norms structure the relationships in which social capital is embedded. To this end, we introduce four types of normative structures which condition social capital: market, bureaucratic, associative, and communal. A field site in Japan is used to illustrate how different aspects of social capital interact. This case analysis also serves to make an important distinction between the availability and use of social capital. The central arguments are that 1) social capital is organized in different ways by the normative structures in which it is embedded; 2) there are important interactions between these different aspects of social capital that are often overlooked by simpler frameworks; 3) a useful distinction can be made between available social capital and used social capital; 4) access to social capital can be used to analyze power relations; and 5) distinguishing different aspects of social capital makes areas visible that are overlooked by other understandings of social capital. We conclude by identifying the utility of our perspective for informing public policy and guiding future research.  相似文献

This paper examines the relationships between Internet and social capital building within religious organizations, which are relatively understudied foci. Building upon theoretical insights provided by new institutionalism and recent research on the Internet, social capital and religion, this article explores the ways in which religious organizations have (re)structured their norms, values, and practices of religious community in light of the incorporation of the Internet into their congregational life. Drawing from interviews conducted with Christian and Buddhist religious leaders in Toronto, this article discusses three major relationships in which the effects of the Internet on social capital may be understood, that is, complementary, transformative, and perverse relationships. Religious organizations are traditionally associated with relatively high stocks of social capital, yet findings here suggest that their communicative norms, values, and practices are changing to a varying extent. The results also indicate that the relationship between the Internet and social capital building is largely complementary; however, the Internet is perceived by some to be a 'mixed blessing', facilitating the potential transformation of organizational practices that affect community norms while leading to the dispersion of religious ties that could undermine community solidarity. Thus, contrary to earlier studies that have documented no evidence of innovations involving the reconfiguration of organizational practices and the adjustment of mission or services, findings here illustrate how some religious organizations have expanded the scope of their calling and restructured their communicative practices to spur administrative and operational effectiveness. Like other organizations, religious organizations are not insulated from technological changes including those associated with the Internet. This study clarifies and identifies key ways in which the distinct spirituality, cultural values, and institutional practices and norms of religious organizations influence communication processes that constitute bridging and bonding forms of social capital in this dot.org era of faith.  相似文献

In this article I re‐examine Frankenberg’s Communities in Britain (1966) and his use of a ‘morphological continuum’ within his analysis. This analysis is itself a re‐assessment of some influential community studies conducted within the British Isles. I look at some particular ideas within the more theoretical part of this book, especially the ideas of ‘social redundancy’ and the distinction between ‘complex’ and ‘complicated’. I then consider some themes arising from some more recent studies. These themes include identity, networks and social capital and time and I argue that Frankenberg's analysis can still provide the reader with useful tools to think through the ideas and practices of community.  相似文献

Social capital is the whole set of shared norms, values, attitudes, and beliefs that promote cooperation among individuals within the community and that has proved to be a key factor in explaining development processes. This article aims to provide an analytically reliable notion of social capital within the farming sector and a methodological tool for empirically measuring how social capital is accumulated at the farmer level. The theoretical framework proposed is based on the multidimensionality of the complex concept of social capital. Thus, to develop a comprehensive index for social capital, we identify three dimensions of the concept, structural, relational, and cognitive social capital, each one also comprising several subdimensions. This integrative approach permits creation of a composite indicator of the agricultural social capital accumulated at the farmer level, further identifying socioeconomic factors that influence its accumulation at that level. We empirically apply this methodological approach to farmers in Andalusia in southern Spain as a case study. This research provides an interesting starting point for informing policymakers about social capital and helping them implement the necessary programs to facilitate sustainable development in the agricultural sector.  相似文献

Social exclusion is a popular and widely used concept in the social sciences as well as in current European policy rhetoric. However, there is no general agreement on the content and use of the term; it has been used differently and for different purposes in different historical and social contexts. In this article, the social exclusion is understood as life-historical phenomenon. Two cases have been selected as representing the most extreme trajectories based on a larger follow-up study concerning former students of residential institutions for young people with emotional and/or behavioural difficulties in Finland. The cases give us an example of a detailed life-course analysis, with the emphasis on risk and protective factors and demonstrate that the process of social exclusion is a complicated issue that cannot totally be understood by analysing the statistical connections between certain risk factors and the life-course.  相似文献
