This paper describes an exploratory study carried out to identify the issues for jury service for people with low levels of English language ability. Questions were emailed to English language teachers and providers of support services to New Zealanders from migrant and refugee backgrounds. The experiences reported by respondents related to issues of understanding the New Zealand legal system, responses to jury summons, excusal from jury service, jury selection, and courtroom and jury room language. In addition, the levels of English language ability appropriate for jury service and approaches to assessing this were identified as concerns. Suggestions are made for improvements to the process and framework for jury service.  相似文献

Despite employment being consistently identified as a key factor in successful refugee resettlement, people from refugee backgrounds in Aotearoa New Zealand are overrepresented in unemployment statistics. Of those who do gain employment, few secure work that is adequately remunerated and commensurate with the person's skills and qualifications. This paper explores whether the two recent government-driven initiatives, the welfare reforms and the New Zealand Refugee Resettlement Strategy, provide an opportunity to address these issues. Based on previous research, the authors identify the main employment barriers facing people from refugee backgrounds. They argue that while the welfare reforms and the Refugee Resettlement Strategy are underpinned by a desire to see more people in employment, for real change to occur, an integrated holistic approach is needed. This approach needs to include additional resourcing for government-funded specialist one-on-one employment programmes that are available in all regions where refugees are resettled. These programmes combined with access to fully funded English language tuition and work experience and internship opportunities would help reduce the barriers people from refugee backgrounds face when seeking employment.  相似文献

Family reunification is widely recognised as a vital issue for people from refugee backgrounds, but relatively little research has been reported on its relation to mental health or resettlement outcomes. A study was carried out over the course of 2011 involving 46 participants from refugee backgrounds with direct experience of the family reunification process in New Zealand. Participants from multiple ethnic communities in Auckland, Wellington and Hamilton were invited to discuss and share their experiences. Structured individual interviews were carried out with 15 individual participants, as well as 13 focus groups, in addition to detailed reviews of case histories. Research questions focused on the perceived impacts of family reunification on resettlement outcomes, health and wellbeing. Eighty-five percent of participants reported family reunification issues as the paramount obstacle to their successful resettlement. Potential practical applications, limitations and priorities for future studies are discussed.  相似文献

Social insurance schemes in Australasia have a long‐standing involvement in leading systemic change as well as funding services for eligible scheme participants. Establishing a long‐term disability care and support scheme for Australia provides opportunities to remove barriers to community access and improve the employment participation of all Australians with a disability, and to increase the use of evidence in policy development and in the delivery of disability supports. Using the examples of successful models in Australia and New Zealand, the authors will propose a model for the development and management of a long‐term disability care and support scheme that enables sector reform in employment participation, barriers to access and participation in all aspects of community life, and funding of disability research to benefit all Australians with a disability.  相似文献

In recent years, governments, researchers, non‐government organisations, service providers and international institutions have become increasingly concerned with how to best support the settlement of refugees in UNHCR resettlement nations. Anxieties about the formation of a refugee underclass and the intergenerational impacts of social stratification motivate such inquiries. Settlement is often viewed through either of two lenses; the biomedical frame or the social inclusion frame. These frameworks are complementary rather than exclusive. It is from this combined theoretical perspective that this paper explores the impacts of family separation on the settlement of refugees in Australia. Drawing on focus groups and in‐depth interviews across three refugee background communities in metropolitan Melbourne, the paper finds that family separation has pervasive impacts on the wellbeing of the participants and on their capacity to participate and direct their own futures. Family separation is found to be a barrier to settlement and therefore a crucial consideration for the design and provision of settlement services to people with refugee backgrounds.  相似文献

Resettled refugees need a network of relationships to ensure they can live meaningful lives in New Zealand. These relationships are complex and exist between individuals and communities at local and national levels. Conceptualised as social capital, these relationships provide the invisible glue holding society together. Drawing on data from a research project on the Somali community in Auckland, this paper reflects on contemporary developments within the refugee sector and highlights the ways in which social capital provides further insight into the experiences of refugee integration at a local level in New Zealand.  相似文献

This article presents and analyses population data on the Liverpool area of Greater Western Sydney, identifying trends with significant policy implications. Liverpool city is home to one of the highest concentrations of Australia's recent arrivals, many of whom have refugee backgrounds. From those who arrived under Australia's post-Second World War resettlement programme to new arrivals, it is also home to a rich diversity of sociocultural and linguistic communities at different stages of settlement. Demographic data show significant relationships between age, country of origin, year of arrival and need for assistance variables, many of which are either qualitatively distinct or quantitatively different from other regions in Sydney, New South Wales and Australia. Building on this analysis, the article further identifies significant policy issues in relation to disability, care and support. While Western Sydney has figured prominently in national and state public-policy directives, particularly in relation to economic growth, public infrastructure and transport mobility corridors, the analysis presented here illustrates that national policy directives for socioeconomic imperatives, such as the appropriate uptake of the National Disability Insurance Scheme, are critical to facilitate social sustainability, cohesion and equity within the region.  相似文献

近20年来,中国的残障者数量骤然增加,相关的专业化社会服务也随之兴起,但对残障问题的社会学研究却依然滞后。本文主要通过考察现代英美社会在残障问题上的研究历程,集中探讨残障者的制度与生活变迁,反思面向个体援助的福利框架和重视治疗的“医疗模式”,基于对残障观念从“社会模式”到“普同模式”的转变进程的理解,揭示障碍研究的主要问题。在这一演进过程中,社会模式与普同模式批判“健全者中心主义”的制度建构,逐渐确立起残障者作为生活主体的理念,并试图通过连带普通人的障碍体验为策略,汇聚成制度改革的合力。障碍研究的推进,提示了各类模式,引发了诸种思潮,试图改变制度、改造社会,并转变人观。理解这一社会历史进程可以为中国应对残障问题以及化解老龄化所带来的诸多社会问题提供重要的启示。  相似文献

Disabled young people leaving care often experience a more complex transition to adulthood than other youths. Still, policy and services can fail to recognize the intersection between a young person's care experiences and disability. Drawing on data from a qualitative interview study with 14 social workers who work with aftercare in the Norwegian child welfare services, we investigate social workers' professional judgements about support for this subgroup of the leaving care population. Our analysis uses the theoretical construct of institutional logics and shows that social workers did not include concepts of disability in their judgements about support for these young people. Instead, the social workers' considerations were guided by three other organizing principles: a ‘medical logic’, an ‘activation logic’ and an ‘aftercare logic’. We discuss these findings in light of critical disability studies and argue for a more nuanced understanding of disability in social work practice with care leavers. Highlighting disability rights and going beyond diagnosis and categorisations of disabled people can challenge a medical model approach to service provision.  相似文献

The process of resettlement as a refugee often involves adapting to, and reconciling with, a new social reality. The complexities associated with acculturation across age, gender and family dynamics are navigated within greater social contexts that may encourage or hinder the processes of adjustment and settlement. This paper addresses the recent New Zealand Refugee Resettlement Strategy in light of contemporary theoretical developments with regard to the segmented assimilation thesis and the forms of social capital that, when available, may be mobilised to help refugee-background individuals, families and communities to forge new routes for participation and belonging. In particular, we examine the strategy and its five main goals of self-sufficiency, participation, health and well-being, education and housing as these relate to the possibilities and tensions at play in the wider acculturation experiences of New Zealand's diverse refugee populations.  相似文献

ABSTRACT

Rather than ask why New Zealand supported the intervention, this paper focuses on how representations of New Zealand and the international terrorist threat resulted in public acquiescence to a pre-emptive strike by the world's sole superpower against one of the poorest, most war-torn countries in the world. The paper concludes that legitimacy was achieved through the blending of themes of terrorism and war, national interest and democracy, rule of law and human rights, to produce an ambiguous ‘international campaign against terrorism’ that allowed for picking and choosing of the most convenient position on different matters. The alternative—to refuse moral and material support for the United States-led ‘war on terror’—was to risk New Zealand's membership of the United States-led international community and a ‘seat at the table’ in future international trade and security negotiations. As such, any campaign benefits appear to have accrued to New Zealand rather than Afghanistan or the Afghan people, especially given the parlous state of that country in 2018. A wide-ranging debate within New Zealand on the purpose of such interventions is needed before similar commitments are made in the future.  相似文献

Young people from refugee backgrounds face enormous challenges in the settlement process within Australia. They must locate themselves within a new social, cultural, geographic and adult space, yet also try to find security within the spaces of their own families and ethnic communities. Traumas of the past can mix with painful experiences of the present. The stressors in the lives of these young people can be both complex and diverse. This paper explores the nature of these stressors among young people from refugee backgrounds living in Australia. It is based on in‐depth interviews with 76 young people from refugee backgrounds now living in Brisbane, Adelaide and Perth. A qualitative analysis of the impact of these stressors as well as the coping strategies employed are discussed. It is argued that trauma exists within a life continuum and that approaches to supporting young people in these circumstances should be wary of limiting their focus to biomedical categories such as Post Traumatic Stress Disorder or Acculturation Stress and instead focus on a wider social context.  相似文献

Young people who provide unpaid care for a relative with chronic illness or disability are a growing focus of public policy and research in Australia and internationally. Support services for these young carers have emerged, but not enough is known about their effectiveness. This article develops an analytical framework that categorizes young carer support services according to their goals and the types of intervention provided. The analytical framework is based on Australian data. It is applied to young carer support services available in Australia but may be applicable to other countries. The aim of the framework is to provide a structure for assessing the effectiveness of current services in supporting young carers by clarifying service goals and identifying gaps in existing service provision. The framework contributes to conceptual discussions about young carer supports, and it can be used to guide future policy development. The article draws on Australian and international literature as well as findings from a recent Australian study on young carers. The proposed framework groups young carer support services according to three overarching goals: assisting young people who provide care; mitigating the care‐giving responsibility; and preventing the entrenchment of a young person's caring role. The framework is applied to an audit of Australian support services for young carers, illustrating how it can be used to assess existing supports for young carers and inform future policy development. The findings suggest that most services in Australia fall into the categories of assistance and mitigation, while few contain preventative elements.  相似文献

Research conducted in the 1990s revealed the tragic irony that exposure to the disability support system, and particularly to its institutional forms, was a major risk factor related to the neglect and abuse of children and adults with a disability. Subsequently, a range of policies have been introduced to minimize risk. However, recurring events of abuse and neglect in the disability services sector in high and middle income countries demonstrate that processes geared to safeguard children and adults with a disability from abuse and neglect remain insufficient. To establish the wider fabric of organizational factors that contribute to effective safeguarding practices within the Australian disability support sector, a modified online Delphi study was conducted, capturing the views of disability services staff and managers (n = 249) regarding barriers and enablers to effective safeguarding. This study identified issues concerning organizational culture, management practice, workforce development, client capacity building and contextual factors. During Round Two of the Delphi, participants were asked to rate the categorized enabler statements according to importance on a 10‐point Likert scale, to ascertain the degree of consensus. A total of 262 of the statements were regarded as important or very important. The Delphi result highlighted the considerable gap between the wider systemic and cultural processes that, in the eyes of disability services staff and management, contribute to good safeguarding practice and the safeguarding measures currently in place. The article calls for a holistic approach to safeguarding that addresses procedural issues and to the transformation of the wider systemic and cultural fabric of an organization.  相似文献

Abstract

Universal services focus on prevention and providing the support to parents that will help them meet the challenges of parenthood and deal with problems before they become entrenched. Many countries now have good universal services available for new families, and significant advances have been made in recent years to recognize the importance of the early years in the optimal development of the child. This article is based on a qualitative study of transition to parenthood. The study explored the experience of 25 first-time mothers in socioeconomically diverse circumstances in New Zealand. Eleven partners of these women also participated. Mothers were interviewed three times, first in late pregnancy, then 3 and 12?months after giving birth. Partners were interviewed once, mid-way through the baby’s first year. The article focuses on how participants experienced service support. It illustrates some of the diverse needs of new parents, and explains ways in which prevention services might become more responsive to parents’ expressed needs. The authors offer a case for stronger interplay between universal services and informal systems of support, and the development of a new generation of universal services that act as enablers of natural support hubs for new families within their own communities.  相似文献

Adult refugee claimants experience several well‐documented post‐migratory challenges. Little is known about the resettlement process for refugee claimant families with children. This study reports on 75 open‐ended, in‐depth interviews with refugee claimant families in Montreal about their resettlement challenges and their proposed solutions to them. These interviews were conducted with 33 dyads and triads of children and parents attending a paediatric hospital. Experiences accessing formal and informal child care in Montreal were addressed. Subsequently, a comparative policy analysis was conducted on residency eligibility criteria for child care subsidization. Twenty‐eight out of 39 parents (73%) report a lack of informal or formal child care and 15 out of 33 families (39%) propose improving access to formal child care services. They describe a lack of informal child care as a result of reduced social networks, and affordability as a barrier to formal child care services. Refugee claimants are not eligible for subsidized child care in Quebec. A comparative policy analysis within Canada and comparable countries reveals that this situation is not unique to Quebec. However, most provinces and European countries offer child care subsidies to refugee claimants. Refugee claimants should qualify for child care subsidies. Social workers and community organizations should consider their clients' child care needs in designing programmes and services.  相似文献

In many developed countries, the provision of disability services has undergone significant transformations, from institutional to community based care, and from oganisational to personalised funding. Yet delivering disability support remains an ongoing challenge for governments. Specifically, the relative success of different types of disability support governance is convoluted and problematic given the diversity and complexity of disability support systems and the people they serve. To enhance the systematic analysis and evaluation of disability support governance, this paper conceptually advances four distinct models based on the locus of control and coordination of such support: uncoordinated; casework governance; dwelling‐based governance; and user‐coordinated. Using illustrations from case studies of individuals receiving care, the identification of these ideal types enables their relative strengths, weaknesses, and the occasions of governance failure to be articulated. No one model is universally applicable to people, nor immune to failure. Furthermore, the paper presents a novel approach to visualising actual disability support arrangements as social networks. The utility of such visualisations for analysing individual and system‐ wide arrangements is outlined. In the context of Australia's developing National Disability Insurance Scheme, these conceptual and analytical developments are argued to be important tools for policy and service analysis and reform.  相似文献

Abstract

Recent changes to policies and funding for tertiary education are exacerbating an already difficult situation for refugees aiming to earn university degrees. No one intended to create the barriers that the refugee-background community faces; government agencies continue attempts to improve educational outcomes for those who arrive as refugees. The root causes of this situation are the complexity of the refugee situation and a lack of holistic knowledge about this diverse group of New Zealand residents among policy makers and educators. In addition, the complexity of interactions among policy changes and refugee situations has prevented any single agency from predicting outcomes of its policies for refugee-background students. In this paper, I discuss how new policies interact with a range of existing barriers faced by refugees pursuing degrees and how, without urgent attention, this will constrict or close pathways into and through university study. I further suggest that the strongest foundation for an effective program to provide equitable access to university education is including refugee-background students among those groups who receive equity consideration.  相似文献

The New Zealand family group conference (FGC) approach to decision making in child welfare and protection has attracted strong interest among policy makers and professionals all over the world. While New Zealand’s legislation makes use of FGCs more or less mandatory in child protection, other countries permit social workers to refer families to an FGC at their own discretion. Knowledge about social workers’ attitudes towards the model is thus paramount if we want to understand implementation and evaluations of FGCs outside New Zealand. This study looks at attitudes towards and actual referrals to FGCs amongst 219 social workers from 18 local authorities in Sweden and the UK. Results reveal an overwhelmingly positive attitude towards FGCs in both countries. Given these attitudes it was striking that only 42% of the social workers had initiated at least one FGC over an 18‐month period. The number of implemented FGCs was almost exactly the same in Sweden and the UK, after adjusting for time and number of social workers. Possible explanations for this paradox are discussed, using data from the survey and child welfare literature.  相似文献

Neo‐liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all‐powerful status that focuses our attention on the coherence found in neo‐liberal policies, this article builds on scholarly work highlighting variegation in the neo‐liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo‐liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo‐liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment (‘roll‐back’ neo‐liberalism) differ from those reported in the ‘roll‐out’ or embedding phase of neo‐liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo‐liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008–09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, ‘roll‐over’ period of neo‐liberalism where the public accepted not only a neo‐liberal economic agenda but also the need for further retrenchment of the welfare state. Conclusions about the politics of social policy at the level of public opinion offer both good and bad news for welfare state advocates.  相似文献
