ABSTRACT

Despite federal and state laws and policies aimed at preventing sexual misconduct by school employees, one in ten American students will experience sexual abuse or misconduct at the hands of a K-12 school employee. To explore why such sexual misconduct continues to occur, this study examined the effectiveness of education policies by investigating whether and how school employees understand these policies, how they are implemented, and how loopholes may undermine their intent. This qualitative case study was conducted in three Virginia school districts and included 46 semi-structured interviews with school district employees and county, state, and federal government employees associated with cases of school employee sexual misconduct, and extensive document analysis of school policies and procedures, laws, and court records. Analyses revealed an absence of policy implementation, demonstrated most seriously by a lack of awareness and understanding of policies among school employees, underreporting, and ineffective data collection. The study also identified a number of loopholes in the implementation of policies, resulting from a mismanaged intergovernmental system. The analysis suggests that understanding and implementation of policies meant to prevent sexual misconduct by school employees are fragmented; this fragmentation may be contributing to the continued prevalence of sexual misconduct by school employees.  相似文献

Cases of sexual misconduct in Danish state schools became the objects of attention in the years following the turn of the 20th Century. An analysis of 85 cases where teachers were accused of sexual misconduct towards their students reveals that the period from 1900 to 1970 present a set of changes in the attitudes to and management of intergenerational sexuality. Throughout these years there existed three ambivalent features relating to the child and its sexuality, to the pros and cons of reporting the case, and to the behaviour of the masculine teacher at a time of changing pedagogical ideals.  相似文献

This study explored whether the attractiveness of a teacher affected perceptions of teacher sexual misconduct. Respondents (120 female and 108 male undergraduates) read scenarios depicting teacher sexual misconduct varied by gender dyad (male teacher–female student and female teacher–male student) and two levels of attractiveness (very attractive or ordinary looking). The attractiveness of the teacher had little impact on respondents' perceptions. Significant interactions emerged on most variables between respondent gender and gender dyad. Specifically, male respondents tended to view the female teacher–male student dyad as less negative than the male teacher–female student dyad. Female respondents generally did not make a distinction based on the gender dyad.  相似文献

This study explored whether the vulnerability of an adolescent student affected perceptions of teacher sexual misconduct. Respondents (150 male and 150 female undergraduates) read scenarios depicting teacher sexual misconduct varied by respondent gender, gender dyad (male teacher–female student and female teacher–male student), and three levels of student vulnerability. The vulnerability of the student was found to have little impact on perceptions. On most variables, interactions emerged between respondent gender and gender dyad. Specifically, male respondents viewed the female teacher–male student dyad less negatively than the male teacher–female student dyad. ABSTRACT

This study explored whether student age influenced perceptions of teacher sexual misconduct. Participants (300 undergraduates) read scenarios depicting teacher sexual misconduct in which the student's age was varied (9, 12, 15), and then answered questions about their perceptions. Data were analyzed with 2 (respondent gender) × 2 (cross-gender dyads) × 3 (student age) MANOVAs. Experiences involving the youngest student were viewed as the most abusive, followed by the 12-year-old, and the 15-year-old. Gender differences were evident, with women viewing the experiences more negatively. Scenarios involving a male teacher/female student were viewed more negatively than a female teacher/male student dyad. These findings illustrate the importance of educating students and school personnel about teacher sexual misconduct.  相似文献

ABSTRACT

While the media continue to report incidents of school employee sexual misconduct, few empirical studies focus on this issue. To address this gap in the literature, expand knowledge and awareness around the problem, and inform future research and programs, this research intends to document and analyze the characteristics of school employee sexual misconduct cases reported in the media. The authors conducted a landscape analysis of 361 published school employee sexual misconduct cases in the United States from 2014, documenting factors such as offender and victim characteristics, type of incident, technology use, location of offense, and resulting disciplinary actions by schools and law enforcement. These analyses showed that offenders were most often male and general education teachers, with approximately a quarter identified as athletic coaches. Offenders’ average age was 36 years, while the average age of victims was 15. More than half of incidents took place at school or school-related events. Results also showed that school employee sexual misconduct incidents most often involved physical contact; however, technology (i.e., cell phones, computers, cameras/video recorders, and storage devices) played an important role in three out of four cases. Finally, analyses of the criminal and school-related consequences showed that over half of offenders were placed on administrative leave or resigned immediately following their arrest and almost all were convicted of their crimes. Empirical research suggests that customer sexual harassment is a far more common problem than employee to employee harassment for female salespeople. However, to date, there has been relatively little research conducted on the problem of customer sexual harassment. Insurance salespeople sometimes need to meet customers outside the company, and customer sexual harassment problems may occur. Hence, by using Taiwan's life insurance industry as an example, this study explores three research questions: (1) When the idea of ‘customer first’ is fully recognized by insurance salespeople, does it make the salespeople more tolerant of customer sexual harassment problems? (2) When the idea of customer first is supported by the insurance company, will insurance salespeople expose customer sexual harassment problems? (3) Will insurance salespeople tend to be more tolerant of quid pro quo sexual harassment? A total of 223 full‐time and self‐employed insurance salespeople participated in and completed this study survey. The results showed that the company's attitude may significantly affect the respondents' intention to expose the customer sexual harassment, but the personal belief in ‘customer first’ may not affect the respondents' intention to expose the customer misconduct. Since the three research questions have been less studied in the literature, and customer sexual harassment problems could have serious effects on salespeople, we think the results of this empirical study may have some implications for researchers and practitioners.  相似文献

While United Nations (UN) peacekeeping operations (PKOs) are generally considered to reduce the likelihood of civil war recurrence, attention in recent years has shifted to understanding the dynamics unique to post‐Cold War peacekeeping, including the changing makeup and mandate of PKOs, and associated patterns of peacekeeper misconduct. While several studies of misconduct emphasize peacekeepers’ implication in sexual exploitation and abuse of host country citizens, this study goes the next step by assessing peacekeeping’s relationship to human trafficking more broadly—a perennial concern in post‐conflict states. Though UN PKOs are not always directly responsible for increases in human trafficking in mission host countries, this paper considers how the attributes of UN peacekeeping missions may create the conditions where trafficking is likely to flourish or flounder.  相似文献

ABSTRACT

Studies surrounding the sexual abuse of children by school personnel in Canadian contexts are infrequent and often limited in their scope. The present study addresses this drawback with a contribution of data gathered from disciplinary decisions of educator misconduct, media reports, and published case law concerning child/student sexual abuse cases (between 1997 and 2017) that involved any individual employed (or formerly employed) in a Canadian K-12 school. The study revealed a number of interesting points about the larger student victim and offender demographic patterns and characteristics across Canada. The study found 750 cases involving a minimum of 1,272 students and 714 offenders, 87% of which were male. Moreover, 86% of all offenders were certified teachers, and offenders employed grooming as the main tactic in 70% of the cases. Of the child/student victims, 75% were female, 55% were sexually abused on school property, and more than two-thirds of all victims were in high school at the time the offense was committed. The study also found that excluding Ontario and B.C., the media was the sole source of information for 50–86% of all cases depending on the province/territory. Finally, almost three-quarters of offenders from the study were charged with at least one criminal offense, and of the cases that proceeded to trial, 70% resulted in findings of guilt.  相似文献

At some time in his or her career, almost every instructor will be confronted with student academic dishonesty. The misconduct may take several forms: plagiarising, cheating on an examination, reusing one of his or her papers or someone else’s for credit, or falsifying data for some project. This article explores the issue of academic dishonesty, focusing primarily on plagiarism. Legal cases involving dishonesty are reviewed; one school of social work’s policy on student academic misconduct is presented; and other avenues of intervention and prevention are discussed.  相似文献

In recent years, there has been accumulating evidence that sexual abuse committed by females is not rare and can be just as traumatic as sexual abuse committed by males. Despite the increased recognition given to sex offending by adult women, however, very little attention has been given to sex offenses committed by juvenile females. There has further been very little published material that has focused specifically on intervening with female children and adolescents before they offend. In an attempt to fill this gap, this article describes common characteristics of juvenile female sex offenders, ways in which juvenile female sex offenders are similar to and different from juvenile male sex offenders, and the limitations that exist related to our knowledge about these offenders. Based on this information, suggestions are given for possible ways to intervene in the lives of at-risk female youth before they offend.  相似文献

It can be argued that the Irish workforce has been revolutionised over the past 25 years, as married women entered the world of paid work in increasing numbers, bolstering the female participation rate. There have also been changes in gender roles and gender role attitudes over the period. This review will present sociological research analysing this major social change, including research that places the Irish case in a comparative European and international context. The review will mirror the main foci of the field, paying particular attention to research on gender role attitudes, occupational segregation and unpaid work. The gendering of the Irish workforce has been a complex and uneven process, involving continuities as well as changes. Overall, the sexual division of labour remains a key feature of paid and unpaid work in Ireland, and the concept has considerable explanatory power in relation to persistent gender inequalities.  相似文献

Although male sexual abuse has co-existed with female sexual abuse, the professional literature has paid minimal attention to the impact of sexual abuse of male children to their adult adaptation. This paper concentrates on the negative impact of sexual abuse on the adult male's gender identity. ABSTRACT

The purpose of this research is to describe Texas educator sexual misconduct (ESM) by examining 8 years of sanctions issued to educators (N = 1415) for either sexual misconduct or inappropriate relationships with students or minors. We first examine Texas ESM from the perspective of quality database construction and then describe the demographic characteristics of educators sanctioned for ESM between 2008 and 2016. Differences in the demographic characteristics of educators sanctioned for ESM vary according to the definition of ESM employed by the state education agency. Younger and early career educators are more likely to engage in inappropriate relationships with students or minors, whereas older and later-career teachers are more likely to engage in sexual misconduct as that term is defined by the state education agency. Over one-third of educators sanctioned for ESM were either new to the profession or new to their school district when sanctioned. Recommendations are offered for database construction, policy, and practice.  相似文献

This article investigates the current discourse about scientific misconduct from a postcolonial perspective. It traces the development of a causal story about scientific misconduct, blaming misconduct on so-called foreign scientific cultures said to be most prevalent among developing countries. The paper attempts to show how the discourse on misconduct is structured by themes and logics of coloniality as well as diverges from them, exhibiting shifting categorisations and images of the Other, which oscillate between the Other as a backwards savage and the Other as an advanced machine. Such contradictory categorisations will be argued to be both interpretable as movements to abandon prevailing ideologies of efficiency and progress within science and to make science more inclusive as well as means to uphold and re-establish existing patterns of coloniality in the face of historical changes both within and outside of academic research.  相似文献

Sexual coercion is defined here as a form of male sexual misconduct in which nonphysical tactics (e.g., verbal pressure) are utilized to gain sexual contact with an unwilling female partner. This study compares the risk characteristics of sexually coercive (n=81) and nonoffending college males (n=223) across several domains. Results revealed that sexual coercers differed from nonoffenders in that they more often subscribed to rape myths, viewed interpersonal violence as more acceptable, reported greater hostility toward females, and perceived male-female relationships as more inherently adversarial. In addition, compared to nonoffenders, sexually coercive males showed stronger indicators of promiscuity and delinquency, reported more psychopathic personality traits, had more empathic deficits, and were more likely to have experienced certain forms of childhood abuse. In most respects, coercers did not differ from those who reported engaging in more severe forms of sexual assault involving the use of physical force. These results suggest important differences between nonoffending males and those who "cross the line" by engaging in sexually coercive acts. In addition, consistent parallels can be drawn between the predictors of sexual coercion identified in this study and those documented in the sexual aggression (e.g., forcible rape) literature.  相似文献

Abstract

Objective: To report on college student opinions about the scope of college sexual misconduct (CSM), suggested university sanctions, and treatment of students found responsible of CSM.

Participants: In all, 23?US undergraduate students (14 females and 9 males) with a mean age of 20 years.

Methods: Students participated either in female, male, or mixed-sex focus groups that facilitated the discussion of factors related to CSM.

Results: Students provided in-depth feedback on the climate on US college campuses and factors related to CSM. They agreed upon CSM risk factors and context characteristics, but raised different male and female issues across sex groups. They further provided resolute suggestions for the solution of CSM, experienced treatment barriers, and limited victim reporting.

Conclusion: Student focus groups provide important information about the scope of CSM and offer valuable suggestions for the solution of the problem that may be crucial for the development of successful sexual assault interventions.  相似文献
