Abstract. This paper examines the earnings assimilation of immigrants in Sweden by applying a quantile regression approach on pooled data during the period 1990–99. Immigrants from Nordic and Western European countries have a smaller entry earnings disadvantage and slower rate of assimilation than other groups of immigrants. For some cohorts of immigrants from European countries the initial earnings disadvantage disappears after 15–20 years in Sweden, but as non‐European immigrants suffered from very large entry earnings disadvantages, their earnings will not catch up with the earnings of natives during their first 20 years in Sweden. More recent non‐European immigrant cohorts had a larger entry earnings disadvantage than previous ones. The immigration policy, discrimination, and the economic conditions may have contributed to the decline in the earnings assimilation of non‐European immigrants.  相似文献

An important feature of Scandinavian welfare states is the transfer of resources to families with children. Long parental leave and provision of high‐quality subsidized day care are important policies in this regard. This paper evaluates the impact of a recent Norwegian family policy reform on the labour supply of native and immigrant women in Norway. The reform provides cash benefits to families with 1–3‐year‐old children who do not utilize state‐subsidized day care centres. We find that the effect of the reform on labour force participation of women is fairly modest. However, given participation, earnings of natives and immigrants fell after the cash‐benefit reform. Specifically, earnings of highly educated non‐Western immigrants fell by more than those of natives.  相似文献

Abstract. This is a note on the immigrant representation in two forms of atypical employment in Sweden: self‐employment and temporary agency work. The employment rate among non‐western immigrants is substantially lower than among natives and using register data for the population in Sweden who were employed in 1999, we find that immigrants are over‐represented in both these forms of atypical employment. Immigrants from Asia are over‐represented in both forms of employment, whereas immigrants from South America are over‐represented among temporary agency workers but underrepresented among the self‐employed. These findings can be interpreted as an indication of that temporary agency work and self‐employment are used as alternatives to regular employment by groups in which unemployment is high.  相似文献

Abstract. This paper shows that the immigration of some low‐skilled workers can be of advantage for low‐skilled natives when the host economy suffers from unemployment due to the presence of trade unions and an unemployment insurance scheme. This benefit arises if trade unions have appropriate bargaining power and preferences for members’ income, labor market discrimination against immigrants is strong enough and the unemployment tax rate is low.  相似文献

Abstract. Earnings assimilation in Sweden is empirically addressed using a random sample of native Swedes and immigrants belonging to two different immigrant cohorts. The results show that the assimilation process differs for the two cohorts. Only the first cohort catches up with its native counterpart. These results also showed that the earnings of immigrants deteriorate with age faster than those. of native Swedes, after reaching a maximum level. This can happen because immigrants decrease their working hours faster than the native Swedes as they get older. Our results also suggest a different effect of the business cycle on the determination of earnings for immigrants and natives.  相似文献

Spain has one of the highest rates of unemployment among OECD countries. Some explanations for this stress the importance of unemployment duration compared with entry rates to the unemployment pool. Long‐term unemployment rates are particularly high among women in Spain. The object of this paper is to investigate the determinants of unemployment duration among women. It will consider personal characteristics (education and age), family background, socio‐economic variables (the number of household earners and household income) and the effect of unemployment benefits, using data from the Household Expenditure Survey 1990–91.  相似文献

This paper analyses the average wage differentials between various groups of immigrants and the Swiss workers. Classical Oaxaca‐Blinder decompositions are applied to a sample of 7,494 males (whose 1,070 immigrants) interviewed for the 1995 Swiss Labour Force Survey. Education and experience before and after migration are separately considered in two different ways. We control for sample selection in the wage and salary sector. We also investigate earnings differentials between natives and immigrants who arrived in the country before the age of 6. Our main results are that the part of differentials due to difference in coefficient varies strongly with different ethnic groups considered, that education is a strong determinant of the difference in observed characteristics and that second generation immigrants are fairly well assimilated in the Swiss labour market.  相似文献

Using a recent and rich Spanish data set on immigrants, we examine the impact of legal status on two measures of labor market performance: the likelihood of being employed and earnings. The Spanish case is of special interest given the rapid increase in immigration over the past 15 years and the large number of amnesties granted during the 1990s and 2000s. We find that a 10 per cent increase in the share of legal immigrants would raise the overall employment likelihood of immigrants by 4 percentage points and their earnings by 3.3 per cent. The results, which prove robust to alternative sample specifications, confirm the well‐known importance of being legal for the economic assimilation of immigrants.  相似文献

Using a large European data set, I investigate the impact of knowing foreign languages on unemployment for the first time. The focus is on natives (not on immigrants). I find that (1) knowing a foreign language reduces the probability of being unemployed by at least 3.4 percentage points; (2) females benefit more than males from learning foreign languages; (3) English and German tend to have a larger and more robust impact on unemployment than French, Spanish, and Italian; (4) but the impact of all these five languages varies considerably across countries.  相似文献

Theoretical explanations suggest that wage differentials between immigrant and native workers are generated either by differences in the acquisition of human capital or by various forms of exclusion of immigrants from fair labour market rewards. We evaluate the labour quality and labour market discrimination hypotheses by using a large sample of Swedish employees in 1995. Our findings show that labour market integration is relatively unproblematic for immigrants from Western countries, whereas immigrants from other countries, especially from Africa, Asia and Latin America, face substantial obstacles to earnings progress when entering the Swedish labour market. For the latter group of countries, extensive controls for general and country‐specific human capital reduce the earnings differentials. However, the remaining gap is of a non‐trivial magnitude. Thus, the labour quality hypothesis accounts for a part of the observed native–immigrant wage gap, but the remaining differentials can be interpreted in terms of labour market discrimination.  相似文献

Abstract. Empirical studies have found that the non‐accelerating inflation rate of unemployment (NAIRU) has been fluctuating in OECD countries around a constant mean of several percentage points over the past decades. This mean is calculated from the constant terms carried over from the wage and price growth equations. In this paper it is shown that a high proportion of the constant term is a statistical artefact and suggests a new method which yields approximately unbiased estimates of the time‐invariant NAIRU. Using data for OECD countries it is shown that the constant‐term correction lowers the unadjusted time‐invariant NAIRU by approximately half.  相似文献

This paper calculates the effects of immigration on the wages of native US workers of various skill levels in two steps. In the first step we use labor demand functions to estimate the elasticity of substitution across different groups of workers. Second, we use the underlying production structure and the estimated elasticities to calculate the total wage effects of immigration in the long run. We emphasize that a production function framework is needed to combine own‐group effects with cross‐group effects in order to obtain the total wage effects for each native group. In order to obtain a parsimonious representation of elasticities that can be estimated with available data, we adopt alternative nested‐CES models and let the data select the preferred specification. New to this paper is the estimate of the substitutability between natives and immigrants of similar education and experience levels. In the data‐preferred model, there is a small but significant degree of imperfect substitutability between natives and immigrants which, when combined with the other estimated elasticities, implies that in the period from 1990 to 2006 immigration had a small effect on the wages of native workers with no high school degree (between 0.6% and +1.7%). It also had a small positive effect on average native wages (+0.6%) and a substantial negative effect (−6.7%) on wages of previous immigrants in the long run.  相似文献

It is well known that the earnings of recent cohorts of immigrant men have fallen further behind native‐born men. Using several years of Canadian Census data, this study finds that immigrants have turned to self‐employment at a much faster rate than the native born. In addition, the earnings gap between self‐employed immigrant and native‐born men has not grown with successive cohorts, but rather has followed a cyclical movement: narrowing at the peak, and widening in times of weaker economic activity. However, immigrants choosing self‐employment still face challenges, as their earnings are far below native‐born earnings, and convergence is a lengthy process.  相似文献

Previous field experiments that study ethnic discrimination in the labour market are extended in this paper, which outlines a study comparing discrimination of first‐ and second‐generation immigrants. Qualitatively identical resumes, belonging to first‐ and second‐generation immigrants from the Middle East, were sent to employers in Sweden that had advertised for labour. The findings suggest, somewhat unexpectedly, that first‐ and second‐generation immigrants have essentially the same probability of being invited to a job interview, which in turn is significantly lower than the probability of invitation to interview for natives.  相似文献

Using a Phillips‐type equation and annual aggregate data from 15 Organization for Economic Cooperation and Development (OECD) countries, we estimate the effects of the following policies on the ‘non‐accelerating inflation rate of unemployment’ (NAIRU): restrictions on firing, growth in government ‘productive’ expenditure, growth in social security benefits, and lax immigration policy. We consider Greece separately, but treat the other 14 countries as a fixed‐effects panel. Two effects seem to be robust to changes in the sample: restrictions on firing and growth in social security benefits raise the NAIRU.  相似文献

This paper investigates the transferability of human capital from various countries to Germany and the contribution of imperfect human capital portability to the explanation of the immigrant‐native wage gap. Our results reveal that, overall, education and, in particular, labor market experience accumulated in the home countries of the immigrants receive significantly lower returns than human capital obtained in Germany. We further find evidence for heterogeneity in the returns to human capital of immigrants across countries. Finally, imperfect human capital transferability appears to be a major factor in explaining the wage differential between natives and immigrants.  相似文献

Abstract. In an efficiency wage economy, lump‐sum severance pay from which shirkers can be excluded raises employment. However, severance payments are usually related to wages. It is shown that earnings‐related, mandated severance pay will have ambiguous employment effects if effort can be varied continuously. A substitution of the earnings‐related for the lump‐sum component reduces employment. Thus, the prevalent form of severance payments in OECD countries might have less advantageous employment effects than previously conjectured.  相似文献

This paper tests whether the observed high persistence of unemployment rates in most OECD countries is due to (full) hysteresis against the alternative that it is caused by adjustment towards an increased natural rate. The analysis relies on standard univariate unit root tests. Usually such tests cannot reject the presence of a unit root in the unemployment rate, pointing to full hysteresis. The earnings premium received by African, urban, male union members in South Africa, as compared to other regular, urban male employees, is explored using two national sample surveys conducted in 1985 and 1993. The historical setting of this change is of particular interest, in the light of the transformation from the apartheid regime. Union membership grew very rapidly during this interval, as earlier prohibitions on African unions were lifted. Subsequently, the high rates of unemployment and segmentation of the labor force have been issues of central concern to the new government, elected in 1994. In this context, the paper extends prior methodology, by systematically comparing possible approaches to estimation, in addition to contributing fresh empirical results. Four approaches to estimation are adopted, allowing for: a single earnings regime with union dummy variable; the possibility of different earnings regimes among union members as compared to non‐members; endogenous switching between such regimes; sample selection arising from lack of employment and from division between regular and informal work. A series of tests on nested specifications indicate the importance of recognizing endogenous switching between differing pay structures in the covered and uncovered sectors. However (as with previous research on the South African labor market), no sample selection is detected with respect to employment status. The results suggest that collective bargaining resulted in wage compression among the expanding union membership while significantly widening the gap between members and non‐members. The latter widening gap cannot be attributed to the changing composition of union membership as reflected in observed characteristics of employees.  相似文献
