Unpacking cosmopolitanism for the social sciences: a research agenda   总被引:1,自引:0,他引:1  
This article calls for a re-conceptualization of the social sciences by asking for a cosmopolitan turn. The intellectual undertaking of redefining cosmopolitanism is a trans-disciplinary one, which includes geography, anthropology, ethnology, international relations, international law, political philosophy and political theory, and now sociology and social theory. Methodological nationalism, which subsumes society under the nation-state, has until now made this task almost impossible. The alternative, a 'cosmopolitan outlook', is a contested term and project. Cosmopolitanism must not be equalized with the global (or globalization), with 'world system theory' (Wallerstein), with 'world polity' (Meyer and others), or with 'world-society' (Luhmann). All of those concepts presuppose basic dualisms, such as domestic/foreign or national/international, which in reality have become ambiguous. Methodological cosmopolitanism opens up new horizons by demonstrating how we can make the empirical investigation of border crossings and other transnational phenomena possible.  相似文献

The article examines the limitations of methodological nationalism in the studies of social memory through a case study of memory of Stalinist repression in Belarus. It analyses how various social agencies – national and local activists, religious organisations, and international foundations – use the memory of repression for constructing post‐Soviet Belarusian identity by embedding their national representations in larger transnational frameworks. Drawing on the concept of ‘internal globalisation’, this article develops the idea of ‘internal transnationalism’ that suggests the importance of wider transnational configurations for the definition of nation. Internalized transnationalism does not make a national memory concept less nation‐centred, but it affects the choice of its cultural, political and civilizational framing. In contrast to methodological cosmopolitanism that implies rediscovering of the national as an internalized global, methodological transnationalism emphasizes the multiplicity of co‐existing transnational networks that can be invoked by social actors in their national mnemonic agenda. Using the case of the Kurapaty memorial site the article analyses how multiple framings of memory representations – the Belarusian national memory, liberal anti‐communist memory, contesting memories, such as Polish, Baltic and Jewish – compete and juxtapose in the space of social memory of political repression.  相似文献

In recent years social science has been characterized by a cosmopolitan turn. Of the many questions that arise from this the most important are those that concern the implications for explaining social change. While cosmopolitanism is centrally about social change, much cosmopolitan theory due to its normative orientation lacks a capacity for explanation. The problem of explanation is also a problem that besets all ‘big question’ approaches in social science. In this paper a broad definition of cosmopolitanism is given and elucidated by an outline of its epistemological, ontological and methodological frameworks. Emphasizing the latter two, a relational conception of cosmopolitanism is developed as an alternative to dispositional/agency based and systemic accounts. First I argue that there are four main kinds of cosmopolitan relationships, which together constitute the social ontology of cosmopolitanism. These are the relativization of identity, the positive recognition of the other, the mutual evaluation of cultures, and the creation of a normative world culture. A methodological framework is advanced that distinguishes between the preconditions of cosmopolitanism, its social mechanisms and processes (of which three are specified: generative, transformational and institutionalizing) and trajectories of historical change. The argument is made that cosmopolitan phenomena can be accounted for in terms of this ontological and methodological framework. The advantage of this approach is that it offers cosmopolitan analysis a macro level account of social change that is broadly explanatory and which can also account for both the diachronic and synchronic levels of the emergence of cosmopolitanism as both a counter‐factual normative cultural model and as a part of social and political practices and institutional arrangements.  相似文献

Critical cosmopolitanism is an emerging direction in social theory and reflects both an object of study and a distinctive methodological approach to the social world. It differs from normative political and moral accounts of cosmopolitanism as world polity or universalistic culture in its conception of cosmopolitanism as socially situated and as part of the self-constituting nature of the social world itself. It is an approach that shifts the emphasis to internal developmental processes within the social world rather than seeing globalization as the primary mechanism. This signals a post-universalistic kind of cosmopolitanism, which is not merely a condition of diversity but is articulated in cultural models of world openness through which societies undergo transformation. The cosmopolitan imagination is articulated in framing processes and cultural models by which the social world is constituted; it is therefore not reducible to concrete identities, but should be understood as a form of cultural contestation in which the logic of translation plays a central role. The cosmopolitan imagination can arise in any kind of society and at any time but it is integral to modernity, in so far as this is a condition of self-problematization, incompleteness and the awareness that certainty can never be established once and for all. As a methodologically grounded approach, critical cosmopolitan sociology has a very specific task: to discern or make sense of social transformation by identifying new or emergent social realities.  相似文献

The most appropriate way of theorizing cultural diversity is to situate it in the context of a broader relational theory of culture in which the key dynamic is cultural encounters. The relational conception of culture places the emphasis on the relations between social actors and the processes by which some of these relations generate enduring cultural regularities and forms. This has important implications for political community and in particular for cosmopolitanism. It is in relationships that cultural phenomena are generated and become the basis of different kinds of political community. The paper outlines a typology of six kinds of cultural encounters and discusses four major cultural trends that variously emerge from these encounters. This approach with its emphasis on cultural encounters is the broad sociological context in which questions about cultural change and the prospects of cosmopolitanism should be discussed.  相似文献

Although cosmopolitanism used to be associated with Western, elite practices, it has in recent years been used to describe a wider array of practices by non-elite and non-Western groups. This article explores the cosmopolitanism of Cuba's “children of the revolution” living in Spain. They are those now young adults who were born in Cuba after the revolution and who were brought up to become the socialist New Man. Theirs was a world of socialist cosmopolitanism, which simultaneously was infused with commitment to a national, territorially-based political project: an independent, socialist Cuba. However, some of these New Men and New Women now embrace ideals of cosmopolitan individualism rather than the patriotic socialism with which they were inculcated as children. Yet the cultural tools that the children of the revolution make use of in their practices and narratives of cosmopolitanism paradoxically point back to revolutionary Cuba. The article argues that cosmopolitanism as a lived practice owes to experiences within the Cuban socialist-national project and is in effect a response to the ineffectiveness of this project, not necessarily a substantive opposition to it. Social capital and habitus deriving from Cuban socialism gave the children of the revolution the desire to attain cosmopolitanism as part of their life-projects. This finding suggests that the relationship between nationalism and cosmopolitanism needs further rethinking.  相似文献

‘Cosmopolitanism is back’, proclaimed David Harvey presciently in 2000 (Harvey, 2000: 529). In the face of injustice, inequality and violence emerging from globalization processes, the last decade has witnessed a cascading interest in the vision of a world community in which sameness and difference are harmoniously dealt with. Across the humanities and social sciences, there have emerged multiple ways of understanding what exactly cosmopolitanism means for research. To push this concept to greater rigour, scholars have tried to demarcate its conceptual boundaries by underlining its conjunctural nature (Werbner, 2006). Thus we have such notions as rooted cosmopolitanism, working‐class cosmopolitanism, discrepant cosmopolitanism, ethnic cosmopolitanism, and vernacular cosmopolitanism. Of all these conjunctural terms, subaltern cosmopolitanism has gained noteworthy attention of late. In one of her articles published in 2010 about the old baggage and missing luggage of cosmopolitan theory, for example, Glick Schiller claims that the possibilities of strengthening cosmopolitan theory lie in ‘a further development of a subaltern cosmopolitanism’ (2010: 414). In this Viewpoint, I will first present an overview of how subaltern cosmopolitanism has been deployed by scholars, and then evaluate its particular purchase in cosmopolitan studies, and finally suggest fortifying the critical sinew of this concept by drawing on conversations about other weighty issues that concern the humanities and social sciences of today.  相似文献

This paper explores how Ulrich Beck's world‐risk‐society theory (WRST) and Bruno Latour's Actor‐Network Theory (ANT) can be combined to advance a theory of cosmopolitics. On the one hand, WRST helps to examine ‘cosmopolitan politics’, how actors try to inject cosmopolitanism into existing political practices and institutions anchored in the logic of nationalism. On the other hand, ANT sheds light on ‘cosmological politics’, how scientists participate in the construction of reality as a reference point for political struggles. By combining the WRST and ANT perspectives, it becomes possible to achieve a more comprehensive understanding of cosmopolitics that takes into account both political and ontological dimensions. The proposed synthesis of WRST and ANT also calls for a renewal of critical theory by making social scientists aware of their performative involvement in cosmopolitics. This renewal prompts social scientists to explore how they can pragmatically support certain ideals of cosmopolitics through continuous dialogues with their objects of study, actors who inhabit different nations and different cosmoses.  相似文献

Scholars interested in the effects of globalization on internationally mobile individuals have tended to study this by drawing comparisons between national identity and transnationalism (i.e., connectedness and involvement in more than one country simultaneously) and cosmopolitanism (i.e., a sense of belonging to the world as a whole rather than a single nation). Empirical patterns generally suggest the pervasiveness and resilience of national identity even among globally mobile populations, but findings do show that international experience can bring about changes to individual identity. By comparing transnationalism and cosmopolitanism to national identity, the extant literature makes a tacit assumption that these identities are group‐based. The social psychological literature on identity refers to three different types, or bases, of identity: group, role, and person. This paper argues for a reconceptualization of transnationalism and cosmopolitanism as role‐ or person‐based identities, and outlines several avenues for research based on this reconceptualization.  相似文献

Empirically growing transnationalism and normatively demanded cosmopolitanism may be closely connected when considered as different elements of new forms of citizenship beyond the single nation‐state. Do individuals with either full (dual citizenship) or partial (foreign resident) transnational status exhibit more cosmopolitanism than mono citizens? This article decodes the multidimensional character of cosmopolitanism using major democratic theories – liberalism, republicanism, and communitarianism. Multivariate regression analyses of data from a survey among mono citizens, dual citizens and foreign residents in Switzerland reveal that a transnational status is associated with cosmopolitanism in a differentiated way. Dual citizens and especially foreign residents are more likely than mono citizens to exhibit liberal cosmopolitanism; but only dual citizens having full political rights and opportunities in two countries are more likely to exhibit republican cosmopolitanism and only foreign residents excluded from the political community of residence are more likely to exhibit communitarian cosmopolitanism. Each of them can thus be considered as vanguards in specific ways. Our study furthermore demonstrates the added value of disaggregating both cosmopolitanism and transnationalism.  相似文献

In contemporary European social and political thought, cosmopolitanism is frequently closely linked with the modern cultural citizen, who is open to the variety of global cultures and can participate equally at al levels of society from the local to the global. The cosmopolitan or privileged national moves freely and, from a secure vantage point, is at home anywhere. However what I suggest in this paper is that there is a darker dimension, which is too easily forgotten in the celebratory figures of the cosmopolitan based on unfettered movement and consumption of places. There is another cosmopolitan figure which draws upon an ambiguous historical baggage where the rootless and flexible outsider was treated with suspicion and hostility. In 20th century Europe, cosmopolitanism often epitomised the Jew with divided allegiances and little attachment to the land, and more often at home in the city, unlike indigenous populations. Today the fear of divided loyalties and transnational political participation falls in particular upon Europe's Muslim populaitons, who must demonstrate that they are not cosmopolitan. Thus what is interpreted positively in the privileged national is deemed to be negative and problematic in the migrant.  相似文献

ABSTRACT

This paper addresses current debates around elites, education and cosmopolitanism. It studies disjuncture (and interaction) between cosmopolitan practices and aspirations on the basis of 24 interviews with international students at a British elite university. Specifically, the article discusses four cases of elite students’ use of cosmopolitanism by drawing on Ann Swidler’s concepts of ‘strategies of action’ and her distinction between ‘unsettled’ and ‘settled’ lives. The case studies demonstrate that individuals, who find themselves in an unsettled phase of their life, may mobilise cosmopolitanism either to set themselves new life goals or to closely examine their lives. In settled lives, cosmopolitanism may be integrated in established strategies of action but it may also be used to (rhetorically) defend a stable orientation. This typology of four different ways of using cosmopolitanism complements previous research by exploring in depth the various forms in which ambivalences of students’ engagements with cosmopolitanism may arise.  相似文献

Recent events in Hong Kong direct attention to a disturbing trend – the neglect of (selected) life. The society is increasingly discarding its policies and practices concerning immigrant workers, foreign pregnant women and impoverished men and women, whom it deems unworthy of protection or assistance. In this article, I argue for a radical cosmopolitanism that would entail a commitment not only to preventing the taking of life and building a non‐killing society but also to the elimination of the structural conditions that disallow life to the point of death. Drawing on recent bio‐political debates in Hong Kong, I consider the sovereign right over life and death within the neoliberal state. I argue that the state predicates neoliberal sovereignty on a systemic indifference to life; it calculates its bio‐political decisions according to a bio‐arithmetic of economic productivity and social responsibility; and it allows those whom it deems unworthy ‘to die’. As a potential counter discourse, I outline the coordinates and discuss the implications of a commitment to a radical cosmopolitanism.  相似文献

Abstract

Cosmopolitanism has been understood as a postnational identity. This conflates the distinction between nation and nationalism. Most accounts of cosmopolitanism emphasise its legal form (e.g. Habermas’ constitutional patriotism) or its cultural dimension (transnational communities) or its political (e.g. democratic cosmopolitanism). This paper argues for a civic dimension to cosmopolitanism, conceived of in terms of discourses of self, other and world. This is tied to a notion of nations without nationalism.  相似文献

In this article, I contribute to the debate on Ulrich Beck's idea of ‘methodological cosmopolitanism’ from a political science perspective. How fruitful is Beck's idea for the study of world politics? How can a political science perspective turn ‘methodological cosmopolitanism’ into a more transdisciplinary subject of debate? Guided by these questions, I speak to two audiences. First, I offer political scientists a distinct strategy for empirical ‘cosmopolitan political science’ research. At the heart of this strategy is a novel object of research, the ‘cosmopolitan outlook’, understood as a discourse that breaks with the ‘national outlook’ to open possibilities for a world beyond ‘reflexive modernization’. With that, I shift the perspective from structure to discourse and broaden the normative grounds on which to assess cosmopolitan reality. Rather than just considering the emergence of normative cosmopolitan ideals, I build into cosmopolitan research the normative, empirical question of whether we see an emergence of a world beyond reflexive modernization. Second, I address scholars outside the field of political science who are interested in methodological cosmopolitanism by offering the ‘cosmopolitan outlook’ as a novel object of study that could also be explored from other disciplinary perspectives and by proposing they put the question of the purpose of methodological cosmopolitanism centre stage. This question can, I argue, constitute grounds for substantial debates on methodological cosmopolitanism not already precluded through disciplinary premises and concerns. Contributing to such a transdisciplinary debate, I distinguish between the long‐term and immediate purpose of methodological cosmopolitanism, the former being about the development of a cosmopolitan language and grammar and the latter about empirical explorations of the reality of the ‘cosmopolitan outlook’, eventually and in a collective and transdisciplinary endeavour building up to contribute to the former.  相似文献

Methodological nationalism is understood as the assumption that the nation/state/society is the natural social and political form of the modern world. We distinguish three modes of methodological nationalism that have characterized mainstream social science, and then show how these have influenced research on migration. We discover parallels between nationalist thinking and the conceptualization of migration in postwar social sciences. In a historical tour d’horizon, we show that this mainstream concept has developed in close interaction with nation–state building processes in the West and the role that immigration and integration policies have played within them. The shift towards a study of ‘transnational communities’— the last phase in this process — was more a consequence of an epistemic move away from methodological nationalism than of the appearance of new objects of observation. The article concludes by recommending new concepts for analysis that, on the one hand, are not coloured by methodological nationalism and, on the other hand, go beyond the fluidism of much contemporary social theory.  相似文献

Novelty is paramount in the development of sociological theory—so much so that sometimes novelty is attributed even when it does not really exist. The study of social movements is hardly exempt from this problem and at times the craving for newness can become palpable. Despite that desire, however, some have concluded that things really have not changed much over a score of years—at least in terms of the implications for theory—but now, we think the time has finally come. Three recent mobilizations have provided us with something new into which we can sink our collective teeth. The Tea Party, the Arab Spring, and Occupy Wall Street represent changes in the motivations and tactics driving social and political change that can renew the study of protest and collective political influence. These three bursts of political behavior reveal important edges of social movement study even as they exhibit roots in the now classic ideas in the field.  相似文献

From the start individualization theory is the investigation of the paradigm shift in social inequality. Furthermore it shows, how the transnationalization of social inequalities bursts the framework of institutional responses – nation state (parties), trade unions, welfare state systems and the national sociologies of social classes. In this essay I shall try to conceptually elucidate the ‘cosmopolitan perspective’ on relations of social inequality in three cases: (1) the inequality of global risk; (2) the Europe‐wide dynamic of inequality; and (3) transnational inequalities, which emerge from the capacities and resources to transcend borders. One of the widely accepted consequences of globalization is the development of individual outlooks, behaviours and feelings that transcend local and national boundaries. This has encouraged a re-assessment of important assumptions about the nature of community, personal attachment and belonging in the face of unprecedented opportunities for culture, identities and politics to shape, and be shaped by, global events and processes. Recently, the upsurge of interest in the concept of cosmopolitanism has provided a promising new framework for understanding the nexus between cosmopolitan dispositions and global interconnectedness across cultural, political and economic realms. Using data from a representative social survey of Australians this paper investigates the negotiation of belonging under the conditions of globalization. The data tap into attitudes and behaviours associated with a broad gamut of cosmopolitan traits in the domains of culture, consumption, human rights, citizenship, and international governance. They show how cosmopolitan outlooks are shaped by social structural factors, and how forms of identification with humanity and the globe are fractured by boundaries of self and others, threats and opportunities, and the value of things global and local.  相似文献

Recent literature on migration, international relations, and foreign policy is reviewed in this article, stressing applications of global systems paradigms, studies of state entry and exit rules, and anatomies of domestic policy-setting processes on migration. After a concise assessment of the contemporary theory of global political economy, the paper argues for seeking mid-range generalizations on the international relations of migration. It also suggests that analysis begin with the policy-setting processes of the state. Especially through the use of comparative perspectives available from domestic policy making studies and from the field of international comparative public policy, this approach offers the opportunity to fix empirically the political roles of transnational social forces, which often present themselves as participants in domestic policy contests. Promising future directions in the study of state-to-state relations are also evaluated, with the anticipation that verifying regional or other intermediate patterns of world migration politics may contribute to more general theories of international political economy.  相似文献
