This article applies ideal-typical welfare state theory in analysing the recent transition and the current position of welfare state systems in Eastern Central Europe, taking the cases of Poland, the Czech Republic, Hungary and Slovenia. The article argues that Eastern Central European welfare state systems have returned to their historical and cultural roots of welfare state formation and development, to the time before the onset of state socialism in Soviet times. First, social security policies and social and labour laws were established when the vast bulk of Eastern Central European countries were member states of the Austro-Hungarian Empire, sharing the same political economy, legal system and culture. Over the last 20 years, the socialist system of employment-based social services and benefits has been replaced with Bismarckian-type social security policy and systems. While there are major alterations here and there – in ideal-typical perspective – the four countries under scrutiny share all the major traits of Continental European (Christian Democratic) welfare regimes .  相似文献

The purpose of this paper is to briefly summarize the main trends in the pension reform process which has been carried out in the Russian Federation since the collapse of the USSR in 1991. The Russian Federation and the other former Soviet Republics, currently CIS (Commonwealth of Independent States) countries, having undergone a transition from centrally planned to open-market economies, face a common challenge: the need to adapt their social security programmes to new political, economic and social realities.  相似文献

The Paper briefly reviews social security coverage that the world has achieved and summarizes economic and social benefits of a national social security system. It then goes on to argue that social security systems are a necessary part of the institutional framework of any effective market economy, creating—among other things—societal cohesion that is needed for long-term economic development. It makes the case that the introduction of basic social protection in developing countries is both a desirable and an affordable investment in their social and economic development. It estimates the global minimum investment cost to provide basic social security and finally suggests international instruments to introduce a global social security floor.  相似文献

This paper examines several important trends in the changing structure of social security in the United States and their impact on the elderly in different income groups. These trends involve the shifting public/private mix of retirement income, the declining replacement rates of public benefits, and reforms for targeting benefits by age. An analysis of these trends suggests that (a) social security will provide declining economic support for those most in need; (b) middle- and upper-income groups will have a diminished stake in social security, reducing the programme's political base of support; (c) increasing reliance on occupational pensions will heighten the need for greater public regulation of private schemes; (d) an unplanned two-tiered system of pensions will emerge, with the first tier consisting of a whittled-down version of social security to provide a predominant source of retirement income for low-income wage earners and the second tier consisting of private pensions for middle- and upper-income groups.  相似文献

The social and political transformation in Hungary contributed to the development of a democratic political system and to the establishment of the rule of law and a market economy. The process was accompanied by a series of economic and social problems. The paper first reviews the social policy orientation of the three free consecutive governments elected since the transition. None of them has had a clear political profile: they have constituted mixed and unclear welfare regimes. None of them has sketched a clear welfare policy except perhaps the current government. In its case central redistribution is consistently biased in favour of the middle and upper strata at the expense of the poor. Instead of a consensual plan defining priorities, decisions and reforms in the last ten years have been motivated by political interests, at hoc ideas, and authoritarian rulings. The paper next shows what reform meant in the case of the different instruments and various fields of social policy, namely unemployment, health, pensions, family benefits and social assistance. It concludes that while both the inherited and the newly created systems had contributed to alleviate the shocks of the transition, yet there never was enough political will to give sufficient or adequate help to those needing it. As a consequence of the "reforms" public expenditures have been significantly reduced. The welfare gap between East and West has thereby grown. The consequence is that the country has become gravely divided, and that poverty is greater and deeper than it might have been under a different set of policies.  相似文献

The levels and types of upward mobility in Soviet and Russian society have varied depending on the nature of the political and economic regimes. The Soviet pattern of mobility in which success was determined by political forces resulted in social and economic rigidity, and, after a brief period during which this system was being eroded, it now appears that current trends may be returning Russia to the Soviet pattern of mobility.  相似文献

This paper takes the opportunity of the Social Security Review to reflect on the meaning of social security reform. It argues that traditional conceptions of the welfare state are unduly narrow and atomistic, concentrating on vesting individuals with social security rights similar to private law notions of contract or properly, and the securing of those rights from depredations by the state. In contrast it contends that social security properly rests on a notion of social rights to participation in society. This is a positive, reciprocal relationship between citizen and state in which both sides have rights and obligations in furthering participation in core social, economic and community activities. The article assays a preliminary statement of ‘social rights’ and considers how new legislation might better harmonize with it.  相似文献

Overcoming the economic crisis and implementing institutional change in Central and Eastern Europe and the former Soviet Union has been greatly facilitated by a pre-existing social security network—although adaptations to the new circumstances have been necessary. This paper offers a review of these adjustments and the various strategies that have been employed for mitigating losses in income and in social cohesion with the market reforms. The paper shows how countries first expanded, then curtailed their social programmes, and have started moving away from collective to individualized solutions, not only in the economic but also in the social field. Although this thrust promises many advantages, such as greater personal responsibility and system transparency, several population groups—typically those that fail to form a powerful interest group—risk being left behind by the reform process. The paper concludes that these experiences from the region offer valuable lessons for social programmes assisted by international exchanges that aim to counter the negative impacts of rapid economic and institutional change increasingly a worldwide phenomenon.  相似文献

The growth of South African state-provided social security is traced from its origins in British colonialism, through the consolidation under apartheid of racially discriminatory benefits mainly to protect white interests, to the present time of political change when there is a rapid move towards racial parity. It is a difficult system to understand, because of the fragmentation created by apartheid: benefits are delivered through 17 separate “governments”, geographically different from each other, using different information systems and, until recently, characterized by secrecy regarding information. This paper is based on interviews conducted in all administrations in 1991, and it focuses on the state social pensions and grants for elderly people, disabled people, child and family care, and poor relief. Major problems with the system are those of access, racial discrimination, inefficiency, corruption, and the way in which the means test is implemented. Does the social security system have a role to play in addressing the inequality and poverty produced by apartheid? In rural areas most beneficiaries live in three-generational families, and the benefit is consumed by the household. It is suggested that its potential is greatly underestimated, and rather than being seen as an expensive burden, the social security system should be enthusiastically embraced. It is already in place; it can relatively easily be made more efficient.  相似文献

The purpose of this paper is to provide a critical analysis of the impact of the privatisation of social security on Chile's economy and society. The paper also includes a brief discussion of Chile's current economic problems, and suggestions for integrating the social security system into the future development of the country. Its central argument is that social security should be able to provide adequate benefits not only to a privileged group of people, but to the entire society. In the case of Chile, the privatised system has created new sources of inequities, reduced the population coverage, and it has had a limited impact on economic development.  相似文献

In recent years, it has often been asserted that social security has become irrelevant to contemporary economic and social realities. This claim has been accompanied by proposals for the abolition of social security and its replacement with commercial provision. In some countries, social security has already been extensively privatized. Instead of dismissing the claim that social security has become irrelevant, this article examines the views of social security's critics. It suggests that steps need to be taken to address their challenge and ensure social security's long-term survival.  相似文献

In the course of the present transition in Russian society, a new system of social security has been developed. The previous Soviet system has been replaced by a system of four more or less independent social funds, covering the main branches of social security. These funds are supposed to be run according to insurance principles and to be financed by contributions, mainly from employers. Given the difficult economic and social situation of the country, there have been increasing demands for effectiveness in the management of the different funds and also in the management of the whole social security system. The results of this study show that the social funds have developed different organizational structures with different degrees of centralization and decentralization. Only one of the funds seems to be relatively well-functioning and effective, while the others have experienced more or less serious problems in fulfilling their main tasks and functions. The most serious problems, however, seem to stem from the structure of the social security system as a whole, which is perceived as fragmented and badly coordinated. In order to improve the coordination of the system, there have been proposals to merge two or more funds into a unified social security organization. This strategy is open to question, however, since it would increase the bureaucracy of the system. There are other ways in which the structure of the social security system might be advanced. Such developments should be based on an analysis of the system from the perspective of the individual client or patient.  相似文献

China has adopted an array of special social security measures in response to the spread of the COVID-19 virus, to mitigate the downside social and economic impacts caused by the pandemic. Measures include the reduction, exemption and deferral of social security contributions by employers, the extension of benefits coverage for employees, and the provision of more accessible e-services by social insurance agencies. The article points out that a preliminary assessment of those measures would suggest that they have played a key role in supporting social cohesion and in stabilizing the economy. In a critical manner, the article compares the measures adopted in China with those of other countries, and identifies how China could learn from international practice and experience. Finally, and based on recent Chinese experience, the article presents proposals that seek to improve the longer-term contribution made by the Chinese social security system to realize the goals of social cohesion and inclusive economic development. As set out in China’s Social Insurance Law of 2010, the social security system should not only support a fair sharing of benefits of development, but also promote social harmony and stability.  相似文献

Social welfare reform has been implemented in Korea since the 1997 financial crisis. A dominant concern of the reform was on equality and social solidarity. A major means to this end was establishing universalistic social insurance programs like those in developed welfare states. The reform efforts produced some positive results but were not greatly successful. Income polarization and the deteriorating economic status of low-income families have become big social issues. Many low-income families have not gained many benefits from the reformed social security system. The rapid aging of the population is creating an exploding demand for social spending, risking the fiscal sustainability of major social insurance programs. The reform experience suggests that a social welfare system based on western-style universal social insurance may be too expensive to sustain and not very effective in protecting disadvantaged families in Korea. More attention is being paid to expenditure control and efficiency. Social insurance programs may need to be leaner than those in traditional welfare states. Targeted programs, such as the "making work pay" policy, are likely to be expanded more broadly to low-income families. The future of the Korean welfare state may hinge on successful employment support for working families and extensive investment in their human capital.  相似文献

This paper is about the most recent reforms of cash benefit systems and the sociopolitical debate in eight European countries. The welfare state and the social security system rank high on the political agenda. After many years of economic crisis, with increasingly widespread unemployment and changed family patterns, the welfare system that developed in most western European countries since the end of the Second World War is the focus of attention. In a world of increasing international trade, with competition from countries — in eastern Europe and Asia as well as the United States — which have not developed such comprehensive systems of social security, one of the main issues in the debate is whether western Europe can afford to maintain welfare at the existing level, or whether it is necessary to make fundamental changes. But the discussion also centres on what can be called the welfare state's own internal problems.  相似文献

This article is based on a study of the protection afforded to the family under the social insurance schemes of the five Member States of the Arab Maghreb Union, and considers the usefulness of family benefits in economically poor countries gripped by the great problems of population growth and unemployment. This type of social protection is conditional upon the individual being actively employed and covers only a very small part of the working population, leaving out the majority. Should not priority be given to coverage against real occupational risks that threaten employment? This is not an easy question to answer in an increasingly unfavourable economic climate, but it should be possible, in the name of those social and human ethics founded on Maghrebi sentiments of family, local, national and regional solidarity, to mobilize particularly the political will to find better solutions or alternatives. It will, however, be necessary first to reconsider family benefit systems in relation to other, more urgent forms of protection in accordance with a social choice based on the rights and cultural values of Maghrebi citizens. By showing the common features of the Maghrebi schemes at the same time as some of their differences, the article will also present useful elements for their harmonization and even their unification into a regional social security system.  相似文献

Studies examining the relationship between globalisation and the welfare state tend to focus on the effects of economic dimensions of globalisation, the extent to which a country is part of the world market. Globalisation also has social and political dimensions and the effects of these on welfare states – in terms of social security transfers and generosity – are studied in this article. Data from the KOF Index of Globalisation , the OECD Historical Statistics and the Comparative Welfare Entitlements Dataset are used to analyse the effects of social and political openness on the welfare states of 18 countries of the Organisation for Economic Cooperation and Development between 1970 and 2000. The analyses show that social security transfers and generosity have increased less in countries with the highest increase in social openness and that the welfare state is not affected by political openness.  相似文献
