Summary The relationship between social work and stress is a complexone which remains relatively under-explored. This paper examinesissues arising from a comparative study of stress in three localauthority social services departments. The main focus is on the human resource management issues underpinningthe experience of social work staff. In particular, the roleof organizational culture is explored and the notion of a ‘cultureof stress’ is introduced. This is a key aspect of thetheoretical account presented. It offers an explanation of theidentified differences amongst the three authorities studiedin terms of the subjective experience of common stressors. The paper concludes with a discussion of the major implicationsfor social work agencies in which such an organizational culturehas developed.  相似文献

Correspondence to Dr Marguerite Valentine, 56 Osbaldeston Road, London N16 7DR Summary A ‘bad object’ has been defined as an ‘objectwhom the subject hates or fears, who is experienced as malevolent.A bad object may be either an internal or an external object’(Rycroft, 1988, p. 100). This paper explores the circumstancesin which public fears and anxieties over child abuse becomeprojected into the social worker. It discusses how social workersintroject these feelings, become a ‘bad object’,and how social services departments have developed a numberof strategies which defend against feelings of blame and responsibility.The exploration is derived from my own experiences and observations,and applies Kleinian psychoanalytic theory to studies of institutionaldefences.  相似文献

Summary After discussing the huge undifferentiated tasks facing socialworkers in the social services departments, it is suggestedthat one of the most urgent research needs is the developmentof systematic record and review systems to provide basic informationabout social worker activities and their effects on differentclient groups. The development of a social worker oriented computerizedCase Review System in close collaboraation with a group of fieldworkersin an area office is described. The system enables social workersto evaluate and plan their work for individual clients; it canassist the process of supervision; as a management tool it cancontribute towards the planning of fieldwork services; as aninformation system it gives an on-going account of the size,nature and scope of social work activities with different clientgroups. So far the impact of the system has been to raise questionsabout practices and to encourage a climate favourable to change.  相似文献

Summary The development of inter-agency initiatives as a response todomestic violence is currently enjoying widespread popularity,and was the subject of a Home Office Circular in 1995 encouragingthis approach as one of the principal planks of government domesticviolence policy. The Domestic Violence Research Group in theSchool for Policy Studies at the University of Bristol has completeda national study of inter-agency approaches to domestic violence,supported by the Joseph Rowntree Foundation, and this paperexplores some of the themes identified in the research and therelevance of multi-agency domestic violence initiatives to socialworkers. Social services departments and voluntary sector socialwork agencies have a key role to play within inter-agency workof this type. The research indicates, however, that, while somesocial workers are active within inter-agency domestic violenceforums, social services could often take a more active rolewith firm commitment from management. It could be suggestedthat social services organizations cannot afford to be absentas the new policy direction offered by inter-agency initiativescontinues to grow in the future, which looks almost certainto happen. Some of the areas explored in the paper are: powerdifferentials between member agencies; the participation (andsometimes the marginalization) of Women's Aid and the refugemovement within multi-agency work; equalities issues; and theinvolvement in inter-agency projects of women and children whohave experienced domestic violence.  相似文献

Summary This paper arises from a four-year project funded by the Departmentof Health and Social Security, concerning the social needs ofthe physically sick—a study of some aspects of the socialneeds of the physically sick and of the services designed tomeet needs. The present focus is on social work services andin this part of the project a development study has been undertakenand postal questionnaires have been sent (a) to all medicalsocial workers employed in the Hospital Service and in localauthority Health and Welfare Departments, and (b) to all otherhospital social workers engaged in helping the phsically sickand handicapped persons. In addition, a Survey is being carriedout through records of 9,000 admissions to a number of hospitalsto see how many of these patients are referred to the hospitalSocial Work Departments in a nine-month period, at what stagein their hospital careers they are referred, etc. A Survey is being carried out in four hospitals using a randomsample of patients and another sample referred for social workhelp. These patients are being interviewed in hospital and afterdischarge to see what kind of problems are encountered in hospitaland after discharge and what services are provided. Interviewswith medical, nursing, administrative and social work stabstractand included in this survey. The overall objectives of the Survey are to study needs andservices and to indicate how closely services respond to needs.  相似文献

Summary Noting the significance of women in management in the localauthority children's departments (1948–72) and the preoccupationwith women in management during the 1990s, the authors comparethese two periods. In particular, they focus upon the discoursesof femininity which shape the ways in which women as managersand as professionals are talked about, understood and analysed.The argument, presented from a feminist post-structuralist perspective,is based on an analysis of data generated through interviewswith women who were significant in the children's departments(as children's officers or members of the children's committees)between 1948 and 1972. The paper shows that the ways in whichfemininity is constructed, socially and through women's subjectivities,act as powerful mechanisms through which women are controlled,but also present opportunities to women for resistance and change.  相似文献

Summary This article provides a researcher's account of gaining accessto looked after children for the purpose of conducting a studyof children's experiences of family life. Based on a researchproject involving two social services departments, it givesa stepwise account of the process, from approaching social servicesdirectors to actually gaining access to looked after children.It describes the different methods of allowing access employedby the two departments and the advantage and disadvantage attachedto each method from a researcher's perspective. It providesinformation about the timespan involved and the delays experiencedin contacting social services staff. Summary Is there real sharing of decision-making responsibility withinsocial service agencies? What hope is there for participationby the consumer of services if the agency worker nearest andmost relevant to him has little voice or leverage within theorganization? This paper examines the notion of worker participationwithin the context of the social services department and theprobation service, noting the imperfections of the ‘publicmandate’ behind the authority structure of these organizations.Above all it looks for continuity between the values socialservice agencies publicly represent and the values in theirday-to-day dealings with their own staff and clients. Currenttrade union proposals for worker representation at committeelevel are considered, and Dutch experience in extending theworkers' council from the industrial to the social welfare sphereis presented as one alternative model.  相似文献

Itargues the importance of conceiving contract management as acomplex set of social processes involving a diversity of interestsand inequalities of power, where skills in negotiation are centralto promoting greater participation in community care policyand practice. Summary This paper describes the work of the Family Welfare Association's(FWA's) Tower Hamlets Family Support Services projects (FSSs).Tower Hamlets is a multiracial area in East London, which accordingto the 1991 census has high levels of poverty, overcrowdingand unemployment. Increasing poverty and social exclusion, whichfurther entrench inequalities in health, are reported by sourcessuch as Government, health and social services departments asrequiring innovative local responses to meet pressing welfareneeds. Innovative projects are especially urgent with vulnerablefamilies whose experiences of racism, bullying, mental healthdifficulties, domestic violence and child abuse are the rulerather than the exception. In common with other initiativesin the United Kingdom and abroad, the FSS aims to be non-stigmatizing,non-intrusive and responsive to the ethnicity, views and specificneeds of families. Summary The proposal in the Barclay Report on the role and tasks ofsocial workers for ‘community social work’ as astrategy for social services departments is assessed The writerargues that the voluntary sector has significant roles and prioritiesoutside the social services, that government priorities forencouraging the voluntary sector emphasise other areas of workand that involving voluntary groups in official initiativesmay be seen as going against the independence of some groups.The motivation of groups and individuals in the voluntary sectorwill be important, but various research and practice shows thatindividuals, informal groups and mutual aid groups may be difficultto involve in a substantial programme. The climate of opinionin the field of volunteering and the social background of clients'neighbours may provoke hostility. Experience of community worksuggests that official initiatives may lead to resistance andconflict rather than involvement, and there may be ethical problemswith compulsion.  相似文献

Summary This paper examines the interaction between the organizationalstructure of social services departments and procedures foradmission into residential care. Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. Summary This article discusses visits paid to fifty-three families witha severely mentally handicapped adult living at home, most ofwhom were also quite severely disabled physically. Varying reactionsto the services offered by general practitioners and mentalwelfare officers are described and those factors influencingthe generally poor opinion of mental welfare officers' servicesare discussed. The importance of the daily routine of the familiesis emphasized and the difficulty of the mental welfare servicein providing services or practical assistance which helps withthe daily routine. Summary A major survey of the social services workforce (Balloch etal., forthcoming), carried out in the Research Unit at the NationalInstitute for Social Work, has produced new data about sourcesof job satisfaction and about the incidence of stress and violence.The survey took place in five different local authorities inEngland, and interviews were carried out with 1276 individuals,selected from four groups of staff: managers, social work staff,home care workers and residential staff. The results suggestedthat those who work in the statutory, social services do experiencemore stress and violence than workers in other parts of thehealth and welfare services. However, different jobs presenteddifferent hazards. In general, home care workers were the mostsatisfied with their jobs, and were also the group least likelyto be stressed or to experience violence in the course of theirwork. By contrast, residential workers, especially those withmanagement responsibilities, were most at risk of both violenceand stress. Men were more likely than women to experience violence,while other groups with a higher than average risk of stressincluded younger members of staff, and managers and social workstaff responsible for elderly people.  相似文献

Summary This paper reports on a study of elder abuse among clients ofan outer London community psychogeriatric service. Staff reportedelder abuse in their caseloads over a period of one year. Reportedcases were linked with referrals. Rates of abuse for differentstaff and for different age and ethnic groups were calculated.Women were very much more likely to be abused than men and wereless likely to be abusers. Clients were frequently reportedas abusing their carers. Staff reporting rates varied widely.Training and the time available to win the trust of clientsappeared to be important variables. The staff response was limitedby lack of managerial support and by lack of developed strategiesfor dealing with abusive situations. Separation was the mostcommon response to physical violence in the home. Financialabuse was mainly dealt with by social services. Staff abusewas largely ignored.  相似文献

Summary A controlled study was undertaken of two services assessingand managing cases of deliberate self-harm admitted to a casualtydepartment. The first service featured psychiatrists only andthe second included psychiatric social workers as well as psychiatrists. A combination of standardized instruments, a structured questionnaire,a twelve month diary and medical and social work files wereused to collect information. Demographic factors, repetitionrates, types of help offered, client satisfaction, social circumstancesand general health were investigated. Few significant differences were found to have existed betweenthe client populations of the two services at initial assessment.Also, there were no apparent differences in factors interveningbetween initial assessment and follow-up. However, the analysisof outcome measures indicates that clients benefited substantiallyfrom the addition of a psychiatric social worker in the followingareas: help offered, client satisfaction, social circumstancesand general health.
