In the years since 1948, child and family social work has, to differing degrees at different times, sought to identify itself with a national centrally directed service, with the local service organization, with its clientele and with an independent source of professional regulation. Changes in the organizational context in which the work has been carried out over this period have affected the prospects for the development of a secure identity. The effects of the following are considered: national structures, particularly in relation to children's departments between 1948 and 1971; the corporate local authority; the managerial function in social services departments; social care; specialization; the detailed scrutiny of practice; care management and the Children Act 1989. 相似文献

This paper provides a critical appraisal of the Department of Health Research Studies in Child Protection and their recommendations for policy and practice. It argues that there are a number of conceptual and methodological problems and a failure to thoroughly articulate and represent the tensions and complexities of child protection work, particularly at the point of allegation and initial referral. In the process it fails to fully appreciate the significance of risk in the current social and political climate, the way front-line professionals, particularly social workers, are held to account and the nature of the responsibilities they carry. As a consequence, the paper suggests that attempts to shift the balance of policy and practice from narrowly defined child protection to family support for children in need may be far more difficult than the research suggests. 相似文献

Provision of statutory social work services to children and their families has a long and contentious history as conflicting ideas about appropriate interventions, in what is still largely characterized as the private sphere of the family, define the terrain for practice. More recently, staff in social services departments have had to meet the challenges of contemporary practice at a time of major restructuring. Implementing the National Health Service & Community Care Act 1990, and meeting the demands of Audit/Social Services Inspectors, leaves departments struggling to meet externally imposed criteria focused on particular interpretations of the nature of economy, efficiency and effectiveness in the public sector. In general staff have had to respond to competing imperatives as they offer services in ways that reflect shifting priorities, priorities that are inevitably shaped by ideological, political, economic and technological agendas as well as by professional concerns. In the process the role and task for social work is once again being redefined. This paper seeks to challenge dominant narratives, through exploration of the contemporary context for practice, and reassert the importance of social work input even as individuals' working lives change around them. 相似文献

This paper reports the findings of an exploratory study of the response of social workers within a community care setting, in a large Dublin suburb, to cases involving men's abuse of women. This research aims to focus on what child protection workers do regarding this abuse, and what they say about what they do, thereby giving readers a sense of the action taking place in this social work team. The data, generated from both qualitative and quantitative methodological research, reflects this aim, as it taps into the working model of responses to men's abuse of women held by social workers, and identifies what influences that, thereby reflecting the realities and constraints of everyday work. At the time the research was carried out (2000), the results confirm that the prevalence of cases involving men's abuse of women on this team was in line with international findings. This research revealed an absence of a team policy, an agreed definition of intimate violence in this context and agency practice guidelines, and illuminated how these gaps act as a deterrent to effective intervention. This paper explores some of the ethical and practical dilemmas that may arise for child protection social workers intervening in cases where the abuse of women by men is present. Recommendations arising from this research identify a need for a clear policy and best practice guidelines for social work staff in relation to this abuse. 相似文献

This paper provides a practical response to the critical appraisal provided by Nigel Parton of the Department of Health research studies in child protection. Parton argues that the research is flawed because, whilst acknowledging that abuse is socially defined, it also claims that certain types of abuse are undoubtedly serious. This is refuted. The central focus of the research is upon the child protection process. The research does not simply suggest a re-labelling of child protection work, but a more considered approach to the assessment of family circumstances. The research does not ignore the centrality of social work itself; indeed its emphasis is upon comprehensive and consistent assessment. The document provides useful practical assistance to social workers and professionals in other organizations and is a helpful framework for strategic development. 相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? The instrumental role of government in the development of social work in China has led to questions about its political function. So far, little has been reported on how the government has “made” social work in China. To fill this gap, we first provide a brief chronological review of major policies and activities of the Chinese government in its making of social work in China. The state's intervention has indeed been massive and crucial although, politically, it may limit the mandate of social work in China. Yet, we argue that the development of the social work profession in China is generating institutional space for the emerging civil society to take a more active role in welfare service delivery. Situated and mediating between the state and the emerging civil society, the social work profession in China will need to constantly negotiate its mandate to meet the needs of both sides. 相似文献

David Cox (1995) argues that social work educators need to engage with social issues if they are to move social work away from the doldrums in which it has become trapped. Although this is true, changes of a greater magnitude are required if social work practice is to remain relevant in the twenty-first century. In a globalizing world, social work educators have to play a key role in internationalizing the social work curricula (academic and practicum) and socializing practitioners to embrace emancipatory approaches to social work if they are to counteract the brutalizing forces of industrialism and militarism. Engaging with social change to empower excluded groups requires social workers to work with "clients", policy-makers and international welfare organizations in ways that link the personal and structural dimensions of social life. In short, practitioners need to go beyond the state of the art if their interventions are to respond to the "person-in-their-situation" in a modern context. 相似文献

In assessing the appropriateness of contemporary social work education to its context, the article assumes that social work practice and education must relate to its social reality. The article argues that, since the 1970s, that reality has changed in relation to the role of the welfare state, perceptions of economic growth and the independence of the state. As a result, the roles of civil society, the community and welfare personnel have changed, with implications for social work. At the same time, the earlier tendency of social work to avoid the major social issues of the day is no longer appropriate, and the article outlines five major issues needing to be addressed by social work. In conclusion, the article presents four options that social work education should, as a total profession, address, if the profession is to play the roles demanded of it by its contemporary social reality. 相似文献

My aim was to study the experiences and priorities of two age groups of social work students practicing in client-centered social work. This article is based on the research on rationality and language games in social work. The target groups of the research project as a whole were the actors: the heads and social workers or activists in public social welfare and health care agencies and institutions and in voluntary associations and action groups, and finally, two subsequent classes of students from a school of social work, during their practicing periods. This article concentrates on the trainees. At first, the trainees wrote essays and kept diaries. Secondly, they marked their standings on graphs visualizing different types of information contents and social relation structures. Thirdly, they made their choices of reasons for and solutions to social problems on a problem wheel. The trainees' study, using different data gathering techniques, partly confirms the results of the research of the other actor groups, in which the data were derived using questionnaires and interviews. The trainees' study shows variation in the respondents' priorities within and between specified social problem categories. Qualitatively analyzed, however, the characterizations of social work, both those who currently act in and those aiming to enter this field, resemble one another. 相似文献

Reports into incidents of child death and serious injury have highlighted consistently concern about the capacity of social workers to communicate skilfully with children. Drawing on data collected as part of an Economic and Social Research Council funded UK‐wide research project exploring social workers' communicative practices with children, this paper explores how approaches informed by social pedagogy can assist social workers in connecting and communicating with with children. The qualitative research included data generated from 82 observations of social workers' everyday encounters with children. Social pedagogical concepts of ‘haltung’ (attitude), ‘head, heart and hands’ and ‘the common third’ are outlined as potentially helpful approaches for facilitating the intimacies of inter‐personal connections and enhancing social workers' capacity to establish and sustain meaningful communication and relationships with children in the face of austere social, political and organisational contexts. 相似文献

Shame is an underexplored and misunderstood emotion. It can be described as an acute awareness of one's flawed and unworthy self. It is the primary social emotion and one of our most intimate feelings developed within the context of our family of origin, which can have a devastating effect on an individual and their relationships. Social workers are routinely faced with issues of shame as an intrinsic consequence of the matters with which social work deals and also as a result of how both families and workers experience the child protection process. This paper outlines the research on shame and guilt to argue for a re‐evaluation of the key challenges faced by child protection social workers. It is argued that shame experienced by parents and carers potentially plays a significant role in these challenges, while it may be argued that ‘guilt’ has had a bad press and may potentially play an important role in the successes. An argument is made for a shame‐reducing child protection social work practice with some key themes for practitioners to consider in their attempt to improve the accuracy of assessments and intervention. 相似文献

Training of social workers according to the changing needs of the society is important. To this end, we decided to review the adequacy of mental health training in postgraduate programme in social work. The Mental Health Care Act 2017 defines psychiatric social worker (PSW) in India to have additional higher qualification beyond post‐graduation in social work. The number of such qualified PSWs appears to be limited due to small number of institutes that offer advanced training in the country. Though, the number of available PSWs with such qualifications is rising, the manpower in proportion to the mental health needs in the country continues to remain low. It is therefore, relevant to review the quality of psychiatric social work education at postgraduate level if this level is to be considered as the desirable qualification for PSW. In this context, postgraduate social work syllabi from 71 universities including autonomous institutions were reviewed using semi‐structured assessment. The results show a lack of uniform teaching components, training methods and insufficient skill orientation towards mental health interventions. These observations suggest that curricula and training are modified with strengthening and enhancing the quality of training of mental health at post‐graduate level in Social Work. 相似文献

In a discourse and conversational analysis of a Dutch family supervision order, the transformations in family positions are examined. The parents in this case consider their son's drug addiction to be an individual problem. The family guardian succeeds in convincing them that it is a problem which concerns all the family rather than merely a personal issue for their son. By combining a positive and supportive attitude towards the parents with an unrelenting emphasis on the familial character of Marco's problems, the family guardian succeeds in getting the parents to reflect on their own position in relation to their son and their share in the problems in his life. 相似文献

This paper contributes to the debate which has followed publication of the recent Department of Health research in child protection. From the viewpoint of one of the researchers, it surveys the criticisms presented by Nigel Parton (Parton 19%). This article seeks to contribute to a better understanding of the factors that are associated with social work students' willingness to engage in policy practice. It examines a model according to which the willingness to engage in policy practice is linked to the importance that students attribute to the goals of social work and to their views on poverty. The sample consisted of 138 social work students in one of Israel's leading universities. The measures consisted of four questionnaires developed specifically for this study. The findings revealed strong relationships between students' views regarding the causes of poverty and their attitudes towards the preferred ways to deal with poverty. In addition, strong relationships were found between the importance that students attributed to the goals of social work and their willingness to engage in policy practice. However, no significant relationships were found between students' views on poverty and their willingness to engage in policy practice. The link between child care and mental health problems in social work clients has begun to attract some attention. Despite some review articles, research is, as yet, at a very early stage of development. Maternal depression and child care problems in particular appear likely to be closely associated. This paper focuses on the link between maternal depression and the most severe of child care problems: child abuse. The paper shows a significant relationship between maternal depression and child abuse. It explores this relationship by distinguishing three groups: families where no abuse had occurred (non abuse families), families where abuse had occurred but where the mother was not depressed (non depressed-abuse group) and families where both child abuse and maternal depression were present (depressed-abuse group). The depressed-abuse group are shown to be considerably worse off than both the other groups for a range of measures, including indices of deprivation and range and severity of social problems. The depressed-abuse group were also more chronic users of services and consumed far more resources than the other two groups. Remarkably, there were few differences between the non abuse group and the non depressed abuse group in nature and severity of problems and intervention. Depression in mothers, then, provides the major distinction between families where abuse was an issue compared with families where abuse was not present. Such families are characterized not simply by maternal depression and child abuse, but frequently by abuse of the mother herself, who is often socially isolated. These findings are of major importance for child care practice, indicating that working with the mother's depression and the social conditions that provide its backdrop, are a major aspect of social work practice. 相似文献
