The paper studies the optimal tax‐subsidy schedules in an economy where the only decision of the agents is to work, or not, with an application to the case of France. Given an income guarantee provided by the welfare state, the tax schedule that maximizes government revenue provides a benchmark, the Laffer bound, above which it is inefficient to tax. In fact, under mild conditions, a feasible allocation is second best optimal if and only if the associated taxes are lower than the Laffer bound. The only restriction that efficiency puts on the shape of the tax scheme is this upper Laffer bound. The Laffer tax scheme itself can be computed from the joint distribution of the agents' productivities and work opportunity costs. Depending on the economy, it can take widely different forms, and exhibit, for instance, negative marginal tax rates. After estimating the joint distribution of productivities and work opportunity costs on French data, I compute the Laffer bound for two subpopulations, single women and married women with two children or more. Quite surprisingly, the actual incentives to work appear to be very close to the bound.  相似文献

This paper estimates total productivity change with regard to the Lisbon Police Force and decomposes it into technically efficient change and technological change with data envelopment analysis (DEA). The benchmarking procedure implemented is an internal benchmarking, in which police precincts are compared against each other. The aim of this procedure is to seek out those best practices that will lead to improved performance throughout the whole force. We rank the precincts according to their total productivity change for the period 2000–2001, concluding that some precincts experienced productivity growth while a small number experienced productivity decrease. Economic implications arising from the study are considered.  相似文献

Abstract. In this paper a new algorithm is proposed in order to produce an automatic dynamic compound estimator of the labour force based on an interactive scheme. The proposed algorithm, JARES, is based on the probability estimator of Jaynes based on the notion of maximum entropy of a given probability distribution with a constraint on the average of an external information. The iterative scheme is based on the solution of a set of linear equations which represent the algebraic relationships between the weights and the estimates.  相似文献

This paper describes the patterns of labour market transitions for a cohort of married women in the USA drawn from the National Longitudinal Survey and observed between 1968 and 1991. The empirical analysis of labour market movements is motivated by human capital theory augmented by demographic and life-cycle considerations. These movements are investigated by estimating competing risk models of labour force spell duration. The results show that the determinants of spell lengths and the determinants of the reasons for spell terminations vary across labour market states. More importantly, both the labour market state in which an individual is observed over her work cycle and the labour market state to which she moves are relevant in shaping her spell length and her tradeable characteristics in the labour market.  相似文献

This article is derived from feedback which the author has analysed in the course of his work as an organization development consultant in Zambia. It is based on the experience of a large number of diverse organizations currently engaged in the process of developing ‘survival strategies’ in the field of materials management as a result of the effect of economic, geographical and geopolitical factors peculiar to the region. Some of the results are equally applicable to procurement operations in other landlocked countries in the East and Central African region. While some of the observations reflect the consequences of ineffective supply management strategies at the corporate level in the Third World context, the lessons are equally applicable to the long-range planning needs of procurement specialists and chief executives in the developed countries. Exercise material is provide to enable management development specialists to examine the approaches utilized during training sessions and to facilitate the development of assignment materials specific to their own organization.  相似文献

ABSTRACT: Micro (and possibly panel) data from the Labour Force Surveys are a valuable source for analysing the labour supply behaviour. Among the information collected by the quarterly Italian Labour Force Survey conducted by ISTAT (the Italian national statistical agency), there are data on the duration of job-search. From a single survey, one can only know the duration of search up to the time of the interview. Nonetheless, by appropriately exploiting the longitudinal structure of the survey (the sample scheme is a rotated one, with a 50|X% overlapping of the sample units in two subsequent quarters) it is possible to measure, although imperfectly, some completed spells of job-search. In this paper, we try to model the duration of job-search for a sample of young unemployed. Considerable attention is devoted to the measure of duration of search, and to the evaluation of its accuracy. A one state proportional hazard model is specified and estimated, accounting also for unobserved heterogeneity. The model is estimated on a sample of young (15 to 29 years old) unemployed in January 1986 reinterviewed in April, in an Italian region (Lombardy). The major finding is a fairly clear evidence, both for males and females, of negative duration dependence, even after accounting for the unobserved heterogeneity that turns out to affect the female population.  相似文献
