Condorcet efficiencies under the maximal culture condition   总被引:2,自引:1,他引:1  
The Condorcet winner in an election is a candidate that could defeat each other candidate in a series of pairwise majority rule elections. The Condorcet efficiency of a voting rule is the conditional probability that the voting rule will elect the Condorcet winner, given that such a winner exists. The study considers the Condorcet efficiency of basic voting rules under various assumptions about how voter preference rankings are obtained. We estimate the frequencies with which ten voting anomalies (ties and nine voting paradoxes) occur under 14 voting rules, using a statistical model that simulates voting situations that follow the same distribution as voting situations in actual elections. Thus the frequencies that we estimate from our simulated data are likely to be very close to the frequencies that would be observed in actual three-candidate elections. We find that two Condorcet-consistent voting rules do, the Black rule and the Nanson rule, encounter most paradoxes and ties less frequently than the other rules do, especially in elections with few voters. The Bucklin rule, the Plurality rule, and the Anti-plurality rule tend to perform worse than the other eleven rules, especially when the number of voters becomes large.  相似文献

Niemi (Am Polit Sci Rev 63:488–497, 1969) proposed a simple measure of the cohesiveness of a group of n voters’ preferences that reflects the proximity of their preferences to single-peakedness. For three-candidate elections, this measure, k, reduces to the minimum number of voters who rank one of the candidates as being least preferred. The current study develops closed form representations for the conditional probability, PASW(n,IAC|k), that all weighted scoring rules will elect the Condorcet winner in an election, given a specified value of k. Results show a very strong relationship between PASW(n,IAC|k) and k, such that the determination of the voting rule to be used in an election becomes significantly less critical relative to the likelihood of electing the Condorcet winner as voters in a society have more structured preferences. As voters’ preferences become more unstructured as measured by their distance from single-peakedness, it becomes much more likely that different voting rules will select different winners.A preliminary version of this paper was presented at the European Public Choice Society Conference in Berlin, Germany, April 15–18, 2004.  相似文献

We study the choice of multi-person bargaining protocols in the context of politics. In politics, citizens are increasingly involved in the design of democratic rules, for instance via referendums. If they support the rule that best serves their self-interest, the outcome inevitably advantages the largest group. In this paper, we challenge this pessimistic view with an original lab experiment, in which 252 subjects participated. In the first stage, these subjects experience elections under plurality and approval voting. In the second stage, they decide which rule they want to use for extra elections. We find that egalitarian values that subjects hold outside of the lab shape their choice of electoral rule in the second stage when a rule led to a fairer distribution of payoffs compared to the other one in the first stage. The implication is that people have consistent ‘value-driven preferences’ for decision rules.  相似文献

A weighted scoring rule, Rule λ, on three alternative elections selects the winner by awarding 1 point to each voter's first ranked candidate, λ points to the second ranked candidate, and zero to the third ranked candidate. The Condorcet winner is the candidate that would defeat each other candidate in a series of pairwise elections by majority rule. The Condorcet efficiency of Rule λ is the conditional probability that Rule λ selects the Condorcet winner, given that a Condorcet winner exists. Borda rule (λ=1/2) is the weighted scoring rule that maximizes Condorcet efficiency. The current study considers the conditional probability that Borda rule selects the Rule λ winner, given that Rule λ elects the Condorcet winner with a large electorate. This is the first of three papers introducing a theory for positional voting methods that determines all possible election rankings and relationships that ever could occur with a profile over all possible subsets of candidates for any specified choices of positional voting methods. As such, these results extend to all positional voting systems what was previously possible only for the Borda Count and the plurality voting systems. In this first part certain mathematical symmetries based on neutrality are used 1) to generalize the basic properties that cause the desired features of the Borda Count and 2) to describe classes of positional voting methods with new types of election relationships among the election outcomes. Some of these relationships generalize the well-known results about the positioning of a Condorcet winner/loser within a Borda ranking, but now it is possible for the Condorcet loser, rather than the winner, to have the advantage to win certain positional elections. The vulnerability of a social choice function to coalitional manipulation of preferences is defined as the proportion of voting situations in which the social choice function can be manipulated by a coalition of individuals. In this paper, we provide exact relations giving the vulnerability of four specific social choice functions (plurality rule, anti-plurality rule, plurality with runoff, anti-plurality with runoff) in three-alternative elections. Plurality with runoff appears to be less vulnerable than the other three rules.  相似文献

Consider an election between $k$ candidates in which each voter votes randomly (but not necessarily independently) for a single candidate, and suppose that there is a single candidate that every voter prefers (in the sense that each voter is more likely to vote for this special candidate than any other candidate). Suppose we have a voting rule that takes all of the votes and produces a single outcome and suppose that each individual voter has little effect on the outcome of the voting rule. If the voting rule is a weighted plurality, then we show that with high probability, the preferred candidate will win the election. Conversely, we show that this statement fails for all other reasonable voting rules. This result is an extension of one by Häggström, Kalai and Mossel, who proved the above in the case $k=2$ .  相似文献

Since voting rules are prototypes for many aggregation procedures, they also illuminate problems faced by economics and decision sciences. In this paper we are trying to answer the question: How large should a coalition be to have a chance to influence an election? We answer this question for all scoring rules and multistage elimination rules, under the Impartial Anonymous Culture assumption. We show that, when the number of participating agents n tends to infinity, the ratio of voting situations that can be influenced by a coalition of k voters to all voting situations is no greater than $D_{m} \frac{k}{n}Since voting rules are prototypes for many aggregation procedures, they also illuminate problems faced by economics and decision sciences. This paper proves the existence of a stationary distribution for a class of Markov voting models. We assume that alternatives to replace the current status quo arise probabilistically, with the probability distribution at time t+1 having support set equal to the set of alternatives that defeat, according to some voting rule, the current status quo at time t. When preferences are based on Euclidean distance, it is shown that for a wide class of voting rules, a limiting distribution exists. For the special case of majority rule, not only does a limiting distribution always exist, but we obtain bounds for the concentration of the limiting distribution around a centrally located set. The implications are that under Markov voting models, small deviations from the conditions for a core point will still leave the limiting distribution quite concentrated around a generalized median point. The Condorcet winner in an election is the candidate who would be able to defeat all other candidates in a series of pairwise elections. The Condorcet efficiency of a voting procedure is the conditional probability that it will elect the Condorcet winner, given that a Condorcet winner exists. The study considers the Condorcet efficiency of weighted scoring rules (WSR's) on three candidates for large electorates when voter indifference between candidates is allowed. It is shown that increasing the proportion of voters who have partial indifference will increase the probability that a Condorcet winner exists, and will also increase the Condorcet efficiency of all WSR's. The same observation is observed when the proportion of voters with complete preferences on candidates is reduced. Borda Rule is shown to be the WSR with maximum Condorcet efficiency over a broad range of assumptions related to voter preferences. The result of forcing voters to completely rank all candidates, by randomly breaking ties on candidates that are viewed as indifferent, leads to a reduction in the probability that a Condorcet winner exists and to a reduction in the Condorcet efficiency of all WSR's. This article focuses on voting systems that (i) aim to select the Condorcet candidate in the common case where one exists and (ii) impede manipulation by exploiting voter knowledge of electorate preferences. The systems are relatively simple, both mathematically and for voter understanding, and are fully workable for large-scale elections. Their designated equilibrium strategies, under which voters vote sincerely, involve discerning the top one or two candidates in the preference ordering of the electorate. One set of systems uses its ballot to obtain voters’ preference rankings plus approval votes, and tallies the latter if no Condorcet winner exists. It offers solid advantages vis-à-vis instant-runoff voting, which uses a kindred ballot and has attracted recent reformers. Another set of systems uses only approval voting, which is examined from a new angle.  相似文献

Earlier derivations of scoring rules, by Smith (1973) and Young (1975), assumed that a voter can express only a rank ordering of the alternatives on his or her ballot. This paper shows that scoring rules can be derived without this ordering assumption. It is shown that a voting rule must be a scoring rule if it satisfies three basic axioms: reinforcement, overwhelming majorities, and neutrality. Other range and nonreversal axioms are also discussed.  相似文献

Ramon Llull (Majorca c.1232–1316) is one of the earliest founding fathers of voting theory and social choice theory. The present article places Llull’s contributions and discussion in the historical context of elections in the medieval Church and the emergence of majority rule as a new general principle for making enforceable collective decisions in replacement of traditional unanimous requirements. To make the majority principle operational, Llull initially proposed a system of exhaustive binary comparisons that is more efficacious in producing a winner than the Condorcet system, in anticipation to the so called Copeland procedure. In contrast to some previous tentative suggestions, careful reading of Llull’s papers demonstrates that he did not propose a rank-order count system, such as those proposed later on by Cusanus and Borda. A new hypothesis is presented to explain Llull’s later proposal of an eliminatory system of partial binary comparisons. Some performance of Llull’s voting systems is estimated by innovative analysis of results in certain modern sports tournaments.  相似文献

Using computer simulations based on three separate data generating processes, I estimate the fraction of elections in which sincere voting is a core equilibrium given each of eight single-winner voting rules. Additionally, I determine how often each rule is vulnerable to simple voting strategies such as ‘burying’ and ‘compromising’, and how often each rule gives an incentive for non-winning candidates to enter or leave races. I find that Hare is least vulnerable to strategic voting in general, whereas Borda, Coombs, approval, and range are most vulnerable. I find that plurality is most vulnerable to compromising and strategic exit (causing an unusually strong tendency toward two-party systems), and that Borda is most vulnerable to strategic entry. I use analytical proofs to provide further intuition for some of my key results.  相似文献

A typology of electoral environments in which strategic manipulation of voting rules can occur is proposed. From this typology, six different concepts of equilibria (or quasi-equilibria) are defined, including the usual ones. Then, focusing on three alternative elections, we derive some analytical representations for the vulnerability of a large number of voting rules to strategic manipulation by considering successively each type of equilibrium. Our results show that the hierarchy of the rules changes when the voting framework is modified. However, some rules are clearly dominated and some others (among which the Borda and the Nanson rules) appear to be uniquely the best in some specific contexts.  相似文献

In the first competitive election for President of the Social Choice and Welfare Society, the (official) approval-voting winner differed from the (hypothetical) Borda count winner, who was also the Condorcet winner. But because the election was essentially a toss-up, it is impossible to say who should have won. The election for Council was more true to form of other professional-society elections, with the winners identical, and even their rankings almost duplicative, under both voting systems. We consider a problem in which a policy is chosen from a one-dimensional set over which voters have single-peaked preferences. While Moulin (Public Choice 35:437–455, 1980) and others subsequent works have focused on strategy-proof rules, Renault and Trannoy (Mimeo 2011) and Renault and Trannoy (J Pub Econ Theory 7:169–199, 2005) have shown that the average rule implements a generalized median rule in Nash equilibria and provide an interpretation of the parameters in Moulin’s rule. In this article, we first extend their result by showing that a wide range of voting rules which includes the average rule can implement Moulin’s rule in Nash equilibria. Moreover, we show additionally that within this class, generalized average rules are Cournot stable. That is, from any strategy profile, any best response path must converge to a Nash equilibrium.  相似文献

This paper simulates how the union success rate in representation elections would be affected if the NLRB reverted from its current simple-majority voting rule to its original majority-in-unit voting rule. Such a rule change would have altered 21 percent of decertification and 16 percent of certification victories over the period 1977–81, resulting in the loss of 180,400 actual or potential bargaining unit members for the union movement. Abstentions play an important role in election outcomes. Under the present voting rule unions have no clear advantage to “get out the vote” in decertification elections, but a clear disadvantage in certification elections. Under a majority-in-unit rule unions hold an advantage when they “get out the vote” in all representation elections.
