Employment after childbearing and women's subsequent labour force participation: evidence from the British 1958 birth cohort 总被引:1,自引:0,他引:1
Data on women from the British 1958 Cohort Study is used as evidence on the determinants of their labour force participation at age 33. A conventional cross-sectional model of full or part-time employment makes use of some longitudinal material not normally included in such models. Whether the woman made the hitherto customary break from. employment at the time of the first maternity is included in recognition that this cohort was among the first generation to be offered Statutory Maternity Leave. Results suggest that the presence of children (still) inhibits full-time employment and raises the probability of part-time employment; that income effects on participation have continued to weaken while wage elasticity for full-time employment is high. Continuity of employment straight after childbearing raises the chances of subsequent full-time employment, but by no means guarantees it. Women's transitions in the labour market: a competing risks analysis on German panel data 总被引:1,自引:0,他引:1

This paper analyses the transitions between the three states of non-employment, part-time and full-time work of a sample of married women living in West Germany. The questions addressed concern the dynamics of women's labour market transitions and the association of the probability of transition with household and individual characteristics. A non-parametric duration analysis shows that women have a similar attachment to full-time and part-time work in terms of survival, and that survival in non-employment is shorter than in the other two states. Estimates of a parametric discrete-time competing risks duration model show that wives of retired husbands go into full-time work, children under 3 years have a disincentive effect on part-time work and that part-time work is a state that German women prefer to stay in and not a first step to full-time employment, whereas foreign women living in West Germany prefer full-time jobs.I thank Rebecca Blank, John F. Barefoot and in a German kitchen: federal parental leave and benefit policy and the return to work after childbirth in Germany 总被引:1,自引:1,他引:0
Since 1979 German federal maternity leave and benefit policy has given women incentives to stay at home and take care of their newborn and youngest children. In 1986 this leave and benefit policy was changed in several ways, turning it into a powerful instrument for delaying mothers' return to work after childbirth. Using a flexible duration dependence estimation technique for proportional hazards due to Prentice and Gloeckler (1978) and applied to grouped durations by Meyer (1987, 1990), we estimate post childbirth return to work hazards for women during the federally protected leave protection period and immediately upon completion of this leave period. During the leave mothers are less likely to return to work the longer is the time left in the leave protection period; however, this result cannot be attributed generally to high levels of maternity benefits. Children claim a large part of the parents' potential resources, particularly their time. Direct time costs arise through the time spent out of the labour force while the children are small, indirect costs are the result of lower investment into human capital. In this paper we make use of the panel aspects of the German GSOEP, the Swedish HUS and the British BHPS data. In these data sets we known month and year of childbirth and the month to month labor force status of the mother also before giving birth. This permits analysis of labor force transitions triggered by child births of different birth orders. From macro data Swedish women are known to have the highest labor force participation. The difference in total labor force participation of women is totally a result of fewer mothers entering the labor force and entering later in Germany and Great Britain than in Sweden. This paper shows that before birth of first child there is no such difference. We find that German and British women have even higher full-time labor force participation than Swedish women 12 months before the birth of the first child. The difference is more pronounced for second and third births than for first births. We suggest that these differences are caused by different family policy regimes where Germany can be characterized as a breadwinner regime and Sweden a regime oriented towards equal role sharing of father and mother. Our results on determinants of being in the labor force both after and before the birth of a child as well as determinants of the tempo of entering the labor force after birth shows that women's own human capital is important both in Germany and Great Britain, whereas in Sweden also less educated women have entered the labor force by the time the child is 2 years old.All correspondence to Cécile Wetzels. There is growing evidence that social policies towards mothers have important effects on their labour market behaviour. This article argues that these effects are less important in a Male Breadwinner Regime if there is employment insecurity in the household or if women intend to participate in the long-run. I consider the case of Spain, where the workforce has become polarized between insiders and outsiders and where social policies closely resemble the Male Breadwinner Regime. The results show that Spanish mothers fall into two groups: those who do not withdraw from the labor force after childbirth and those who withdraw and do not re-enter after their children arrive at school age. Entry or re-entry appears related to the husband's employment uncertainty. The trade-off between parents' time with their own kids and market work, and its dependence on out-of-home day care is analyzed
in a simultaneous equation framework. Economic incentives primarily work through decisions about market work, while the direct
effects on time with children are weak. The results suggest that a change in the mother's working hours has less influence
on the parents' time with their children than a change in the father's working hours. This would imply that a policy working
to increase the time with people's own children should primarily influence the father's work hours. We also find that parents
prefer joint activities with their children, and that out-of-home child care is not chosen as a substitute for own time with
children.

Analysing young people's educational choices, we derive and test implications of a relative risk aversion hypothesis: that
educational choices are made so as to minimize the risk of ending up with a lower level of education than one's parents. These
implications are in general different from what one would expect from human capital theory. We use a unique data set which
combines data from administrative registers on young people's pathways through the educational system and their family background
with survey data on their academic abilities at lower secondary school. The evidence is partly in favour of the relative risk
aversion hypothesis.

2nd generation immigrants from less developed countries have less education and a lower employment frequency compared to the native Danish youth. We analyse the school-to-work transition of these groups using panel data for the years 1985–1997. The educational gap between 2nd generation immigrants and the Danish youth is to some extent explained by age structure, while age does not explain the native-immigrant gap concerning the duration of waiting time until first job and the duration of first employment spell. Instead parental capital and neighbourhood effects seem to play a major role. We find large gender differences among 2nd generation immigrants in the school-to-work transition.All Correspondence to Nina Smith. We analyse educational choices and earnings of individuals at two different levels in the Portuguese educational system.
At each exit we consider two decisions: the decision to continue studying and the employment decision. We find empirical support
for the existence of selectivity bias as the errors of the earnings functions are in general correlated with the disturbances
of the decision functions. The obtained rates of return to education vary between 2.4 and 9.4 percent, depending on whether
or not selectivity and quantity effects are excluded from the computations. Note that selectivity represents three quarters
of this difference.

Many reform proposals of the social security systems in various OECD economies suggest to scale down the non-actuarial parts
of the pension systems. These reforms have a flavor of increased efficiency at the costs of welfare losses for low-income
individuals. Assessing the economic effects, we investigate five different reform proposals by means of a numerical overlapping
generations model for the Norwegian economy. The model features an endogenous retirement age and heterogeneous individuals
within generations. It turns out that the various reforms, which scale down the public non-actuarial pension system, lead
to increases in the retirement age and steady-state welfare gains for all income classes.

This paper analyses the effects of expected earnings and local markets conditions on the behaviour of young adults with high
school diplomas. Decisions to either remain in the parental home or form a new household are modelled jointly with those of
either gaining work experience or investing in a university education. Expected lifetime earnings are found to play a crucial
role in determining the choice of studying and residing with parents. Poor labour market opportunities discourage young people
from working and induce them to study. The cost of housing greatly influences the choice of working and leaving the parental
home.

Has the relative unemployment propensity for the low-skilled increased during the 1990s? We address this question empirically, based on two notions of low skills; i) low education, and ii) low ability, conditioned on education and work experience. Ability is identified by previous earnings. Evaluated by the education-based measure, we find that unemployment propensity has not developed unfavourably for the low-skilled. Evaluated by the ability-based measure, it has. We uncover a steady deterioration of employment prospects for persons with low ability relative to others with similar formal qualifications. Many countries use settlement policies to direct the inflow of immigrants away from immigrant dense areas. We evaluate a reform of Swedish immigration policy that featured the dispersion of refugee immigrants, but also a change in the approach to labor market integration. We focus on how immigrants fared because of the policy. The evaluation indicates that immigrants experienced substantial long run losses. The bulk of the effect stems from a common component that affected immigrants regardless of location. We interpret the common component as being related to a shift in policy focus, from labor market assimilation to income support.All correspondence to Per-Anders Edin. In this paper we look at a panel of OECD aggregate fertility and labor market data between 1970 and 1995 and we report some
striking recent developments. Total Fertility Rates (TFR) were falling and Female Participation Rates (FPR) were increasing,
conforming to a well known long-run trend. Along the cross-sectional dimension, the correlation between TFR and FPR was negative
and significant during the 1970's and up to the early 1980's. This seemed consistent with secular comovements. However, by
the late 1980's the correlation had become positive and equally significant. We discuss our findings within the framework
of standard neoclassical models of fertility and labor supply adapted to macro data, as in Butz and Ward (1979).

This paper estimates the effect of a mothers employment on her teenage daughters likelihood of birth. Using data from the United States, the National Education Longitudinal Survey of 1988, the author finds that teenagers with working mothers who attend relatively wealthy schools are more likely (77%) to have a birth compared to teens who attend similar schools but have non-working mothers. The risk of poverty for single mothers ranges from less than 2% in Sweden to more than 35% in the United States; less extreme cross-national variations also exist for partnered mothers. We explore which family policies are most effective at directly reducing poverty among families with children, and whether these policies indirectly reduce poverty through supporting mothers’ employment. We combine microdata from the Luxembourg Income Study with the Work-Family Policy Indicators dataset, and use multilevel logistic regressions to examine the associations between policy and poverty, controlling for individual-level factors. We find significant effects of family allowances, generous parental leaves and childcare provisions, with more powerful effects for single mothers. We further show that parental leave and childcare operate through boosting mothers’ employment, illustrating that work-family policies are useful for reducing poverty by enhancing mother's employment. 相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict. 相似文献

Methods for time series modeling of mortality and stochastic forecasting of life expectancies are explored, using Canadian
data. Consideration is given first to alternative indexes of aggregate mortality. Age-sex group system models are then estimated.
Issues in the forecasting of life expectancies are discussed and their quantitative implications investigated. Experimental
stochastic forecasts are presented and discussed, based on nonparametric, partially parametric, and fully parametric methods,
representing alternatives to the well known Lee-Carter method. Some thoughts are offered on the interpretation of historical
data in generating future probability distributions, and on the treatment of demographic uncertainty in long-run policy planning.

The correlation in economic status among siblings is a useful “omnibus measure” of the overall impact of family and community
factors on adult economic status. In this study we compare brother correlations in long-run (permanent) earnings between the
United States, on one hand, and the Nordic countries (Denmark, Finland, Norway and Sweden) on the other. Our base case results,
based on very similar sample criteria and definitions for all countries, show that this correlation is above 0.40 in the United
States and in the range 0.14–0.26 in the Nordic countries. Even though these results turn out to be somewhat sensitive to
some assumptions that have to be made, we conclude that the family and community factors are more important determinants of
long-run earnings in the United States than in the Nordic countries.
